We will decide on the future course of action only after knowing the outcome of the review petition. Rafale jets, S-400 missiles will boost IAF’s capabilities: Air Chief Marshal BS Dhanoa Ghaziabad : The Indian Air Force (IAF) chief on Monday said that acquisition of 36 Rafale aircraft, S-400 missile systems, Apache attack helicopters and Chinook heavylift helicopters would enhance the capability of the force. IAF chief BS Dhanoa was speaking on the occasion of 86th anniversary of the Indian Air Force which was celebrated with air and ground display by air warriors at Hindon airbase in Ghaziabad. Dhanoa said that the force is in the process of acquiring new combat system, upgrading and modernising the existing inventory of aircraft and weapon systems. “The ongoing induction of Tejas (Light Combat Aircraft), Spyder, medium range surface to air missiles and state of art precision weapons are a part of our larger modernisation programme,” Dhanoa said.

New Delhi : Chief Minister Vijay Rupani, who has been targeted by the opposition over attacks on workers from Uttar Pradesh and Bihar, received dollops of support from Uttar Pradesh Chief Minister Yogi Adityanath on Monday. The UP chief minister said those who did not have any issue to criticise the Gujarat government were spreading rumours against the state. “The Gujarat chief minister told me over the phone there was no incident in the past three days and that he had appealed to people against paying heed to any rumour,” Yogi Adityanath said, according to news agency Press Trust of India. New Delhi : Bihar Chief Minister Nitish Kumar Monday spoke to his Gujarat counterpart Vijay Rupani and expressed his concern about the violent attacks at non-Gujaratis, including those from Bihar, by mobs seemingly angry over the rape of a minor earlier this week. UP CM Adityanath also spoke to Rupani over the cases of violence. Rupani assured his counterparts of providing security and denied movement of migrants back to their home states. “Our government is aware and alert. I spoke to the Gujarat chief minister Sunday. Our chief secretary and director general of police are also in touch with their counterparts in Gujarat,” Nitish was quoted as saying by PTI. New Delhi : ARMY CHIEF General Bipin Rawat said on Sunday that India follows an independent policy, and has thus signed the deal for S-400 weapon system with Russia despite the threat of US sanctions under its Countering America’s Adversaries Through Sanctions Act (CAATSA). He also said there was “no end in sight to the manner in which” India and Russia can cooperate. General Rawat made these remarks during his keynote address at the General K V Krishna Rao inaugural memorial lecture, which was delivered by retired diplomat G Parthasarathy on ‘India’s Security & Foreign Policy Challenges’. “When Russians asked about the American sanctions, my reply was, ‘yes, we do appreciate that there could be sanctions on us, but we follow an independent policy. You can rest assured. While we may be associating with America in getting some technology, but we follow an independent policy’,” he said. This was said, as General Rawat recalled, in response to a question posed to him by a Russian naval officer that India seemed to be looking westwards at the US, which has put sanctions on Russia.

New Delhi : L A Delhi court Monday extended the interim protection from arrest granted to Congress leader P Chidambaram and his son Karti Chidambaram till November 1 in connection with the Aircel-Maxis cases filed by the CBI and the ED. Special CBI Judge O P Saini put up the matter for November 1 after the counsel appearing for agencies sought an adjournment in the matter.The former finance minister, earlier this month, moved a Delhi Court alleging that the CBI was not interested in fair trial and that it was leaking parts of the charge sheet to media “to sensationalise” the issue and “make a mockery of the judicial process.” The court pulled up the agency for filing the charge sheet without proper sanction and told the CBI that if required documents

Loans of rich would have been waived but no money for sanitation workers: Kejriwal slams Centre New Delhi : Delhi Chief Minister Arvind Kejriwal on Monday slammed the Centre, saying it would have “immediately waived loans” of “a few rich people” but not giving money for poor municipal sanitation workers who were on strike for the last three weeks. The BJP accused the Kejriwal of “lying” over the funds given by the Centre to the EDMC. The sanitation workers of East Delhi Municipal Corporation (EDMC) went on strike on September 12 demanding payment of their dues including salaries and regularisation of contractbased workers. The Delhi CM claimed the

No decision yet on Zakir Naik’s extradition, matter may end up in court: Malaysia minister

New Delhi : Malaysia is yet to take a call on extraditing controversial preacher Zakir Naik to India and the matter could end up being decided by the country’s courts, a senior Malaysian minister told External Affairs Minister Sushma Swaraj on Monday when she raised the issue during a meeting in New Delhi. Naik, who left India in July 2016, is wanted on terror and money laundering charges. In January, the Ministry of External Affairs (MEA) made a formal request to Malaysia to deport Naik. Malaysia’s Minister of Human Resources M Kula Segaran, who is on an India visit, said Swaraj sought Naik’s early extradition during the meeting. “She was asking for the latest on Zakir Naik, whether he will be deported from Malaysia, I did say that no final decision has been taken by the Malaysian government,” he said. He also told Swaraj that the Malaysian government could also leave it to the courts to decide.

