New Delhi : The Supreme Court Friday issued a notice to the Enforcement Directorate on industrialist Vijay Mallya’s plea challenging the ongoing proceedings in a Mumbai court to declare him a fugitive economic offender. The fugitive tycoon was arrested in the UK last year and immediately granted bail. He has been facing trial since December last year, in which Indian agencies have sought for him to be extradited to face charges, including money-laundering. SC issues notice on Vijay Mallya plea to stall proceedings initiated by Enforcement Directorate to declare him a fugitive. Earlier this month, counsel for Mallya had said that the businessman cannot be termed a “fugitive economic offender”, as he was arrested in the United Kingdom and is facing an extradition trial there.

Nitin Gadkari faints on stage in Maharashtra, later tweets he’s doing well Union Minister for Road Transport and Highways, Nitin Gadkari, fainted during a public event Friday in Maharashtra’s Ahmednagar district. The minister was attending the convocation of an agricultural university in Rahuri, and fainted while the national anthem was being sung, an official said. Soon after the incident, Gadkari took to Twitter to say that he was fine. “Had slight medical condition due to low sugar. I have been attended by doctors and I am doing well now. I thank all of you for all the well wishes,” he tweeted. Delhi Chief Minister Arvind Kejriwal and several other leaders inquired about Gadkari’s health and wished him a speedy recovery. Maharashtra Governor Ch Vidyasagar Rao, who was also at the event, supported Gadkari and helped him get up. Gadkari was then examined by doctors, an official said.

Rajasthan polls: All-woman polling booths evoke mixed response Jaipur : The Election Commission’s move to set up all-woman booths for the assembly polls in Rajasthan received a mixed response with the voters giving it a thumbs up but the polling staff expressing some reservations. In a firstof-its-kind experiment in the state, the polling staff and security personnel at 259 out of the state’s total 51,687 polling booths are all women. Fifty of these booths have been set up in Jaipur alone. Both men and women can caste votes at these booths. Women voters lauded the initiative. “The all-woman polling centres is a good initiative towards

representation of women in the electoral system,” a voter, Preeti Mathur, said. “It was good to see women managing the electoral work. It was

a different experience this election,” another voter, Urmila Jain, said. The women officials, however, complained that their

security and logistics issues have been ignored. “It is indeed a good initiative. We are getting a chance to learn about the electoral system, but it would have been better if there was male support staff to carry and deposit the voting machines,” Chandrika Warde, presiding officer of a polling centre set up at Government Girls School in Gandhi Nagar area here, said. Presiding officer of another polling booth, Hemlata Saini, too said support staff should have been provided to deposit the voting machines. Several others expressed similar sentiments.

Shimla : Himachal Pradesh is reeling under intense cold following a fresh spell of snowfall with temperatures in tribal Lahaul and Spiti district hitting a low of nearly minus 10 degree Celsius, the Meteorological Department said. The mercury in Kinnaur district and tourist destination Manali has also dropped below the freezing point. Keylong, the administrative headquarters of Lahaul and Spiti district, has recorded the lowest temperature in the state at minus 9.9 degree Celsius between 5.30 pm Thursday and 8.30 am Friday, said Shimla Meteorological Department’s director Manmohan Singh. The minimum temperature in Kalpa in Kinnaur district was recorded at minus 3.8 degree Celsius, he added. Manali in Kullu district recorded a minimum temperature of minus 2.2 degree Celsius, whereas in state capital Shimla the mercury dropped to 4.7 degree Celsius. Kufri saw a minimum temperature 2 degree Celsius and Dalhousie was at 3.4 degree Celsius, the officials said. New Delhi : The Supreme Court Friday dismissed a PIL raising allegations against Finance Minister Arun Jaitley of plundering the capital reserve of the Reserve Bank of India. The apex court also imposed a penalty of Rs 50,000 on advocate M L Sharma, who had filed the public interest litigation. The apex court slammed lawyer M L Sharma for naming Finance Minister Arun Jaitley in the PIL. “You file PIL naming the Fin Min and saying he was likely to plunder RBI resources…?”, the court asked. Supreme Court expressed displeasure that the advocate made the finance minister as the main party in the PIL. The bench

