Short News Indrani Mukherjea again seeks bail, cites ‘neurological complication’ Mumbai : Indrani Mukerjea, prime accused in the Sheena Bora murder case, filed yet another bail application in a court here Wednesday on health grounds. She told special CBI judge J C Jagdale that she wanted to argue her bail plea in person. “I am filing the bail application on medical grounds due to recent change in the circumstances of my health condition,” she said. Last month the court had rejected her bail application, filed on medical grounds. The court had said that her claims of ill-health were exaggerated. In the fresh plea, Indrani said her health has further deteriorated and she has been diagnosed with a “new neurological complication in the brain”. She was experiencing severe headaches and frequent black-outs, she claimed.

India likely to ink $2.5bn deal for stealth frigates during Russian President Vladimir Putin’s visit

New Delhi : India and Russia are likely to sign a $2.5 billion deal for four more Krivak/Talwar class stealth frigates for the navy on Friday when Prime Minister Narendra Modi and President Vladimir Putin meet for the annual India-Russia summit, two senior officials familiar with the matter said on Wednesday. Two of the warships will be constructed at the Yantar Shipyard in Kaliningrad and the remaining two at the Goa Shipyard Limited (GSL). HT had reported on September 12 that the deal was likely to be inked during the summit. India inked an Inter-Governmental Agreement (IGA) with Russia for the four frigates in 2016. The navy currently operates six stealth frigates — three Talwar class and three Teg class — bought from Russia and inducted between 2003 and 2013.

Centre asks Tibetan spiritual leader Karmapa to return from US New Delhi : The Union government has asked Tibetan spiritual leader Karmapa Ogyen Trinley Dorje, who is in the United States, to return to India, an official said on Wednesday. The Karmapa, however, is reluctant to come back to India as he wants restrictions on his movement within the country as well as abroad set aside, he added. The Sikkimese Buddhists who follow the Khagyu sect recognise Dorje, 32, as the real heir and successor of the 16th Karmapa who passed away in 1981. Born in Tibet, he escaped to India through Nepal at the age of 14 in 2000 and reached the Tibetan exile quarters at McLeodganj.

Look into Gir lion deaths, Supreme Court tells Centre

New Delhi : Terming the mysterious death of 23 lions in the Gir forest as “very serious”, the Supreme Court Wednesday asked the Centre to look into the incidents which have sparked fear of a viral infection.“Today, we are faced with a peculiar problem. Lions are dying. There seems to be some kind of virus. We do not know. It is coming in newspapers. You find it out,” a bench of Justices Madan B Lokur, S Abdul Nazeer and Deepak Gupta told told Additional Solicitor General A N S Nadkarni. The matter came up when the court was hearing a matter related to the re-introduction of cheetahs in India from Namibia. Referring to the death of the 23 lions in the last three weeks, one counsel said, “if there is any kind of virus infection, all lions will be wiped out from the area.” He pointed out that given the manner in which the lions died, there was also

a fear of the epidemic spreading to other animals. The counsel for Gujarat government, meanwhile, said some of the deaths were due to a viral infection. The state added it was yet to identify the virus strain. The court then asked the ASG, who appeared for the Centre, “What are you doing on the issue of lions?” and added, “it is very serious”. The ASG replied that a matter related to lions in Gujarat was already pending in the apex court and assured the bench, “I will find out (about the deaths of lions)”. The court will now hear the matter on October 29. An application was filed in the SC by the National Tiger Conservation Authority, seeking a direction that SC’s 2013 decision rendered in a case does not prevent authorities from taking steps in conformity with the law to re-introduce cheetahs from Africa to suitable sites in India.

To protect lions, wrap up work within given time frame: Gujarat HC to govt

The Gujarat High Court on Wednesday asked the state government to “end the problem” of electrocution, open wells and vehicular traffic that cause lion deaths in Gir forests. While hearing a suo moto PIL, the court said that the forest officers should set a target to wrap up the work required to protect the animals in a definite time frame. Taking suo motu cognizance of the death of lions due to electrocution, open wells and traffic, the court had in May this year issued notices to the state and central governments. According to state government’s submission, 184 lion deaths were reported in 2016 (104) and 2017 (80). Out of them, 19 deaths were reported in captivity (Sakarbaug Zoological Park, Barda/Rampara Gene Pool) and 165 deaths from wild areas.

