Short News NGT holds Ravishankar’s AOL responsible for Yamuna floodplains damage New Delhi : The NGT on Thursday held Shri Shri Ravishankar’s Art of Living Foundation (AOL) responsible for damage caused to the Yamuna Floodplains, during its 2016 World Culture Festival in New Delhi. No additional monetary penalty was imposed by the Tribunal though. The bench headed by the NGT chairperson Swatanter Kumar added that the Delhi Development Authority (DDA) has to carry out the restoration work on the floodplains under the guidance of the expert committee, assess the cost of doing so. It added that if the cost exceeds Rs 5 crore – the amount that AOL paid last year as compensation – then DDA will recover the rest from the AOL foundation. “The DDA has failed to perform its statutory functions of maintaining the ecology. It shall assess the quantum of damage and carry out the restoration work” said the Bench. An expert committee headed by Shashi Shekhar, Secretary, Ministry of Water Resources, in April said that Rs 42.02 crore would be required to restore the Yamuna floodplains. The panel had suggested that there would be two components of rehabilitation plan — physical and biological, and they would cost Rs 28.73 crore and Rs l3.29 crore respectively, besides additional ancillary expenses.

China says no change in its stand on India’s membership to NSG Beijing : China on Thursday asserted its opposition to India’s membership bid to the Nuclear Suppliers Group (NSG), saying there is no change in its stand and efforts were on to forge “consensus” among the 48-member elite nuclear club about the admission of new members. “China’s position on this remains unchanged,” Foreign Ministry spokesman Geng Shuang told media in Beijing responding to Russian deputy Foreign Minister Sergey Ryabkov’s remarks in New Delhi on Wednesday that Moscow was speaking to China for India’s membership into the NSG. “China supports the NSG to follow the principle of consensus through consultation through transparent and fair intergovernmental process to deal with this issue,” Geng said. China, a key member of the NSG, has been stridently opposing India’s bid primarily on the grounds that New Delhi is not a signatory to the Nuclear Non-Proliferation Treaty. Its opposition has made India’s entry into the group difficult as the NSG works on the principle of consensus. China’s repeated stonewalling of India’s membership bid in the NSG has become a major stumbling block in bilateral relations. After India’s application for entry into the elite group which controls nuclear trade, Pakistan, China’s all-weather ally, too had applied with the tacit backing of Beijing.

A Muslim labourer hailing from Malda in West Bengal, Afrazul was hacked and then burnt alive over an alleged affair. The main accused, Shambhulal Regar, even roped in his 14-year-old nephew to film the killing. On Thursday, police arrested Regar and detained his nephew. Rajasthan DGP, O P Galhotra, while speaking to reporters, said: “This is a brutal crime. BJP delegation meets Rajnath on law-and-order situation in West Bengal Kolkata : BJP national secretary Rahul Sinha met Union Home Minister Rajnath Singh here on Thursday and urged him to look into the law-and-order situation in West Bengal. Singh is in the city to chair a meeting of chief ministers of the states bordering Bangladesh. Sinha, along with other senior leaders of the state BJP unit, met Singh in the morning and discussed a wide range of issues, from the recent unrest in the Darjeeling hills to the overall law-andorder situation in the state. “We told him (Singh) about the worsening law-and-order situation in the state, how the workers of the opposition parties are being beaten up and

even killed. We told him that democratic rights and values are facing a threat in the state,” Sinha told news agancy.“We urged him to look into the matter and take up the issue with the (West Bengal) chief minister (Mamata Banerjee) during

the meeting today,” he added. Sinha said Singh was told about the “double standards” of the Trinamool Congress (TMC) government in West Bengal as regards the Darjeeling hills. “The state government is solely responsible for the unrest

in the hills. On one hand, it is rewarding (rebel Gorkha Janmukti Morcha leader) Binay Tamang, who has police cases against him, and on the other, it is taking action against (GJM chief) Bimal Gurung. “The state government’s divideand-rule policy in the hills will backfire very soon,” he added. The Darjeeling hills had witnessed an over-three-and-a-half-month-long shutdown, from June to September this year, over the GJM’s demand for a separate state of Gorkhaland. The influx of the Rohingya and Bangladeshi immigrants and how to curb it were likely to be discussed at today’s meeting, which had been convened by Singh, a home ministry official said.

India cutting sorry figure with threats to artists, says Bombay High Court Mumbai : A democratic country like India is cutting a very sorry figure with open threats being given to artists and others and with attacks on people for voicing their opinions, the Bombay High Court said on Thursday. The high court, while referring to the Sanjay Leela Bhansali’s controversy-hit film “Padmavati”, observed that the director has not been able to release his film and an actress is facing death threats. The HC also pulled up the CBI and the state CID, which are investigating the murder cases of rationalists Narendra Dabholkar and Govind Pansare respectively, over the failure to arrest the main suspects in these cases so far. The strong remarks were made by a division bench of Justices S C Dharmadhikari and Bharti Dangre while hearing the petitions filed by family members of Dabholkar and Pansare seeking court supervision on their murder probe.

