New Delhi: Police have arrested a senior Buddhist monk accused of sexually abusing 15 boys at a meditation centre he ran in the holy town of Bodh Gaya in Bihar, officials said Saturday. Bhante Shanghpriya Sujoy was detained in the UNESCO heritage town of Bodh Gaya, which attracts tens of thousands of pilgrims every year, after boys complained that they had been beaten, abused and forced to dance naked, police said. The scandal is the latest to hit the Buddhist establishment after the former head of China’s governmentrun Buddhist association was removed this week as abbot of a Beijing temple following a sexual assault investigation. A senior police officer at Bodh Gaya told AFP there are “serious allegations” against Bhante Shanghpriya Sujoy who took boys aged between six and 12 from impoverished families in the northeast.

Hopeful of getting UAE aid: Kerala Chief Minister Pinarayi Vijayan Thiruvananthapuram: As the Kerala government embarked on a fund mobilisation drive for reconstructing the flood-hit state, Chief Minister Pinarayi Vijayan on Saturday said he was hopeful of getting the offer of aid made by the United Arab Emirates (UAE). His statement assumes significance in the wake of a row over the centre’s refusal to accept UAE’s reported offer of Rs 700 crore to the flood-hit state.At a function organised to honour IAS officers who coordinated in operations to rescue stranded people from flood affected areas, Vijayan said several foreign countries have come forward to help the state. Referring to the reported offer of Rs 700 crore made by the UAE to carry out relief operations and centre’s decision not to accept it, Vijayan said he does not believe that the stand (of the Centre) would continue.

Arrest of activists aimed at crushing dissent: Chidambaram Nagpur : Congress leader P Chidambaram Saturday slammed the Maharashtra government over the arrest of five Left-wing activists for alleged Maoist links, saying it was an attempt to crush dissent. Addressing a press conference here, the former Union Home Minister said holding extreme Right or Left wing views is acceptable in a free country and the problem arises only when there is incitement to violence. “They (those arrested) are civil rights activists, human rights activists, lawyers, writers and poets. They have extreme Left views. “In a free country you can have extreme Left view, you can have extreme Right view…that is the essence of freedom. It is only when somebody indulges in violence or invites violence or aids or abets violence that he is committing a crime,” he stated. The Congress leader alleged the police crackdown on Left-wing activists is aimed at silencing the critics of the BJP- led government. “We think this is the attempt to divert the attention of the people from pressing issues. This is an attempt to crush dissent and attempt to instill fear in critics of the government. “We condemn this and we are very happy that the court has intervened and given them some degree of liberty,” he said. New Delhi: Prime Minister Narendra Modi on Saturday launched the payments bank of Indian postal department that will take banking to doorstep of every citizen through an unmatched network of post offices and almost 3 lakh postmen and ‘Grameen Dak Sewaks’. India Post Payment (IPPB) will be like any other banks but its operations will be on a smaller scale without involving any credit risk. It will carry out most banking operations like accepting deposits but can’t advance loans or issue credit cards. The freshly-minted payments bank will accept deposits of up to Rs 1 lakh, offer remittance services, mobile payments/ transfers/purchases and other banking services like ATM/debit cards, net banking and thirdparty fund transfers. Communications Minister Manoj Sinha said IPPB will be available through 650 branches and 3,250 access points. Deposits in any account that exceed Rs 1 lakh will be automatically converted into post office savings account, he said. The government owns 100 per cent in IPPB, which has been set up under the aegis of the Department of Posts, and will offer products and services though multiple channels such as counter services, micro ATMs, mobile banking app, messages and interactive voice response. IPPB will leverage tech platforms. It will use Aadhaar to open accounts, while a QR card and biometrics will drive authentication, transactions, and

New Delhi: Prime Minister Narendra Modi on Saturday launched a blistering attack on the Congress for leaving the economy on a ‘landmine’ by its indiscriminate lending, saying loans were handed out to select businessmen after phone calls were made by ‘namdars’ (dynasts). He blamed ‘phone-a-loan’ scam of the previous UPA regime where money was lent by banks to select rich businessmen close to a particular family for mounting nonperforming assets (NPA) or bad loans but vowed to recover every penny from defaulters. None of the twelve biggest defaulters, who between them account for over Rs 1.75 lakh crore of NPAs, were given loan by the present government, Modi said at the launch of payments bank of the Indian postal department. He said while the previous UPA government hid the bad loans, his government has properly recognised them and brought tough laws to deal with defaults and recovery money. The Prime Minister said the country was cheated when the last government put such loan amount at Rs 2-2.5 lakh crore when it actually was Rs 9 lakh crore.

