Short News Harvard professor Gita Gopinath appointed IMF chief economist

New Delhi: India-born economist Gita Gopinath was on Monday appointed as chief economist of International Monetary Fund, the IMF said in a statement. Gopinath will succeed Maurice (Maury) Obstfeld, who would retire at the end of 2018, the IMF said. She currently serves as the John Zwaanstra Professor of International Studies and Economics at Harvard University. “Gopinath is one of the world’s outstanding economists, with impeccable academic credentials, a proven track record of intellectual leadership, and extensive international experience,” IMF Managing Director Christine Lagarde said. Gopinath did her PhD in economics from Princeton University in 2001 after earning a BA from the University of Delhi and MA degrees from both the Delhi School of Economics and University of Washington.

Pak cuts Chinese ‘Silk Road’ rail project by USD 2 bn over debt concerns

Lahore: Islamabad has cut the size of the biggest Chinese “Silk Road” project in Pakistan by USD 2 billion, railways minister Sheikh Rasheed said on Monday, citing government concerns about the country’s debt levels. The megaproject to revamp the colonial-era line stretching 1,872 km from Karachi to the northwestern city of Peshawar was initially priced at USD 8.2 billion, but wrangling over costs has led to delays. The changes are part of Islamabad’s efforts to rethink key Belt and Road Initiative (BRI) projects in Pakistan, where Beijing has pledged about USD 60 billion in financing but the new government of populist Prime Minister Imran Khan appears to be more cautious about the Chinese investment.

Hold no grudge, says activist Navlakha after release from house arrest

New Delhi: “It thrills me no end,” activist Gautam Navlakha said here Monday after the Delhi High Court allowed his release from house arrest. The activist was one of the five put under house arrest in connection with the violence in Koregaon-Bhima in Maharashtra. Navlakha added that he cannot forget about his co-accused and the tens of thousands of other political prisoners who remain incarcerated for their ideological convictions on account of false charges filed against them. “The period of house arrest, despite the restrictions imposed, was put to good use, so I hold no grudge,” Navlakha, under house arrest since August 28, said inwww a statement.

‘Justice must have human face’, says outgoing CJI Dipak Misra New Delhi: The outgoing Chief Justice of India Dipak Misra, who was given a farewell by the bar and Bench, said Indian judiciary ois ne of the most robust and strongest institutions in the world in the face of attacks and even in troubled times. In his farewell address, Justice Misra said, “Our judges are ahead than their counterparts in other parts of the world. Justice must have a human face and must be insulated from destructive forces.” Justice Misra who is due to retire on Tuesday after a successful tenure of over seven years is leaving an indelible imprint as a fearless and courageous judge, who fought for women’s empowerment and gender justice. He was given a warm farewell by the members of the Bar and the Bench at a function organised by the Supreme Court Bar Association on his last working day. Justice Misra said young lawyers were assets having potential to develop the jurisprudence. CJI Misra who had delivered a series of key verdicts including the one on Aadhaar and de-criminalising homosexuality, said truth has no colour and it is not as it is made to appear. Paying rich tributes Justice Gogoi said, “Justice Misra has displayed remarkable erudition and fortitude ever since he was elevated to the Bench. His greatest contribution has been in Constitutional law particularly concerning civil liberties. What we should we wear, eat, believe etc are issues which cut and divide

us. So what is it that unites us? Without doubt it is the Constitution. Whenever we are in doubt, it is Constitutional morality which should guide us.” The Chief Justice of India-designate Ranjan Gogoi, who will take over from Justice Misra from October 3, said Justice Misra’s greatest contribution has been to civil liberties and he has continuously upheld the freedom of individual and freedom to choose and he has supported women’s rights. He cited Justice Misra’s judgments against mob lynching, abolition of section 377, national anthem and honour killings among others. By stimulating the ability of our immune system to attack tumour

cells, this year’s Nobel Prize laureates have established an entirely new principle for cancer therapy,” a statement read. The discovery made by Allison and Honjo puts to use the immune system’ ability to attack cancer cells by releasing the brakes on immune cells. While Allison studied a protein that functions as a brake on the immune system, Honjo discovered a protein in immune cell whoch also function as a brake but with a different mechanism of action. The therapies based on their research has proved to be more effective in fighting cancer cells.

