Short News 13 jawans injured after Army vehicle turns turtle in J&K

Srinagar : At least 13 Army men were injured when their vehicle met with an accident in Jammu and Kashmir’s Shopian district Saturday, defence sources said. The Army vehicle turned turtle near Kanipora in the south Kashmir district Saturday morning, they said. Thirteen jawans were injured and they have been taken to a nearby medical facility for treatment. Their condition has been stated as stable, the sources said. Further details are awaited.

Three cops protest arrest of constable who shot dead Apple staffer, suspended

Lucknow : Three Lucknow policemen were suspended Friday for wearing black armbands to work in protest against the arrest of constable Prashant Chaudhary who allegedly shot dead Apple executive Vivek Tiwari in the city last week. Station House Officers of three police stations were also being removed for lack of supervision, police said. Two former policemen were arrested from Mirzapur and Varanasi for alleged attempts to incite policemen to stage protests, police said. Uttar Pradesh DIG (Law and Order) Praveen Kumar said constables Jitendra Kumar Verma, Sumit Kumar and Gaurav Chaudhary were suspended Friday evening for “creating dissatisfaction among fellow constables” and departmental inquiries had been initiated against them.

New Delhi : Setting the ball rolling for five Assembly elections, the Election Commission announced Saturday the dates for polls in the states of Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana. While voting will be held in November and December, results for all five states, seen as a bellwether for the 2019 Lok Sabha polls, will be announced on December 11. Barring Maoist-affected Chhattisgarh, the other states will conduct elections in a single phase. South Chhattisgarh, with 18 seats, will vote on November 12 and the 72 seats in north Chhattisgarh will vote on November 20. For 230 seats in Madhya Pradesh and 40 seats in Mizoram, the voting will take place on November 28. And Rajasthan and Telangana will poll for their 200 and 119 seats on December 7. New Delhi : At least 20 people were killed and 16 injured after an “overcrowded” minibus fell into a deep gorge in Ramban district on Saturday, PTI reported. The driver lost control over the vehicle which rolled down the 200-ft-deep gorge on Jammu-Srinagar national highway. According to officials, the critically injured passengers were airlifted from the accident site to Army hospital at Udhampur and two others to Jammu. The vehicle was on its way to Ramban town from Banihal when the accident occurred at around 9.55 am. Deputy Commissioner, Ramban, Showkat Aijaz and Senior Superintendent of Police Anita Sharma reached the site to supervise the rescue operation and subsequently requisitioned choppers to airlift the critically injured persons. Local volunteers launched a rescue operation soon after the accident and were shortly joined by the quick reaction teams of police and Army, officials said. A total of six victims were airlifted by Army’s Chetah and Cheetak helicopters, a private airliner and a state helicopter.

New Delhi : Finance Minister Arun Jaitley Saturday said he did not agree with the portion of the historic Supreme Court judgment decriminalising consensual gay sex that called sexuality a part of free speech, as he felt it raises questions on restraining any form of homosexual or bisexual activity in a school hostel, prison or army frontier. He also differed on a portion of the apex court ruling on adultery, saying it may end up converting the Indian family system into a Western family system. On the Supreme Court allowing women’s entry into the Sabarimala shrine, he said such a ruling cannot happen on select practices as it may have many social consequences. Speaking at the HT Leadership Summit, Jaitley said the judgment decriminalising gay sex was fine but “the problem comes when writing these historical judgments, you get carried away and want to be part of history and therefore you go a step further”. He said he fairly agreed with the reasoning given by the court in the judgment that sexual activity is part of Article 21 of the Constitution that guarantees right of life and that no discrimination on the

New Delhi : Delhi’s Patiala House Court Saturday granted regular bail to former Bihar chief minister and Rashtriya Janata Dal (RJD) leader Rabri Devi, her son and former deputy CM Tejashwi Yadav and the other accused in the IRCTC land scam case, lodged by the CBI. Special Judge Arun Bhardwaj also granted interim bail to Rabri Devi, Tejashwi Yadav and others in a money laundering case filed by Enforcement Directorate (ED) in relation to the alleged scam. The court directed all the accused to furnish a personal bond and surety amount of Rs 1 lakh each. RJD chief Lalu Prasad Yadav did not appear before the court as doctors have declared him physically

unfit to travel. The court fixed November 19 as the next date of hearing and asked Lalu to appear via video conferencing. Lalu Yadav’s family and the IRCTC officials have been accused of allegedly misusing their position for granting sub-lease of the rights of two Railway hotels at Puri and Ranchi to Ms Sujata Hotel Pvt. Ltd owned by Vijay and Vinay Kochhar. ‘Waited long’ for Congress, will consult BSP for Madhya Pradesh polls: Akhilesh Yadav

