Srinagar: Two Border Security Force (BSF) jawans were killed and 10 civilians injured in fresh shelling and firing by Pakistani troops on the International Border (IB) in Jammu on Sunday, just six days after the Directors-General of Military Operations of India and Pakistan agreed to implement the 2003 ceasefire pact. Meanwhile, one infiltrator was killed in the Kashmir Valley. “Two jawans were martyred in fresh crossborder shelling in the Pargwal, Kana Chak and Gharkhal areas [on the International Border in Jammu]. She allegedly starved to death on Sunday at Giridih in Jharkhand. “Due to the negligence of authorities, her ration card could not be made, which is why she was unable to get food,” a district official Sheetal Prasad told news said. Savitri Devi’s daughterin-law Saraswati Devi said even after repeated requests for a ration card no one in the administration bothered. “She had no food since last three days...it became worse because we could not contact her,” said Saraswati Devi. Her two sons somehow manage to earn their living doing odd jobs and they often had to beg for food from villagers said neighbours. It is not clear how old Savitri Devi’s sons are or if they lived with her.

Shillong unrest: Curfew imposed across city till tomorrow, MHA sends team of central forces to restive areas New Delhi: With Shillong remaining tense for the fifth straight day, a curfew has been imposed across the city from 4pm today to 5am tomorrow as the administration struggles to maintain law and order in the restive parts of the city. Four booked for stripping student in Kolkata college after he asked them about students’ union expenses New Delhi : The Kolkata Police on Monday registered an FIR against three students and a temporary non-teaching staff of the 153-yearold St Paul’s Cathedral Mission College for stripping a second-year student in the college last month after he asked the accused to submit expenditure of the students’ union they headed. The victim is the welfare secretary of the union. The accused also shot the scene on their phones and circulated it. It shows the student crouching on the floor in embarrassment. New Delhi: A 28-yearold UPSC aspirant committed suicide after he was denied entry for arriving late at the at the examination centre in Central Delhi’s

Opinion: RBI rate hike a close call, by the governor

Most economists expect two rate hikes by the Reserve Bank of India (RBI) between now and December, but there is no consensus on the time of the first hike. Will it happen on 6 June when RBI’s rate-setting body, monetary policy committee (MPC), meets or do we have to wait for the August meeting? Since Urjit Patel took over as RBI governor in September 2016, all rate decisions have been taken by a six-member MPC. For a change, I would like to believe that the 6 June policy will be a governor’s policy. Why am I saying so? Well, among MPC members, Ravindra Dholakia is a known dove. He is likely to continue to pitch for a neutral policy while Michael Patra, a known hawk, will surely root for a quarter percentage point rate hike. Among others, Viral Acharya had in the April meeting indicated that he would decisively vote for a beginning of “withdrawal of accommodation” in June. Seeing “growth signals strong” and “investment accelerating”, even Chetan Ghate flagged off his worry over rising core inflation and the structural risks to inflation. If both Acharya and Ghate vote for a rate hike (along with Patra) and the other two—Pami Dua and Patel (along with Dholakia)—opt for the status quo, it will be three-all. The governor would have to exercise his casting vote to decide. An alternative scenario is Patra and either Acharya or Ghate opting for a rate hike and Patel too joining them. In that case too, it will be three-all and Patel will have the casting vote. In the second scenario, Patel will surely cast his vote in favour of a rate hike as he is already in that camp. Either way, it is likely to be the governor’s policy. In the last MPC meeting, like four others (Patra was in favour of a rate hike), Patel, who stuck to a neutral stance, was in favour of “waiting” for more data and “watching” various risks to inflation evolve. Continuing its neutral stance, the MPC in April reiterated its commitment to achieving the mediumterm target of 4% headline inflation. After dropping to 4.28% in March, retail inflation in April accelerated to 4.64%. While food price inflation remained flat, core inflation quickened for six successive months to 5.9%, a four-year high. Along with this, rising crude oil prices, a depreciating local currency (at 64.88 to a dollar on 1 June, the rupee has weakened 3.36% since the last policy), and economic growth are reasons to go for a rate hike. India’s economy accelerated to 7.7% in the three months ended 31 March, beating the median estimate of 7.4%. However, RBI may as well choose to wait for clarity on the minimum support price for summer crops, progress of monsoon and oil prices, besides more inflation data before biting the bullet although a change in the stance of the policy, from neutral to hawkish, is a given.

New Delhi : Australia stars Steve Smith and David Warner, who are banned from top-flight international cricket for 12 months, were drafted on Sunday for the Global T20 Canada event starting 28 June. Former Australia captain Smith had already been announced as a marquee player for the inaugural edition of the event. Mumbai: Biocon Ltd. (BSE code: 532523, NSE: BIOCON), Asia’s premier biopharmaceuticals company, announced today that a Tata Memorial Hospital (TMH), Mumbai team led by Dr Kumar Prabhash, Head, Solid Unit, Medical Oncology presented the results of a study with Biocon’s novel biologic molecule Nimotuzumab at the 2018 American Society of Clinical Oncology (ASCO) Annual Meeting held in Chicago from June 1-5. This 536- patient study was conducted by Dr. Vanita Noronha, Dr. Amit Joshi, Dr. Vijay Patil, Dr. A. K. D’cruz, Dr. Sarbani Lasker, Dr. J. P. Agarwal with Dr.

