Women raped left, right, centre: SC slams Bihar over shelter home abuse New Delhi: The Supreme Court on Tuesday slammed the Bihar government for funding the non-government organisation (NGO) running Muzaffarpur shelter home where minor girls were sedated, tortured, raped and abused. Criticising the government the court asked, “who is giving money to the shelter home in the state?” The apex court asked the state government why officers did not inspect the shelter homes managed by NGOs. Expressing concerns over the rising incidents of rape in the country, the top court said, “Women are being raped left, right and centre.” The court also referred to the National Crime Records Bureau Data stating every six hour a woman is raped in the country. During the hearing, the Supreme Court was told by amicus curiae that no compensation was paid to the alleged victims of sexual assaults at Muzaffarpur shelter home. The apex court resumed the hearing on Muzaffarpur shelter home case on Tuesday.

Karunanidhi, DMK’s captain of 50 years returns to pavilion Chennai: In the passing of Muthuvel Karunanidhi at 94 in Chennai, the Dravida Munnetra Kazhagam (DMK) has lost not just one of its most distinguished and astonishing leaders who piloted its destiny for nearly 50 years in the post-Annadurai decades, but also by far its most prominent poster boy of the Periyargalvanised ‘Dravidian Movement’. The towering Tamil Nadu politician Muthuvel Karunanidhi breathed his last on Tuesday, August 7, in Chennai after battling ill health for weeks. One of the ‘founder members’ of the DMK since a young band of Tamil enthusiasts rebelled against Periyar and broke away from the parent Dravidar Kazhagam (DK) at a raindrenched rally in Robinson Park in North Chennai in September 1949 where the birth of DMK was declared, Karunanidhi refused to be an also-ran. Though for the last two years, he was confined to his Gopalapuram residence since he fell ill in October 2016, managing to faintly recognise people with his wide trademark smile that always lit up his genial forehead, in death too, even as in his turbulent personal and political life spanning over eight decades, Karunanidhi went down fighting to his last breath.

New Delhi : In what is seen as one of the biggest anti-Maoist operations in the history of Chhattisgarh, at least 15 Maoists were gunned down and two were arrested during an encounter with security forces near Sukma’s Konta and Golapalli police station limits on Monday, police said. “This was one of the biggest anti-Naxal operations in the history of Chhattisgarh, where 15

bodies of rebels were recovered in a single incident,” state’s Special Director General of Police (SDGP) (anti-Naxal operations) D M Awasthi was quoted as saying by PTI. The encounter between the two parties broke out on Sunday night after two teams of security forces were sent into the forest, following intelligence inputs about the possible presence of the rebels in camps

in south Sukma. The teams included personnel of the District Reserve Guard (DRG), Special Task Force (STF), Central Reserve Police Force and its elite unit Commando Battalion for Resolute Action (CoBRA). “One of the patrolling teams, comprising around 200 personnel of the STF and the DRG, spotted a Maoist camp this morning at the forest in Nalkatong village, located around 500 km from here, following which it started encircling the place,” Awasthi said. “A gunbattle took place between Naxals and the patrolling team for about half-an-hour,” he added. After the encounter ended on Monday morning, the bodies of 15 Maoists along with 16 weapons, including 315 bore and 12 bore guns, were recovered from the spot, the SDGP said. “Militia platoon commander Vanjam Hunga was among the killed naxals,” Awasthi said, adding that the identities of the remaining 14 cadres were yet to be ascertained.

New Delhi: The Supreme Court on Tuesday warned Registrar General of India and Assam National Register of Citizen (NRC) coordinator, Prateek Hajela, against making any statements in the media on modalities of addressing NRC complaints. The top court questioned what was Hajela and RGI’s S Shailesh’s intention while making the statements regarding NRC in the media. It slammed the officials and said, “You are guilty of contempt of court.” It spared both the

officials because they have “a big job to do”. The court also told them, “Don’t forget you are officials of the court, your job is to comply with orders, how can you go to press like this.” The court was referring to a newpaper report which carried the statements of the NRC coordinator. It questioned the authority of both the officials. The apex court also restrained Hajela and RGI’s S Shailesh from talking to media on Assam’s NRC henceforth.