Aadhaar linking deadline will be extended to March 31, 2018: Centre to SC New Delhi : The Union government on Thursday informed the Supreme Court that it will extend up to March 31, 2018 the deadline fixed for mandatory linking of Aadhaar with various schemes, including one’s bank accounts. Attorney General K K Venugopal, however, said the last date for linking Aadhaar to mobile services will remain February 6, 2018 in pursuance of a judicial order.The A-G also reportedly informed the top court that a Data Protection Committee led by Justice Sri Krishna will submit its final report to the government by February 2018. A three-judge bench of the Supreme Court, meanwhile, said it will set up a Constitution bench next week to hear the interim pleas seeking a stay on Centre’s move to link Aadhaar with various government schemes and services. The government may, however, restrict the March 31, 2018 extension only to those who still do not have an Aadhaar number.

On the last day of campaigning for the first phase of Gujarat elections on December 9, Singh said there was a difference in what Modi preached and what he practiced. “So far as the issue of corruption in concerned, strict action was taken against those who were found guilty during UPA rule. But in the BJP rule, no attention has been paid to the issues which have come to the fore. You must have observed what all is being said about the son of BJP chief Amit Shah. If Modi government wants to weed out corruption, it is incumbent upon the government to take action on the issues which are being discussed among the public.

An Oversight Problem

In a piece for these columns, (‘Give accountability a chance’, IE, December 2) Surjit Bhalla suggested that the RBI governor should testify before Parliament twice a year and raised the issue of parliamentarians asking the right questions to the governor. His column, therefore, raises broader questions about Parliament’s ability to oversee macroeconomic challenges facing the country. Currently, there is limited debate in Parliament on macroeconomic and monetary policy issues. Parliament uses two mechanisms for monitoring the national economy. The first is a debate in the House, the second is through committees. The first is the most common way of highlighting issues. But there is hardly ever a focussed debate on the economy in Parliament. The last time a discussion reviewed the economic situation was in 2008 and lasted for five hours in Lok Sabha. The subject is usually brought up during the debate on the Union budget, and over the years the duration of budget discussions has been steadily decreasing. During Parliament’s first decade, the debate on the budget lasted for an average of 123 hours. In the last decade, this number has come down to 40 hours. The other occasion when economic issues come up for discussion is when MPs are locking horns debating rising prices in the country. During the last decade, it is a subject which forms part of Parliament’s agenda almost every year. The debate on it remains inconclusive and follows a familiar pattern of ascribing blame and political rhetoric. The second forum for discussing the health of the economy is parliamentary committees. These committees focus on holding specific government ministries accountable. They scrutinise the finances, legislation, and working of ministries. Their mandate does not extend to scrutinising cross-cutting macroeconomic issues. For example, in the last 10 years, the governor and the deputy governors of RBI have testified at least 15 times before the committee on finance. Their testimony was always limited in scope since the committee mostly examines policy issues and legislation being dealt with by the finance ministry. It is only on one occasion that their testimony was on the overall economic situation. Parliament has three finance committees — the Public Accounts, Estimates, and Public Undertakings committee. Therefore, the existing parliamentary mechanisms are limited. They have ensured that Parliament does not have a handle on the economic situation in the country. The institution requires a specialised committee concentrating on the broader economic issues facing the country. Other parliaments have such committees. The US Congress has a committee of both Houses called the Joint Economic Committee. It reviews economic conditions and recommends improvement in policy. The House of Lords in the UK has an Economic Affairs Committee. Its role is to consider economic affairs and it is currently inquiring into the impact of Brexit on Britain’s labour market. The idea of such a committee is not new for our country.

After making her television debut with series titled Rishton Ka Chakravyuh, Ayesha Jhulka is finally making a comeback to films after a sabbatical of seven years. The actor is going to be seen in Gadar fame Anil Sharma’s next directorial titled Genius. Interestingly, the film will also mark the debut of Ayesha’s son Utkarsh. “I was not really prepared to work again, but Anil ji was really insistent. My character is a classy, elegant and an independent woman who is also a liberal mother and has a friendly relationship with her daughter. It’s not the typical, conventional mother, which is what made me say ‘yes’ to it,” Ayesha Jhulka told Mumbai Mirror. The report further suggests that the actor will play Utkarsh’s love interest Ishita Chauhan’s mother in the film. The project will go on floors from December 8. Ayesha Jhulka also revealed that she would soon venture into filmmaking. “My husband and I will be jointly directing a love story with consumerism as the backdrop. We should be able to take it on the floors in a year or so,” Ayesha said.

A director is my first audience. I think it was a little European in flavour, and the drama could have been a little more. I think he generally avoids drama. I think the palette of this film was a little western. I have also got a few good reviews, but then some things are really not in your control. I wish it had done better.

