A four-year-old girl suffered severe burn injuries after her mother allegedly made her sit on a hot frying pan in Hyderabad in a bid to “get rid of her”, police said on Sunday. The police arrested the girl’s mother, Lalitha M, and the woman’s second husband, Y Prakash, both aged 25, in this connection. The girl is the woman’s daughter from her first marriage, a police official said. The woman and her husband, both natives of Andhra Pradesh, were working as a cook and watchman respectively at a hostel in SR Nagar in Hyderabad for the past few months, an official said. After the incident, the couple took the girl to ‘Bharosa’, an integrated support centre for women and children in Hyderabad, claiming that they had found her abandoned by the roadside, city-based child rights NGO Balala Hakkula Sangham’s honorary president Achyuta Rao said. However, on verification it was revealed that the child was being “tortured” by the couple, “who wanted to get rid of her”, he said. “The baby girl is from the first marriage of Lalitha. She seems to have left or divorced her first husband and married Prakash,” SR Nagar police station’s inspector Md Waheeduddin said. “The girl was found with burn injuries on her body after her mother allegedly made her sit on a hot frying pan,” he said, adding that it seems the girl suffered the injuries four-five days ago. Based on a complaint from an official of the Telangana’s child welfare department, the police registered a case under the Indian Penal Code (IPC) Section 324 (voluntarily causing hurt by dangerous weapons or means) and relevant provisions of the Juvenile Justice (Care and Protection of Children) Act against the woman and her husband, the official said. The girl was rescued and admitted to a hospital, the police inspector said, adding further probe was on in the matter.

Vice-President M Venkaiah Naidu, who on Sunday launched a scheme for differentlyabled people in Guwahati, Assam, called for an inclusive society with no discrimination against them. Launching Deen Dayal Divyangajan Sahajya Scheme on the occasion of International Day of Persons with Disabilities, Naidu said, “We should treat differently-abled people with empathy, not sympathy.” Under the scheme, every person with disabilities in the state would be entitled to a one-time grant of Rs 5,000 for their treatment. “It is necessary that there is a change in the thought process as just making laws will not help in improving the situation for the differently-abled,” the vice-president said. Naidu also lauded the Assam government for introducing the Pranam Act that entails all government employees to make contributions from their salaries for the elderly and differentlyabled family members. He asked the authorities to make public places accessible to them so that they are not deprived of any opportunities. “Accessibility should be made mandatory and the entire society should encourage and help them in all possible manners. The state government should ensure that all beneficiaries get their dues under the various schemes introduced for them,” he said.

The government will give 3-6 months to link the biometric identifier Aadhaar with PAN in case the apex court rules in its favour, after which it may cancel all PANs that have not been linked, a senior official has said. The cancellation will weed out all duplicate PANs and make benami transactions void, the official said. The current deadline for linking the 10-digit alphanumeric PAN (Permanent Account Number), issued by the Income Tax Department, with Aadhaar is December 31. The government has indicated to the Supreme Court that it is willing to extend this deadline to March 31, 2018.