New Delhi: With opposition parties raising serious concern over the alleged sexual exploitation of girls at a children’s shelter home in Uttar Pradesh, Home Minister Rajnath Singh on Tuesday termed the incident shameful and declared that no culprit would escape action. Singh also told the Lok Sabha that two senior officials of the state government were probing the matter. Opposition members, including those from the SP and the RJD, raised the issue and referred to a similar incident at Muzaffarpur in Bihar. “No culprit will escape action”, Singh said, adding that the state government has taken quick action in the case. He described such incidents as unfortunate, sad and shameful. On the action taken, he said the district administrative officer has been suspended and the manager of the shelter home as well as her husband have been arrested. Additional Chief Secretary and a Director General level officer are probing the case, Singh said. The Home Minister also said that he would ask the ministries concerned to send out advisories to states to ensure

that such incidents do not occur in the future Soon after the Home Minister’s response, members of the SP, RJD, Congress and TMC staged a walk-out from the House. four girls were rescued from a shelter home in Deoria in Uttar Pradesh after allegations of sexual exploitation of the inmates came to light a few days ago. As many as 18 inmates are reportedly missing. Raising serious concerns about the case, SP member Dharmendra Yadav said strict action should be taken against the culprits. Atrocities have been committed against the girls, Yadav said, adding that he does not want to play politics on the issue.

According to reports, Opposition is likely to field 57-year-old member of Sharad Pawar’s Nationalist Congress Party (NCP) Vandana Chavan for the post. The tracking down of 9/11 mastermind Osama bin Laden to his Abottabad hideout was probably one of the great detective stories of the age, Most of the credit for this must go to America’s secretive intelligence-gathering outfit, the National Security Agency. The NSA’s eavesdropping mission includes radio broadcasting, both from various organisations and individuals, the Internet, telephone calls and other intercepted forms of communication. Its secure communications mission covers military, diplomatic and all other sensitive, confidential or secret government communications. The NSA is all hi-tech. It collects data from four geostationary satellites which track and monitor millions of conversations, after which the NSA’s banks of high-speed supercomputers process all these messages for certain phrases and patterns of conversations to decide if the persons at either end were worthy of further interest. The numbers which these numbers frequently connected up with would then again attract attention. In this manner, linkages can be made. The NSA has installations in several US states and from them routinely intercepts electronic data from Europe, the Middle East, North Africa, Latin America and Asia. According to the Washington Post, “every day, collection systems at the National Security Agency intercept and store 1.7 billion e-mails, phone calls and other types of communications. The NSA sorts a fraction of those into 70 separate databases”. Because of its listening task, NSA/CSS has been heavily involved in cryptanalytic research, continuing the work of predecessor agencies which had broken many Second World War codes and ciphers. The NSA and the CIA together comprise the greatest intelligence-gathering effort in the world. The human and financial resources deployed are quite extraordinary. The overall US intelligence budget has been considered classified until recently. There have been numerous attempts to obtain general information about the budget, without much success. But there have also been accidental disclosures; for instance, Mary Margaret Graham, a former CIA official and deputy director of national intelligence for collection in 2005, said that the annual intelligence budget was $44 billion. The US is more determined than ever never to be caught unawares like 9/11. It would be incorrect to compare the attack on the World Trade Centre with Pearl Harbour in 1941. 9/11 was the perfect out-of-the-blue attack on the United States. Pearl Harbour was not. Ten days before the Pearl Harbour attack, then US secretary of war Henry Stimson entered in his diary the following statement: “Roosevelt brought up the event that we are likely to be attacked perhaps next Monday, for the Japanese are notorious for making an attack without warning, and the question was what we should do? The question was how we should manoeuvre them into the position of firing the first shot without allowing too much danger to ourselves.” Clearly, the US knew that an attack was coming.

NCLAT to hear Mistry plea tomorrow against NCLT order New Delhi: The NCLAT has said that it will hear tomorrow Cyrus Mistry’s appeal on the NCLT order in his case against Tata Sons as the counsel for the conglomerate was not present on Tuesday to put forth his arguments before the bench. Mistry had approached the National Company Law Appellate Tribunal (NCLAT) last week against the NCLT dismissing his plea challenging his removal as chairman of Tata Sons. The two-member NCLAT has listed the matter for tomorrow. On July 9, the National Company Law Tribunal (NCLT) Mumbai had dismissed Mistry’s pleas challenging his removal as Tata Sons chairman as also the allegations

of rampant misconduct on part of Ratan Tata and the company’s Board. A special bench of the tribunal held that the Board of Directors at Tata Sons was “competent” to remove the executive chairperson of the company. NCLT bench members B S V Prakash Kumar and V Nallasenapathy said that Mistry was ousted as chairman because the Tata Sons’ Board and its majority shareholders had “lost confidence in him”. Under the Companies Act 2013, an order of NCLT can be challenged before the NCLAT. Mistry, who was the sixth chairman of Tata Sons, was ousted from the position in October 2016.

