Short News Tamil Nadu Congress rules out aligning with Dhinakaran-led AMMK Chennai: Days after Amma Makkal Munnetra Kazhagam leader TTV Dhinakaran said his party would consider aligning with the Congress if it walked out of the DMK-led alliance, Tamil Nadu Congress Committee ruled out any such possibility on Saturday. “Dhinakaran has expressed his view. We are already in an alliance with the DMK,” Tamil Nadu Congress Committee President Su Thirunavukkarasar told PTI when asked about Dhinakaran’s views. On August 2, Dhinakaran to a query if his party would go for an electoral pact with the Congress, had said AMMK would consider it if the national party came out of the alliance with the DMK. “Let them first come out of the alliance,” he had said adding “then we would consider it.” Three-time Congress MLA and former Rajya Sabha member S Peter Alphonse concurred with party State unit chief and said such matters were, however, in the domain of the party high command. “My view is, I don’t think there is any space for any other alliance at present.”

GST slabs may reduce to 3 in long-term: Sanjeev Sanyal Kolkata: In the long-term, Goods and Services Tax (GST) slabs may come down to three, in addition to the exempted category, Sanjeev Sanyal, Principal Economic Adviser to the Finance Ministry, on Saturday said. The three slabs could be a low of 5 per cent, a central 15 per cent (merging 12 per cent and 18 per cent slabs that exist now) and a top rate of 25 per cent, he said here at an interactive session organised by the Bharat Chamber of Commerce. “In the long-term, the GST rates might be squeezed to three as more and more simplification will be done,” Sanyal said. Presently, there are four GST slabs of 5, 12, 18 and 28 per cent, plus the exempted category which attracts 0 per cent GST. He said a bulk of the goods might get taxed in the 15 per cent slab. Earlier this week, Bihar Deputy Chief Minister Sushil Modi, who also heads high level minister panel on GST, had said that the slabs may come down in the future. Sanyal, who was a renowned economist before joining the government, said that after indirect taxes (GST), the government is planning to undertake legal and administrative reforms. “The inability of the legal system to enforce contracts needs to be addressed and this require reforms. The administrative reforms is also on the government’s radar,” Sanyal added. He said there has been a slowdown in the Indian economy but now beginning to recover.

Kolkata: The Trinamool Congress on Saturday observed a ‘black day’ in various parts of West Bengal in protest against the alleged “detention and manhandling” of its leaders in Assam’s Silchar airport. The protest will continue on Sunday too, party sources said. TMC ministers, leaders and activists hit the streets in the districts and blocks across the state to protest against the alleged assault on the eight-member TMC team at the Silchar airport on Thursday when they tried to enter Assam’s Cachar district to

assess the situation in the wake of the publication of the final draft of the National Register of Citizens (NRC). Carrying placards and sporting black masks and badges, TMC activists shouted slogans against the BJP governments at the Centre and Assam and the final draft of the NRC, published on July 30. The eight-member TMC delegation had comprised of six MPs, an MLA and West Bengal minister Firhad Hikim. They were stopped at the Silchar airport and put under preventive detention. They returned to the city on Friday.

Yadav had stated that the scandal has exposed ‘social reforms’ agenda of Nitish Kumar government. “We want Brajesh Thakur to be hanged till death. If you see the number of crimes in Bihar has increased in the past one year. Cases of gangrape are being reported back to back from various districts of the state,” Tejashwi Yadav told news agency ANI on Saturday.

Congress set to ‘expose’ Modi govt, campaign against corruption on cards

New Delhi: The Congress on Saturday decided to take on the Narendra Modi government on the issue of corruption by launching a public campaign that will highlight the bank scams, Rafale deal and the “bad” state of the economy. The decision was taken at a meeting of the Congress Working Committee chaired by party chief Rahul Gandhi where the leaders also chalked out a strategy on the crucial issue of Assam’s National Register of Citizens (NRC). The meeting of the working committee, the party’s highest decision-making body, was attended by top party leaders including former prime minister Manmohan Singh, A K Antony, Ghulam Nabi Aza, Mallikarjun Kharge, Ahmed Patel and Ashok Gehlot. However, former party president Sonia Gandhi was unable to attend the meeting. This is the second meeting of the newly constituted CWC under the leadership of Rahul Gandhi. The opposition party decided to go all out in highlighting the issue of corruption both inside and outside Parliament. Congress chief spokesperson Randeep Surjewala

said after the meeting that the party will launch a public campaign or ‘Jan Andolan, details of which will be chalked out in the coming days in consultation with state units and leaders. “The CWC met today. The Congress has alleged that it had “exposed the complicity and connivance” of the Modi government in the escape of the fugitive billionaire. On the Rafale deal, Surjewala said neither the Prime Minister nor the