further said, “What is this PIL? You cannot go on with such misadventure. What exactly is this? You are saying the finance minister is plundering the capital reserve of the RBI. You are not bringing honour to this institution. Why do we permit you to go ahead with this PIL.” The bench, comprising Chief Justice Ranjan Gogoi and Justice S K Kaul, also directed the apex court registry not to allow Sharma to file any PIL till he deposits Rs 50,000. “We find no reason whatsoever to entertain this PIL,” the bench said. New Delhi :Twelve people, including a local DYFI leader, have been arrested in connection with the alleged sexual assault of a schoolgirl by several men for a number of days at various places in Kannur district after enticing her through social media, the police said Friday. The girl’s father was also among those arrested, a police official said. The Democratic Youth Federation of India (DYFI) is the youth wing of the CPI(M), the ruling party in Kerala. “Sixteen FIRs have been lodged in five different police stations… we believe there are over 20 accused. We are questioning more people,” Kannur SP Shiv Vikram told PTI. The incident came to light in the first week of December after one of the accused called the victim’s brother and demanded Rs 50,000 threatening that he had some nude shots of the girl and would post it on social media. According to police, the brother was allegedly beaten up by the accused at Palakkad, where he had gone to confront him.The accused had got in touch with the girl, a student of class 10, by creating a fake profile of a woman on social media. On November 19, she was taken to a lodge at Parasinikadavu, a temple town on the banks of Valapattnam river in the district and allegedly sexually assaulted by four people, police said, adding the lodge manager was arrested for failing to inform police about the offence.

Assembly polls: Over 72% turnout recorded in Rajasthan, 67% in Telangana

Jaipur : After a highdecibel election campaign, voting has concluded for Rajasthan and Telangana. A turnout of 72.7% was recorded Rajasthan and 67 per cent in Telangana. Voting for 119 constituencies in Telangana began at 7 am, while it started at 8 am for 199 out of 200 seats in Rajasthan. India, however, had accepted and then rejected the proposal within 24 hours blaming Islamabad for killing of a security personnel in Jammu and Kashmir and accusing it of glorifying terrorism. Maximizing India’s development finance

The Fourth Industrial Revolution, along with internet penetration and access to smartphones, has changed the outlook of people everywhere. Everyone can see how others live and this has raised their aspirations and expectations. People are demanding improved infrastructure to meet their aspirations. This aspiration is particularly acute in the developing world, given the poor infrastructure and huge development financing needs. It is estimated that infrastructure investments needed in energy, transport, telecommunications, water and sanitation, education, and health projects will amount to more than 5% of gross domestic product (GDP) in developing countries. Meeting the financing gap needed for infrastructure services will be one of the biggest challenges in development. Unlike in the UK and the US, in developing economies, nearly 70% of the funding for infrastructure projects comes from the government budget, 20% from private players, and 10% from multilateral development banks. In the developed world, the financing mix of infrastructure projects is very different, with less than 40% being funded by governments and the private sector contributing more than 50% of financing needs. While the infrastructure financing gap is huge in the developing world, the potential for attracting private investment for infrastructure projects is also huge. The basic traits of infrastructure projects, such as market size, long-term steady revenue stream, and investment returns that exceed inflation, make them attractive for institutional investors. The funds managed by institutional investors in Organization for Economic Cooperation and Development (OECD) countries exceed $100 trillion. Their allocation to emerging-market infrastructure projects is tiny. Many developing countries have launched programmes to attract private investments into infrastructure projects. India has experienced a rapid increase in the number of public-private partnership (PPP) infrastructure projects during the last two decades. The government has established institutional structures in the ministry of finance and line ministries to scale up PPP projects. A fast-growing economy and public-sector capabilities to prepare, procure and implement PPP projects have played a key role in creating markets and improving efficiency gains. The electricity and road sectors have attracted the lion’s share of PPP investments in India.

Gold prices dip on sluggish buying by jewellers

New Delhi: Gold prices on Friday slipped by Rs 20 to close at Rs 32,100 per 10 gram in the bullion market here due to subdued buying by local jewellers. Silver, on the other hand, gained Rs 75 to close at Rs 37,700 per kg on higher demand from industrial units and coin makers. Traders said subdued demand from local jewellers amid flat global market pulled down gold prices. In the national capital, gold of 99.9 per cent and 99.5 per cent purities fell by Rs 20 each to close at Rs 32,100 and Rs 31,950 per 10 gram, respectively. However, sovereign gold held steady at Rs 24,900 per piece of 8 gram. Globally, gold remained almost flat at USD 1,238.80 an ounce and silver was near unchange at USD 14.44 an ounce in New York yesterday. Meanwhile, silver ready rose by Rs 75 to Rs 37,700 per kg, while weekly-based delivery fell by Rs 44 to Rs 37,206 per kg. Silver coins, however, maintained the previous levels at Rs 73,000 for buying and Rs 74,000 for selling of 100 pieces.