HCL to launch mega recruitment drive in Lucknow

Lucknow: IT services major HCL Technologies on Tuesday said it will hire around 1,000 young people from the city and its neighbourhood in a threeday mega recruitment drive here from August 10 to 12. The recruitment will be made in the engineering as well as the non-engineering segments, HCL Technologies Executive Vice President Sanjay Gupta said. “While 350 of the new recruitments will be selected from those who are experienced, the remaining 650 will be freshers,” he said in a press conference here. The freshers will be given training by the company and during their training period they would get a stipend, he said. Gupta, who is also Program Director (New Vistas),

said that in a drive in Noida in the first week of August, 700 were recruited -- 520 freshers and rest experienced in engineering and nonengineering fields. He said HCL had tied up with banks to provide loans for the training, which would be repayable in easy instalments from the employees’ salary once they get confirmed. While the training cost for engineers is Rs 2 lakh, for the non-engineers it is Rs one lakh, he said. Gupta, who is currently leading HCL’s foray into new locations in the country, said even bright students could apply after doing their 10 plus 2 if they come from science background and have mathematics as one of their subjects.

Civil Aviation Ministry mulls Rs 11,000 crore bailout package for Air India

Mumbai: The Civil Aviation Ministry is in discussions with the Finance Ministry for a Rs 11,000 crore bailout package for ailing Air India, sources said. The discussions come against the backdrop of a failed effort to privatise the loss-making airline, which continues to grapple with financial woes. Sources in the know said that the Civil Aviation Ministry is working on a bailout package for the carrier, which would be utilised to reduce high cost working capital loans. The proposal, which is at a preliminary stage of discussions, is for providing around Rs 11,000 crore package to Air India, they added. “Cleaning up the balance sheet of Air India airline will make it attractive for investors as and when the government decides to once again attempt strategic stake sale of the airline,” one of the sources said. Query sent to Civil Aviation Secretary R N Choubey remained unanswered. When contacted, an Air India spokesperson said the matter “comes under the domain of the Ministry of Civil Aviation and we should not be commenting on it”. The airline is staying afloat on a bailout package extended by the previous UPA regime in 2012. The national carrier’s debt burden was more than Rs 48,000 crore

at the end of March 2017. Last month, the government sought Parliament’s nod for Rs 980 crore as supplementary grants for equity infusion into the airline. In a reflection of financial crunch at the airline, salaries have been delayed for the staff for five consecutive months. In the current financial year, the airline has received an equity infusion of Rs 650 crore up to June. TAP and a Financial Restructuring Plan (FRP) were approved for Air India by the previous UPA regime in 2012. All government guaranteed loans and interests thereon are being paid by the government by way of equity infusion into the airline. Under the FRP, high cost of working capital loans have been converted into long term debt carrying lesser rates of interest so as to reduce the financial burden on Air India. “The TAP/ FRP includes budgetary support amounting to Rs 30,231 crore spread over 10 years ie. up to FY 2020-21 and also equity support for the payment of principal/ interest of the non-convertible debentures. “Air India has received an equity infusion of Rs 27,195.21 crore till date,” Minister of State for Civil Aviation Jayant Sinha informed the Lok Sabha last month.

Ishrat Jahan case: CBI court rejects discharge pleas of ex-cops Vanzara, Amin Ahmedabad: A special CBI court in Gujarat on Tuesday rejected the discharge applications of former police officers D G Vanzara and N K Amin in the case of an alleged fake encounter of Ishrat Jahan and three others. Special judge J K Pandya rejected the applications of

Vanzara and Amin. The court last month concluded the hearing of arguments of the two accused retired police officers, the CBI and Ishrat Jahan’s mother Shamima Kauser, who had challenged Vanzara’s discharge plea. Vanzara, a former deputy inspector general of police in Gujarat, had sought discharge on the ground of parity with the state’s former in-charge Director General of Police P P Pandey, who was discharged

in the case in February this year for want of evidence against him. Amin, who retired as the superintendent of police, sought his discharge on the ground that the encounter was genuine and that testimonies of witnesses produced by the Central Bureau of Investigation were not reliable. Ishrat Jahan’s mother sought to oppose the pleas of Amin and Vanzara, and told the court that her daughter was “murdered following a conspiracy between highranking police officers and others holding powerful and influential positions”. She alleged that Vanzara played a “direct and key role” in the conspiracy behind the “staged encounter”. Ishrat Jahan, a 19-year-old woman from Mumbra area of Thane district near Mumbai, and three others - Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar - were killed by the police in an “encounter” on the outskirts of Ahmedabad on June 15, 2004. At that time, the police had claimed that the four had terror links and plotted to kill then Gujarat chief minister Narendra Modi.

