‘L-G can refer issues on the difference of opinion to President only in exceptional matters and not as a general rule,’ SC said.

L-G can’t be obstructionist, must act harmoniously with Delhi govt, says SC New Delhi: In a big relief for the ruling Aam Aadmi Party (AAP) in the ongoing power tussle, the Supreme Court on Wednesday said that the Delhi Lieutenant Governor has no independent decisionmaking power and he cannot act as an obstructionist. Delivering its verdict, which has been hailed as “a big victory for democracy” by Delhi Chief Minister Arvind Kejriwal, the top court made it clear that the L-G cannot behave as an obstructionist when the Constitution gives primacy to the representative of the government and asserted that “real power lies with the elected government of Delhi”. Reading out the decision, Chief Justice Dipak Misra said that obeying

Srinagar: Home Minister, Rajnath Singh, on Wednesday evening held a series of meetings with senior government functionaries and the officers of various law enforcing agencies in Srinagar to review the security situation in Jammu and Kashmir and along the Line of Control (LoC). During these discussions special focus is being set on the security arrangements and other logistic support put in place for the annual Amarnath Yatra. Singh is himself planning to fly to Amarnath on Thursday morning to pay obeisance at the 3,888-metre-high revered cave-shrine and oversee the arrangements made for the pilgrims. Singh is being accompanied by National Security Advisor, Ajit Doval, and a team of officers from the Home Ministry including Home Secretary, Rajiv Gauba, and Joint Secretary Jammu and Kashmir, Gyanesh Kumar.

the constitution is everybody’s duty and responsibility. The chief justice also said, “The Lieutenant Governor must work harmoniously with the state,” adding that the L-G and council of ministers have to be constantly aligned. “L-G can refer issues on the difference of opinion to President only in exceptional matters

and not as a general rule,” the Supreme Court said, adding that Delhi cannot have full statehood in view of an earlier nine-judge judgment. The top court said Delhi is not a full state and the L-G has no independent power adding that the status of the L-G is not similar to that of the Governor of other states. “While the Parliament has the power to make laws for Delhi on subjects in state and concurrent list, the elected government can also make laws on all subjects expect land, police and public order. If Parliament makes a law, the executive power of the state must conform to the law made by Parliament,” the apex court added.

Massive fire erupts in cracker factory in Telangana’s Warangal, 10 killed

The cause of the fire is yet to be found; however, the police suspect that it may have been a short circuit. Amethi: Congress president Rahul Gandhi hit out at the Centre on Wednesday, claiming that the much talked about bullet train project was like a “magic train” which may not materialise.Targeting the Narendra Modi led government at the Centre, Rahul Gandhi also said that despite an issue like Doklam on the border, the Prime Minister was seen sitting on a swing with the Chinese president. “Modi’s bullet train is like a magic train which may not materialise in reality,”

the Congress chief said speaking to party activists at Fursatganj in Amethi. Continuing his attack, Rahul Gandhi, who represents Amethi in the Lok Sabha, also claimed that the Centre’s demonetisation decision had done nothing but derail business activity at all levels. No Godman involved, police to probe ‘shared psychosis’ in Burari deaths

New Delhi: Delhi Police has questioned over 20 relatives of the Burari-based family in connection with the mysterious deaths of its 11 members and is likely to rope in a psychiatrist to assist the investigators in the probe. The police have ruled out the involvement of any self-styled godman so

Amid trolling of Sushma Swaraj, probe reveals passport officer exceeded brief

New Delhi: An internal government probe has found that the Lucknow passport officer was wrong in asking an inter-faith couple irrelevant questions about their religion when they visited his office with their applications for the document, sources said on Wednesday. They said the Uttar Pradesh Police was also wrong in finding of their residence and other irrelevant details while conducting verification process, required to issue a passport. Union Minister Sushma Swaraj has been facing attacks from Twitter trolls after the Ministry of External Affairs (MEA) transferred Lucknow passport official Vikas Mishra after he allegedly harassed city resident

Tanvi Seth and her husband Mohammad Anas Siddiqui. The sources said the Lucknow passport official has exceeded his brief. The MEA has also examined the police verification report of Seth and found that they too overstepped in finding out irrelevant details about the couple. As per procedure, the police should only check whether an applicant is involved in any criminal activity and whether he or she is a bonafide Indian citizen or not, the sources said. Swaraj was targeted by the trolls following the transfer. Mishra was transferred from Lucknow to Gorakhpur after the couple alleged that he humiliated them when they went to the office with their passport applications.