New Delhi : Justice Ranjan Gogoi became the 46th Chief Justice of India, the first from the northeast to take over the post, on Wednesday as he replaced justice Dipak Misra. President Ram Nath Kovind administered the oath of office to the 63-year-old Justice Gogoi during a brief ceremony at the Rashtrapati Bhavan’s Darbar Hall. Justice Gogoi will have a tenure of a little over 13 months and is set to retire on November 17, 2019. Justice Gogoi has said he wants to focus on dealing with the rising backlog of cases clogging up the courts and providing access to justice to the poor. “Two things are troubling me--pendency of case, which brings in a lot of disrepute to courts, and providing justice to povertystricken population,” justice Gogoi said last week in his keynote address in New Delhi at an interactive session on the “Role of Bar and Bench

in Social Engineering,” organised by the Youth Bar Association of India. “In civil cases, parties get relief after two or three generations. I have a plan to tackle it and request everyone’s support,” he said on an increasing number of civil cases that add to pendency. Justice Gogoi, who is from Assam, began his legal career in 1978 as an advocate in the Gauhati high court. In 2001, he was appointed as a judge in Gauhati high court. He was elevated to the Supreme Court in 2012 from the Punjab and Haryana high court, where he was the chief justice for almost a year. He created a stir as a Supreme Court judge in 2016 when he issued a contempt notice against a retired judge of the court, justice Markandeya Katju. In a Facebook post, Katju had criticised the top court’s verdict in the 2011 Soumya rape-and-murder case.

New Delhi : Climate and calamity are directly linked to culture, and it will be difficult to avoid calamity as long as concerns for the climate do not become part of the local culture, Prime Minister Narendra Modi said on Wednesday after he was conferred the United Nations’ Champions of the Earth’ award. Modi dedicated the award to the “invisible faces of India who contribute to conservation of nature.” He said the honour belonged to tribal forest dwellers who play an important role in forest conservation, fishermen who abstain from fishing during the breeding season, and farmers who are dependent on the seasonal weather cycle for their livelihood. Indian prime minister has been recognised for his work in championing the International Solar Alliance, a global coalition of countries committed to harnessing solar energy, “and promoting new areas of levels of cooperation on environmental action”. He shares the award with President Emmanuel Macron of France. New Delhi : In a setback to efforts for Opposition unity ahead of state polls leading up to the 2019 general elections, Bahujan Samaj Party (BSP) supremo Mayawati on Wednesday ruled out an alliance with the Congress in two key states and launched a furious attack on the leadership of the grand old party. The Congress is two steps ahead of the ruling Bharatiya Janata Party (BJP) in attempts to finish the BSP politically, Mayawati said in a statement read out to ANI, accusing it of trying to undermine other Opposition parties. The Congress reacted cautiously, expressing the hope that differences will be sorted out. “In the interest of the BSP movement, it has been decided that the party would not ally with the Congress in Madhya Pradesh and Rajasthan at any cost,” Mayawati said. “In Karnataka, we tied up with a regional party. In Chhattisgarh too, we did the same. In Madhya Pradesh and Rajasthan, we may go with regional parties there,

but certainly not with Congress.” MP, Rajasthan and Chhattisgarh are key states that will vote later this year in what is a precursor to next year’s Lok Sabha polls. Mayawati’s decision to spurn a tie-up with the Congress in MP and Rajasthan, on top of Chhattisgarh, bodes ill for Opposition unity in the Lok Sabha polls and could be a morale-booster for the BJP-led National Democratic Alliance (NDA).