Does it matter? Does it really matter whether the man professes to one faith or another? Isn’t your nationality more important than the sub-text of religion and caste? We are Indians first, are we not - and then Hindus and Muslims, Christian and Buddhist, Jew and Jain… Or is this the new India, where all that matters is which deity we deify, which higher power we bow our heads to? Man. Mammon. And here’s the thing, Rahul Gandhi’s ancestry and bloodlines criss-cross not just this country, but two continents. When your greatgrandfather is a Kashmiri Pandit, your grandfather, a Parsi, and your mother, an Italian Catholic, you have a foot in three faiths, not one. Pushed to the wall, he’s now crumbled and chosen to go public and say he’s a Shiv bhakt, with a Congress party spokesman jumping in to say Rahul is a practising Hindu, a thread wearing Brahmin! A Janeu-dhara Brahmin! Ahem! You can choose your religion, but can you choose your caste? There are two asides I’d like to make. First off, we’ll have to wait for the man to bare his chest to see if the spokesperson, got that right! Second, Kashmiri Pandits appaently only sport the thread when they marry or conduct a ritual. And - I could be completely wrong - the thread can be worn by a Brahmin, a Kshatriya and a Vaishnava. Either way, courtesy our misogynist, deeply patriarchal societies, Feroze Gandhi didn’t lose his religion because he married outside his community. That only applies to Parsi women. What it did, was make Feroze and Indira’s ill-fated, starcrossed progeny, Rajiv and Sanjay, Parsis by birth; If, they had chosen to embrace it. By all accounts, given the annual family treks to the Amarnath and Vaishnodevi temples and images of all their last rites, they clearly professed to the Hindu faith. Who can forget Indira Gandhi’s resident Rasputin, Dhirendra Brahmachari who dominated her last years? The NextGen Gandhis that Rahul, Priyanka and Varun – part Sikh – reflect the polyglot, melting pot that is Indian society today. With the rapid urbanization of our smaller towns and the mass migration of our young, away from their traditional social milieu, as they seek employment in the bigger towns and cities, both here and across the world, our identities, as defined in our parents and grandparents’ times, rooted in our ancestral villages, by caste and religion, seem to matter less and less. Surely, it’s who we are, who we’ve become as individuals, what we do, and how successful we are at doing what we do in our chosen careers and vocations, that define us.that they did, they showed the temple hopping for what it is - a blatant ploy to appease the Hindu, fracture that vote and hope the crumbs that come their way will be enough to change the Gujarat story. The ruling party for 22 years, the Bharatiya Janata Party, says it is about development. This is apparently a copyrighted word and development is something only the BJP can deliver, particularly under Mr Narendra Modi. What the BJP does is development and what other parties do is corruption, dynasty and so on. This formulation is childish in its simplicity but the remarkable thing is that the BJP has been allowed to get away with it by its opponents. Even if we assume that what the BJP wants to talk about is development, meaning the discussing data and policies that push economic and social growth, the party gets distracted often. It wants to know what religion Rahul Gandhi is. The Prime Minister lies and says the Congress celebrated Hafiz Saeed’s bail. What does that have to do with development? Nothing, of course. If the BJP claims to stand for development, the Congress is not clear about the issue in the election. Or at least it does not offer a single point like the BJP claims to offer development. The Congress party’s crown prince Rahul Gandhi wants to discuss corruption in the Rafale deal (for which he has got no support from the media) one day, and the next day he wants to talk about GST and demonetisation. This lack of focus has meant that the messaging against

the BJP has been scattered. The second thing, after issues, is organisation. Here the BJP is a formidable force. It is one of the most powerful political parties in the democratic world. It has a large grassroots presence that is managed by the Rashtriya Swayamsevak Sangh, the world’s biggest non-governmental organisation, with lakhs of members. These are dedicated and trained individuals, and in recent years they have also been highly motivated because of the charismatic leadership of Mr Modi, whom the RSS grassroots adores. In any tight race, and one is not sure whether Gujarat is a tight race at the moment, the BJP’s organisational assets will win the day for them. On the other side, and since this is a two-party state we can only look at the Congress, it must be accepted that this level of competence is missing. The old Congress worker from the Seva Dal or the Youth Congress is absent. The structure has disintegrated and it is left to the individual Congress candidates to provide the manpower that will do the work. This costs money and many Congress leaders no longer invest as much money in elections because the party

has been consistently losing. Both on the side of issues and organisation, my view is that the BJP is ahead, either because of its strength or the Congress’ weakness, or both. The third thing is the campaign strategy. The BJP has used its most powerful card, the Prime Minister, and has deployed him in dozens of rallies. Readers may have observed that though for many years he would only use Hindi even in Gujarati, these days he has started speaking in Gujarati. To me this indicates that he feels he needs to drive home the message and that may mean a closer race than the opinion polls show. Mr Modi is of course an outstanding public speaker and he is able to set the agenda in a way that Mr Rahul Gandhi cannot. When Mr Modi makes a big speech, he usually frames an old issue in a new way so well that the headlines must report it. An example: I sold tea, but did not sell the nation. Such clear, simple framing is a terrific asset to have in a leader. On the other hand, the Congress not only cannot set the agenda but must also keep defending itself on non-stories, such as whether Mr Ahmed Patel was wrong to be a trustee in a hospital and whether Mr Gandhi is Catholic. The Congress has,

however, managed to do one thing with competence: It has brought in the three large dissenting groups that had mobilised in the last few months. The Patidars, the Dalits and the OBC kshatriyas, led by Hardik Patel, Jignesh Mewani and Alpesh Thakor, respectively. It would not have been easy to do this, given that the three groups have contradicting demands. And it would not have been natural for these groups to align with Congress given that all three mobilisations are apolitical and spontaneous, but the Congress has managed to pull it off. My guess is that this is the doing mainly of Mr Patel. The BJP is worried by this development, and we can observe that in the many statements from its leaders, particularly the chief minister, which are aimed at breaking the alliance. The question is: will it be enough to defeat the BJP? My view is that this election will be determined above all by turnout. Gujarat is a high turnout state and the BJP, even if it leads opinion polls, must ensure that its base comes out and votes. This may not be easy because it is fighting a defensive campaign. The Congress can be confident that, even though its base is smaller, their voters will turn out because they are angry. In that sense the real issues in Gujarat, jobs and meaningful economic development, are against the ruling party, even if it pretends to be fighting on them.