Dubai: Indian skipper Virat Kohli has moved up three places to grab second position in the latest ICC Test rankings for batsmen after registering his careerbest score in the third and final Test against Sri Lanka, which ended in a draw. Kohli’s first-innings knock of 243 was followed with 50 as he finished with 610 runs in the series, which India won by 1-0. The 29-year-old slammed backto-back double-centuries and recorded three-figure scores in three consecutive matches. Kohli, with a stupendous run score that saw him average 152.50, started the series in sixth position but has leapfrogged David Warner, Cheteshwar Pujara, Kane Williamson and Joe Root to climb to the second spot. Though 45 points separate the Indian skipper from Australia captain Steve Smith, Kohli would be eyeing the chance of reaching the zenith in all three formats since he is the current number one in ODIs and T20Is. Former Australia captain Ricky Ponting is the only batsman to have been at the top in all three formats at the same time - in December-January 2005-06, while his compatriot Matthew Hayden is the other batsman to have topped all three formats. In the latest rankings, England captain Joe Root is third ith 879 points while India’s Cheteshwar Pujara is fourth with 873 points. Samsung India to hire 1,000 engineering graduates in 2018

New Delhi: Samsung India plans to hire 1,000 graduates from top engineering colleges across the country in 2018 with over 300 of them coming in from various IITs, a top company official said. A majority of these engineers are expected to be hired for new-age domains like artificial intelligence (AI), Internet of Things (IoT), machine learning (ML), biometrics, natural language processing, augmented reality and networks including 5G. Apart from IITs, Samsung will also be hiring talent from premier institutes like Delhi College of Engineering, BITS Pilani, Manipal Institute of Technology and IIITs among others. “Samsung is extremely bullish on R&D in India. We have been here for over 22 years. The three R&D centres in India work on several cutting-edge technologies,” Samsung Global

The funds were mobilised for business expansion, refinancing of debt, working capital requirements and other general corporate purposes. As per the Securities and Exchange Board of India data, funds raised

by listed firms through preferential allotment stood at Rs 26,361 crore in the first seven months of 2017-18. The funds accumulated during AprilOctober of 2017-18 are 7.89 per cent higher as compared to same period of the previous financial year, when the companies mopped up Rs 24,433 crore. In terms of numbers, 235 issues were witnessed in the first seven months of the current fiscal as compared to 256 during the same period last year.

ICICI Bank offers service to open PPF account online

New Delhi: Private lender ICICI Bank on Thursday said it has launched a digital service to allow customers to open a PPF account online, eliminating the need for furnishing paper documents. The digital service will enable customers to open a public provident fund (PPF) account instantly and in a completely online and paperless manner. “With this new facility, customers of the bank are no longer required to visit a branch and submit physical documents to open a PPF account. They can now conveniently open a PPF account anytime, anywhere using the bank’s digital channels of Internet and mobile banking,” it said in a statement. The bank said it is the first lender in the country to introduce a fully digital and paperless procedure for opening a PPF account. The facility, available 24x7 and on all days, will require customers to login to their internet banking or mobile banking and apply for a PPF account.

Ahmedabad : Cyclone Ockhi, which was set to make landfall in Surat after leaving a trail of destruction on the southern Indian coast, dissipated over the Arabian Sea, sparing the poll-bound Gujarat Wednesday. Till Tuesday evening, there was a fear that the cyclone may hit Gujarat coast by midnight and the state administration had evacuated over 3,200 people from the coastal districts. However, the cyclone lost its strength and turned into a ‘deep depression’ when it was around 240 km from Surat. An early morning release by the India Meteorological Department (IMD) stated that the cyclonic storm first turned into a ‘deep depression’, then into a ‘depression’ and finally into a ‘low pressure’ area after midnight. “The depression over east-central and adjoining north-east Arabian Sea weakened into a wellmarked low pressure area over east central Arabian sea and adjoining areas of north-east Arabian Sea, north coastal Maharashtra and south coastal Gujarat early Wednesday,” the release said.

Congress candidate in Gujarat HC: No one ready to be my poll agent out of fear of BJP MLA Ahmedabad : The Gujarat High Court on Wednesday issued a notice to the Election Commission on a petition moved by the Congress candidate from Gondal in Rajkot district alleging that residents in the Assembly constituency were “not ready to work as polling agents out of fear of BJP candidate’s husband Jayrajsinh Jadeja”. In his petition, Arjun Khatariya had sought court’s permission to allow him to appoint polling agents from different polling stations as the EC guidelines state that polling agents of a candidate has to be a resident of the same polling station. “The fear (of Jadeja) is so much that the villagers or residents of the polling booth do not even wish to declare their names showing support for the petitioner, leave alone acting as polling agents… Because of the fear of Jayrajsinh Jadeja, no person is ready to act as a polling agent of the petitioner…,” Khatariya’s petition stated. The Division bench of Justice Akil Kureshi and Justice A Y Kogje, however, refused to entertain Khatariya’s apprehension that “there will be booth capturing allegedly by Jadeja”.