NEPA Ltd is a public sector newsprint company, incorporated in 1947. “The Union Cabinet has approved a Rs 469.41 crore package for the revival and mill development plan (RMDP) of NEPA Ltd, a public sector newsprint company located in Nepanagar, Madhya Pradesh. The plant was closed in 1981,” IT and law minister Ravi Shankar Prasad told reports after the Cabinet meeting

The decision for the package was taken by the Cabinet Committee on Economic Affairs (CCEA). “The package includes infusion of Rs 277 crore as equity for completion of RMDP which shall enhance production capacity to 1,00,000 MT per annum from 83,000 MT per annum, diversify output, improve quality of products and also help resume production,” an official statement said. Loan of Rs 101.58 crore for the payment of salary, wages etc to mitigate hardship being faced by employees.

New Delhi : Indian Air Force (IAF) chief BS Dhanoa on Wednesday described the government’s decision to buy 36 Rafale fighters from France in a government-togovernment deal as a “bold step” to scale up the IAF’s capabilities, and called the warplane a “game-changer” and a much-needed “booster dose” for the force, even as he questioned the ability of Hindustan Aeronautics Limited (HAL) to deliver warplanes on schedule. Air Chief Marshal Dhanoa’s strong defence of the controversial deal comes against the backdrop of sharp attacks from the Congress-led Opposition that accuses the National Democratic Alliance (NDA) government of negotiating an overpriced deal to buy fighters in flyaway condition from France. He said the negotiations by the previous United Progressive Alliance government to purchase 126 Rafale jets had hit an impasse.

Indian agriculture’s problem of scale

The past few days have neatly summed up the scale and nature of the challenges facing India’s agriculture sector. First, the provisional agriculture census 2015-16 showed that landholdings have continued their decades-long trend of fragmentation, leading to a further rise in the proportion of small and marginal farmers. Then, 30,000 farmers, who had started their march from Uttarakhand last month, reached the national capital on Tuesday, demanding various relief measures. As a real world demonstration of the challenges posed by farm fragmentation, it could not have been better timed. When the census, carried out every five years, started in 1970-71, it had reported that India had 71 million landholdings. These have more than doubled now to 146 million. Over 86% of cultivated farmland is held by small and marginal farmers who own less than two hectares, while only 0.57% farmers hold 10 hectares or more. Consequently, the average size of operational holdings has more than halved since the first census—from 2.28 hectares to 1.08 hectares. Farmers consigned to subsistence farming by this fragmentation—that is, the vast majority of them—are unable to generate enough surplus for the investment needed to improve productivity. This is widely accepted. But the policy approach to the problem depends on how the specifics are diagnosed. In his famous 1962 The Economic Weekly (later renamed to the Economic and Political Weekly) article, “An aspect of Indian agriculture�, Amartya Sen had argued that small farms have higher per-acre output. A number of economists in the 1960s and 1970s drew similar conclusions. Ramesh Chand, P.A. Lakshmi Prasanna and Aruna Singh had presented an intriguing update of this argument in 2011 in Farm size and productivity: Understanding the strengths of smallholders and improving their livelihoods. Cobbling together data from the National Sample Survey Organisation, agriculture census and the Union ministry of agriculture’s input survey, they found that the inverse relationship between farm size and per-hectare agricultural productivity still holds. But this is misleading if taken at face value. The productivity argument is contingent on a number of factors--from soil quality to the level of farming technology adopted. And as Sen, with a sting in his article’s tail, had pointed out, “the factor that makes the crucial difference is not size as such, which is incidental, but the system of farming, whether it is wage-based or family-based.� Andrew D. Foster and Mark R. Rosensweig backed this up last year, studying village-level survey data on farms to find that productivity actually follows a U-shaped distribution curve.