Defence Minister are disclosing the price of the jets purchased by this government and claimed that the price fixed during UPA was Rs 526 crore against Rs 1,676 crore for the jets purchased under NDA, that has caused a loss of Rs 48,000 crore to the exchequer. Taking a cautious stand on the National Register of Citizens exercise in Assam, Surjewala said after the meeting that the NRC was “Congress’ baby” and was initiated as a consequence of the Assam accord signed by late prime minister Rajiv Gandhi in 1985 and the party will ensure that no Indian citizen is left out of it. “The NRC is a baby of the Congress party and it will ensure that no Indian citizens is deprived of his legitimate right,” he said. Surjewala also pointed out figures claiming that while the Congress-led UPA government from 2005 to 2013 had deported 82,728 foreigners (Bangladeshis), the NDA government has only deported only 1,822 foreign nationals in the last four years. He was citing figures shared by the Modi government in Parliament.

Family of man shot dead at Farooq Abdullah’s J&K house demands probe Jammu: Dozens of relatives of the youth, who was shot dead by security forces after he forcibly drove into the residence of former chief ministers Farooq Abdullah and his son Omar on Saturday, staged protests demanding an inquiry into the incident, officials said. Syeed Murfad Shah, 25, a resident of Chinore locality in the outskirts of Jammu, was killed when he drove his XUV into the heavily fortified residence of the former chief minister at Bhatindi before being shot dead by security forces, according to witnesses.On hearing about the incident, Shah’s father and other family members reached the spot and demanded a probe into the incident, officials

added. After the body was taken to Government Medical College hospital for postmortem, about 200 acquaintances of the deceased, originally hailing from Mendhar tehsil of Poonch district, assembled there. They prevented doctors from performing an autopsy for several hours and asked why an “innocent unarmed person” was killed, officials said. While the postmortem of the deceased was underway at the hospital, another large group of protesters blocked the main road at Chinore, they said. Senior police and civil officials were at the spot and efforts were on to persuade the protesters to lift the blockade on the Jammu-Bantalab road.

PM & Singh-Pak: Row over, bad taste lingers

For the sake of smoothness of public life and the regular functioning of Parliament, it was good that the government came down from its high horse on Wednesday. This ended the impasse caused by the Congress’ demand for an apology from Prime Minister Narendra Modi over the latter’s wholly unbecoming remarks practically calling his predecessor Manmohan Singh and former vicepresident Hamid Ansari traitors in the course of the recent Gujarat election campaign. In the Rajya Sabha, Leader of the House and finance minister Arun Jaitley said in a statement: “The PM in his speeches did not question, nor meant to question, the commitment to this nation of either former PM Manmohan Singh or former vice-president Hamid Ansari. Any such perception is erroneous. We hold these leaders in high esteem, as well as their commitment to India.” The Congress leader in the House, Ghulam Nabi Azad, thanked the government for the clarification and said that his party dissociated itself “with any comments made by any member during elections that may have hurt the PM’s dignity”. These proceedings, needless to say, were strictly for the record, and in the spirit of balance. In the case of the objectionable remark of senior Congress figure Mani Shankar Aiyar calling Mr Modi “neech” (low grade), to which Mr Azad appeared to allude, the Congress Party had already suspended him. As for Mr Modi’s election speech in which he gave a traitorous colour to a dinner meeting with Pakistani dignitaries attended by Dr Singh and Mr Ansari at the residence of Mr Aiyar, it was more than evident that the government had no intention to prosecute these prominent personalities as it simply had no evidence to back up the implication of Mr Modi’s observation that the Congress was seeking to collude with Pakistan to interfere in the Gujarat election. What may have also weighed with the government was the fact of the dinner in honour of former Pakistan foreign minister Khurshid Mahmud Kasuri being attended by a former chief of the Indian Army, who has nothing to do with the Congress Party. No matter how gross the nature of the politics that Mr Modi had sought to employ against his adversaries in the Gujarat election, public opinion is unlikely to accept that a former head of the Army could be collaborating with Pakistan. To begin with, the government’s stance was intransigent. Vice-President and Rajya Sabha chairman M. Venkaiah Naidu had initially taken the stand that the PM’s objectionable remarks could not be discussed in Parliament as they were made outside the House. Evidently, the government thought the better of sticking to this line. While the issue has been papered over, the political stain of a PM portraying his predecessor in traitorous light is unlikely to fade anytime soon.