Bhopal: Over six months after he was accorded the Minister of State (MoS) status by the Madhya Pradesh government, self-styled godman “Computer Baba” has resigned, accusing Chief Minister Shivraj Singh Chouhan of “not fulfilling” the promises. Swami Namdev Tyagi, popularly known as “Computer Baba”, also accused Chouhan of being a “hypocrite” and “full of deceits”. He claimed the government did little to stop illegal mining in the Narmada river. His resignation came on Monday, a day after the chief minister announced to set up a cow ministry in the pollbound state. “I have resigned from MoS status, as thousands of seers have mounted pressure on me because I have failed to deliver.

New Delhi: Two days after Delhi Chief Minister Arvind Kejriwal created a stir by giving a religious angle to the death of an Apple executive in Uttar Pradesh, Bahujan Samaj Party (BSP) supremo Mayawati has called out the alleged atrocities against Brahmins in the BJP-ruled state. Talking to reporters, Mayawati said, “atrocities against Brahmins have increased in the BJP rule.” The killing of Apple executive Vivek Tiwari by two UP policemen on September 29 has created a political storm in the north Indian state. Lending support to the victim’s kin, Mayawati told PTI, “If the government has no hand in it, then it should not move back, nor show any delay

and it should have no hesitation. The BSP is deeply saddened by the death of Vivek Tiwari, and in this hour of grief, it stands with the aggrieved family.” She also said that the party has directed its national general secretary Satish Chandra Mishra to take up the family’s case if the government fails to deliver the justice. Never supported anybody in Rafale deal, would never do: Sharad Pawar Beed (Maharashtra): Under flak for allegedly ‘defending’ Prime Minister Narendra Modi in the controversial Rafale jet (rpt jet) deal, NCP chief Sharad Pawar Monday rejected the charge, saying he would “never” do that. Pawar had caused a flutter with his remarks that he didn’t think that people have doubts about Modi’s intentions in the purchase of fighter jets from France. Objecting to Pawar’s remark, NCP founder member Tariq Anwar and general secretary Munaf Hakim had quit the party last week. The statement had come at a time when the Congress has launched a pointed attack on the prime minister over the deal and is trying to forge an alliance with the NCP for future polls. “Some people have criticised me saying I supported him (Modi). I have not supported him. I did not (support Modi) and will never (do that),” Pawar said while addressing a party meeting here in the Marathwada region. He said, “They (the government) bought the aircraft. I am saying this clearwplane) to Rs 1600 crore”. Pawar’s recent comments which were

inferred as defence of Modi was welcomed by the BJP and party president Amit Shah had thanked Pawar for the same. However, the NCP had claimed that Pawar was quoted out of context by the media. Exercising the Right of Reply, Warraich accused the RSS, BJP’s ideological mentor, of supporting the spread of fascism through its centres. “The breeding ground of terrorism in our region is the RSS centres of Fascism. The claims of religious superiority are perpetrated through straight patronage all across India,” the

Pakistan envoy said. He also said that the face of the largest Indian state of Uttar Pradesh was an unabashed Hindu extremist who openly advocated religious superiority of Hindus. “Members of India’s minorities, including Christians and Muslims, are publically lynched at the hands of Hindus elites, where an unabashed Hindu extremist Yogi Adityanath, who openly supports the superiority of the Hindus, serves as the face of the largest Indian state Uttar Pradesh,” Warraich said. Without naming BJP chief Amit Shah, Warraich said several Bengalis in Assam had suddenly become “homeless” and “have been called termites by a prominent Indian leader”.

UIDAI asks telcos to submit plan to discontinue Aadhar based eKYC

New Delhi: Days after the Supreme Court imposed curbs on the use of Aadhaar, biometric-issuing authority UIDAI Monday asked telecom companies to submit, within the next 15 days, a plan to stop using the 12-digit unique ID number for customer authentication. A wcircular to this effect has already been issued to the telecom service providers (TSPs), including Bharti Airtel, Reliance Jio, Vodafone Idea and others. The communication, seen by PTI, says: “...all TSPs are called upon to immediately take actions in order to comply with the judgement dated 26.09.2018. In this regard, TSPs are hereby directed to submit by 15th October, 2018 an action plan/exit plan to the authority for closure of use of Aadhaar based authentication systems...”