Policemen questioned 20 family members including the family matriarch’s eldest son, her daughter and one of her deceased daughters-in-law’s sisters, all of whom denied that the family indulged in

“occult”, said a senior police officer. There were rumours doing the rounds that 11 rods on top of the gate had something to do with the case but police ruled it out. Police have more or less ruled out the involvement of any self-styled godman in the case and are probing it as a case of “shared psychosis”.

The marriage penalty on women in India

The discourse on economic development has become increasingly gendered, in recognition of both the ethical construct of equality between men and women and the realization that women’s empowerment generates positive externalities. Despite the pronounced gendered approach to policy initiatives recently in India, the country slipped 21 places between 2016 and 2017 in The Global Gender Gap Report released by the World Economic Forum. Within the subindices, India’s low rank on gender parity in labour force participation (LFP) fell further, by four points, to 139 (among 144 countries). The National Sample Survey shows that among working-age women who are currently not enrolled in educational institutes, LFP stood at 37% in 2011, registering a 10% fall over 20 years. The explanations for this decline have circled around rising incomes, the changing education structure and the decline in number of agricultural jobs. What is missing from this discourse is the focus on one specific demographic group—married women. The observed decline in female LFP has been the largest and most significant for rural married women. In urban areas, while there has been no decline in participation by married women over time, the figure has been stagnating. On the other hand, there has been no fall in the employment rate for men in the same demographic group. A few facts underline this phenomenon. In 2011, around 50% of unmarried women in the 1560 age bracket were in the labour force, while the proportion for married women was 20%. There has been a rise in labour force participation rates among urban unmarried women between 1999-2011, from 37% to 50%, but, for married women, it has been stagnant for 30 years. For married and unmarried men, the participation rates are high (around 95%) and constant over time. With marriage almost being universal in India, the different trajectories that single and married women have followed clearly hint at marriage and consequent childcare being one of the important barriers in access to employment for women. Juxtaposed against a rapid increase in the number of years women get an education, an increase in age for marriage and a reduction in fertility levels, these trends seem contradictory to the trend of labour force participation seen in India. The latest figures from the National Family Health Survey show that the average age at first marriage in India is 18 for rural and 19.4 for urban women. Age at first birth is 20 for rural, and 21 for urban, women. While the average years of education acquired by a girl who is 15-19 years is low (8.5 and 10 in rural and urban India, respectively), even for a girl with graduate or higher education, the mean age at first marriage is 23 years and mean age at first birth is 24 years.

Kingdom : While Bollywood was still expressing gratitude that Irrfan Khan has finally been treated after the attack of his rare disease, here comes another shocker for all!Bollywood actress Sonali Bendre Behl has been diagnosed with a high grade cancer, for which she is receiving treatment in New York currently. “Sometimes, when you least expect it, life throws

Ranbir’s Sanju crosses Rs 150 crore-mark in 5 days, all set to beat Salman’s Race 3 Mumbai: The adage goes, ‘Content is King.’ And the box office collections comparison of Ranbir Kapoor’s ‘Sanju’ and Salman Khan’s Race 3’ is the best example of it. Both the films took a thunderous opening at the box office, crossing the Rs 100-crore mark in the opening weekend itself. So far so good, but that’s the maximum star power can get for you. Then it’s the content which speaks, and it’s only positive word-of-mouth which can sustain you, something that the Rajkumar Hirani directorial has proved. So at a time ‘Race 3’ witnessed a downward trend due to negative reviews, from Rs 39 plus crores on Sunday to 14 on Monday, and fell to single-digit figures in the same week, ‘Sanju’ is still going strong. ‘Sanju’ dropped only marginally by Monday standards, minting Rs 25.35 crores and the fall on Tuesday, to Rs 22.10 crores, is also minuscule. And now the total stands at Rs 167.51 crores in five days, which is all set to surpass ‘Race 3’ tally of close to Rs 170 crores which it achieved in almost 20 days.

I am very blessed and thankful for each of them.