Kumar Prabash as the lead investigator, over a period of 6 years. The study successfully met the primary endpoint of median progression free survival which was three times than that of standard of care. The investigator-initiated study, one of the largest randomized clinical studies on head and neck cancer patients in India, evaluated the efficacy and safety of administering Nimotuzumab during concurrent chemoradiation in locally advanced head and neck squamous cell carcinoma (LAHNSCC). Adult patients of LAHNSCC were randomized 1:1 into either radical

radiotherapy with weekly cisplatin (CRT arm) or the same schedule of chemo-radiation with weekly Nimotuzumab (NCRT arm). The primary endpoint of the study was ‘progression free survival’, while other key secondary endpoints were ‘disease free survival’, ‘duration of loco-regional control’ and overall survival. The study successfully met the primary endpoint Median progression free survival of 60.3 months in NCRT arm as compared to 21 months in CRT arm which was statistically significant. “We believe Nimotuzumab, will benefit a large number

of head and neck cancer patients in India. Chandigarh : The Haryana Excise and Taxation Department detected 1151 cases in 20 days where traders moved their consignments without e-way bill generation. With these cases, detected in the first twenty days of May, an amount of Rs 8.24 crore has been

collected as penalty from the traders in the state. The state, meanwhile, ranked second in e-way bill generation in the country during the same period with 13 per cent of the total e-way bills generation. Till May 20, there were 2.14 crore e-way bills

generated of which 15 per cent were generated in Gujarat, making it the number while Haryana and Uttar Pradesh hold the second position, accounting for 13 per cent of e-way bills. Among other states, Karnataka accounted for 11 per cent, Maharashtra 8

per cent, Delhi and Tamil Nadu 5 per cent each, Rajasthan and Andhra Pradesh 4 per cent each, and Kerala 3 per cent. According to the data for Haryana between May 1 to May 20, the maximum default cases were detected from Rohtak (101 cases) followed by

Sonepat (97), Hisar (87) and Jagadhri (78). A penalty of Rs 97.85 lakh was collected from Rohtak, while Rs 70 lakh from Sonepat. Under the Goods and Services Tax (GST), all consignments worth more than Rs 50,000 moving over 10 km from their origin require

prior registration and generation of an e-way bill through the GST network. The validity of e-way bill is one day for goods moving from 0 to 100 km, three days for 100 to 300 km, five days for 300 to 500 km, 10 days for 500 to 1,000 km and 15 days for goods moving

beyond 1,000 km. The e-way bill helps in tracking movement of taxable goods and to prevent tax evasion. In case a consigner or consignee comes forward when his consignment is caught by the department in such a case, the penalty would be equivalent to the

amount of tax evaded. In case, nobody comes forward, the penalty is equal to 50 per cent of the value of the goods. A senior officer of the Excise and Taxation Department said that various teams of the department check over 2500 vehicles daily in the state to ensure that they have e-way bills.

However, there were no reports of any damage to life or property. “At present, there is no active system there and these showers are pre-monsoon activity. The wind direction has changed to southwesterly which brings moisture from the sea. On the other hand, temperatures are high. Combinations of these two factors are leading to showers, especially

in coastal areas where there is moisture due to coastline,” Jayanta Sarkar, Director, Meteorological Centre of IMD in Ahmedabad, told said. Sarkar said that such localised showers are likely to continue in the state over the next two weeks. “The south-west monsoon has hit Kerala coast three days in advance and it is making its northward progress. It’s a good indication. We are expecting the monsoon to set in Gujarat around 15th of this month,” he added. The IMD has forecast light to moderate rain and thundershowers at isolated places in Gujarat over the next five days.

Industry players said that despite drastically reducing the intensity of the pollutants, they are not allowed to expand capacities. They also say that over past decade advancement in technology has made it possible to produce more at same effluent load. They also demanded that pollution watchdogs should restrict themselves to compliance of effluent norms and should refrain from dictating the quantum of production. Industrial clusters of Vatva and Naroda in Ahmedabad were classified as critically polluted by central Ministry of Environment and Forest in 2009, putting a cap on further investments in the clusters. The cap was lifted two years ago. Still industry players complain that they

are unable to expand their capacities or new investments pouring into the clusters. They claim that while units in Gujarat are forefront in abiding to the pollution norms, they are deprived of making new investments. ‘We have reduced the emission norms from abot 5,000 ppm to about 500 ppm. In fact we have reached at 450 ppm, which is the lowest in entire country. Inspite of this, industries in Vatva are unable to expand,” said Shanker Patel, chairman of Vatva Green, which operates the Common Effluent Treatment Plant (CETP) for chemical and allied industries in and around Vatva Industrial Estate. Industrial clusters of Naroda, Vatva, Odhav and Narol have about 1,100 units and their proposed investment is estimated at over Rs10,000 crore. Patel said that unlike industrial units in Gujarat.

South coastal Gujarat receives light showers, monsoon to set in by 15th

Ahmedabad : Sporadic rainfall continued for the second day in Amreli even as showers were reported from Surat in south Gujarat on Sunday. The Indian Meteorological Department (IMD) termed it as premonsoon shower. Amreli recorded 10 mm rainfall by late Sunday evening. The town had recorded 7 mm rain the previous day. Showers were also reported from Khambha, taluka comprising parts of Gir forest, with 8 mm rainfall. Lathi (9 mm), Jafrabad (6) and Babra (2) also experienced light showers, bringing down the temperature. Savarkundla taluka of the coastal district was

hit by a thunderstorm on Saturday evening, sending Navli river in spate. Gusty winds accompanying rainfall had blown off roofs of scores of shops at Nadi Bazar, while a car got swept away in the flooded river. In all, Savarkundla recorded 70 mm rain on Saturday, district flood controlroom in Amreli said. Neighbouring Liliya taluka recorded 25 mm

rain, while Dhari (11) too had received the first showers of the season on Saturday. Gariyadhar taluka in neighbouring Bhavnagar district also recorded rainfall on Saturday evening. The taluka, which shares its border with Amreli district, recorded 4 mm of rain. Meanwhile, showers accompanied by high-velocity winds hit Surat city early on Sunday morning.