How Swachh Bharat created disruption

On 15 August 2014, the people of India listened as their newly elected Prime Minister, Narendra Modi, delivered his maiden Independence Day address from the Red Fort. This was a historic moment: the first time a Prime Minister of India had addressed the nation on the subject of toilets. Why, he asked, was the shameful practice of open defecation rampant in the India of the 21st century?” In his speech, he set the audacious goal of fulfilling M.K. Gandhi’s vision of a clean India by 2 October 2019, Gandhi’s 150th birthday. It was a moment of disruption. Disruption at the implementation level Political disruption succeeds when translated into implementational disruption. Staff at the Swachh Bharat Mission (SBM) sat down and started figuring out what meeting this challenge would mean. Working with states to change age-old habits of 550 million people and building 110 million toilets with only 1,825 days to do it in seemed an impossible task. One thing they knew: business as usual was not going to do the trick. They would have to start by changing age-old habits in their own back yards. Governments the world over have fixed patterns of behaviour and those habits are controlled by a number of factors. The routines of office work are pretty much the same—the 9 am start, the tea break, the lunch break, and the 5 pm close of business. All officials know their role, their job, and how it fits in the hierarchy of other roles in the organization. The objects they use are the same everywhere. Piles of files lie on real or virtual desktops, waiting to be processed using real or virtual writing instruments. In short, most of what happens in offices is completely predictable. This is because an office is what is known as a behaviour setting, where established roles, routines, rules and objects govern daily activity. No one has to think much about what they are doing and behaviour runs on auto-pilot. Any deviation from the established pattern is met with correction, disapproval, or some other form of sanction. The Swachh Bharat team realised that if it was to achieve the seemingly impossible goal of an open defecation free (ODF) India it had to become a disruptor; it had to change something in the behaviour settings of fellow government officials throughout India. So the team members set to work. First they redefined their own roles. Instead of seeing the team as simply government workers they started working in mission-mode, with one objective, to make India ODF by 2019. New roles were created by bringing in young blood to take on new functions, such as agile planning, communications, social media and rapid feedback on progress to districts.

New Delhi : Soon after Nawazuddin Siddiqui launched his biography, An Ordinary Life: A Memoir, it got embroiled in controversy due to the mention of two ladies with whom Nawazuddin was allegedly involved. The uproar caused by the unflattering mention of the ladies prompted Nawazuddin’s publishers to withdraw his memoir from bookshelves. Looking back on the experience of writing his memoir, the actor says with regret that he’s done with telling his story. “The entire motive of the endeavour was turned on its head. I wanted to put my story forward so that others from small towns with big dreams could follow in my footsteps. How was I to know that five pages of the book would kill the impact of my entire effort? The book had

209 pages and only five of those pages were written about over and over again,” he says. Nawaz deeply regrets naming the women he allegedly dated. “It was not in good taste to name the ladies. But I didn’t know any better. I was only trying to tell the truth,” he says, adding, “Now if I ever write my memoir, say 30-40 years from now, I will only tell lies in it. . As the truth is not palatable to everybody.” The Manto actor also opens up about the alleged breaking into his wife’s Call Detail Record. “It was never what it was made out to be. There are so many things that are said and done to someone who becomes successful. I can’t explain anymore. But all I can say is that my wife and I are very happy together.

Business Air India to sell 14 properties; eyes Rs 250 crore

New Delhi: National carrier Air India on Monday sought bids for the sale of 14 properties, through which the debtladen airline aims to raise Rs 250 crore, a senior airline official said. The government is looking to bolster the fortunes of the state-run carrier after the proposed strategic stake sale failed to take off in May. Against this backdrop, efforts are continuing for the sale of the airline’s non-core assets. The properties, spread across Mumbai, Kolkata, Chennai, Bengaluru, Pune and Amritsar, include commercial and residential land as well as residential flats, according to an advertisement in a business daily. The last date for participating in the bids is November 1, according to the advertisement. “We expect to mop up around Rs 250 crore from sale of these properties,” the official told PTI. Air India’s debt burden is estimated to be more than

Rs 50,000 crore, besides huge accumulated losses. According to its audited accounts, the airline’s total losses stood at Rs 47,145.62 crore in 201617. The Centre had in 2012 approved monetisation of real estate assets in Air India to the tune of Rs 5,000 crore over the next 10-year period, with an annual target of Rs 500 crore from FY13 onwards. The government had in May said that Air India has mopped up Rs 543.03 crore from monetisation of its assets in prime locations such as Mumbai and Chennai. The national carrier had also collected Rs 291 crore as lease rentals from its iconic 23-storeyed building, its erstwhile headquarters, at Nariman Point in the city, between FY13 and January 2018, it had said. The government is now planning to sell this building, and has started discussions for the same as part of efforts to raise funds for the cash crunchhit airline.

