Panaji : A Congress leader on Tuesday alleged that many of the cow vigilantes blocking the entry of trucks carrying beef into Goa had the support of the BJPled state government. Former Congress MP Francis Sardinha also said the state government should stop trying to “satisfy its bosses in the Sangh” and focus on the issues of public interest. “Many of these cow vigilantes are sponsored by the BJP-led state government. This is because the government wants to satisfy its bosses in the RSS,” Sardinha told a press conference at the state Congress headquarters here. He added that the Manohar Parrikar-led Goa government should stop trying to please its bosses in the Sangh and concentrate on the issues being faced by the common man. gns, New Delhi : The Supreme Court on Tuesday modified its November 2016 order stating that it is now not mandatory to play the National Anthem before a film is screened in cinema halls across the country. Today’s order comes after the government on Monday filed an affidavit asking the Supreme Court to reconsider its order making it mandatory for cinema halls to play the national anthem before screening of films and that it was setting up a inter-ministerial committee to look at any modifications in the existing rules — Prevention of Insults to National Honour Act, if necessary. Allowing the request, the apex court, however, emphasised that citizens should show respect to the National Anthem and that the committee should look into all aspects. The government also allowed petitioner Shyam Narayan Chouksey to take up his prayers with the committee. The top court also said that its earlier

LGBTs deserve a dignified life

T he Supreme Court has hinted at the possibility of righting a wrong committed with regards to the rights of sexual minorities, understood better as homosexuals, to lead a life free of threats and harassment. Chief Justice Dipak Mishra has asked a larger bench to decide the desirability of maintaining Section 377 of IPC in its present form, which criminalises homosexual behaviour. With this, the court has reopened an issue where a controversial verdict in 2013 had set the clock back on the sexual orientation of lesbian, gay, bisexual, and transgender (LGBT) people. The SC had in that verdict reversed a Delhi high court order of 2009 de-criminalising homosexuality by overturning the outdated law, which it said violated people’s fundamental rights. Homosexuality has been considered immoral by religious groups and communities; but that does not mean that there cannot be a different view. Morality is a matter of personal choice as what one man considers as virtue may not be sin for someone else. That is why morality cannot be enforced by law; only legality can be. You cannot have a law to stipulate that one has to love one’s neighbour; you can’t ask a person not to hate the neighbour either. The law can at best insist that such hatred should not be demonstrated in public. That way, even love-making in public is objectionable. By commonsense, the same logic should apply to homosexuals as well. If two persons engage in what may be their personal choice, without hurting anyone else or breaking any law meant to subserve public good, they should have the freedom to do that. If by such an act, they are still violating a law, then it would mean there is something is wrong with that law. The court said as much when it conceded that what was natural behaviour for some could be unnatural for some. “... Natural sexual orientation and choice cannot be allowed to cross boundaries of law but confines of law cannot trample or curtail the inherent right embedded in an individual under article 21,” the court said. That the petition seeking a review of the prevailing law was moved by accomplished people may have helped in highlighting the irrationality of the legal approach. The petition was moved by Aman Nath, the owner of Neemrana hotels, Navtej Johar, a classical dancer, celebrity chef Ritu Dalmia, Sunil Mehra, a former editor, and restaurateur Ayesha Kapur. They included a couple who have been in a live-in relationship for over a decade. The litigants argued that the Victorian-era law had no relevance in today’s society, which has seen radical shifts in its approaches and value systems. The court’s acceptance of their arguments is a reminder that the time has come to do something about a rule left behind by the British.

Padmavat to release on January 25

NEARLY ten days after the Central Board for Film Certification (CBFC) cleared it with a U/A certificate, Sanjay Leela Bhansali’s controversial epic Padmavati — now retitled Padmavat — has a new release date. The makers officially confirmed that the film will hit the screens on January 25. However, they have refrained from commenting on the same. The team also refused to comment on the changes recommended by the CBFC, which included a change in the title as well as picturisation of the song Ghoomar. Produced by Viacom 18, Padmavat will now clash at the box-office with Akshay Kumar-starrer Padman. The film, directed by R Balki, is based on the real-life story of a social activist from Tamil Nadu, known for creating and making available affordable sanitary napkins, thereby revolutionising menstrual hygiene in parts of rural India. Colombo: Sri Lanka on Tuesday announced Angelo Mathews would return as skipper for limited-overs cricket ahead of the 2019 World Cup, just six months after the allrounder stepped down from the post. The move comes as a surprise after Mathews, 30, quit last July as captain in all three formats of the game following repeated bouts of injury. Sri Lanka Cricket president Thilanga Sumathipala said the board asked Mathews to reconsider following close consultations with new coach Chandika Hathurusingha and Mathews said he took a few days to decide before accepting the captaincy of Sri Lanka’s one-day and Twenty20 teams. “It is a national duty, and we need stability moving into a World Cup in 18 months,” said Mathews. The Indian all-rounder took to Twitter and released the statement shortly after BCCI announced the sanction, which ends on January 14. “Mr Yusuf Pathan has been suspended for a doping violation. Mr Pathan had inadvertently ingested

a prohibited substance, which can be commonly found in cough syrups,” the BCCI said in a statement. The 35-yearold Pathan had provided a urine sample as part of the BCCI’s antidoping testing program during a domestic T20 competition on March 16 last year. “His sample

was subsequently tested and found to contain Terbutaline. Terbutaline, a specified substance, is prohibited both In and Out of Competition in the WADA Prohibited List of Substances,” the BCCI stated. The allrounder, who has played 57 ODIs and 22 T20 Internationals for India,

was charged with the “commission of an AntiDoping Rule Violation (ADRV) under the BCCI Anti-Doping Rules (ADR) Article 2.1 and provisionally suspended pending determination of the charge”. ”Mr Pathan responded to the charge by admitting the ADRV and asserting that it was caused by his ingestion of a medication containing Terbutaline that had been mistakenly given to him instead of the medication prescribed for him, which did not contain any prohibited substance,” the BCCI explained.

