Short News Bihar: 175 police constables dismissed over violence after female colleague’s death Patna : As many as 175 police constables, many of them women, have been dismissed from service for indulging in large-scale vandalism and violence here Friday, following the death of a female colleague, a top police official said. Inspector General of Police (IGP), Patna Zone, Naiyar Hasnain Khan said Sunday the dismissed constables included 167 trainees. Khan, who had been entrusted with the investigation and taking departmental action against those indulging in the indiscipline, said 23 others posted at the police line here were also suspended. “Nearly half of the dismissed trainee constables are women. The suspended personnel include a head constable and two others who had the responsibility of assigning duties to trainees,” the IGP said. The police personnel were dismissed and suspended after getting Khan’s approval, Patna Senior Superintendent of Police (SSP) Manu Maharaj said. Policewoman Savita Pathak (22) died at a private hospital here Friday morning, a day after she had to be taken off duty due to a serious stomach pain.

Biplab Deb: Setting up industries take crores, cows will ensure earnings in 6 months

New Delhi : Tripura Chief Minister Biplab Deb Sunday announced the state government will be launching a scheme to distribute cows among 5000 families in order to combat malnutrition and generate employment in the state. Speaking at an executive committee meeting of Tripura Pradesh Krishak Morcha on Sunday, Deb said 5,000 farmers across the state would be given cows by facilitating bank loans for them. Interest on such loans will be paid by the state government. Biplab, who had earlier insisted on rearing cows as means of employment for the youth, said that unlike setting up big industries in which “one has to invest Rs 10,000 crore for employing 2000 people”, giving 10,000 cows to 5,000 families will help people start earning in “6 months”. BJP spokesperson Nabendu Bhattacharya issued a press statement quoting the Chief Minister and said the exercise to identify villages for this scheme will be started. Beneficiaries from these villages would be provided the livestock. The milk produced by the cows will be procured, and then marketed, by the government.

Mayoral election at Gandhinagar Municipal Corporation turns violent

Gandhinagar : Violence marked the general board meeting of Gandhinagar Municipal Corporation in Gujarat’s capital during which the mayor, deputy mayor and standing committee chairman were to be elected. The meeting was delayed by almost 90 minutes following a ruckus over Congress councillor Ankit Barot’s alleged abduction by the BJP. Some councillors also got injured in the scuffle. Later, BJP candidates Rita Patel and Natha Ghanghar were elected mayor and deputy mayor respectively. CJ Chavda, a Congress MLA from Gandhinagar North, said, “BJP started the fight as they abducted our councillor Ankit Barot on Sunday. Why did they abduct our councillor even after they had majority 17 members in the corporation? They misused power, changed the Dalit municipal commissioner overnight and gave charge to the collector.” BJP refuted all the allegations levelled by the Congress. BJP State Secretary KC Patel said, “Congress resorted to violence as they did not have a majority. It is their internal

problem; they are divided into factions. All Congress councillors seemed to be in a race to prove who could cause maximum disturbance. Why would we kidnap a Congress councillor when we have a majority?” Gandhinagar municipal election has 32 members; both parties had won 16 each seats. Congress councillor Pravin Patel had defected to BJP and become the mayor. The matter went to the high court and is scheduled to be heard on November 22. After Pravin Patel’s defection, BJP has 17 members in GMC while Congress was left with 15. During the board meeting, 17 members of the BJP and 14 members of the Congress remained present. In the election, BJP’s Rita Patel defeated Congress’s Pinki Patel by 15-14 for Mayor’s post while BJP’s Naja Ganghar defeated Congress’s Jitu Rayka by 1614 to become the Deputy Mayor. The outcome of the Mayor’s election will be submitted to the high court on November 22 as the matter is sub judice.

New Delhi : After two days of deliberations dominated by the demand for a Ram temple in Ayodhya, the Akhil Bharatiya Sant Samiti Sunday asked the union government to bring an ordinance or a law to build the temple. The sadhus also appealed to followers and to Hindus in general to ensure that the Narendra Modi government returns to power in 2019. People should vote for those who have faith in “cow, Ganga, Geeta, Gayatri and Govind”, they said. The Sant Samiti announced

three more “dharma sabhas” — in Ayodhya, Nagpur, and Bengaluru — on November 25, and a larger congregation of sadhus in Delhi on December 9. Of the 13 people killed in tiger attacks in the Pandharkawada divisional forest in over two years, five deaths were attributed to Avni. The tigress was hunted down in the forests of Maharashtra’s Yavatmal district on Friday as part of an operation. She was shot by marksman Asgar Ali, son of well-known sharpshooter Nawab Shafat Ali. The six-year old tigress is survived by her two cubs who are 10 months old. Maneka pointed out in her statement that the “ghastly murder has put two cubs at the edge of a sad death” and this is the third such instance where a tiger was killed on directions of the Environment and Forest Minister.