The Prime Minister began his election campaign in Bhuj, Gujarat, proclaiming that he was the ‘son of Gujarat’, and warned that any one who comes to Gujarat and levels allegations against the son of the soil will not be forgiven by the people of the state. The BJP has ruled Gujarat since 1995. Mr Modi became the chief minister in October 2001 and, after he vacated the office in 2014, the state has had two chief ministers hand-picked by him. The first (Mrs Anandiben Patel) was a disaster and the second (Mr Vijay Rupani) is a disappointment. Hence the need for Mr Modi to make himself the election issue and ask for votes in his name. I think it is unusual for a Prime Minister to do so. Gujarat Not Exceptional In the last 57 years, Gujarat, like other states, has made progress. It is one of

the states that benefited from the liberalisation of 1991, but Gujarat is not exceptional. In September 2013, a committee under Dr Raghuram Rajan constructed an ‘Underdevelopment Index’ for 28 states for the purpose of evolving a method for allocation of Central funds. The least developed state was Odisha with an index of 0.79 and the most developed states were Goa (0.05) and Kerala (0.15). Gujarat got an index of 0.50, in the mid-point of the scale, and was almost on a par with Karnataka. On the Social Progress Index for 29 states, released by the Institute for Competitiveness and the Social Progress Imperative, Gujarat is plumb in the middle (rank 15) with 14 states above and 14 states below. Gujarat is in the top five on ‘Basic Human Needs’ but in the bottom five on ‘Foundations of Wellbeing’ and 9th

from the bottom on ‘Opportunity’. People Have Grievances Like in every state, sections of the people of Gujarat are dissatisfied. The farmers are particularly unhappy. The Sardar Sarovar dam is an example of poor governance. Less than a quarter of the planned 18.45 lakh hectares receives water for irrigation. Over 30,000 km of canals are yet to be completed. Mr Tushaar Shah, a senior fellow at the International Water Management Institute, writes: “After 35 years in the works, Rs 48,000 crore in capex, 45,000 ousted families, 245 submerged villages and 250,000 hectares of land acquired, for Gujarat, the Sardar Sarovar dam project still remains just that, a promise.” Other sections of the people have their own grievances. The Patidars want reservation for their community in jobs and educational

institutions. The Dalits and the Scheduled Tribes believe they have been neglected and are the victims of oppression and violence. The minorities believe they are discriminated against and a majoritarian agenda is being imposed upon them. PM Modi Launches BJP’s Gujarat Campaign, Attacks ‘Dynastic’ Congress There are voices in Gujarat in support of and against demonetisation. There are people who are tolerant of the flawed implementation of the GST as well as people — particularly in the SME sector, textile business and diamond trade — who are indignant at the faulty design and hasty implementation of the GST. New appointees among Gujarat’s government servants, including teachers, are contract employees on low, fixed salaries — a clear violation of Article 14.

Former Union minister and senior Congress leader Prithviraj Chavan on Sunday termed the Gujarat model as “Modi model”, which he said supports “crony capitalism”. He also alleged that Gujarat has been “lagging behind” on Human Development Index (HDI) and on social development parameters. “The ‘Gujarat Model’ is actually the ‘Modi model,’ which (Prime Minister Narendra) Modiji is trying to replicate (elsewhere) in the country with only

one person running the government, taking decisions singlehandedly whether it pertains to the economy or foreign policy,” Chavan told reporters at a press conference here.

Chavan said though big industry is needed but it should not be at the cost of the poor farmers. “We need big industry but it should not be at the cost of snatching land from poor farmers and giving easy loans to corporates,” the Congress leader said.

The trouble had started at around 9:30 pm on Saturday when workers of Congress and the BJP clashed at Brahm Samaj Vadi on Raiya Road of the city after a dispute over setting up a hoarding. Rajyaguru’s younger brother Divyaneel was

allegedly hit by sticks in the clash and had to be hospitalised after he sustained injuries on his head and foot. Minutes later, Rajyaguru tried to march towards Rupani’s residence on Nirmala Convent Road of the city with his supporters. However, the Rajkot (east) MLA was detained from the spot and formally arrested at 2 am on Sunday for being part

of the illegal assembly outside the CM’s residence. Subsequently, Mitul Donga, who is Congress candidate for Rajkot (east) Assembly seat this time round, vice president of Rajkot city unit of Congress, Mahesh Rajput; Rajyaguru’s close aide Bhavesh Boricha and Jagdish Mori were also arrested. They were taken to police headquarters and released on bail at 4:24 am.

Rajyaguru held a press conference on Sunday afternoon and alleged that BJP was trying to show him in a poor light as he is challenging the CM from the Rajkot (west) seat. “BJP tried to tarnish my image, tried to paint me with every brush yesterday.