GST mop up rises to Rs 94,442 crore

New Delhi: The GST collections in September jumped marginally to Rs 94,442 crore from Rs 93,960 crore in August bringing some relief to the government. Going forward, collections are expected to rise further due to higher sales in the festive season. Gujarat Government’s futuristic GIFT city Gandhinagar : The state government envisaged the GIFT City in 2006-07 wherein several financial companies were invited to express their interest in the same. At the end, IL&FS was chosen as a Joint Venture partner with wholly owned company of Govt. of Gujarat i.e. Gujarat Urban Development Corporation [GUDC] on a 50:50 basis.The IL&FS was one of the best companies available in the infrastructure finance space with a good track record behind them. It was a widely held company in which single largest majority holding was also owned by Govt. of India entities such as LIC, SBI etc. It is completely baseless to say that Rs. 70,000 crore worth of project has been handed-over to IL&FS .In all the phases of GIFT City development, only Rs.10,000 crores is projected to be spent on entire infrastructure development. Not even a rupee in this project was invested by Government of Gujarat except the equity of Rs. 32.5 crore. The amount of Rs. 60,000 crore was envisaged to be brought in / invested by various private companies which would be located in GIFT City project in the coming period of 1520 years The GIFT City Company [GIFTCL] was incorporated on 21st June, 2007 in which, both IL&FS and GUDC contributed 50:50 equity of Rs.32.50 crores each in the JV and a government land of 662 acres

And 2 million sq. ft. of building has been constructed and 3 million sq.ft. area is under construction. At present, there are 185 financial and other companies functioning in the GIFT City wherein 6631 employees are working directly along with 1497 indirect employees.

Washington : US President Donald Trump Monday slammed India for the allegedly high tariffs on American products and said that New Delhi wants to have a trade deal with America primarily to keep him happy. Trump’s charges against the alleged high Indian tariffs, for the second time in a few days, came during his White House news conference where he announced a new trade deal with neighbouring Mexico and Canada. As he announced the key elements of the US-Mexico and Canada Agreement or USMCA, Trump listed out at the trade deals that are under negotiations, including with Japan, European Union, China and India. Trump described India as a “tariff king” as he reiterated his allegations that New Delhi has a high tariff rate on various American products. After he warned against imposing similar tariffs on import of Indian products, Trump said Indians called him that they want to have a trade deal with the US. The negotiations is being carried out by the US Trade Representatives, Robert Lighthizer.

Germany uncovers terrorist group which attacked foreigners in Chemnitz

Dresden : German police detained six men on Monday suspected of forming a far-right militant organisation which assaulted foreigners in the eastern city of Chemnitz and planned attacks on politicians and civil servants, the GBA federal prosecutor’s office said. Some 100 policemen backed by special commando units detained the six suspects aged 20 to 30, acting on warrants issued by the Federal Court of Justice on Sept. 28, the prosecutor said. The men are accused of forming “Revolution Chemnitz”, an organisation named after the city where the fatal stabbing of a German man blamed on migrants in August prompted the worst far-right violence in Germany in decades. “Based on the information we have so far, the suspects belong to the hooligan, skinhead and neo-Nazi scene in the area of Chemnitz and considered themselves leading figures in the right-wing extremist scene in Saxony,” prosecutors said. The group had planned to attack senior civil servants and politicians, they said.

United Nations : UN chief Antonio Guterres has said that the Rohingya people are one of the most discriminated against people in the world, emphasising that there must be accountability for the gross violations and abuses committed in Myanmar’s Rakhine state. According to the UN estimates, nearly 700,000 minority Rohingya Muslims have fled to Bangladesh to escape violence in Myanmar’s Rakhine state since August 25 last year when the army launched a military crackdown. “Addressing the systematic discrimination against the Rohingya in Myanmar is essential – to ensure they have legal recognition, freedom of movement and equal access to education, health services, employment and other rights,” Guterres told PTI in an exclusive interview ahead of his three-day visit to India that begins Monday. “There can be no peace and reconciliation without ensuring that all people in Myanmar – regardless of their ethnicity or religion – can have equal enjoyment of their rights,” Guterres said. Responding to a question on the worsening Rohingya crisis, Guterres said he had visited Cox’s Bazar in Bangladesh in July this year and had met with refugees and heard “heartbreaking” stories of massive violence – of killings, of rape, of torture, of house or villages burnt.
