NIA quizzes Hadiya’s husband after SC gives nod for probe

Kochi: The National Investigation Agency (NIA) on Monday questioned Shafin Jehan, days after the Supreme Court gave its nod to it to continue its probe into his marriage with Hadiya, a Kerala woman at the centre of an alleged love-jihad case. Jehan was questioned a week after the Apex Court gave its nod to carry on investigation into the conversion of Hadiya and her marriage with him. NIA sources said the probe team “re-examined” Jehan on Monday for clarifying certain facts from his earlier statement. They, however, did not elaborate as the matter is sub-judice. The NIA had earlier investigated Jahan and submitted its statement before the Supreme Court.

Govt plans to allow consumers to switch power service companies

New Delhi: Consumers will be able to change their power suppliers just like telecom services, after proposed amendment to the existing Electricity Act is approved, Union Minister RK Singh said. The power ministry will push Electricity Amendment Bill in forthcoming Budget session, which provides for segregating the distribution network business and the electricity supply business. “We are bringing a lot of amendment in the Electricity Act. It also provides for separation of carriage and content business. The draft would come to me in another week or so. We will try to push it for passage in Budget session of Parliament,” the power and new & renewable energy minister told news agncy in an interview.He also told that the amendments would also provide for stricter enforcement of Renewable Purchase Obligation (RPO).

HC order on Dhinakaran plea to use ‘hat’ symbol in RK Nagar bypoll today

The court also issued notice to the Election Commission of India, Panneerselvam, Palanisamy and two others on the Sasikala-Dhinakaran plea challenging the poll panel’s November 23 order allotting the ‘two-leaves’ symbol to the Panneerselvam-Palanisamy faction. The main petition will be heard on February 12, the court said.

MP passes bill awarding death for rape of girls aged 12 and below

Bhopal: The Madhya Pradesh Assembly on Monday unanimously passed a bill awarding death to those found guilty of raping girls aged 12 and below. With the passage of the bill, Madhya Pradesh becomes the first state in the country where those convicted of such rapes will face the gallows. Introduced in the House by Law and Legislative Affairs Minister Rampal Singh, the bill was discussed in detail and then passed by all parties, including the ruling BJP and opposition Congress. The bill will now be sent to the President for

his assent after which it will become a law, state Home Minister Bhupendra Singh told reporters outside the Assembly. “It was a historic day for Madhya Pradesh as the state Assembly, as per the wish of Chief Minister Shivraj Singh Chouhan, passed a bill making a provision to award capital punishment to those indulging in such crimes (raping girls aged 12 or younger),” Singh said. Capital punishment will be awarded to convicts under section 376 (A), which is related to rape, and section 376 (D, A), pertaining to gang rape.

Rahul files nomination, set to succeed mother as Congress chief

New Delhi: Ending the speculation over his elevation as party chief, Rahul Gandhi on Monday filed the nomination for post of President of the Indian National Congress, paving the way for a generational shift in the leadership of the party headed by his mother Sonia Gandhi. The 47-year-old Gandhi scion is likely to emerge as the lone candidate in the fray, clearing the decks for his elevation to the party’s top post, succeeding his mother, who has held the post for 19 years in a row. There were five sets of nomination forms filed on his behalf by top Congress leaders, including CWC members, party general secretaries, in-charge in various states and chief ministers of party-ruled states. Senior party leaders, including Kamal Nath, Sheila Dikshit, Motilal Vora and Tarun Gogoi filed first set of nominations as proposers for Rahul at the headquarters of All India Congress Committee (AICC) in Delhi. Among others who proposed

Rahul’s name in the first set of nomination papers were Sonia, Ahmed Patel, Mohsina Kidwai, Ashok Gehlot, Mukul Wasnik, and Puducherry Chief Minister V Narayanaswamy. Party leaders Manmohan Singh, Oscar Fernandes, P Chidambaram, Sushil Kumar Shinde, Anand Sharma, Jyotiraditya Scindia, Karnataka Chief Minister Siddaramaiah and his Meghalaya counterpart Mukul Sangma proposed his name in the second set of nomination papers. Rahul Gandhi sought the blessings of former president Pranab Mukherjee and Manmohan Singh before filing his nomination, Congress chief spokesperson Randeep Singh Surjewala tweeted. After filing his nomination papers, Rahul met Manmohan Singh, Mohsina Kidwai, Dikshit and other senior Congress leaders . It is speculated that he will be running unopposed for the post of party President, but the speculations can only be confirmed on Tuesday when the names of contenders will be published after scrutiny of nominations. If there are no contenders, the AICC will make the final announcement of his name on 11 December – the last date for withdrawal of nomination. Rahul is set to fill in his mother Sonia Gandhi’s shoes, who has been holding the post for nearly two decades. Kolkata: Arrested ISIS suspect Mohammed Masihuddin alias Musa, who had allegedly planned to target foreign nationals at Mother House, the Missionaries of Charity headquarters in Kolkata, allegedly tried to kill a prison official at Alipore Central Jail on Sunday morning. The injured – Gokul Chandra Dey – is a jail warder in his fifties. The incident took place when Dey went to take Musa out of his cell as part of ‘Lock Out,’ a routine session that allows the prisoners to go out in a compound on the prison premises after the day starts, said director general of police (correctional services) Arun Kumar Gupta. “As the jail warder asked Musa to come out around 8 am, Musa started making Jehadi comments towards his fellow prisoners. As the jail warder intervened, he pushed