Successive central govts underspent on health, education: Shashi Tharoor New Delhi : Successive governments at the Centre had underspent in the heath and education sectors, Congress MP Shashi Tharoor claimed on Sunday. Participating in an interactive session organised by the Indian Chamber of Commerce, Tharoor said, “Health and education are vital sectors and the central government needs to prioritise far more than what it has done so far. INS Arihant completes first deterrence patrol, PM Narendra Modi lauds ‘historic’ moment

New Delhi : India’s first indigenous nuclear submarine INS Arihant Monday returned from its first deterrence patrol, successfully completing the establishment of the country’s survivable nuclear triad. 5 Maoists killed in encounter in Odisha

MALKANGIRI: In a major success for the Odisha police, at least five Maoists, including two women cadres, were killed in an exchange of fire with security forces at a forest near Papluru village under Kalimela block of Odisha’s Malkangiri district late on Sunday night, informed Additional Director General ADG (Operation) of police R.P. Koche on Monday. A combing operation by a joint team of Odisha Police and the Special Operation Group (SOG) personnel led to the encounter in which the five Maoists were killed.

Multiple weapons, including two INSAS rifles, a hand grenade and one SLR, were also recovered as the combing operation continued, he said. “We have deployed additional Border Security Forces and SOG personnel to keep a strict vigil and track down all the Maoists hiding in Papluru,” Mr Koche added. Till last reports came in, combing operation by the forces in the area was underway. Leader of Kalimela Dalam Division of CPM, Ranadeb reportedly managed to escape during the gun-battle.

Clearing the way for an investment uptick

The World Bank Doing Business (DB) rankings for 2019 bring timely relief for the Narendra Modi government. Amid the government’s various skirmishes on the political and economic fronts, India has climbed 23 spots to rank 77th globally. This is a substantial jump in the rankings for the second year running; last year, India jumped 30 notches. The government deserves credit for this sustained progress. That said, it is also important to remember precisely what the rankings mean— and what they don’t. This year, India registered improvement in areas like starting a business, dealing with construction permits, getting electricity, getting credit, paying taxes, and trading across borders. To the Modi government’s credit, it has undertaken targeted efforts to address shortcomings in these areas—for instance, the National Trade Facilitation Action Plan (NTFAP) 2017-2020 for increasing the efficiency of cross-border trade. Launched last year, it is putting in place the architecture for decreasing border and documentary compliance time, permitting exporters to electronically seal their containers at their own facilities, and reducing physical inspections to up to only 5% of all shipments. Likewise, the implementation of the single-window clearance system for construction permits in Delhi and the online building permit approval system in Mumbai are important. The trajectory of the construction industry has a significant impact on the Indian economy—both in terms of its importance for job creation and its effect on upstream industries like steel and cement. On other fronts, however, there has been stagnation or regression. Take the Insolvency and Bankruptcy Code (IBC), as critical a reform as any in recent times. India’s rank dropped from 103 to 108 here; its overall score did not decline significantly, but that is not something to celebrate. The sluggish rate of resolution of cases that have come under the IBC is becoming a major roadblock. And as Business Standard reported last week, of the 212 cases that have ended in liquidation—almost 80% of those that have completed the IBC process— the resolution value was greater than the liquidation value in 30 cases that ended in the latter anyway. Creditors choosing to take a deeper haircut, and the small percentage of companies going the resolution way, imply kinks in the resolution process that need to be worked out. Then there is the goods and services tax (GST), perhaps the Modi government’s biggest achievement. There has been an improvement in India’s “paying taxes” score—the decline in its relative rank on this front notwithstanding—but it remains below 100. Besides, the number of hours taken in a year to file taxes rose to 275.4 from 214 last year.

Sensex drops 61 points on negative global cues, weak rupee

Mumbai: The benchmark BSE Sensex dropped 61 points and settled below the 35,000 mark on Monday, tracking weak Asian stocks amid uncertainty around the China-US trade war, fall in rupee and unabated foreign fund outflows. The Sensex fell below the 35,000-level to touch a low of 34,811.60 due to heavy selling pressure in view of foreign capital outflows and weak global cues. However, fag-end buying helped trimming losses and the index closed at 34,950.92 with a fall of 60.73 points, or 0.17 per cent. The gauge had rallied almost 580 points on Friday. The broader NSE Nifty, after slipping below the 10,500-mark to hit a low of 10,477, finally concluded 29

points, or 0.27 per cent, down at 10,524. The rupee depreciated 67 paise, to 73.12 (intra-day) against the dollar too had a negative influence. Market was volatile in a narrow range due to weak global cues and selling pressure in pharma, FMCG and auto, analysts said. “Rupee weakened on account of crunch in domestic liquidity while gradual decline in yield may ease the concern. Investors’ were bit conservative in the holiday shortened week due to uncertainty regarding US china trade deal and Fed policy,” they added. Meanwhile, foreign institutional investors (FIIs) sold shares worth a net of Rs 196.90 crore, while domestic institutional investors (DIIs) bought shares to the tune of Rs 852.99 crore.