Endeavouring to help airline achieve cost efficiencies: Jet Airways’ pilots union New Delhi: Jet Airways’ pilots union NAG has said that it is endeavouring to assist the airline in facing the current challenges and help in achieving cost efficiencies, according to a communication. However, a source in the union told PTI that pilots have not agreed to pay cuts proposed by the airline, which is battling financial woes amid rising fuel costs and low fares. As part of cost reduction efforts, the full service carrier has asked its employees, including pilots, to take steep pay cuts, sources had said. Against the backdrop of concerns over salary reductions and possible job losses, the airline, on Friday, said it was working to have a competitive cost structure. “We are endeavouring to assist our company in facing these challenges by meeting with the

management and being a part of the solution in achieving cost efficiencies and enhancing our service standards,” the NationalAviator’s Guild (NAG) said in a communication to its members. The union, which has more than 1,100 members, also said that the induction of Boeing 737 MAX planes would also play a large part in achieving cost efficiencies and enhancing service standards. “Fuel costs are on the rise, the rupee is at an all-time low and low fares are among the factors contributing to the challenges faced by all airlines today,” it added. While emphasising that the NAG is confident of the airline’s sustainability in short as well as the long term, it asked members not to fall prey to rumours and baseless speculations.

FinMin should consider taking over part of pension liability of railways: Par panel

New Delhi: A parliamentary panel has suggested that the Finance Ministry should consider taking over a part of the pension liability of the railways, if not in full, as it is being done in all other ministries. The Railway Convention Committee on Internal Resource Generation has said that the impact of pension payment on the railways at the moment is around Rs 50,000 crore annually. Railway Board Chairman Ashwani Lohani, in his submission to the board, has said that the pension orders of all the pensioners who have retired prior to January, 2016, be revised. Lohani said that it has been mandated that the Ministry of Railways’ expenditure has to be met out of the income and it is only the Ministry of Railways which bears its pension liability and for everyone else it is borne by the Ministry of Finance. “I would like to submit here that when it comes down to devising the salary structure and the pension structure, the Ministry of Railways has no say in that.

India poised for Higher import duties on 29 quantum GDP growth US products to be effective by 2030: NALCO CMD from Sep 18: govt

Washington: The US’ export to India in both goods and services has increased this year, resulting in substantial drop in trade deficit as compared with the last year, according to the latest official figures. As per the figures available with the US Department of Commerce’s Bureau of Census, in the first six months of this year, America’s export to India in merchandise increased by 28.42 per cent from USD 12.1 billion to USD 15.5 billion.During the same period, India’s export to the US in goods increased by 13.11 per cent from USD 23.6 billion in 2017 to USD 26.8 billion. The total bilateral trade in the first six months of the year increased by 18.4 per cent from USD 35.7 billion in 2017 to USD 42.36 billion in 2018. The trade deficit in goods registered a decline of 2.54 per cent, according to the figures. The bilateral trade figures in the services sector for the first six months are yet to be revealed. However, in the first quarter of 2018, the deficit in bilateral trade in services declined by a whopping

42.9 per cent from USD 11.89 billion to USD 678 million. India’s export to the US in the services sector in the first quarter of the year increased by 1.83 per cent from USD 6.8 billion to USD 7 billion. During the same period, America’s export to India in the services sector increased by 11.19 per cent from USD 5.69 billion to USD 6.3 billion, the figures stated. Total bilateral trade in the services sector in the first quarter increased by 6.7 per cent from USD 12.57 billion to USD 13.3 billion. If these trends continue, the bilateral trade in goods and services is expected to maintain the upward trajectory and register a decline in trade deficit, which is one of the main issues of concern of the Trump administration. India and the US’ total bilateral trade in goods and services has increased from a mere USD 20 billion in the year 2000 to over USD 126.1 billion in the year 2017. The two countries have set a target of taking the total bilateral trade to USD 500 billion.