Business RBI allows oil marketing firms to raise USD 10 billion from overseas

Mumbai: With the rupee continuing to touch new lows, the Reserve Bank on Wednesday allowed forex borrowings for working capital by oil marketing companies-the largest consumers of foreign currency--under the automatic route with immediate effect. Under the liberalised norms, with immediate effect, allow individual staterun refiners to borrow up to USD 750 million or equivalent, while for the system, it is capped at USD 10 billion. All the state-run oil marketing companies (OMCs) will now be able to raise external commercial borrowings (ECBs) for working capital purposes with a minimum average maturity of three to five years from all recognised lenders under “the automatic route”, the central bank said. At present, OMCs are allowed to raise ECBs from direct or indirect shareholders or

a group company if the loan is for an average maturity of five years. New Delhi: Investor wealth eroded by Rs 1.71 lakh crore on Wednesday in tandem with a weak broader market where the BSE benchmark Sensex plunged over 550 points. The BSE barometer plummeted 550.51 points, or 1.51 per cent, to end at 35,975.63. Led by the sharp loss in the equity market, the market capitalisation of the BSE-listed companies plunged Rs 1,71,287.84 crore to Rs 1,43,71,351.05 crore. The rupee breached the 73-mark for the first time to hit an all-time low of 73.41 (intra-day) against the US dollar. Meanwhile, Brent crude oil neared USD 85 a barrel. “Despite government’s decisive move about IL&FS, the markets are under relentless pressure on the back of crude oil touching multi-year highs and the rupee making fresh all-time lows. The precarious positioning of international macros is simply not letting the pressure off the

market. “The last-man-standing industries such as large cap autos and IT have also started melting, almost leaving no place for markets to hide,” said Jagannadham Thunuguntla, Senior VP and Head of Research (Wealth), Centrum Broking. Federal Bank fined Rs 5 crore for non-compliance of RBI norms

Mumbai: South-based Federal Bank has been penalised Rs 5 crore for non-compliance on reporting of large borrower exposures and non-payment of customer compensations, among other deficiencies, the Reserve Bank said on Wednesday. The lender was found to have not complied with RBI directions on reporting of data on Central Repository of Information on Large Credits (CRILC) and reporting to RBI for assessment under risk-based supervision,an RBI statement said. It was also found to have not paid compensation

for delay in resolution of ATM (automated teller machine)-related customer complaints, the central bank said. Another shortcoming found with the bank relates to non-compliance with following know your customer and anti-money laundering norms, it said. “This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers,” the RBI clarified. The lender was found to have not complied with RBI directions on reporting of data on CRILC.

Cabinet hikes wheat MSP by Rs 105 per quintal for 2018-19 New Delhi: The Government on Wednesday announced 6 per cent hike in support price of wheat at Rs 1,840 per quintal, a move that will give farmers an additional income of Rs 62,635 crore and help contain their simmering discontent over high input cost and low sales realisation. The Cabinet Committee on Economic Affairs (CCEA) headed by Prime Minister Narendra Modi approved higher minimum support price (MSP) for winter-sown or Rabi crops. The decision will help farmers earn an additional income of Rs 62,635 crore, Law Minister Ravi Shankar Prasad told reporters here after the meeting. The decision comes within months of announcing higher price for Kharif crops, when the government

fulfilled its promise of giving farmers 50 per cent more price than their cost of

production. The Cabinet has approved a Rs 105 per quintal hike in wheat MSP to

Rs 1,840 for 2018-19 season, Agriculture Minister Radha Mohan Singh said. The MSP of wheat was Rs 1,735 per quintal in the 2017-18 crop year. Singh said the MSP for all Rabi crops is higher than the cost of production ranging from 50-112 per cent. As per the CCEA decision, the MSP of barley has been increased by Rs 30 per quintal to Rs 1,440 per quintal, while that of gram (Chana) by Rs 220 per quintal to Rs 4,620 per quintal. Masur’s MSP has been raised by Rs 225 to Rs 4,275 per quintal, while the support price of rapeseed/mustard has been hiked by Rs 200 to Rs 4,200 per quintal. Safflower MSP has been increased by Rs 845 per quintal to Rs 4,945.