New Delhi : Tamil Nadu Chief Minister K Palaniswami on Monday met Prime Minister Narendra Modi here and submitted a memorandum listing various demands including the state’s opposition to Karnataka’s proposal to construct a reservoir across river Cauvery at Mekedatu. After meeting Modi, Palaniswami told reporters that a decision on alliance for the next Lok Sabha elections would be taken only after the schedule was announced. He was responding to a question on the possibility of AIADMK aligning with the BJP for next general elections. The MPC’s decision increases uncertainty

The monetary policy committee (MPC) of the Reserve Bank of India (RBI) surprised the market by keeping policy rates unchanged. Most financial market analysts expected the rate-setting committee to raise policy rates by 25 basis points. This newspaper had also argued in favour of a rate hike. However, the committee changed the policy stance from neutral to “calibrated tightening”. This basically means that the possibility of a rate cut in the current cycle is now off the table. The change in the policy stance is in the right direction, but the decision to not raise rates is puzzling. It shows that there is a considerable difference in the way the MPC and financial markets are interpreting the evolving economic situation, which was also reflected in the post-policy press conference. The decision can perhaps be explained by the fact that inflation projections have been revised lower and the MPC believes that the last two hikes are sufficient to keep inflation close to the target. However, many analysts were of the view that rising crude and the falling rupee deserved a rate response. The tightening of global financial conditions and rising interest rates in the US will make financing of the current account deficit (CAD) difficult. This will put downward pressure on the rupee and raise inflation risks. Though the government is said to be working on ways to reduce the CAD, the steps taken thus far are unlikely to have a meaningful impact. Furthermore, comments in the press conference suggested that the MPC is not particularly worried about the fall in the rupee. It was reiterated that the RBI’s policy is to manage undue volatility in currency and not target any level. This is well accepted and the market was not expecting the central bank to start targeting a particular level in the currency market. However, in the present situation when volatility is likely to remain elevated, policy tightening would have helped. It would have sent a signal to the market that the central bank is willing to compress aggregate demand to deal with CAD and inflationary risks emanating from the weakening of the currency. This would have reduced the need to use foreign exchange reserves to contain volatility. The move would have also been consistent with the legislated mandate of inflation-targeting and the wider objective of protecting financial stability. However, by not raising rates, the MPC has left the currency market to do the macro adjustment. This could be risky. It is likely that the pressure on the rupee will increase. Though there is a case for gradual depreciation, the risk now is that the currency might overshoot significantly on the downside and affect economic activity, along with raising inflationary expectations and financial stability risks.

30-member strong team to represent India at Wrestling World Championships

New Delhi : A strong 30-member team led by Olympic medallist Sakshi Malik and Asian Games gold medallist Bajrang Punia will represent India at the World Wrestling Championships to be held in Budapest, Hungary from October 20 to 28. The Wrestling Federation of India (WFI) has selected 10 members each in freestyle, greco-roman and women’s wrestling categories. While Bajrang (65kg) is India’s best bet in the freestyle category, Sakshi (62kg) and Commonwealth Games gold Pooja Dhanda (57kg) medallist will spearhead India’s campaign in the women’s wrestling. Jagminder Singh will be the chief coach of the freestyle team, while Kuldeep Malik will be in charge