him off to the ground and hit him with a piece of stone. He slashed his throat with a small but sharp iron rod used in PWD works in prison,” Gupta said. Dey was rescued by his colleagues and was rushed to SSKM Hospital from where he was later shifted to Calcutta Medical Research Institute. “His condition is stable now. A case under section 307 (attempt to murder) of the Indian Penal Code has been initiated against Musa. An investigation is underway,” Gupta said. Dey has been posted on the job for the past two years, according to sources. Originally from Labhpur in Birbhum, the 25-year-old terror suspect was arrested by the criminal investigation department from the Burdwan railway station in July 2016 on charges of radicalising youths to join ISIS.

New Delhi: Kumar Vishwas on Sunday said the AAP was holding discussions with those who left the party, including Prashant Bhushan and Yogendra Yadav, to facilitate their return. The controversial remarks, however, were refuted by a party leader close to Delhi Chief Minister and Aam Admi Party (AAP) national convener Arvind Kejriwal. “If no one has joined a political party and wants to come here... if one has formed a political party and wants to merge their party with ours... if someone went back for doing social work after being unhappy with us... the list is long. From Subhash Ware to Anjali Damania, Mayank Gandhi, Dharamvira Gandhi to Prashant ji and Yogendra ji. We are synchronising the list (of such people),” Kumar said after an interaction

with party volunteers at the AAP office in New Delhi. “Dialogues are being held with them by volunteers. We will ask for forgiveness for the mistakes we did.” AAP founder members Yogendra Yadav and Prashant Bhushan were sacked by the party in April 2015 for “antiparty” activities after they questioned party supremo Arvind Kejriwal’s style of functioning. Subhash Ware, on the other hand, was the party head of Maharashtra state unit, and was considered close to Yadav and Bhushan. Although, Ware continues to be a part of the party, the state unit headed by him was disbanded. Ware, along with Mayank Gandhi, had opposed dropping of Bhushan and Yadav from the party’s Political Affairs Committee (PAC). Gandhi later quit the party.

India vs China at sea: Why subs are critical

Even a layman will understand its importance. Thirty five years ago, in the post-Mao Zedong era, when India had an imported fleet of eight Foxtrot-class diesel electric submarines of Soviet origin, the Chinese inventory consisted of a fleet of 105. Plus China was already in the league of indigenous submarine manufacturing nations and understood submarine capability as well as capacity much better than most. Little tho-ugh seems to have changed as today’s scenario is no better: India has 14 imported subs (plus the first indigenous boat to be commissioned next week) as compared to 54 indigenous and 12 imported subs of the PLA Navy. Clearly, there always existed an im-portant difference between India and China. While India preferred surface boats, China banked on the sub-surface ones. India must focus more on submarines and less on “big boy” aircraft-carriers beca-use all is not well along India’s 4,104-nautical mile coastline as well as distant sea lanes through which the country’s economic lifeline moves. Plus, the exponential rise in the aggressive posture of the PLA Navy, along with its Pakistani counterpart, operating in tandem with its land-partner PLA, constitutes a grave strategic challenge to the freedom of navigation for the sovereign nations of the world and free passage of ships through the sea lanes of not only the Indian Ocean region but also the western Pacific Ocean and several seas adjoining it. Contemporary mercantile marine fleet face real-time threats. China’s PLA Navy has made its intention and acti-on plan very clear. It wants to extend its operational jurisdiction from coastal brown waters to mid-distant green to distant blue water. Its defence white paper 2013 stated the goal: PLA Navy (PLAN) “is responsible for safeguarding its maritime security and maintaining its sovereignty over its territorial seas along with its maritime rights and interests”. The white paper further stressed development of “blue-water capabilities for mobile operations, countering non-traditional security threats and enhancing its capabilities of strategic deterrence and counterattack”. Reportedly, though China’s weakness emanates from the fact that PLAN is not yet “equipped to fight long wars”, yet it certainly is capable enough to go for “high-tech war of a short duration”. China’s own weakness, however, has not blinded its vision to identify and implement counter-measures to neutralise its sea rivals. It has rightly diagnosed that the US navy’s aircraft-carrier battle groups constitute the biggest challenge to navies aiming to counter it. The weak moments and vulnerabilities of carrier operations have also been detected: “the thin hull bottoms of aircraft carrier and the most opportune times to attack such as when receiving supplies or landing aircraft”. There is absolutely no doubt that a carrier battle group will find its task daunting, to counter or suppress, a “co-ordinated mass strike of anti-ship missile launched from strike aircraft” and (long range) “surface warships, and submarines”. The point is simple. If the carrier battle group signifies “sea command and control” with high visibility and power-packed mobility, it is the “sea denial” of/ by long range missiles and hard-to-detect “invisible” submarines which could be the preferable fighting platform in sea, especially for a navy which does not have the matching strength to be numero uno. It further needs to be remembered that ever since the Second World War epic sea battles in the Pacific Ocean between the Japanese and American armadas of aircraft-carriers, never has any matching carrier versus carrier battle been fought till date.