Wimbledon 2018: Simona Halep enjoys first win as grand slam champion

London : Simona Halep, the newest member of the Grand Slam champions’ club, silenced a roaring Japanese army of supporters as she demolished Kurumi Nara 6-2 6-4 “on the most beautiful court in the world” to reach the second round of Wimbledon on Tuesday. Playing with a lighter load on her shoulders after winning the French Open title last month, Halep rolled back her arms and let the winners fly off her racket strings. “I was relaxed when I came here. I didn’t push myself. I didn’t put pressure on myself. I felt ready today,” Halep said with a smile after winning

her first match as a major champion. “I have expectations for myself, but not with the result. I feel ready to fight.” The Romanian world number one was broken once in the opening set and also faced two break points at 2-1 up in the second. A forehand winner and a Nara error allowed Halep to sidestep that pothole and she wrapped up victory when Nara smacked a forehand long. Like French Open men’s champion Rafael Nadal, Halep opted to rest her aching limbs following her win over Sloane Stephens in the Roland Garros final.

SPORTS ROUNDUP

I need to be pumped up, but I don’t always go bonkers, says Virat Kohli

Wimbledon 2018: Rafael Nadal critical of 25-second shot clock plan

London : World number one Rafael Nadal took a swipe at plans to introduce a shot clock at Wimbledon next year after speedily moving past Israel’s Dudi Sela in the first round on Tuesday. The US Open has decided to introduce a shot clock this year so that the 25 seconds allowed between points is strictly enforced and Wimbledon is likely to follow suit. Former world number one Novak Djokovic later described that decision as “disrespectful” to the players. Nadal, who has often fallen foul of the slow-play rule during his career, said he could not support the move. “I’m 32. I don’t know for how long I’m going to play. Hopefully for a long time. But is

something that is not bothering me,” the Spaniard said when asked for his opinion in his news conference after a 6-3 6-2 6-2 win over Sela which took less than two hours on Centre Court. “In terms of the sport, depends. If you want to see a quick game without thinking, well done. “If you want to keep playing in a sport that you need to think, you need to play with more tactics, you want to have long and good rallies, then of course you are going the wrong way. “But seems like sometimes is only about the business, so… I can’t support this, no. Because I don’t feel the matches that stay for the history of our sport went that quick.”

Mumbai: ’India’s tour to England started on a positive note with the Virat Kohli-led side scripting an easy 8-wicket win over the hosts. Chasing a total of 160, India managed to reach the total with 10 balls to spare, losing only Shikhar Dhawan and Rohit Sharma on the way, with KL Rahul, who came in to bat at No. 3, scoring a century. Speaking at the postmatch presentation ceremony, Kohli explained the reasons behind him dropping down to the no. 4 batting position.“We haven’t changed a lot, I usually bat at three and have dropped to four, but this allows me to control the innings in the middle-overs. It

gives someone like KL the freedom to go after in the powerplay. We want our cricketers to be fearless, enjoy themselves just like what Kuldeep and he did today. We don’t want that mindset to change and want to provide a cushion behind them to go after. It may not work out well every time but we need to stick to it. We dropped Jos and we know how dangerous he can be. It was a moment where I felt we needed to hold on to everything and I got the opportunity to convert,” he said. He further added: “We are shuffling around keeping the World Cup in mind and that’s why KL went in at three and I went in at four.

Asian Games 2018: Primed to make a comeback, Dipa recalls days of pain The road to recovery has also demanded that the gymnast Dipa Karmakar works within her limitations, even if it means shelving the vault which made her a household name across the world.

New Delhi : Dipa Karmakar recalls the excruciating pain she experienced in her right knee with every step she took in the Durbar Hall of the Rashtrapati Bhavan. Dipa’s gingerly walk past seated politicians and peers was one of her most agonizing experiences. It happened just over a year ago — in April 2017 — but she still cringes when talking about it. Ten days earlier, the 24-yearold had undergone a surgery for

an Anterior Cruciate Ligament tear of her right knee. She was being awarded the Padma Shri by the president of India Pranab Mukherjee and she didn’t want images of her on a wheelchair being splashed in newspapers and broadcast on channels. So she decided to walk and receive the award. “As I walked past the prime minister Narendra Modi ji he asked me what happened to me,” Dipa recalled during a

Business

chat earlier this year. She took the help of a staff member of the Rashtrapati Bhavan to help her maintain her balance. “I underwent the surgery on April 2, and on April 11, I was in Delhi. I was to receive the Padma Shri on April 13. I could not walk and had to use crutches. Initially, I thought that I will use a wheelchair but didn’t like the idea of pictures of me being taken in such a position. After all, just a month ago I was

