Short News China stops funding CPEC road projects in Pakistan over graft issue: Report

New Delhi : In a move that has left officials in Islamabad ‘stunned’, China on Tuesday decided to temporarily stop funding at least three major road projects in Pakistan, which are being built as part of the USD 50 billion ChinaPakistan Economic Corridor (CPEC), as per a media report. Pakistanbased Dawn newspaper reported that this decision by Beijing will likely hit over Rs 1 trillion-worth road projects of the Pakistan’s National Highway Authority (NHA), and may delay at least three such ventures. As per a senior government official, Beijing will release the funds after issuing ‘new guidelines’. The approximately USD 60 billion CPEC, a flagship project of China’s prestigious One Belt One Road, passes through Pakistan-occupied Kashmir (PoK). It links Pakistan’s restive Balcohistan province with China’s Xinjiang region. Due to the temporary halt on funding, the 210-km-long Dera Ismail Khan-Zhob Road will be affected. It is being built at an estimated cost of Rs 81 billion. Out of this, Rs 66 billion would be spent on construction of road while Rs 15 billion on land acquisition. The other project which is going to be hit is 110-km-long Khuzdar-Basima Road, having an estimated cost of Rs 19.76 billion.

Art of Living keen to rejuvenate Ganga if government wants to involve NGOs, says Ravi Shankar Bengaluru : Spiritual leader and founder of the Art of Living Foundation Sri Sri Ravi Shankar on Tuesday said his organisation would explore ways to rejuvenate the Ganga if the central government plans to involve NGOs in the effort. He said while rejuvenation of the Ganga was an important and sentimental issue for the country, there were hundreds of other water bodies crying for revival. “Rejuvenation of the holy Ganges is already a national mission with a dedicated attention of the central government. If the government comes out with a plan to involve NGOs, we will explore ways in which we can contribute (to it),” the founder of the Art of Living (AOL) Foundation told news agancy. He said this when asked if the AOL was keen on taking up the task and whether he had written to Prime Minister Narendra Modi in this regard. Ravi Shankar said the foundation has taken up rejuvenation of 33 rivers and tributaries, besides revival of thousands of smaller water bodies across the country. “We will continue to motivate communities to take up such impactful projects in association with us,” he said. The spiritual leader said rejuvenation of rivers would resolve inter-state water disputes. “The dispute between states is due to shortage of water supply. Increasing surface and sub-surface water in Cauvery catchment areas will benefit farmers of Karnataka and Tamil Nadu,” he said.

River connectivity needed similar to power grids, says Nitin Gadkari New Delhi : Union Minister Nitin Gadkari on Tuesday pitched for river connectivity on the lines of power grids for better water conservation, according to an official statement. Gadkari, who is incharge of Ministry of Water Resources, said that availability of water is not the problem in the country, but people need to learn to manage and conserve it. He said the government’s plan to double the income of farmers by 2022 cannot be achieved sans proper water management. The minister stressed that enhancing drip and pipe irrigation will reduce wastage of water and will be cost effective for farmers. He also said that river connectivity programme can reduce water crisis in “critical areas” of Tamil Nadu, Karnataka, Telangana and Maharashtra. Gadkari made the remarks while addressing the second edition of ‘India Water Impact Summit – 2017’ here. Union Minister for Drinking Water and Sanitation Uma Bharti, who also attended the event, said that apart from the government programme, the willpower of the common man is important to achieve the goal of “aviral and nirmal Ganga” (clean Ganga and unfettered flow in it). Bharti said that there has been a lot of talk about clean Ganga and that it was “time for action and results” now.

Ayodhya dispute: SC adjourns hearing to February 8, Kapil Sibal wants appeals to be heard after 2019 Lok Sabha polls New Delhi : The Supreme Court on Tuesday adjourned the hearing in the longstanding Ram Janmbhoomi-Babri mosque title dispute to February 8. A three-judge bench headed by Chief Justice of India Dipak Misra also directed the advocates on record of the appeals to sit together and ensure that all the requisite documents are translated, filed and numbered before the apex court Registry. The bench also took serious note of the submission of senior advocate Kapil Sibal, who is representing Sunni Waqf Board, that the matter be heard only in July 2019, after the completion of the next Lok Sabha polls citing political ramifications.