New Delhi : Samajwadi Party president and former Uttar Pradesh chief minister Akhilesh Yadav Saturday said he would consult the Bahujan Samaj Party (BSP) for the Madhya Pradesh Assembly elections, as he has “waited too long” for the Congress. His comment comes days after BSP chief Mayawati announced that the party would not ally with the Congress, and would contest the Madhya Pradesh and Rajasthan elections alone. “We have waited too long for the Congress. How much longer should we wait? We will now consult the Gondwana Gantantra Party (GGP), with which we had an alliance, and the BSP for the coming assembly elections in Madhya Pradesh,” Yadav was quoted as saying by news agency PTI. The Party also released the list of six candidates for the upcoming polls on Saturday. Reacting to Yadav’s remark, the Congress said in New Delhi that it had not been planning an alliance with the SP in Madhya Pradesh in any case.

NHA issues circular advising states to identify eligible PMJAY beneficiaries New Delhi : The National Health Agency (NHA), responsible for implementing the PMJAY, in a circular has advised states to authorise district collectors and district magistrates to identify eligible beneficiaries under the scheme. The move comes amid reports of names of some people, who do not fall in the specified deprivation categories of the SECC data, figuring in the list of eligible beneficiaries. The NHA has asked the officers to introduce exclusion clauses in the Socio Economic and Caste Census (SECC) data to identify those not eligible for the scheme The Ayushman Bharat- Pradhan Mantri Jan Arogya Abhiyan (AB-PMJAY), was launched pan-India by the Prime Minister from Jharkhand on September 23. The backlash against China is growing

On a recent official visit to China, Malaysian Prime Minister Mahathir Mohamad criticized his host country’s use of major infrastructure projects— and difficult-to-repay loans—to assert its influence over smaller countries. While Mahathir’s warnings in Beijing against “a new version of colonialism” stood out for their boldness, they reflect a broader pushback against China’s mercantilist trade, investment, and lending practices. Since 2013, under the umbrella of its “Belt and Road Initiative”, China has been funding and implementing large infrastructure projects in countries around the world, in order to help align their interests with its own, gain a political foothold in strategic locations, and export its industrial surpluses. By keeping bidding on BRI projects closed and opaque, China often massively inflates their value, leaving countries struggling to repay their debts. Once countries become ensnared in China’s debt traps, they can end up being forced into even worse deals to compensate their creditor for lack of repayment. Most notably, last December, Sri Lanka was compelled to transfer the Chinesebuilt strategic port of Hambantota to China on a 99-year, colonial-style lease, because it could longer afford its debt payments. Sri Lanka’s experience was a wake-up call for other countries with outsize debts to China. Fearing that they, too, could lose strategic assets, they are now attempting to scrap, scale back, or renegotiate their deals. Mahathir, who previously cleared the way for Chinese investment in Malaysia, ended his trip to Beijing by canceling Chinese projects worth almost $23 billion. Countries as diverse as Bangladesh, Hungary, and Tanzania have also canceled or scaled back BRI projects. Myanmar, hoping to secure needed infrastructure without becoming caught up in a Chinese debt trap, has used the threat of cancellation to negotiate a reduction in the cost of its planned Kyaukpyu port from $7.3 billion to $1.3 billion. Even China’s closest partners are now wary of the BRI. In Pakistan, which has long worked with China to contain India and is the largest recipient of BRI financing, the new government has sought to review or renegotiate projects in response to a worsening debt crisis. In Cambodia, fears of effectively becoming a Chinese colony are on the rise. The backlash against China can be seen elsewhere, too. The recent annual Pacific Islands Forum meeting was one of the most contentious in its history. Chinese policies in the region, together with the Chinese delegation leader’s behaviour at the event itself, drove the president of Nauru—the world’s smallest republic, with just 11,000 inhabitants—to condemn China’s “arrogant” presence in the South Pacific. China cannot, he declared, “dictate things to us.”

