Chhattisgarh: 15 Maoists killed, two arrested in Sukma encounter

New Delhi : In what is seen as one of the biggest anti-Maoist operations in the history of Chhattisgarh, at least 15 Maoists were gunned down and two were arrested during an encounter with security forces near Sukma’s Konta and Golapalli police station limits on Monday, police said. “This was one of the biggest anti-Naxal operations in the history of Chhattisgarh, where 15 bodies of rebels were recovered in a single incident,” state’s Special Director General of Police (SDGP) (anti-Naxal operations) D M Awasthi was quoted as saying by PTI. The encounter between the two parties broke out on Sunday night after two teams of security forces were sent into the forest, following intelligence inputs about the possible presence of the rebels in camps

SC judges meet CJI Dipak Misra over lowering of KM Joseph’s seniority

New Delhi: Judges of the Supreme Court on Monday met Chief Justice of India Dipak Misra and lodged their protest over the Centre’s decision to lower down the seniority of Justice K M Joseph, who is scheduled to take oath as an apex court judge along with two others on Tuesday. Highly placed sources in the apex court said the judges, including Justices M B Lokur and Kurian Joseph, who are members of the collegium, met the CJI at the judges’ lounge during the tea before start of the day’s working. Justice Ranjan Gogoi, who is the senior-most judge after the CJI, was not present as he was on leave on Monday. The sources said that the CJI assured the judges that he would consult Justice Gogoi and take up the issue with the Centre. Besides the CJI and Justices Gogoi, Lokur and Joseph, the fifth member of the Collegium is Justice A K Sikri. The Centre on Friday came out with the notification on the appointment of three judges to the apex court by putting at number three the seniority of Justice K M Joseph. In the notification, the names of Justice Indira Banerjee, Chief Justice of the Madras High Court, was at number one followed by that of Justice Vineet Saran, Chief Justice of the Orissa High Court.

Karunanidhi’s health declines, next 24 hours crucial, says Chennai hospital

New Delhi : There has been a decline in the health condition of DMK president M Karunanidhi, who has been in Kauvery Hospital in Chennai since July 28, hospital authorities said in a statement on Monday. “There has been a decline in the medical condition of Kalaignar Dr M Karunanidhi, DMK President and former Chief Minister of Tamil Nadu. Maintaining his vital organ functions continue to remain a challenge considering his agerelated ailments,” the statement issued by Executive Director Dr Aravindan Selvaraj said. It added, “He is on continuous monitoring and being treated with active medical support. His response to the medical intervention over the next 24 hours will determine the prognosis.” The DMK supremo was admitted to the hospital following a dip in his blood pressure last month. On July 31, the hospital said the leader would require an extended period of hospitalisation due to

“decline” in his general health, although his vital parameters have normalised. On Sunday, President Ram Nath Kovind met the ailing DMK chief and wished for his speedy recovery. “Visited Thiru M. Deoria (Uttar Pradesh): Eighteen girls are still missing from Uttar Pradesh’s Deoria shelter home for women while 24 others have been rescued by authorities. The license for the home was cancelled in June last year, but the home remained

open following a court stay order. The girls were rescued after a 10-yearold girl escaped the shelter home on Sunday night and revealed that after four o’clock in the evening, several people in black and white cars would come and take girls between ages of

15 to 18 from ‘Madam’ and they would return late at night, crying. The minor also alleged they were being forced to engage in sexual activities and work as servants by the couple. The girl suggested that other dubious activities were taking place in the

shelter home. “The girl who escaped had been staying at the home for the last three years. She said they treated her like a servant. She also told us many girls were taken away in cars at night. They returned in the morning and cried through the day. Adoptions

were also happening in an illegal manner here. We are looking into it and searching for the missing girls,” Superintendent of Police Rohan P Kanay said. Investigations are underway, he added. After hearing the ordeal, the police raided the

shelter and rescued the girls. Deoria Police have arrested Girija Tripathi, the manager of the Vidhvansani Mahila and Balika Sanrakshan Griha and her husband Mohan after a raid by the local police late on Sunday.

He further criticised Prime Minister Narendra Modi for his silence over the issue adding “such incidents had increased as Modi had not come out openly and condemned the killings”.

New Delhi: The National Investigation Agency (NIA) has arrested Habibur Rahaman, an alleged handler of hardened Lashkar-e-Taiba terrorist Shaikh Abdul Naeem, after he was deported from Saudi Arabia, officials said on Monday. Rahaman was arrested by the NIA on his arrival from SaudiArabia, they said. Officially, the NIAhas maintained that it had received an input about Rahaman travelling to India, but officials in the know of the development said it was an example of cooperation between security agencies of the two countries. Rahaman is an alleged handler of LeT terrorist Shaikh Abdul Naeem alias Nomi, who was arrested in 2007 while trying to help two Pakistani and one Kashmiri terrorist infiltrate into India through Bangladesh. Naeem ditched the police and escaped from custody while he was being

taken for court attendance to Maharashtra from Kolkata in August 2014. The escape from custody emboldened Naeem, who kept playing cat and mouse games with agencies for about three years during which he continued with his nefarious activities on the directions of his handlers based in Pakistan and in Saudi Arabia, the NIA said. “A wellestablished conspiracy was hatched between the accused for targeting vulnerable locations in India with the intent of causing maximum damage. Naeem was tasked to identify locations where terrorist attacks could be carried out,” an NIA spokesperson said. In order to execute the conspiracy, the official said, Naeem assumed different fake identities and visited different states including Jammu and Kashmir and Himachal Pradesh, and did reconnaissance of possible targets for terrorist attacks.