The veteran actor was unable to attend the award ceremony in Delhi because of his ill-health, therefore, he was handed over the award at a function at Prithvi Theatre in suburban Mumbai. Fitch cuts India’s GDP growth forecast for current fiscal year to 6.7 per cent New Delhi: Days after India’s economy showed signs of recovery, Fitch Ratings on Monday cut the country’s GDP growth forecast for the current fiscal to 6.7 per cent from the earlier projected 6.9 per cent, saying the rebound was weaker than expected. It also cut GDP growth forecast for 2018-19 fiscal year to 7.3 per cent from 7.4 per cent predicted in its September Global Economic Outlook (GEO). Fitch, however, expects GDP growth to pick up in the next two years on back of gradual implementation of the structural reform agenda and higher real disposable income. “The Indian economy picked up in 3Q17 (July-September), with GDP growing by 6.3 per cent year-on-year, up from 5.7 per cent in 2Q17. “However, the rebound

High Court restrains MMOPL from hiking Mumbai Metro fares

Mumbai: The Bombay High Court on Monday restrained the Reliance Infrastructure-led Mumbai Metro One Private Limited (MMOPL) from hiking the fares on the Mumbai Metro’s VersovaGhatkopar route. A bench of Chief Justice Manjula Chellur and Justice M S Sonak set aside a July, 2015 decision of the Metro Fare Fixation Committee, which had approved the hike in the fares and recommended that the fare range be increased from Rs 10-40 to Rs 10-110. The bench also directed that the fare fixation committee be reconstituted, in accordance with the Metro Railways (Operation and Maintenance) Act. Chief Justice Chellur

Murder convict BJP MLA gets HC nod to campaign for wife

Ahmedabad : The Gujarat High Court on Friday allowed BJP MLA Jayrajsinh Jadeja, convicted in a 2004 murder case, to enter the state to campaign for his wife Gitaba who is contesting the upcoming Assembly polls from Gondal in his place. The division bench of the court allowed Jadeja to stay in Gujarat for 10 days from December 6. His lawyer P B Khandheria said, “The court has partly allowed the petition of modification of bail conditions. We had sought two months’ time to stay in the state, but the court granted 10 days.” The High Court in August had reversed a lower court order and sentenced Jadeja and his two aides to life imprisonment for murder of a real estate agent in 2004 in Rajkot. The sessions court in 2010 had acquitted 15 accused, including Jadeja, in the murder case for lack of evidence. Jadeja had moved Supreme Court, which granted him bail with a condition that he will not enter Gujarat. The apex court also directed Jadeja to take permission from the Gujarat High Court in order to enter the state. Ahmedabad : Gujarat’s first woman IPS officer Geetha Johri, who was also the first woman state police chief (incharge), retired on Thursday. As the model code of conduct is in force in Gujarat, the decision regarding the new director general of police (DGP) will be taken by the Election Commission (EC). According to officials in the state Home Department, Additional DGP Mohan Jha has been ordered to “look after” the duties of police chief till further orders. Sources, however, said that names of seniormost IPS officers Pramod Kumar and Shivanand Jha are doing the rounds as the replacement of Johri. Read: Who is Geetha Johri? Kumar had served as in-charge DGP for nearly four months in 2013. A PIL seeking appointment of a full-time DGP is also pending in the Gujarat High Court. The petitioner, former IPS officer Rahul Sharma, had highlighted that Johri would be retiring on November 30. The case was to be heard on Wednesday, but was adjourned after the EC, which was also made a party in the PIL, sought time. The PIL said that the state didn’t have a regular DGP since April 15, 2016, after then police chief P C Thakur was transferred and replaced by P P Pandey as in-charge DGP.

Bomb blast injures 11 including former health minister in Nepal Kathmandu | A powerful bomb blast at a poll rally of the ruling Nepali Congress today injured 11 people including the former health minister here, police said, days ahead of the last phase of provincial and parliamentary polls.