New Delhi: The government has extend by 45 days the deadline for imposition of higher customs duties on 29 products, including almond, walnut and pulses, imported from the US. The duties would now come into effect from September 18, according to a notification of the Finance Ministry. As per a June notification, the duty hike was to come into effect from today but some positive expectations from the ongoing talks between the two countries has led to this 45-day extension, according to sources. In a notification issued late last night, the Finance Ministry replaced the August 4 date with September 18. The Commerce Ministry had suggested to the

Department of Revenue to amend the notification for further extension of retaliatory measures for another 45 days. As per the notification, import duties on 29 American items would be hiked. While import duty on walnut is to be hiked to 120 per cent from 30 per cent, duty on chickpeas, Bengal gram (chana) and masur dal will be hiked to 70 per cent from 30 per cent. Levy on lentils will be hiked to 40 per cent from 30 per cent. The duty hike move by India was in retaliation to the March 9 decision of US President Donald Trump to impose heavy tariffs on imported steel and aluminium items, a move that has sparked fears of a global trade war. India has said the duty imposed by the

Other products which would attract higher duties include boric acid, phosphoric acid, diagnostic reagent, flat rolled products of iron, certain flat rolled products of stainless steel.

Gas distribution: Adani, Torrent, BPCL subsidiary win 6 licences each AHMEDABAD: Adani Gas, Torrent Gas and Bharat Gas Resources (an arm of BPCL) have won six geographical areas (GAs) each under the 9th round of bidding for city gas distribution (CGD). The joint venture of Adani Gas and Indian Oil won five GAs whereas the latter individually came up as the top bidder for four GAs. The Petroleum and Natural Gas Regulatory Board (PNGRB) on Friday approved 18 successful bidders for 48 GAs, out of the 86 GAs put up for auction under the round. The successful bidders will be issued licences to sell compressed natural gas (CNG) and piped cooking gas. The PNGRB said the bids for the remaining GAs were being evaluated and the outcome of the exercise would be announced soon. The regulator had earlier said it was expediting the evaluation process and intended to award all GAs by September. The 86 GAs offered under the 9th round of CGD cover 174 districts in 22 states and Union Territories i.e. 24 per cent of India’s area and 29 per cent of population. The government aims to connect 1 crore households with piped gas by 2020, which is in line with increasing the share of natural gas in the primary energy basket to

15 per cent from 6 per cent over the next few years. The ninth bid round was being held on changed parameters after one paisa bids spoilt the initial auction rounds. Bidders have been asked to quote the number of CNG stations to be set up and the number of domestic cooking gas connections to be given in the first eight years of operation. The winners include GAIL Gas (3 GAs), Megha Engineering and Infrastructures (3 GAs), Unison Enviro (2 GAs), Green Gas (2 GAs) and Tripura Natural Gas (2 GAs). One GA each has been awarded to Think Gas, IRM Energy, Gujarat Gas, Maharashtra Natural Gas, Essel Gas and Indraprastha Gas. In addition, a consortium of Assam Gas, Oil India and GAIL Gas won two GAs and a consortium of AG&P LNG Marketing and Atlantic Gulf & Pacific was awarded one GA. BPCL had emerged as the top individual bidder in the 9th round of bidding for city gas distribution (CGD) licences with bids for 53 geographical areas (GAs), followed by Indian Oil (37), GAIL Gas (34), Adani Gas (32) and Torrent Gas (31). While HPCL had put in bids for 21 GAs, a consortium of Adani and Indian Oil had bid for 17 GAs.

GoM for cashbacks against e-payments via RuPay card, BHIM app under GST regime AHMEDABAD: A Group of Ministers (GoM) on digital payment incentives, headed by Bihar’s Deputy Chief Minister Sushil Kumar Modi, has approved the proposal for incentivising digital payments through Rupay card and BHIM app by way of a cashback under the GST regime. The proposal will now be discussed in the 29th meeting of the GST Council on Saturday along with other issues being faced by micro, small and medium enterprises (MSMEs). The government has received over 100 proposals from MSMEs about issues being faced by them under GST. The meeting will discuss all aspects related to laws, simplification, compliance burden and technology-related issues impacting the MSME sector. Industry has asked

for refunds for the GST paid through cash by all entities having turnover up to Rs 2.5 crore, given that before GST, smallscale industries having a turnover of up to Rs 1.5 crore were exempted from payment of excise duties. Officials from states and Centre will discuss the issues impacting MSMEs. This is the first time that no structured agenda has been circulated before the GST Council meeting. Also, no meeting of central and state government officers was held a day before the meeting, as has been the norm since the rollout of GST. The proposal to incentivise digital payments will be confined to Rupay card and BHIM UPI, wherein users would be able to get a cashback of 20 per cent of the total GST amount, subject to a maximum limit of Rs 100.