Gujarat govt urges migrants not to leave, says 450 attackers arrested Ahmedabad: Gujarat government on Monday appealed to migrant workers, who are leaving the state following a violent backlash over the rape of a 14-month-old girl, to stay back. The state government also urged them not to get frightened and said that appropriate actions will be taken for their security. “In the last 4 to 5 days, there have been attacks on people from Uttar Pradesh and Bihar in Gujarat. We have taken action against people involved in these attacks,” Gujarat Home Minister Pradipsinh Jadeja said adding, “It is our responsibility to provide security to those who come to Gujarat for employment from other states”. The minister also said that the government has lodged 35 FIRs and three cases have been registered under the IT Act for spreading hatred on social media. The Congress has held the state government responsible for the attacks that took place over five districts, pushing hundreds of migrant workers to move out of the state. Sabarkantha : THE 14-MONTH-OLD child picks up a small plastic drum with a whistle at the end and gives it to her grandmother, signalling with her hands to blow it. “She understands everything,” says the grandmother, sitting next to the child on a low wooden bunk bed, with a few plastic toys and a stuffed pink teddy bear on it. On September 28, the child was allegedly abducted from her grandfather’s tea stall opposite a ceramic tiles factory in Sabarkantha district and raped by a migrant worker, leading to mobs targeting “non-Gujaratis” and triggering a mass exodus to Bihar, UP and MP. The accused, a 19-year-old from Bihar, was arrested and lodged in Himmatnagar sub-jail. On Sunday, the Sabarkantha district bar association declared that no advocate will appear for him in the court. But all that is of little consolation for the child’s family, which is struggling to cope with the trauma of that day. “Today, it is our daughter, tomorrow it could be anyone else’s. The accused should be hanged with a message for the country that one who commits such a heinous crime will face death,” says the child’s father. Pointing to white marks under the child’s eyes, her uncle says, “These are from that day. She had black mud all over her face, in her mouth and nose. At first, when we saw her lying in the ditch in the fields near the stall, we thought she was dead. Her mouth, filled with mud, was wide open. But soon, my elder brother noticed her leg moving.”

Dhaka : Bangladesh’s cabinet on Monday approved a draft law prescribing the death penalty for drug offences, despite widespread criticism over a drugs crackdown in which police have shot dead more than 200 people since May. Prime Minister Sheikh Hasina launched the campaign ahead of a general election due by December, but the killings have prompted fears among rights groups of a bloody Philippine-style campaign to wipe out drugs. The Narcotics Control Act defines methamphetamines, also known as “yaba”, and other drugs, such as “shisha”, as narcotics for the first time, Cabinet Secretary Mohammad Shafiul Alam told reporters after the meeting chaired by Hasina. “It proposes the death sentence as maximum punishment for producing, smuggling, distributing and using more than 5 gm of ‘yaba’,” he said, adding that possession of less than 5 gm (0.18 oz) would attract a maximum jail term of five years.

Beijing : A meeting of top U.S. and Chinese diplomats got off to a frosty start on Monday, with U.S. Secretary of State Mike Pompeo and Chinese Foreign Minister and State Councillor Wang Yi airing grievances amid worsening bilateral relations. Gujarat rape: 15 migrant workers attacked in Vadodara

Vadodara : The Spate of violence in Gujarat against migrant workers over the alleged abduction and rape of a 14-month-old girl continued Sunday with a mob attacking at least 15 men from UP and Bihar in Vadodara’s Waghodia district. Police said they have arrested 16 people and detained a minor in connection with the violence. Ten of the workers were seriously injured and shifted to SSG hospital in Vadodara for treatment, police said. According to police, 17 persons, including nine from Kotambi village and eight from Kamrol village, attacked the migrants,

working at Campus Fastener and Param Engineers in Waghodia, with sticks and stones. All those attacked were living in Vadodara without their families,

police said. “We arrested all those involved. A provocative message had been doing rounds on a social media messaging app to instigate the mob

against migrant workers. These messages were based on the recent rape case in Sabarkantha and exploited the sentiment that workers from outside were taking away job opportunities. There have also been calls for a Waghodia bandh on Monday. We have strengthened security and patrolling to avoid any untoward incident,” said DySP H D Mewada. The accused were booked under various IPC sections, including 147 (rioting) and 143 (unlawful assembly), police said. In Halol, police said they have detained 17 people suspected of planning an attack on migrant workers.

Shanghai : China’s principle of “one country, two systems” for Hong Kong is unchanged, Chinese state media said on Monday, refuting claims that the city’s refusal to renew a work visa for a Financial Times journalist marked a move away from promised freedoms. The China Daily newspaper said in an editorial visa renewal was a sovereign right that no other governments were allowed to interfere in and that accusations from some foreign authorities were an attempt to attack the Chinese government. The Financial Times newspaper said last week Hong Kong authorities had rejected an application to renew the work visa of Asia news editor Victor Mallet, who also served as the vicepresident of the city’s Foreign Correspondents’ Club (FCC), drawing criticism from the United States and press freedom groups. It came two months after government officials in China and Hong Kong condemned the FCC, one of Asia’s leading press clubs, for hosting a speech by an independence activist, reigniting debate about the viability of the city’s promised freedoms.