Working of quota policy needs review

Much has been happening recently to encourage us to study carefully key questions on the concept and implementation of “reservations”, or positive discrimination, in India and the implementation of policies on this. Last week, the Lok Sabha unanimously amended the Constitution to confer statutory status on the National Commission on Backward Classes, bringing it at par with the national commissions on scheduled castes and scheduled tribes. With this amendment the NCBC, when it investigates cases of discrimination against BCs, will have the powers of a civil court. After Independence, reservations were sought only for the scheduled castes and tribes due to the centuries/millennia of discrimination they had suffered, and the urgent need for a forward push by the state and society to rescue them from poverty and give them respectability at par with other citizens and to restore their human rights. The reservation for SC/STs was meant to be for a “temporary” period. While this “temporary” phase is ongoing for seven decades, in the early 1990s the V.P. Singh government decided to extend reservations to socially and educationally backward classes — the so-called Other Backward Classes. Unlike the SC/ST reservations, which was not a vote-catching political device, this category of reservations appeared to many to be animated by electoral considerations due to the political circumstances of the time, though its protagonists sought to claim it was to further social justice. The Supreme Court is now hearing a petition on reservations for the SC/ST category in promotions as well, going beyond reservations in education and government jobs. This is a hoary chestnut as such reservations could not proceed due to the rulings of several high courts, and has already been gone over by the Supreme Court — in the Indira Sawhney case and the Nagaraj case in 2006. The court also rejected a petition last week which urged that quotas be extended to those below the poverty line. The court asked the petitioner to move the government on this. In addition to all this, there is an ongoing agitation by the Maratha community for reservations on the ground of farm distress and inadequate job opportunities — grounds also cited by other prosperous and dominant peasant groups elsewhere in the country — Patidars in Gujarat, Kapu in Andhra Pradesh, and Jats and Gujjars in several north Indian states. While discussions in Parliament take a political shape, with political parties interested only in cultivating vote blocs, there are as yet no defining studies on the outcomes flowing from the reservations policy for different categories. This is now urgently needed. In fact, we don’t even have an idea of the extent of the OBC population across India. The question also should be asked — is reservation the only way to help people overcome economic and social handicaps?

The bail petition was filed at Cumilla Special Court showing the three-time former prime minister as an arrestee in the case under the Special Powers Act, her lawyer Barrister AKM Ehsanur Rahman. North Korea urges US to drop sanctions as Seoul probes illicit coal shipments

Seoul : North Korean state media on Monday urged the United States to drop sanctions, as South Korea said it was investigating nine cases of coal shipments that potentially violated U.N. resolutions. Pyongyang had demonstrated good faith by ending nuclear weapons testing and returning the remains of US troops killed in the 1950-53 Korean War, and the resolutions had lost a reason to exist, said the Rodong Sinmun, a mouthpiece of the ruling Workers’ Party. The statements came days after a confidential United Nations report concluded that North Korea had not halted nuclear and missile programmes, in breach of U.N. resolutions, and continued illegal trade in oil, coal and other commodities. South Korea is examining nine cases in which coal from North Korea disguised as Russian products was possibly brought in, Seoul’s foreign ministry and customs officials said. They declined to detail the number of ships or identify the companies involved, saying the investigation was in the final phase following raids and forensic analysis, but some cases might prove lawful. North Korea and the United States vowed to work to end Pyongyang’s weapons programmes at a landmark summit in June in Singapore, but have struggled to reach a pact to meet that goal.

Rick Gates, who also served in a senior role in President Donald Trump’s campaign, has been a key cooperator for special counsel Robert Mueller’s team after he cut a plea deal earlier this year. During that process, Gates admitted to two felony charges, but when he testifies it will be the first time he’ll detail those crimes face-to-face with his former boss and mentor. The trial, set to resume Monday afternoon in federal court in Alexandria, Virginia, is the first of Mueller’s prosecutions to reach a jury. But lawyers have made no mention of Trump or possible campaign coordination with the Kremlin, the central question behind the special counsel’s investigation. Still, Trump has made clear his interest in the case, suggesting in a tweet that Manafort was being treated worse than gangster Al Capone. And Manafort’s decision to stand trial instead of co-operating has raised speculation that he may be looking for a pardon. The trial opened last week with a display of Manafort’s opulent lifestyle, then progressed into testimony about what prosecutors say were years of financial deception.