New Delhi: Seniormost Supreme Court judge Justice Ranjan Gogoi is set to become the next Chief Justice of India (CJI). The present Chief Justice of India Dipak Misra has recommended his name for the post to the government. Highly placed sources told Deccan Chronicle that the letter of recommendation will be delivered to the Union Law Ministry on Sunday. The recommendation is likely to be approved by the Government and Justice Ranjan Gogoi is expected to take oath on October 3. Earlier, the Union Law Ministry has sent a communication to CJI Dipak Misra to recommend the name of his successor so that it could commence the process of appointment at least three weeks before Justice Misra demits office. Normally the recommendation is sent a month before the CJI demits office. Justice Ranjan Gogoi who hails from Assam was appointed a judge in

the Gauhati High Court on February 28, 2001. He later became the Chief Justice of the Punjab and Haryana High Court on February 12, 2011. Justice Gogoi was elevated to the top court in April 2012. Justice Gogoi will be the Chief Justice till November 17, 2019 till his retirement. There was speculation over Justice Gogoi’s appointment as the next CJI following an unprecedented press conference by four seniormost judges, including Justice Gogoi, in January this year when they had criticised Justice Dipak Misra over various issues, especially the manner of allocation of cases to certain benches. It was feared that Justice Gogoi might be superseded. Under the Memorandum of Procedure evolved under the collegium system, it is customary and a convention for the outgoing CJI to name the senior most judge as his successor.

Calling Rahul Gandhi “mentally unfit”, Choubey said that the Congress president should be admitted to a mental hospital for treatment. The junior minister in the health ministry, who is a Lok Sabha lawmaker from Bihar’s Buxar, made the remarks while comparing Rahul Gandhi with Prime Minister Narendra Modi on Friday. Choubey also accused Rahul Gandhi of spreading lies. “While the PM is like the sky, Rahul Gandhi is like naali ka keeda (sewer worm),” Choubey said while addressing a programme in Bihar’s Sasaram. New Delhi : Popular Jain monk Tarun Sagar passed away on Saturday morning at Radhapuri Jain Temple in east Delhi after a prolonged illness. He was 51. The monk was admitted to a hospital after he contracted jaundice but there was no improvement in his condition. His last rites will be carried out in Modinagar at the Tarun Sagar Dham. As soon as people got to know of his death people started rushing to the temple for ‘antim darshan’, an official of Bhartiya Jain Milan, a panIndia Jain organisation was quoted as saying by news agancy. The top court had seen a women alone bench for the first time in 2013 when Justices Gyan Sudha Misra and Ranjana Prakash Desai sat together for hearing a case. With the swearingin of Justice Banerjee in August, the Supreme Court for the first time in its history has three sitting women judges.

Sebi barking up the wrong tree to save investors

The Securities and Exchange Board of India (Sebi) is planning to limit the equity exposure of individual investors to a proportion of their income or net worth, some news reports said earlier this month. This was soon after a Sebi-appointed committee on fair market conduct recommended a so-called affordability index to establish whether an individual can truly afford equity investments. We’ll come to the intent of the committee in a bit, but any recommendation that furthers Sebi’s great desire to protect retail investors will expectedly get an enthusiastic response from the regulator. So while the committee had a myriad number of other recommendations, what has mostly been discussed is Sebi’s plan to limit retail investors’ participation in the equity market. This column has pointed out in the past that Sebi’s obsession with mothering retail investors in the equity markets has led to numerous policy missteps. These often result in unintended consequences, where savvy traders end up gaming the system. In the present case, the committee is trying to address a problem known as layering of funds, where accounts of individuals are used as fronts by those engaging in market manipulation or fraud. “In this context, it was suggested that a mechanism may be put in place to prevent use of such mule account, by requiring persons who trade to demonstrate their financial capacity to trade,� the committee report states. While the problem at hand is real, the solution offered is akin to the proverbial cutting off of the nose to spite the face. There are already laws to prevent the use of front entities by market manipulators or resorting to benami transactions. Perhaps, policymakers have found that existing laws aren’t effective to curb these practices, spurring them to look for alternative means. As one expert on market regulation puts it, “We want to regulate everything because we can’t enforce anything.� In other words, Sebi is considering a legislation that puts curbs on all individual investors and traders, simply because it hasn’t been able to book those who violate existing laws. The problem, then, lies largely with the regulator’s seeming inability to enforce its rules. If it resorted to better surveillance and took harsh action in cases of market manipulation, those would serve as a far better deterrent, rather than having to resort to other extreme measures which affect all market participants. And if that wasn’t bizarre enough, even the method it is considering seems to have loopholes. According to news reports, brokers will be expected to check an individual’s income and net worth before allowing trades.

Stree has performed better than the Dharmendra film on the opening day box office as it has managed to earn Rs 6.82 crore. Addressing mediapersons on Thursday, chief post master general of Gujarat circle Gautam Bhattacharya said that there will be 650 branches of the bank of over the country, with 32 branches and 128 access points in the state.