The Maharashtra government has declared a holiday for schools and colleges in four districts, as a precautionary measure. Parts of the state are expected to receive light to heavy rainfall in the next 24 hours. The severe cyclonic storm ‘Ockhi’ over east-central Arabian Sea moved further north-northeastwards with a speed of 25 kmph during the past 6 hours.

Ockhi landfall likely in south Gujarat today midnight

High alert has been sounded in Gujarat as Cyclone Ockhi is expected to make landfall near Surat in south Gujarat as a deep depression around Tuesday midnight. The severe cyclonic storm located 770 km south-southwest of Surat on Monday evening is likely to weaken and cross Surat either as a deep depression or depression, weather officials said. The approaching storm cast its shadow in form of a thick grey blanket that enveloped Gujarat skies even as light drizzles were reported in Porbandar, Bhavnagar, Rajkot, Anand and even Ahmedabad. Vijay Mallya’s team to lay out his defence in UK court London : Liquor baron Vijay Mallya, wanted in India on charges of fraud and money laundering amounting to around Rs 9,000 crores, will return to court at London on Tuesday on day two of his extradition trial during which his defence team will begin laying out its counterarguments against the case. The 61-yearold will be back in the dock at Westminster Magistrates’ Court for his defence, headed by barrister Clare Montgomery, to present its opening arguments followed by the witness statement of aviation expert Dr Humphreys. On the opening day of the trial, the Crown Prosecution Service (CPS), arguing on behalf of the Indian government, had asserted that the embattled liquor baron had a “case of fraud” to answer. The prosecution

had laid out what it termed as “three chapters of dishonesty” by the former Kingfisher Airlines boss – the first being misrepresentations to various banks to acquire loans, then how he misused the money and finally his conduct after the banks recalled the loans. “Instead of acting as an honest person and doing what he could to meet his obligations, he sets about erecting lines of defence,” said CPS barrister Mark Summers. The charge of money laundering, for which Mallya had been rearrested in October, is being focussed on by CPS less at this stage. Summers told the court that the Indian government says there are reasons why a court can conclude that the bank loans at the centre of the fraud case were ones the “defendant (Mallya) never intended to repay”.

New Delhi : Upset over the nonappointment of Lokpal for the last four years, anti-graft activist Anna Hazare on Tuesday announced a protest against the government on March 23, observed as the Martyrs’ Day, next year. Addressing a press conference here, the octogenarian accused the BJP-led central government of not being serious about fighting corruption. He said the recent amendments in the Lokpal Act, which removed a clause that made public servants declaring their assets compulsory, reflected the government’s intention in fighting graft. Hazare added that the government was using the pretext that Lokpal could not be appointed as there was no Leader of Opposition in the Lok Sabha and asserted that it could at least appoint the Lokayuktas in the BJP-ruled states. Hazare announcing a protest against the government in the capital brings back the memories of his 2011 agitation against the then Congress-led UPA government. His protest and hunger strike then had gripped the minds of millions. Facing graft charges, the Congress was decimated in the 2014 general election.