Forest Minister Ganpat Vasava told reporters in Gandhinagar. Officials said that the samples tested by NIV had been drawn from four of the 11 Asiatic lions that died between September 12 and September 19. Additional Chief Secretary (Forest & Environment) Rajiv Gupta said that samples of other seven dead lions had revealed presence of Babesia protozoal infection. “The CDV did not cause deaths of these lions. But this virus affects immune system of animals. Lions having contracted CDV can also get infected by Babesia protozoa. Attack of viral and protozoal infection can cause death.

of not wearing helmets, seatbelts, among others. Chief Justice Reddy asked the government pleader to take instruction from the state about what mechanism is being followed to check these issues. He said: “It is a serious concern. We see people driving with one hand and using phone with the other hand. We rarely find anyone not using phone while driving. It should be very strict.” The petitioner has said that vehicles which are 15 years old have to be re-registered for another five years but it is not being followed.

Gujarat: Set up fast track courts for speedy trial of rape cases, govt tells HC Gandhinagar : To ensure speedy trial in rape cases of minors in the state, the government has requested the Gujarat High Court (HC) to establish fast-track courts. A decision in this regard was taken at a Cabinet meeting on Wednesday, which was chaired by Chief Minister Vijay Rupani. Quoting the CM, Minister of State for Home Pradeepsinh Jadeja said, “In the meeting of the state Cabinet, the incidents of minors’ rape in the state have been termed as very sad and to punish such elements (who rape minors), Chief Minister Vijay Rupani has requested HC to hold trial of such cases in fast

track courts. The decision has been taken to ensure maximum death penalty for the accused in such cases by filing of chargesheet and completion of trial.” Jadeja was also quoted as saying that special public prosecutors will be appointed in cases of rape of girls aged below 12 years. Referring to the Sabarkantha case and a couple of other cases reported from Surat recently, Jadeja said that the accused in those cases were arrested and the cases were being investigated by senior women police officers. He also said that rape victims aged below 14 years will be given compensation of Rs 4.50 lakhs by the state government.

Stockholm : Three researchers who “harnessed the power of evolution” to produce enzymes and antibodies that have led to new drugs and biofuels have been named winners of the Nobel Prize in chemistry. Half of the 9-millionkronor ($1.01 million) prize goes to Frances Arnold of the California Institute of Technology. The other half is shared by George Smith of the University of Missouri and Gregory Winter of the MRC molecular biology lab in Cambridge, England. The Royal Swedish Academy of Sciences, which chose the winners on Wednesday, said Arnold conducted the first directed evolution of enzymes, whose uses include “more environmentally friendly manufacturing of chemical substances such as pharmaceuticals and the production of renewable fuels.” Smith developed a method to evolve new proteins and Winter used the method to evolve antibodies, which are disease-fighting proteins in the blood.

ICJ orders US to lift some sanctions on Iran on humanitarian grounds

New Delhi : In a moral victory to Iran, the International Court of Justice (ICJ) Wednesday ordered the United States to halt its sanctions against Iran and ensure that they do not impact humanitarian aid or civil aviation safety. Iran had lodged a complaint at the ICJ after the US had laid down sanctions against it on May 8, 2017, and had termed the US action as violative of the terms of a 1955 Treaty of Amity between the two countries. The treaty contains rules providing for freedom of trade and commerce between the US and Iran as well as payment and transfer of funds between them. The court unanimously said that the US must remove trade sanctions on medicines and medical devices, foodstuffs and agricultural commodities, spare part and equipments necessary for the safety of civil aviation. The US in August had offered assurance to the court that their sanctions would not affect the humanitarian grounds. But the Wednesday judgment declared the assurances “not adequate to address fully the humanitarian and safety concerns raised” by Iran. “The court considers that the United States must, in line with its obligations under the 1955 treaty, remove by means of its choosing any impediment arising from the measures announced on 8 May 2018,” Reuters quoted Presiding Judge Abdulqawi Yusuf, reading a summary of a ruling by the 15-member panel of justices. Washington argued last month that Iran’s request was an attempt to misuse the court and that the 1955 treaty specifically ruled out using courts to resolve disputes. US State Department Legal Adviser Jennifer Newstead had last said that Iran’s real problem was its frustration over US’ plans to pull out of the 2015 nuclear pact. The two countries have been at loggerheads with each other ever since the US pulled out of the 2015 deal under which Iran had agreed to put curbs on its nuclear program in exchange for the lifting of international sanctions.
