New Delhi : BJP general secretary in charge of the northeast Ram Madhav Friday expressed confidence that poll-bound Mizoram will elect a non-Congress government, thus leading to a “Congress-mukt North East”. Mizoram is the only state in the North East region which is under the Congress rule at present. The assembly election in Mizoram is due in December. “We are very confident that the voters of Mizoram will reject the Congress and will elect a non-Congress government in the (ensuing assembly election). In that sense, it will be a ‘Congressmukt’ North East in terms of government,” Madhav said at the India Today Conclave East 2018 here. “The Congress party, whether it will remain or not, is not in my hand. It is in the hands of (Congress chief) Rahul Gandhi,” he said.

Women cops to be posted at Sabarimala: Kerala DGP Kochi : Women police personnel will be posted at Sabarimala this month to facilitate pilgrimage of women devotees in view of the Supreme Court order permitting women of all age groups to enter the Lord Ayyappa shrine, Kerala police chief Loknath Behera said Friday. The DGP said everyone in the force should have to perform their duties irrespective of their religion and politics. “They (women) will be posted there (at Sabarimala). We are a law enforcement agency. No gender, no religion… nothing. All will have to perform their duties,” Behera told reporters here.

TTV Dinakaran claims OPS wanted to meet him to ‘oust’ CM Palaniswami New Delhi : Tamil Nadu MLA TTV Dinakaran, who was earlier an AIADMK leader, alleged Friday that Deputy Chief Minister O Panneerselvam met him in July 2017 and “confessed” that joining hands with Chief Minister Edapaddi K Palaniswamy was wrong, and that he wished to become the chief minister. According to news agency PTI, OPS wanted to meet again in September to “oust” Palaniswami. Dinakaran added there was evidence to prove that their meeting was held. “He (Panneerselvam) wanted to meet me to oust the chief minister,” Dinakaran was quoted as saying by PTI. His comments come a day after OPS reportedly told the media that he would support EPS to protect the government.

The signing of defence deal between India and Russia may invite US sanctions. However, in a guarded statement, the US embassy in New Delhi said that its intent to slap sanctions against Russia was not aimed at imposing damage to the military capabilities of its “allies or partners”, PTI reported. The US reaction came shortly after India concluded a deal for purchase of S-400 missile defence system from Russia. India to continue Iranian oil imports post US sanctions New Delhi : In the first clear indication of India’s willingness to continue trade with Iran despite US sanctions, state refiners have contracted import of 1.25 million tonnes of crude oil from the Persian Gulf nation and is preparing to replace dollar payments with rupee trade. Top industry sources said Indian Oil Corp (IOC) and Mangalore Refinery and Petrochemicals Ltd (MRPL) have contracted 1.25 million tonnes of Iranian oil for import in November, the month when the US sanctions against Iran’s oil sector kick-in. While India wants to continue importing Iranian oil, albeit a reduced volume, US Secretary of State Mike Pompeo last month stated that Washington would consider waivers on the embargo but made clear that these would be time-limited, if granted. Sources said IOC is importing the “usual” monthly volumes of oil from Iran. It had planned to import of 9 million tonnes of Iranian oil in the 2018-19 fiscal (April 2018 to March 2019) or 0.75 million tonnes a month. US sanctions against Iran kick in from November 4, which will block payment routes. Sources said India and Iran are discussing reverting to rupee trade after November 4. “Iran has been off-andon taking rupee payments for oil it sells. This rupee it uses for paying for imports of medicines and other commodities. A similar arrangement is in works,” a source said.