Far back in 1986, Shah Bano had ended up with a Muslim Women (Protection of Rights on Divorce) Act. Three decades later, Shayara Bano is ending up with a Muslim Women (Protection of Rights on Marriage) Act. The former Act aimed at undoing a Supreme Court decision on Muslim husbands’ financial liability to their divorced wives. The latter, with the difference of just one word, proposes to implement a SC decision restraining Muslim husbands from divorcing their wives in an un-Islamic way. The former was meant to accommodate the stand of traditionalists. The latter means to translate rational voices on the issue into binding law. The former, going against the spirit of the Quranic sense of gender justice, represented a retrograde step. The latter is in accord with the letter of the Quranic divorce law. The former Act was ill-conceived, the latter or its like is a need of the hour. The continuing failure of religious leaders to discipline Muslim husbands in the matter of divorce as per Quranic teachings makes some state legislation in this direction inescapable.The issue before the SC in Shah Bano was whether the speedy relief extended to divorced women under the new Criminal Procedure Code, 1973, applied to Muslims too. The constitution bench handling the case decided that it did. The bench should have stopped at that, asserting that a general secular statute ipso facto supersedes contrary provisions of communityspecific laws. Chief Justice Y.V. Chandrachud, however, tried with the best of intentions to harmonise his decision with relevant Quranic texts. It was uncalled for, as Islamic law on divorcees’ rights, or its constitutional validity, was not the issue in the case. A great controversy followed, somehow convincing the government of the day that it should intervene. Hence was enacted the Muslim Women (Protection of Rights on Divorce on Divorce) Act. The title for the Act and the language of its provisions left room for a liberal pro-women interpretation. Yet, the learned Muslim lawyer whose research had formed the basis of the Shah Bano judgment lost no time in challenging it in the court for its constitutional invalidity. The court dillydallied and took the call 15 years later, after his demise. Justice Rajendra Babu decided in Danial Latifi (2001) that the Act was not unconstitutional since, far from superseding Shah Bano, it had the effect of enforcing the ratio decidendi of that sensible judgment.Shayara Bano was different. Here, the practice of divorce by Muslim men instantly and irrevocably dissolving the marriage was claimed to be ultra vires the Constitution. Since the Constitution does protect essential religious practices and orthodox community leaders claimed the practice qualified for such protection, the court had to examine the issue from that angle. None of the five judges on the bench pronounced a verdict of unconstitutionality on triple divorce. The CJI, with the support of a Muslim judge, disapproved it but for putting an end to it threw the ball into the government’s court. The other three judges declared triple divorce to be arbitrary and illegal, for different reasons other than a head-on collision with the Constitution. As per law, the majority viewpoint prevailed and the court’s eventual order “set aside” triple divorce, leaving everybody wondering what this actually meant.The government has not bothered to unearth meaning and implications of the setting aside order. Instead, it has taken the call of the minority judgment to enact a law preventing the practice of triple divorce.

NEW DELHI: A letter, initiated by Shabana Azmi and signed by several of her female colleagues, has reportedly been sent to Prime Minister Narendra Modi asking him to take action on the threats made to Deepika Padukone in connection with her film Padmavati. The letter - the existence of which none of the signatories have confirmed - proved immediately divisive. Several actresses reportedly did not sign, among them Kangana Ranaut who shares a rumoured history of friction with Deepika. True to her outspoken self, Kangana is the first to acknowledge the letter and reports that she refused to sign as retaliation for the industry’s silence over the controversy involving her and Hrithik Roshan. It was because of Shabana Azmi that she wanted no part in the letter campaign, Kangana Ranaut revealed.A statement released in behalf of the actress places blame rather squarely on Ms Azmi for Kangana’s

refusal to sign. Here it is: “I was filming Manikarnika in Jodhpur, got a call from my dear friend Anushka Sharma to sign the petition written by Ms Shabana Azmi, I explained to Anushka that Deepika Padukone has all my support but I am a bit wary of Shabana Azmi’s investment in left wing vs right wing politics. RBI policy meet begins; decision on key rate tomorrow Mumbai: RBI Governor Urjit Patel headed Monetary Policy Committee started two-day deliberations on Tuesday amid several experts saying that the central bank is unlikely to lower the key interest rate and will stay focused on controlling inflation. The MPC meeting outcome on Wednesday is being keenly awaited by all stakeholders including the industry and stock markets. In its October review, the MPC had kept the benchmark interest rate unchanged on fears of rising inflation while lowering growth forecast to 6.7 per cent for the current fiscal. The Reserve Bank of India had reduced the benchmark lending rate by 0.25 percentage points to 6 per cent in August, bringing it to a 6-year low. Bankers and experts are of the view that for the second time in a row it may keep the repo-

rate or short term lending rate unchanged as inflation trajectory is likely to remain upward in the coming months. “It’s going to be a status quo. The liquidity in the system is very low, deposit rates are firming up and there are concerns about inflation,” Union Bank MD and CEO Rajkiran Rai G has said. Credit rating firm ICRA has also said that RBI is likely to keep the

key policy rate unchanged at 6 per cent as it expects retail inflation to firm up in the coming months. The meeting is taking place at a time when the wholesale prices based inflation in October shot up to a 6-month high of 3.59 per cent. The retail inflation (Consumer Price Index) for October rose to a 7-month high of 3.58 per cent.