Girish Patel, prominent human rights lawyer from Gujarat, dies at 85 Gandhinagar : Girish Patel, one of the most revered human rights lawyer in Gujarat and an expert on Indian Constitution, passed away at his residence in Ahmedabad in the wee hours of Saturday after a prolonged illness due to agerelated complications. Patel was 85, he is survived by wife Kusum and daughters, Roopal and Seema. Sources close to the Patels said that Girishbhai breathed his last at 4 am and his body has been shifted to Rajasthan Hospital in Shahibaug area of Ahmedabad. Sources added that as per Girishbhai’s wish, his body will be donated. Patel, a native of Nadiad, was the son of a sanitary inspector. He did his Masters in Law from Harvard University in the US. In his initial years, Patel was a professor at the then New Law College in Ahmedabad, later he was selected as a member of the Gujarat State Law Commission in 1972. After serving the commission for three years, he started practicing law at the Gujarat High

Court. He was one of the designated senior counsels of the HC. Patel was known for his devotion to fight for the rights of the Dalits, Adivasis, labourers and women. With the introduction of Public Interest Litigation (PIL) in 1980, he was provided with the biggest opportunity to work for them. Patel had moved more than 200 PILs in the HC on issues ranging from education, shelter, water, livelihood, health, atrocities on Dalits, tribals, women and children and civil and political rights. Most of this PILs were moved under the banner of his organisation, Lok Adhikar Sangh.

Paris : Interpol has made a formal request to China for information about the agency’s missing president, citing concerns for the well-being of the senior Chinese security official who seemingly vanished on a trip home. The Lyonbased international police agency says Saturday it used law-enforcement channels to submit its request about the status of Meng Hongwei. It says the agency “looks forward to an official response from China’s authorities to address concerns over the president’s well-being.” Meng’s wife says she hasn’t heard from him since he left the French city of Lyon at the end of September to go to China. France has launched its own investigation. French authorities say he boarded a plane and arrived in China, but the 64-year-old’s subsequent whereabouts are unknown. Meng is also a vice minister for public security in China.

Court rules for California over Donald Trump in sanctuary city case

Paris : A US judge on Friday blocked the Trump Administration from placing conditions on public safety grants to further its crackdown on illegal immigration, and he ordered the grant money to be released to California “sanctuary cities.” However, while Judge William Orrick in San Francisco found that the conditions placed last year on public safety grants by US Attorney General Jeff Sessions were unconstitutional, he stayed a nationwide injunction pending appeal. The US Department of Justice declined to comment. The grant conditions required recipients to provide Immigration and Customs Enforcement agents access to jails and prisons, provide notice when detainees were being released and certify that information was being shared with federal authorities. California Attorney General Xavier Becerra sued the administration in August 2017. The state argued that putting the conditions on the $28 million in federal funds it expected would undermine law enforcement and deter police cooperation by immigrants, a major population in the state Scores of jurisdictions around the United States have adopted some form of “sanctuary city” policies, which generally prohibit cooperation with immigration officials.

Congress MLA and AICC secretary in charge of Bihar, Alpesh Thakor, who is also president of the Thakor Sena, which has been blamed for the attacks, has demanded, within 72 hours, the withdrawal of cases against members of his community who were “innocent”. Thakor told The Indian Express Friday: “I appeal for peace to all those behind these incidents. There could be members from our community and Sena

but no such instruction (to launch attacks) was given out from our side (Thakor Sena). This is to only defame us and the Sena. We are only aiming at peace and employment in the state.” He said that their target was the “state government and companies”, not individuals or a community or caste. “Despite the rule of employing 80 per cent locals companies do not follow this. The state government should ensure its proper implementation”, Thakor said. According to Thakor, those not involved in the violence should not face police cases. “How can you name somebody in the FIR who was not there at all? We are demanding police withdraw cases against all these persons within 72 hours,” he said, warning that he would take “legal recourse” if the demand was not met.

Dhaka : Bangladesh’s jailed former prime minister and BNP chief Khaleda Zia was Saturday admitted to a specialised state-run hospital here for proper treatment following a court order as her health deteriorated. Zia, 73, is currently on trial for corruption charges in a makeshift courtroom inside a 19th-century British-built prison where she is the only inmate and in failing health. The former prime minister had recently complained to the court that she was losing feeling in her hand and in a leg. “We have admitted her and took all steps to provide her the required treatment,” a Bangabandhu Sheikh Mujib Medical University (BSMMU) spokesman said. Zia would be staying at a VIP cabin in the hospital while an adjacent room has been allocated for her, he said. The Bangladesh High Court on Thursday had ordered the government to shift Zia to BSMMU and reconstitute a medical team for her treatment. The court ruled that Zia could choose a physiotherapist, a gynaecologist and a technician and a physician from outside Bangabandhu Sheikh Mujib Medical University (BSMMU) for her treatment subject to the approval from the medical team.