CBIC to daily monitor MSME grievance on GST, sets up help desks to resolve queries New Delhi: The Central Board of Indirect Taxes and Customs (CBIC) will monitor on a daily basis the grievances of the MSMEs relating to the GST as part of efforts to resolve issues being faced by small businesses in the new indirect tax regime. The move comes at a time when the government has initiated a major support and outreach programme for MSMEs to ensure growth and expansion of the sector. The GST help desks have already been set up in all the 80 districts where a 100 day support and outreach programme for the micro, small and medium enterprises (MSMEs) have been launched by the government on November 2. The CBIC has now decided to set up a Feedback and Action Room (FAR) under the Directorate General of Goods and Services Tax (GST) to record and process all grievances raised by MSMEs, an official said. The GST help desks will have nodal officers for trade facilitation who would guide the small businesses on their queries surrounding the GST.

Airtel rolls out ‘alternate digital KYC’ in select circles for new connections New Delhi: Telecom operator Bharti Airtel on Monday began rolling out, in select circles, an ‘alternate digital KYC process’ for new connections, to replace Aadhaar-based electronic verification, a company official said. The alternate digital KYC process has begun with select circles including Delhi, UP (East) and UP (West) and will be extended to other locations in the coming days, the official privy to the development told PTI. The alternate digital process for KYC entails scanning of the proof of address and identity, embedding live customer photo and online customer acquisition form, the source said adding that the entire process will be digital. The official further pointed out that the company will be phasing out the eKYC process, as the digital KYC system is rolled out to new locations, and stablises. An email sent to Bharti Airtel in this regard remained unanswered. When contacted, a Vodafone Idea Ltd spokesperson confirmed that a new digital KYC process has been launched for on boarding customers across Vodafone and Idea brands but did not immediately offer specific details.

Patanjali enters branded apparel space, aims Rs 1,000 cr business in FY’20 New Delhi: Baba Ramdev-led Patanjali Ayurved on Monday forayed into the fast growing branded apparel segment through its brand ‘Paridhan’ and expects a sale of around Rs 1,000 crore next fiscal. The Haridwar-based firm plans to open around 100 outlets of Paridhan by the end of this fiscal and have a network of around 500 stores by March 2020, mostly on franchise model. It has introduced three brands -Livfit, Aastha and Sanskar-- targeting customers across all age groups. “This year, we would have a network of 100 stores ranging between 500-2,500 sq feet. We are aiming a turnover of around Rs 1,000 crore in the next fiscal,” said Baba Ramdev. He further added:” It would also be available online by next year. We are working on it.” While Sanskar would be a range of menswear, Aastha is a women’s brand and Livfit would have a

range of sportswear and Yoga dresses. “Our target is to compete with multinational companies in this field such as adidas, Puma,” he said adding the Paridhan range would be around 30-40 per cent cheaper and would target ordinary people. The company may plan

to have standalone store of its three brands, depending on the catchment area and availability of space, said K M Singh, who is heading the apparel business of Patanjali. According to Ramdev, in textile industry, 90 per cent sales is through unorganised segment and the branded segment accounts only 10 per cent, in which there is hardly any Indian brand. “We want ordinary people to feel proud of wearing domestic brand,” he added. Besides, Paridhan would have a range of artificial jewellery and wedding clothes which would be at least 40 per cent cheaper than rivals, he claimed. Range of Patanjali jeans would start from Rs 500, shirt (Rs 500-1,700). Paridhan would have around 1,100 options along with 3,500 SKUs of menswear, womenswear, kidswear, denim and accessories.

Gandhinagar: Leopard sneaks into Secretariat complex, caught later

Gandhinagar : A leopard sneaked into the high-security Secretariat complex here in the wee hours of Monday, sending the Forest and Police departments into a tizzy. A team of around 400 officials of the two departments combed the entire complex till 12.30 pm before it was declared that the feline had moved out of it and the complex was safe for regular work. The leopard was eventually captured from near a nursery between Puneet Van and Raj Bhavan in Gandhinagar. London : The UK government on Monday announced a relaxation of recruitment criteria to allow Commonwealth nationals to apply for jobs in its armed forces in order to meet a shortage in its ranks. The Commonwealth is an association of 53 independent states, including India. The Ministry of Defence (MoD) laid out the proposals in a written ministerial statement (WMS) before Parliament, which involves a waiver of the current requirement of a minimum of five-year residency in the UK for applying to join the country’s Army, Navy or Air Force. This would open up the forces to recruits who have been based in countries like India, Australia, Canada and Kenya and meet the necessary recruitment criteria for the service and role they wish to join. “We have now decided to remove the five-year UK residency criterion for Commonwealth citizens and increase recruitment to 1,350 across the Royal Navy, British Army and Royal Air Force (RAF),” the MoD statement reads. “Applications will be accepted from all Commonwealth countries, although in order to mitigate the risks associated with unaccompanied minors travelling to the UK without the guarantee of a job, we will not be accepting applications from those under 18,” the statement adds.