Gujarat: Six more French wells to meet Surat’s water need Surat : Based on a report of the National Geophysical Research Institute (NGRI), Surat Municipal Corporation (SMC) on Monday issued tenders to start work on six French wells on the Tapi river to provide water to the 55 lakh people of the city. The SMC had roped in the institute in October last year to carry out Aquifer Mapping study on Tapi river to find sources of potable water. Over Rs 3.5 crore were spent on the project. On August 1, the agency intimated SMC that the report had been approved by the Ministry of Defence and its findings were forwarded to the civic body. Currently, the city’s water requirements are fulfilled from 1,200 MLD drawn from the Ukai dam. However,

with scanty rainfall over the last few years, the dam does not get completely filled causing a water shortage. Additional City Engineer K H Khatwani said, “We have got the mapping copy of findings of NGRI and we will begin validation process which includes drilling the ground in Tapi river at six different locations, between Sarthana to Valak area in Surat city. As per the report, it has suggested six different locations where the water will be available between 60 meters to 200 meters.” Presently, there are four French wells in Sarthana area of the city, out of which, one is nonfunctioning while from the other three, 145 MLD of water is fetched from Tapi river.

AMC demolishes illegal structures near NH 8

Ahmedabad: The Ahmedabad Municipal Corporation (AMC), in an anti-encroachment drive on Monday, cleared a long stretch of roads connected with national highway number 8, passing through South zone and New West zone of the city. Estate officer of New West Zone Chaitanya Shukla said that 102 temporary sheds covering an area of 1,432 sq metres, cross walls of a length of 118 metres, 92 otlas constructed on 2,208 sq metres from Sarkkhej to Sanand Chokdi Road to Golden Garnala cross road were demolished. The officials also collected fines from the defaulters. The owners of these illegal structures were earlier issued

notices by the AMC under various Section 283 of Gujarat Provincial Municipal Corporations Act. The AMC deployed two superintendents of police, seven police inspectors and 160 police men for the drive. Five encroachment vans, three JCB machines, 30 labourers were used in the operation to remove as many as 236 sheds, 338 otla (platforms), 138 cross walls, 29 iron staircases, 72 advertisement boards, six plain laris, three roofed laris, three PVC barrels and 89 miscellaneous goods. Meanwhile, one AMC employee was reported badly injured during the demolition drive and was rushed to a hospital for treatment, Shukla said.

Decongesting The City: High Court asks AMC to create adequate parking space, govt to limit number of autos

Ahmedabad : The Gujarat High Court on Monday ordered the Ahmedabad Municipal Corporation (AMC) to create sufficient parking spaces as their numbers do not meet the demand. The high court acknowledged that the “parking spaces is the foremost question” in the present situation, and the government should have a plan for the future. The court order stated, “… we are of the opinion that now the state government and the AMC are required to consider seriously to provide sufficient parking spaces to the public at large, and the state government and AMC have to see to it that sufficient parking is available in the respective buildings also.” On the suggestion of lawyer Amit Panchal, representing the petitioner who has filed the PIL for better roads and traffic in the

city, the division bench of justices M R Shah and A Y Kogje said that “Indore is the cleanest city of the country. Why can’t Gujarat compete with it or for that matter any other cities or states.” The court said that “methodology of Indore should be adopted in Ahmedabad too.” The court said that “the efforts of last three weeks have turned into a movement and it must reach to its logical end and therefore, efforts must be continued.” The court will hear the matter on Tuesday. Meanwhile, in the affidavit submitted by the Ahmedabad traffic police it is mentioned that since May 5, the department has issued 1,084 notices to establishments like shopping centres, restaurants, clubs, hospitals, educational institutes, among others, to ensure proper parking.

Indian-origin man pleads gulity to taking $2.5 million in bribes in US

Washington : An Indian-origin man has pleaded guilty to taking $2.5 million in bribes and kickbacks from companies seeking contracts to work on energy-saving projects in the US government buildings. Bhaskar Patel, 67, of Windermere, Florida, received the bribes and kickbacks when he served as a senior project manager for Schneider Electric Building Americas, based in Andover, Massachusetts. He was responsible for obtaining bids from subcontractors and recommending for selection the subcontractors that would be awarded a contract under an energy-saving project. The payments were associated with federal energy savings performance contracts issued to Schneider Electric by various federal agencies from June 6, 2011, to April 19, 2016.

Alexandria : Australia’s population will hit a record 25 million on Tuesday, almost a decade earlier than projected, as it attracts hundreds of thousands of migrants each year, latest government data shows. Every minute, one person arrives to live in Australia, the data shows, underpinning demand for everything from homes to cars, schools and hospitals, and boosting the country’s economic fortunes. The Australian Bureau of Statistics estimates the country’s population will reach 26 million in three years’ time, based on current trends. The rapid increase in migrant numbers has sparked a debate on the economic and social impact of migration given inadequate infrastructure has resulted in clogged cities while an expanding labour market has capped wage growth. “Coping means continuing to invest in infrastructure,” Treasurer Scott Morrison said on 3AW Radio on Tuesday, when asked if Australia can cope with 25 million people. “That’s why we’ve got a A$75 billion infrastructure plan. There has to be to support that growth that we’re seeing in our population.” Australia’s economic success is built on migration with more than a third of the population born overseas, according to the latest census data which shows England, China, New Zealand and India as the top countries where migrants come from.