New Delhi: As many as four LPG cylinders are bought by about 60 per cent of the 3.2 crore poor women who were given free cooking gas connection, Oil Minister Dharmendra Pradhan said on Tuesday. Since launch on May 1, 2016, more than 3.2 crore LPG connections, each costing Rs 1,600, have been given to poor women under the Pradhan Mantri Ujjwala Yojana (PMUY). This is more than half of the 5 crore free LPG connection target sector for three years. “We have studied the first year

consumption pattern and have found that about 60 per cent of the beneficiaries on an average bought four refills. This is a very encouraging trend and we hope the number will increase in future,” he said here. Debunking reports that most of the women who got free LPG connections did not buy a refill, he said data suggests beneficiaries are buying LPG refills after exhausting the first bottle. There however are pockets like tribal areas where the refill is nil as they have gone back to use of firewood.

Sensex ends lower ahead of RBI policy call

Foreign Trade Policy may focus on job creation, improving trade logistics New Delhi: Job creation and improving trade logistics are likely to be key focus areas in the mid-term Foreign Trade Policy review and may also seek to address GST- related concerns of exporters, government sources said. The FTP review, to be unveiled later on Tuesday, may accord special priority to improving logistics for trade to help bring down the costs, sources told news agancy. One key focus will be boosting employment creation in labour-intensive sectors like textiles and leather while addressing exporters’ concerns on GST-related issues, sources added. They further said the FTP review may build upon the GST related reforms, with the trade analytics division under the Directorate General of Foreign Trade (DGFT) helping with policy inputs. Exporters have been voicing concerns about challenges on account of the GST implementation, with some even suggesting that they should be kept out of the ambit of the new indirect tax regime and the drawback refund be expedited as it was blocking their working capital.

Proposal to ‘renovate’ premises housing Mehdi Nawaz Jung Hall raises concern Ahmedabad : More than two years after the office of Governor shut the doors of Mehdi Nawaz Jung Hall, for holding “any political activity or any activity against the government”, a meeting will be held on December 10 to decide on giving the premises to the Indian Red Cross Society for “renovation and reconstruction”. The hall, located at Paldi’s Himavan Samaj Kalyan Kendra, is managed by a board of trustees of Governor’s Social Welfare Fund. While the Governor is the chairman of the trust, former Gujarat high court judge Ravi R Tripathi, Advocate General Kamal Trivedi, noted cardiologist Tejas Patel are among its trustees. About 10 NGOs, working for leprosy, mentally challenged children, have been operating from the premises of the Kendra for several decades. On May 26, 2015, the office of Governor O P Kohli imposed conditions for booking Mehdi Nawaz Jung Hall, named after the first Governor of Gujarat. It stated that a written undertaking stating that the hall will not be used for “any political activity targeting the state or central government” has to be given by those who would like to rent it. A PIL was also filed in the Gujarat High Court which upheld the Governor’s decision and said that such condition did not violate freedom of speech and expression of any citizen.

Kuwait City: The United Arab Emirates Tuesday announced it has formed a new economic and partnership group with Saudi Arabia, separate from the Gulf Cooperation Council, a move that could undermine the council amid a diplomatic crisis with member state Qatar. The Emirati Foreign Ministry announcement, just hours ahead of a GCC meeting in Kuwait, said the new “joint cooperation committee” was approved by the UAE’s ruler and President, Sheikh Khalifa bin Zayed Al Nayhan. Saudi Arabia did not immediately report on the new partnership. It wasn’t immediately clear how the development could affect the six-member GCC meeting, which is expected to focus on the Qatar issue. Half of the GCC members are boycotting Doha in a dispute that’s

The Emirati ministry said the new “committee is assigned to cooperate and coordinate between the UAE and Saudi Arabia in all military, political, economic, trade and cultural fields, as well as others, in the interest of the two countries.” The UAE and Saudi Arabia have cultivated even-closer ties in recent years. Washington: A former top Pakistani diplomat has said that because of India’s influence and economic power, countries are unwilling to raise the issue of Kashmir at international level, including at the UN. Masood Khan, former Pakistani Ambassador to the UN, who is

now president of Pak-Occupied Kashmir (PoK), rued that India has veto on the talks between the two South Asian neighbours. Khan is currently in Washington, for what he described is part of his effort to appraise the international community about current situation in Kashmir.

“India has strategic alliances with certain countries. Because of the lucrative deals that it offers to powerful countries in the West, it has practically imposed a gag order on Kashmir,” Khan said Monday in response to a question at the Atlantic Council, a top American think-tank.