RBI keeps rates unchanged; Sensex plunges 792 pts, rupee falls below 74 New Delhi: Contrary to expectations, the Reserve Bank of India (RBI) on Friday maintained status quo on the benchmark interest rate — Repo rate — but changed the monetary policy stance to ‘calibrated tightening’ from ‘neutral’. The financial markets which were expecting a 25-50 basis points hike in Repo rate reeled under selling pressure with the BSE Sensex plunging 792 points to end at a near six-month low of 34,376.99 after the RBI unexpectedly maintained status quo on the policy rate. The rupee crashed below the 74-level against the US dollar for the first time before trading at 73.82 at 4.30 IST. Global markets also witnessed a sell-off as US Treasury yields surged to multi-year highs on robust economic data and comments from the Federal Reserve, sparking fears of accelerating inflation. Unveiling the bi-monthly monetary policy, the central bank warned that volatile and rising oil prices, and tightening of global financial conditions pose substantial risks to the growth and inflation. Analysts were expecting the RBI’s six-member Monetary Policy

9 tourists from Gujarat killed as mini-bus plunges into Uttarakhand gorge

Dehradun : At least nine tourists from Gujarat’s Rajkot were killed and five others injured when a mini-bus carrying tourists fell into a gorge in Uttarakhand’s Uttarkashi district Friday evening, police said. Rescue operations by police and state disaster response force (SDRF) teams were on at the spot. The incident happened near Muneri town on Gangotri highway around 4 pm, deputy superintendent of police, Uttarkashi, Manoj Kumar Thakur said. “As soon as the Muneri police received the information about the accident, they rushed

to the spot for rescue operation. Nine persons travelling in the minibus died on the spot and their bodies were recovered from the spot. Five were found injured by the rescue team and were rushed to the district hospital where they are undergoing treatment,” he said. “As the rescue operation is still on, more details about the passengers could not be ascertained except the fact that they hail from Rajkot in Gujarat. Also, the police are still to find that whether the vehicle was going towards Gangotri or returning from there,” Thakur added.

The MPC reiterated its commitment to achieving the medium-term target for headline inflation of 4 per cent on a durable basis.

VHP sets ‘deadline’, demands ordinance for Ram temple in Parliament

New Delhi : Upping the ante for the construction of a Ram Mandir inAyodhya, the VHP Friday said it was fighting a “final battle” and set a “deadline” for the BJP-led central government to bring an ordinance for it in Parliament by the end of the year. At a day-long meeting here, the Vishwa Hindu Parishad’s (VHP) high-powered committee, headed by Mahant Nritya Gopal Das, the acting chief of the Ram Janmabhoomi Nyas, passed a resolution, demanding an ordinance in Parliament that would pave the way for the construction of a grand Ram temple at the disputed site in Ayodhya, Uttar Pradesh. After the meeting, the seers also met President Ram Nath Kovind and submitted a copy of the resolution to him, while requesting him to ask the government to fulfil their demand. Addressing a press conference, VHP’s international working president Alok Kumar set the “deadline” for the government to bring the ordinance in Parliament by the year-end.

New Delhi: The Calcutta High Court on Friday ordered an interim stay on Mamata Banerjee government’s decision to provide a grant of Rs 10,000 to each of 28,000 Durga Puja committees across the state. Hearing a public interest litigation, jointly filed by advocate Dyutiman Chatterjee and a citizen named Sourav Gupta, acting chief justice, Debasish Kar Gupta ordered the interim stay effective till October 9. Testing times for Indian policymakers