Cabinet led by Narendra Modi to decide on MSP hike today New Delhi: Amid the growing discontent with the NDA government’s policies among farmers in an election year, prime minister Narendra Modi here on Tuesday took stock of the situation and discussed financial implications of the proposed raise in MSP with the Niti Aayog and the agriculture ministry. The meeting, chaired by prime minister Narendra Modi, has come ahead of the Union Cabinet meeting on Wednesday which is likely to approve the minimum support price for kharif crops and raise paddy MSP by Rs 200 to Rs 1,750 per quintal to honour the announcement in the budget that the government would insure that farmers receive at least 1.5 times of the production cost of their produce. The meeting took up the financial implication of the proposed procurement mechanism of allowing farmers 1.5 times higher price than MSP on 23 crops. According to sources, senior officials of Niti Aayog made a presentation before the prime minister. While neither the government nor the Niti Aayog has given any estimate of the size of this extravaganza, experts estimate that it could be about Rs 1.15-1.45 lakh crore per year. According to

sources, the finance ministry is confident that the new measure would not lead to fiscal slippage and higher inflation. The outlay on MSP would not widen the fiscal deficit as the government is confident of receiving around Rs 13 lakh crore GST revenue this financial year. In a response to query from Financial Chronicle on the impact of the move on the economy, Pritam Patnaik, business head, Reliance Commodities, said the total cost to the government will be a function of market price for the crop. Quoting a study by the Indian Council for Research on International Economic Relations (Icrier), he said the range will be between Rs 5,50,000 crore and Rs 1.16 lakh crore, assuming the market price of crops was lower than MSP by 10-20 per cent. As per the Niti Aayog, Patnaik said the proposed increase in MSP will boost farmer’s income by 24 per cent. Whether the increased MSP would actually translates to higher income in the hands of farmers is to be seen, primarily because of the debate on the right cost formula as proposed by the government or the C2 formula as demanded by the farmer outfits, he added.

Malaysia: Former Malaysian Prime Minister Najib Razak was charged on Wednesday with criminal breach of trust and corruption, two months after a multibillion-dollar graft scandal at a state investment fund led to his shock election defeat. He pleaded not guilty to all charges. “I claim trial,” he said in a barely audible voice as he stood in the dock at the High Court in Kuala Lumpur. Prosecutors demanded 4 million ringgit ($1 million) bail, but the judge set it at 1 million ringgit in cash ($250,000) and ordered Najib to surrender his two diplomatic passports. The patrician and luxury-loving Najib, wearing a suit and a red tie, appeared calm and smiled as he was escorted into the court complex. Bavaliya exits

Ahmedabad : Within hours of senior Congress leader Kunvarji Bavaliya joining the BJP and being sworn-in as a minister in the Vijay Rupani cabinet on Tuesday, former Congress MLA Bholabhai Gohel, who had joined the BJP after the Rajya Sabha polls in August last year, rejoined the Congress. Gohel was re-inducted into the party by state Congress president Amit Chavda and Leader of Opposition in the Assembly Paresh Dhanani at a function held at state party headquarters in Gandhinagar. The Congress also lost no time in announcing Gohel’s candidature for the Jasdan Assembly seat, which has fallen vacant after the incumbent MLA, Bavaliya, resigned from the House as well as the Congress. The

bye-election for the Jasdan seat will be held within six months, and it is very likely that Gohel will be pitted against his former mentor Bavaliya who will have to win the bypoll to continue as a minister. Gohel, 42, who had won from Jasdan in 2012 on a Congress ticket, was once a trusted aide of Bavaliya. However, in August last year, Gohel was among the eight Congress MLAs who had voted against Ahmed Patel, their party’s candidate, in the Rajya Sabha polls. In fact, it was Goh l and another Congress MLA Raghavji Patel who had shown their ballots to BJP election agents that led to the Election Commission invalidating their votes and helped Ahmed Patel to scrape with a slender margin. Bavaliya had then called Gohel a “traitor”.

Indonesia’s director-general of sea transportation, Agus Purnomo, said in a statement that people trapped on the ferry overnight were rescued early Wednesday. Amiruddin, chief of the South Sulawesi search and rescue agency, said there were 164 people on the vessel including crew. Amiruddin, who uses one name, said 130 survived. “We are still searching for three others who we strongly believe are still inside the ship,” Amiruddin said.