Islamabad: A special court in Pakistan hearing the treason charges against former dictator Pervez Musharraf has scheduled the hearing of the high-profile case August 20, according to a media report. The Pakistan Muslim League-Nawaz (PML-N) government had filed the treason case against the ex-army chief General (retd) Musharraf over the imposition of extra-constitutional emergency in November 2007. The bench that will hear the case will be headed by Lahore High Court (LHC) Chief Justice Muhammad Yawar Ali, Geo News reported. Musharraf, 74, who is currently residing in Dubai, has refused to return to Pakistan citing security reasons. The three-judge special court will hear the high treason case against Pakistan’s president August 20, the report said. Last month, lawyer Akram Sheikh stepped down as the head of the prosecution team tasked by the government in 2013 to prosecute Musharraf. Sheikh was appointed as the head of the prosecution in the case, by the then-PML-N led government. AHMEDABAD: The 21-year-old woman, who had accused former state BJP vice-president Jayanti Bhanushali of raping her on multiple occasions, on Friday told the Gujarat High Court that she did not want to pursue her case, claiming that she lodged the complaint following some “misunderstanding”. She gave her written consent for quashing the FIR. The court has directed the government to verify her statement and report to it on August 7. The woman, clad in a burqa, appeared in the court of Justice P P Bhatt, accompanied by a man. As Bhanushali’s lawyer S V Raju told the court that the complainant’s statement should be recorded since she is present in the court, she said, “Apni marzi se complaint wapas le rahi hoon (I am withdrawing the case of my own wish).” Justice Bhatt, however, told her to think

NBW issued against Sohrabuddin’s brother

AHMEDABAD: A non-bailable warrant (NBW) was issued against Sohrabuddin Shaikh’s youngest brother Nayabuddin for not appearing before the court as a prosecution witness on Friday. The special CBI court, which is hearing the alleged 2005 fake encounter case of Sohrabuddin, issued the warrant directing the CBI to produce Nayabuddin before it on August 10. Nayabuddin was to be examined as the first witness in the case on November 29, last year. Earlier this year, the court had issued a bailable warrant against him for not appearing before it. Sohrabuddin’s younger brother, Rubabuddin, also said he has not received summons to appear before the court on Monday. The CBI, however, claimed that Rubabuddin had not accepted the summons for appearance. When contacted, Nayabuddin denied the CBI claim. “The CBI must be tracking my location, as the officers always approach me to serve the summons when I am not present in

the village. During the last visit, the officers did not even come to my house. A CBI officer called me from the police chowki… I informed him that I was not at home.” He further denied knowing that the court had also previously issued a bailable warrant against him. On Friday, CBI investigating officer Vishwas Meena submitted a report before the court stating that on July 20, he had visited Jhirniya village in Madhya Pradesh to issue summons to Nayabuddin, Rubabuddin and Shahnawazuddin — brother of Sohrabuddin. The report stated Meena attempted to contact Nayabuddin and Rubabuddin through their local police station officers. Both the men, in separate conversations, told Meena that they were not currently in the village and did not respond when asked about their location and availability, it claimed. The report added that the summons were served to them on their cellphones through WhatsApp and were seen by both of them. Nayabuddin, however, claimed to not have seen the summons.

China plans tariffs on USD 60 billion of US goods in latest trade salvo

Beijing/Singapore: China proposed retaliatory tariffs on USD 60 billion worth of US goods ranging from liquefied natural gas (LNG) to some aircraft on Friday, as a senior Chinese diplomat cast doubt on prospects of talks with Washington to solve their bitter trade conflict.The Trump administration tightened pressure for trade concessions from Beijing this week by proposing a higher 25 per cent tariff on USD 200 billion worth of Chinese imports. China vowed to retaliate while also urging Washington to act rationally and return to talks to resolve the dispute.The United States and China implemented tariffs on USD 34 billion worth of each others’ goods in July. Washington is expected to soon implement tariffs on an additional USD 16 billion of Chinese goods, which China has already announced it will match immediately.China has now either imposed or proposed tariffs on USD 110 billion of US goods, representing the vast majority of China’s annual imports of American products.

Wickremesinghe is the main negotiator of the Sri Lankan government’s trade links with China.The Chinese delegation assured Wickremesinghe of all assistance to make Sri Lanka a commercial and financial hub in South Asia, the statement said.The prime minister has faced internal criticism for his furtherance of the Chinese projects including the construction of the port city in Colombo and the industrial park around the sea port in Hambantota. Both were Chinese infrastructure projects funded under commercial loans during the 10-year rule of former president Mahinda Rajapaksa.