This is a difficult time to be a policymaker in India. The complexities of economic management continue to deepen. On Thursday, for instance, the rupee fell to a fresh low, stock prices were once again in a deep correction mode and bond yields went up. Then came the kicker: the Union government announced excise duty reduction of 1.5 per litre on petrol and diesel and asked state governments to reduce valueadded tax on them. Oil marketing companies too will absorb a hit of 1 per litre. This is not going to make things any easier—quite the reverse. The cut will affect government finances and complicate matters for financial markets. As the country heads into a long spell of elections, the government will be under constant pressure to reduce taxes on petroleum products, and markets will now factor in this possibility in asset prices. Meanwhile, rising crude prices are likely to push India’s current account deficit (CAD) further, putting more pressure on the currency. But the problem is not limited to a potential rise in the CAD; financing is likely to get more difficult in the evolving global economic environment. The yield on 10-year US government bonds touched a multiyear high this week. The US Federal Reserve is on course to raise interest rates once more this year, followed by three hikes next year. Global money managers are likely to shift more towards US assets with the given economic outlook and higher yields. Capital flows to dollar assets would not only affect global liquidity but will also push the greenback up. This will put more pressure on currencies of emerging market countries like India with widening CADs. It has been reported that in order to combat this pressure and boost foreign exchange inflow, the government is considering a special deposit plan for non-resident Indians (NRI). This option could be tricky in the given circumstances due to a number of reasons. First, it should be seen as the last option and not an easy one to bring in foreign exchange. It is likely that if the option is used more often, from a policy standpoint, it will have diminishing returns. It will also be seen as a commentary on India’s policy management, which has not been able to find a durable way out of the recurring balance of payments problem. Second, the tightening in global financial conditions will continue in the foreseeable future. The Fed is on course to raise interest rates by two percentage points between now and the end of 2019. Interest rates in the US will go up along with the ongoing reduction in the size of the Fed’s balance sheet. Further, the European Central Bank (ECB) is likely to end its quantitative easing programme by the end of the year. Therefore, in terms of financing, the global economy is witnessing a structural shift with the withdrawal of crisis-era policy accommodation.

In Panipat, the Shivaji Stadium had no synthetic track and it was the first time that I trained at such a track. It also meant that I stayed in hostel with fellow

athletes and sometimes we would cook our own food. Sometimes, we would miss training but as Naseem Sir would tell us, we would train the next day. During my time here, I made the new junior national record of 68.4 m in Lucknow and new U-18 national record of 76.50 m in Vijayawada in 2014 and competing among athletes, who were passionate about javelin made me achieve my dreams. It is unfortunate that the nursery here has been stopped. I believe such centres should be in every district in the country,” shared Chopra, who won the gold medal in javelin at the Jakarta Asian Games with a new national record of 88.06 m. Business Fiscal slippages to have adverse bearing on inflation, markets: RBI

Mumbai: The Reserve Bank on Friday said the Centre and states should stick to the fiscal deficit target as any slippage will have an adverse bearing on inflation and increase market volatility. In its fourth bi-monthly monetary policy for the fiscal, the RBI made a strong case for improving domestic macro economic fundamentals to neutralise the impact of global trade tension and rising oil prices. “... Should there be fiscal slippage at the centre and/or state levels, it will have a bearing on the inflation outlook, besides heightening market volatility and crowding out private sector investment,” the RBI said. The government onThursday announced a Rs 1.5 per litre cut in excise duty which would result in a revenue loss of Rs 10,500 crore in the current fiscal. There are apprehensions that this may have a bearing on

the Centre’s fiscal deficit target of 3.3 per cent. Similarly, certain states too have cut VAT on the domestic fuel.Finance Minister Arun Jaitley has, however, assured that the government will stick to the fiscal deficit target and there will not be any slippages. The RBI projected retail inflation to be between 3.9-4.5 per cent in October-March of the current fiscal. It said the inflation outlook calls for a close vigil over the next few months because several upside risks persist. “The MPC notes that global headwinds in the form of escalating trade tensions, volatile and rising oil prices, and tightening of global financial conditions pose substantial risks to the growth and inflation outlook. It is, therefore, imperative to further strengthen domestic macroeconomic fundamentals,” the apex bank said.