New Delhi: State-run Indian oil refiner Hindustan Petroleum Corp will buy Iranian crude in January after a gap of six months, with the nation’s overall purchases from Tehran at 9 million barrels in the month, four industry sources said. The United States in early November granted India a sixmonth waiver from sanctions against Iran’s oil exports. Under the agreement, New Delhi must restrict its Iran oil purchases to 1.25 million tonnes, or 9 million barrels. As part of the deal, HPCL will lift 1 million barrels of Iranian crude oil in January, one source with knowledge of the matter said, asking not to be named due to the political sensitivity of Iran sanctions

LIC, GIC show interest in buying Air India building in Mumbai

Mumbai: Even as the government is yet to take a call on putting the 23-storeyed Air India Building in the Nariman Point business hub of south Mumbai on the block, many PSUs such as LIC and GIC have evinced interest in the prime property, a senior airline official said on Friday. It can be noted that LIC and GIC have their headquarters in the proximity to the Air India building here, which also happens to be the erstwhile headquarters of the national carrier. “No decision has been taken so far on selling the Air India building. But some companies, majorly the public sector undertakings such as LIC and GIC have shown considerable interest in it. This is apart from JNPT,” the official said. The national carrier had collected Rs 291 crore as lease rentals from the property between FY13 and January 2018. The government had in June started discussions for sale of the iconic tower to Jawahar Lal Nehru Port Trust (JNPT) as part of Air India’s asset monetisation plans.

NCLT directs Era Infra RP to admit ICICI Bank as financial creditor

New Delhi: The National Company Law Tribunal (NCLT) on Thursday directed the resolution professional of Era Infrastructure India to admit ICICI Bank as a financial creditor under the insolvency proceedings. The resolution professional (RP) had declined to accept ICICI Bank’s claims worth Rs 700 crore. A two-member principal bench of the NCLT also directed the RP to grant ICICI Bank a proportional voting share in the Committee of Creditors (CoC). “The corporate debtor is liable to repay the amount granted by the ICICI Bank to Era Infra and Dehradun Highway Project as a Financial debt as per the provisions of the code,” said the NCLT bench headed by President Justice M M

Kumar. NCLT had started insolvency proceedings against Era Infrastructure in May 2018 and appointed an RP for the company. The RP had denied the claims of ICICI Bank. “As a consequential relief, a direction is issued to RP to revise the list of financial creditors of the corporate debtor by including the claims of ICICI Bank with respect to the facilities granted to Era Infrastructure and Dehradun Highways Project Ltd amounting to Rs 700 crore and credit the applicant ICICI Bank in the CoC by adding the aforesaid claims,” the order said. It further added: “It shall also grant the applicant its voting share in the CoC in proportion to such claims with all consequential benefits arising therefrom.

Gujarat: Palanpur court rejects Sanjiv Bhatt’s bail plea

Ahmedabad : A sessions court in Palanpur in Banaskantha district on Friday rejected the bail application of former IPS officer Sanjiv Bhatt in connection with alleged framing of a lawyer in narcotics case in 1996 when he was the district superintendent of police. Rejecting the bail plea on various grounds, Additional Sessions Judge Prashant S Brahmbhatt in his order stated “it appears that prima facie the accused (Bhatt) was involved in conspiracy…” The order also mentioned that Bhatt has a “criminal past” and in one case charges have been framed against him by a different court. The order stated that despite being class-I police officer, Bhatt “misused his office”, adding that “if he is granted bail he may tamper with the evidence.” The court also considered the state government’s submission that Bhatt didn’t honour the bail conditions granted by a different court. The judge stated that Bhatt was granted anticipatory bail in a related case registered in Pali district in Rajasthan which had put the condition that before going abroad the former officer should take the court’s permission.

Bhatt, however, went abroad five times without seeking court’s permission, the court stated. Bhatt’s lawyer, however, had argued that the affidavit and documents submitted by the Investigating Officer — Superintendent of Police (CID) Virendra Singh Yadav — were “malafide and misleading” and amounted to “contempt of court and abuse of law”. Bhatt was arrested on September 5 by CIDCrime after the High Court ordered it to investigate the 22-year-old case. Bhatt has been accused of framing Sumer Singh Rajpurohit, a lawyer from Rajasthan, in a false narcotics case by planting drugs in a Palanpur hotel room as part of a “wellplanned conspiracy” to get a property vacated in Rajasthan.

Rajkot : Traders and businessmen of Gandhidham on Friday took out a huge rally in the town, demanding lifting of restrictions on land ownership, which they said, were hindering development. Under the banner of Gandhidham Chamber of Commerce and Industry (GCCI), traders and businessmen marched to the office of Deendayal Port Trust (DPT) and submitted a memorandum to its chairperson, Sanjay Bhatia, in which they

demanded reduction in mortgage and transfer fees, and conversion of lease-hold land into free-hold land in the town. The GCCI in its memorandum said the transfer fee, which DPT levies when a land or property holder transfers it in the name of other, should be rationalised. The organisation also demanded that commercial and industrial land, which is at present lease-hold land should also be

converted into free-hold land “so that land and property holders become their true owners”. With the continued development of Kandla port (now Deendayal port) and inauguration of Adani’s Tuna Tekra terminal, three years ago, trade and industry in and around Gandhidham has flourished. This has apparently increased demand for land in the area. But restrictions of transfer fee, mortgage etc make land purchase cumbersome.