Ahmedabad : Chief Minister Vijay Rupani is set to launch the state operations of India Post Payments Bank (IPPB) on Saturday as part of the all-India launch of the bank in New Delhi by Prime Minister Narendra Modi. Addressing mediapersons on Thursday, chief post master general of Gujarat circle Gautam Bhattacharya said that there will be 650 branches of the bank of over the country, with 32 branches and 128 access points in the state. “The idea is to give a push to digital payment services in rural and semiurban areas and enhance the ability of rural people to use digital services,” Bhattacharya

said. “Besides having 650 branches, IPPB will have 2,600 access points across India”, he said. Bhattacharya said IPPB, launched with the slogan ‘Aapka bank, aapke dwar’, would provide low-cost banking services with technology-intensive value added features like SMS banking, real time gross settlement, e-KYC and digital accounting specially designed for small and medium ventures, farmers, migrant workers and senior citizens for both savings and current accounts. With the launch of IPPB, the number of bank branches in the country would double to 2.95 lakh by December 31.

AHMEDABAD: Patidar quota agitation leader Hardik Patel on Saturday drank water after two days as his health condition started deteriorating. Priest of Gadhada Swaminarayan temple SP Swami offered him water at his house ‘Chhatrapati Niwas’ near Vaishnodevi Circle in the city. Hardik’s demands include quota for Patidars, loan waiver for farmers and release of his aide Alpesh Kathiria, who was booked in a sedition case. Congress MLA and OBC leader Alpesh Thakor, too, asked him to drink water. Hardik had apparently accepted the advice on Friday evening only, but he decided to start drinking water from the hands of the Swaminarayan sect priest on Saturday. Meanwhile, the Patel leader himself circulated his health bulletin from his cellphone, stating that his condition is critical.

AHMEDABAD: As the indefinite hunger strike of quota agitation leader Hardik Patel entered eighth day on Saturday, his supporters forced activist Medha Patkar to return without meeting him, dubbing her antifarmer. Hardik Patel sat on fast at his house on the outskirts of the city since August 25 to press the demand of quota for the Patidar (Patel) community and a loan waiver for Gujarat farmers.Narmada Bachao Andolan leader Ms Patkar today arrived at his house to meet him. However, workers of the Patidar Ananmat Andolan Samiti (or PAAS, which Hardik leads) did not allow her to meet him. “Patkar has consistently been anti-Gujarat, especially as

she protested against Narmada Dam which stopped farmers from accessing water for irrigation for several years. This is the reason the PAAS youth opposed her visit,” said PAAS convener and Hardik Patel’s close aide Geeta Patel. Ms Patkar later told media that she was not anti-farmer. “Even today people do not have proper understanding of the Narmada dam issue...we are raising voice in favour of farmers. But those who do not know this...(are opposing me). Thousands of Patidar farmers are fighting alongwith us because they have not got the full rehabilitation package,” the environmental activist said.

Ahmedabad : Patan BJP MP Liladhar Vaghela was admitted in the Intensive Care Unit (ICU) of Apollo Hospital with serious rib injuries after he was hit by a cow outside his residence in Gandhinagar on Thursday. Speaking to The Indian Express, Liladhar’s son Harshad said, “My father was walking outside our house (in Sector 21) around 3.30 pm on Thursday he was hit by a cow. He fell down and could not get up. Two boys, working in a laboratory, saw him and rushed to help. My wife also joined them and the trio helped him sit on a chair. We took him to Gandhinagar Civil

hospital where an X-ray report showed multiple fractures in the ribs. We later shifted him to Apollo Hospital”. In a statement released on Friday, Apollo Hospital said the 84-year-old MP had suffered “multiple rib injuries”. “In view of his pre-existing comorbidities and advancing age, he was admitted in ICU and appropriate treatment has started. Ahmedabad: Mauritius is aiming to attract 1.2 lakh Indian tourists in 2020, up from 88,000 people expected to visit the island nation this year, a senior official from that country said Saturday. Mauritius Tourism Promotion Authority Director Arvind Bundhun said that 80,000 tourists from India had visited his country last year. He was talking at a road show, part of a four-city initiative, organised here Saturday by the MTPA India. “In the last four years, Mauritius tourism has seen double digit growth, with Indian tourists contributing significantly to this. We are looking to attract 1.2 lakh Indian tourists to our country in 2020,” Bundhun said. He said that Mauritius has positioned itself as an “affordable luxury destination” which offers tourists different activities like golf, spa, sky diving, zip-lining among others. “In order to create more visibility, we are inviting celebrities and top CEOs from India to Mauritius. Special packages are being offered to promote incentive trips,” Bundhun informed.

Seoul : Satellite imagery shows North Korea is poised to stage another military parade amid new worries that diplomatic efforts on denuclearisation are stalling, though analysts say it is unclear whether it will showcase any of the country’s largest ballistic missiles. Pyongyang is preparing to host a number of major events on Sept. 9 for the 70th anniversary of the country’s founding, including a military parade, possible visits by foreign delegations, and – for the first time in five years – a massive choreographed performance known as the “Mass Games.” Parades have long been a way for North Korea to show off its military might, and September’s show comes amid sensitive negotiations over the future of the country’s nuclear and ballistic missile arsenal. North Korean leader Kim Jong Un met U.S. President Donald Trump in June and agreed to “work toward the complete denuclearization of the Korean Peninsula,” but negotiations since then appear to have stalled with both sides increasingly criticising the other for a lack of progress.