Stocks of oil marketing companies plunge to 52 week lows on fuel price cut New Delhi: Shares of oil marketing companies on Friday tumbled as much as 29 per cent in morning trade on stock exchanges after the government announced fuel price cut.The government on Thursday announced a Rs 2.50 per litre cut in petrol and diesel prices after it reduced excise duty by Rs 1.50 a litre and asked oil companies to absorb another Re 1. Following the announcement, shares of oil marketing companies (OMCs) lost significant ground. Brokers said the downtrend was a kneejerk reaction. Market experts said the fuel price cut would have negative implications for upstream public sector companies. Shares of Indian Oil Corporation opened weak at Rs 126.80, then fell further to its 52-week low

of Rs 105.65, down 24.99 per cent over its previous closing price on the BSE. Similar movement was seen on the Bharat Petroleum counter as well where the stock dipped to its 52-week low of Rs 239, down 28.94 per cent on the BSE. Hindustan Petroleum also fell to its 52-week low of Rs 165.45, down 25 per cent over its last closing price. On NSE, too, all the three oil marketing companies fell to their 52-week low level. “The government’s decision to curtail marketing margins on auto fuels by Rs1/litre brings to fore the earnings uncertainty for oil PSUs, associated with an environment of higher crude prices amid the government’s socioeconomic compulsions,” Kotak Institutional Equities said in a research note.

Gujarat: 70 nurses on indefinite strike for pay parity Ahmedabad : About 70 outsourced nurses at the municipal corporation-run LG Hospital in Maninagar went on an indefinite strike here on Thursday. Ahmedabad: Non-Gujaratis, especially those hailing from Uttar Pradesh and Bihar, were targeted in several parts of the state following the arrest of a Bihar native for allegedly raping a 14-month-old girl in Sabarkantha district last week, police said Friday. Director General of Police Shivanand Jha said such attacks have taken place in Gandhinagar, Mehsana, Sabarkantha, Patan and Ahmedabad districts in the last one week and 170 people have been arrested in connection with the incidents. The attacks took place after hate messages against non-Gujaratis, particularly those from Bihar and UP, were circulated on social media, he said On September 28, a 14-monthold girl was allegedly raped in a village near Himmatnagar town of Sabarkantha district, around 100 km

from Ahmedabad, the police had said. The victi belongs to the Thakor community. One Ravindra Sahu, a labourer hailing from Bihar and working in a local ceramic factory, was arrested the same day for the toddler’s rape, the police had said. Congress MLA Alpesh Thakor, who heads the Kshatriya Thakor Sena, on Friday appealed to his community and members of his outfit, who were allegedly involved in the attacks, to maintain peace, saying non-Gujaratis are also our “brothers”.

Lion Deaths in Gir: ICMR doesn’t rule out CDV deaths, wants more tests Pune : After the death of 23 Asiatic lions over three weeks in the Gir forest of Gujarat, scientists at the Indian Council of Medical Research’s National Institute of Virology (NIV) have confirmed the presence of the Canine Distemper Virus (CDV) in at least five of 24 samples that were tested. The CDV causes a highly contagious disease in lions, which is also life-threatening in dogs and several wild animals, including wolves, foxes, raccoons, red pandas, ferrets, hyenas, and tigers. The prevalence of this virus and its diversity in the wildlife of India has not been not studied. Only a few reports regarding the detection of CDV in captive wild carnivores are available, which includes the tiger and red panda. ICMR Director-General Dr Balram Bhargava told The Indian Express that the virus has so far been detected in only five samples from the 24 tested.

Islamabad : Pakistan Supreme Court Chief Justice Saqib Nisar Friday asked authorities to first initiate action against Prime Minister Imran Khan’s sprawling Bani Gala residence as he heard a case on illegal constructions in the federal capital’s suburb, according to a media report. Justice Nisar said that the Capital Development Authority (CDA) should first act against Khan’s Bani Gala residence, days after he asked the cricketer-turned-politician to first pay fine to reguralise his property. Khan had sought the court’s attention towards the large-scale encroachment, unchecked and unplanned construction in Bani Gala, massive denuding due to massive tree felling and pollution of the Rawal Lake due to sewage. During the hearing, the full bench headed by Justice Nisar said Prime Minister Khan should be the first person to take steps towards regularisation of his property in order for others to follow his example, the Express Tribune reported. The premier’s counsel, Babar Awan, replied they will cooperate with the CDA to resolve this issue.