Mumbai: Anil Ambani-led Reliance Infrastructure (RInfra) on Tuesday said it has filed an application before state electricity regulator MERC for approval to sell its Mumbai power business to Adani Transmission (ATL). “RInfra has moved an application before Maharashtra Electricity Regulatory Commission (MERC) for its approval to assign its transmission and distribution licenses and transfer the integrated Mumbai power business to ATL,” the company said in a statement issued here. The company has sought approvals from MERC for assigning its licenses and transfer the businesses to RInfra’s wholly owned subsidiary Reliance Electric Generation and Supply (REGSL), which will then be acquired by Adani Transmission.

The index has risen by 559.41 points in the previous three straight sessions. The broader 50-share NSE Nifty also maintained its bull run and touched a new peak of 10,659.15 (intra-day). It settled higher by 13.40 points, or 0.13 per cent, at a new peak of 10,637.00, beating its previous record closing of 10,623.60, recorded in Monday’s trade. It also broke the previous intra-day record of 10,631.20 hit in yesterday’s session. Foreign portfolio investors (FPIs) have been supporting the ongoing rally by pumping in sizeable capital.

gns, Mumbai: Mutual funds will soon trade in the commodity derivatives, a move that will deepen this nascent market, a top official of industry body Amfi said. “We will soon see some participation from mutual funds in the commodity markets. There has been some discussion about mutual fund participation into commodity markets. We will see some progress this year,” Association of Mutual Funds in India (Amfi) Chairman A Balasubramanian told news gancy.Currently, there are 42 mutual fund players with assets under management of over Rs 22 lakh crore. Sebi, in February last year, had said that mutual funds’ participation in commodities derivatives would be the first one to happen among institutional investors. Also, the markets regulator had said that it was in talks with the RBI to allow institutional investors like banks and FPIs to trade in the segment. Sebi, which started regulating commodity markets after the merger of Forward Markets Commission (FMC) with the regulator in September 2015.

Essar in talks with Brookfield to sell office buldings in Mumbai New Delhi: Essar group is in talks with global investment firm Brookfield to sell its 1.25 million sq ft Equinox Business Park at Bandra-Kurla Complex (BKC) in Mumbai for about Rs 2,400 crore, according to sources. The group had announced in 2016 that it would sell the property to realty firm RMZ Corp, but the deal could not be concluded. It is now in the advanced stage of talks with Canadabased Brookfield Asset Management to sell Equinox Business Park, which has four buildings, the sources said. The deal is expected to close this month for around Rs 2,400 crore, they said, adding that Essar would utilise the entire sale proceeds to repay loans. The group is reducing

its debt by monetising non-core assets. Once the Equinox deal is completed, the total debt reduction will amount to Rs 77,500 crore in the current fiscal, sources said. The group has already reduced its debt by Rs 72,600 crore following the completion of the Essar Oil sale to Rosneft and a consortium of Trafigura and UCP. In April last year, Ruias-led Essar Group also announced the sale of its BPO company Aegis Ltd to Singaporebased private equity fund manager Capital Square Partners for an estimated USD 300 million. The

agreement with the Bengaluru-based RMZ lapsed because the two parties were unable to agree on final terms even after 23 months from the signing of the agreement. Washington: In a relief for Indian techies, US authorities on Tuesday said that the Trump administration is not considering any proposal that would force H-1B visa holders to leave the country. The announcement by the US Citizenship and Immigration Services (USCIS) came days after reports emerged that the Trump administration was considering tightening H-1B visa rules that could lead to deportation of 7,50,000 Indians. The reports had said it was mulling ending extensions for H-1B holders. The USCIS “is not considering a regulatory change that would force H-1B visa holders to leave the United States by changing

interpretation of section certain language in Section 104 C of the American Competitiveness in the 21st Century Act (AC21) statute that states that USCIS may grant the extensions,” an official said. This provides for H-1B extensions beyond the 6 year limit. “Even if it were, such a change would not likely result in these H-1B visa holders having to leave the United States because

employers could request extensions in one-year increments under section 106(a)-(b) of AC21 instead,” Jonathan Withington, Chief of Media Relations at the USCIS, said in a statement. “The agency is considering a number of policy and regulatory changes to carry out the President’s Buy American, Hire American Executive Order, including a thorough review of

employment based visa programmes,” Withington said. The statement comes after last week’s news report by USbased news agency McClatchy DC Bureau according to which the US was considering new regulations to prevent the extension of H-1B visas, the most sought after by Indian IT professionals. The USCIS was never considering such a policy change.
