Union Cabinet amends Triple Talaq Bill, includes provision to grant bail

Reacting to the defeat, Congress leader Sonia Gandhi said: “Sometimes we win and sometimes we lose.” Barring one term, the post of Rajya Sabha Deputy Chairperson has always been with the Congress. Earlier, the Congress was considering names of Nationalist Congress Party’s Vandana Chavan and DMK’s Tiruchi Siva as a move to extend its support to the united opposition but later zeroed in on the name of BK Hariprasad. However, ensuring a victory for its candidate proved to be a difficult task for the Congress. The Aam Aadmi Party, which could have supported the Congress, abstained from voting as Arvind Kejriwal was upset with Congress president Rahul Gandhi for not asking for their support. “If Rahul Gandhi can hug Narendra Modi, why can’t he ask Arvind Kejriwal for support,” questioned AAP’s Sanjay Singh. The YSR Congress party also abstained from voting.

Modi’s divestment plans hit rough waters with Air India New Delhi: India’s offer to sell a stake in Air India failed to draw a single bid by the Thursday deadline, underlining the challenges it faces in fixing the debt-laden state carrier and meeting a broader target of stake sales in government-held firms. Centre had announced a plan in March to divest a 76 per cent stake in Air India and offload about $5.1 billion of its debt. The ministry of civil aviation said on Twitter on Thursday evening that it had received no bids, adding its next move on the stake sale would be decided “appropriately”. Selling the state carrier had been seen as key to Modi’s plans to divest assets and help keep the fiscal deficit at 3.3 percent of GDP, a goal already under pressure from giveaways to farmers and other welfare benefits ahead of a national election in 2019. Renu Kohli, a Delhi-based independent economist, said the government would now need to step up elsewhere to meet its divestment target. “Relative to what we are seeing this year . uncertainty in the financial markets, aggravated distress among banks and rising interest rates and oil prices, it does not seem like a very supportive.

New Delhi: The Union Cabinet on Thursday approved a provision of granting bail to men found guilty of giving instant triple talaq to their wives, sources in the government said. Giving instant triple talaq will continue to be illegal and void and will attract a jail term of three years for the husband. Addressing a presser, Union Law Minister Ravi Shankar Prasad on Thursday said, “Cabinet has approved amendments in the law relating to triple talaq. If any husband gives triple talaq instantaneously then FIR shall only become cognizable when it is filed by victim or blood relative or a person who

is related by marriage.” The ‘Muslim Women Protection of Rights on Marriage Bill’ was cleared by Lok Sabha and is pending in Rajya Sabha where the government lacks numbers. Provision of bail was one of the demands of the opposition parties. Under the amendments cleared on Thursday, the magistrate will have powers to grant bail,

the sources said. The proposed law would only be applicable on instant triple talaq or ‘talaqe-biddat’ and it would give power to the victim to approach a magistrate seeking “subsistence allowance” for herself and minor children. A woman can also seek the custody of her minor children from the magistrate who will take a final call on the issue.

Kerala rains: Death toll rises to 26; red alert for Idukki reservoir sounded Thiruvananthapuram: Heavy rains pounding Kerala triggered a series of landslides in the hilly Idukki district and northern parts, killing 26 people since Wednesday night with Chief Minister Pinarayi Vijayan describing the situation as ‘very grim’. A red alert has been sounded ahead of the impending release of water from the Idukki Reservoir, the largest arch dam in Asia.According to a home ministry spokesperson, of the total deaths, 11 people died in Idukki district, five in Malappuram district, three in Wayanad, two in Kannur and one in Kozhikode Idukki dam was opened on Thursday after 26 years, following rising water levels due to heavy rains in the district. Four teams of the National Disaster Response Force, comprising 45 personnel each, have left Chennai for Kerala to assist the rescue and relief operations. An InterMinisterial Central Team of the central

government is also visiting flood-affected areas, while Army troops are being mobilised from Bengaluru for deployment in the rainbattered southern state. More than 10,000 people have been shifted to 157 relief camps across the state in the last two days, the government said. It has asked tourists not to go to high range areas and dam sites in the state. Five members of a family lost their lives in Idukki’s Adimali town.

GST on more items to be slashed as revenue increases: Piyush Goyal New Delhi: Finance Minister Piyush Goyal on Thursday said the capacity to slash the GST rates on more items would go up as Goods and Services Tax (GST) revenues and the compliance rate increases and the economy formalises. Goyal was speaking in the Lok Sabha after moving four bills seeking to amend the Goods and Services Tax (GST) laws for consideration and passage. The bills were Central GST (Amendment) Bill, Integrated GST (Amendment) Bill, GST (Compensation to States) Amendment Bill and Union Territory GST (Amendment) Bill. His 45-minute speech was interrupted by Congress members who were in the Well raising anti-government slogans on various issues, including demanding setting up of a joint parliamentary committee to probe the Rafale jet fighter deal. The Minister said the “GST Council has

reduced rates on many items and services in the last round. We want the consumer to be burdened less by indirect tax.” Elaborating, Goyal said that in the last one year, the GST Council has reduced rates on 384 items and 68 services. “186 items and 99 services were exempted from GST. Also, sanitary pads were exempted from the GST,” he said. He also pointed out that the government was able to

collect GST in line with the country’s fiscal deficit target. Referring to the recent growth forecast about India by the IMF, he said “I think India’s economic growth will be better than this forecast.” India is projected to clock an economic growth of 7.5 per cent in the 2019-2020 fiscal year on strengthening of investment and robust private consumption, the IMF had said in its latest report.

New Delhi: After a hiatus of three months, Union minister Arun Jaitley arrived in parliament on Thursday for his first appearance in the Monsoon session. The 65-year-old Rajya Sabha member who stopped attending office in April for a renal transplant on May 14, participated in the vote for Deputy Chairperson of the House on Thursday. After Arun Jaitley’s health deteriorated in April, the charge of his finance ministry was handed to Railways Minister Piyush Goyal. Jaitley underwent a bariatric surgery soon after the BJPled coalition came to power in 2014. The surgery was to treat weight gain that he suffered because of a long-standing diabetic condition,

according to news agency PTI. A Rajya Sabha member since 2000, Arun Jaitley was re-elected to the House from Uttar Pradesh in March. Though Jaitley was recovering

from his ill health he was active on social media taking on opposition parties on several issues including cuts to the goods and services tax rates. On Wednesday, Arun Jaitley

took to Facebook to hit out at his former colleagues Yashwant Sinha and Arun Shourie for raising allegations in connection with the Rafale fighter deal. He termed the allegations as “unsubstantiated” and “reprocessed lies” and said it being levelled by forces which are increasingly desperate to prove their relevance. “There is not a grain of truth in the wild allegations repeated today nor anything substantiating in the purported facts and voluminous documentsmarshalledtocorroborate the baseless accusations,” Jaitley said in his post titled ‘The Rafale Falsehood Repeated’. Arun Jaitley is expected to resume work in the Finance Ministry from August 16.

Vandalism by any name abominable

It is a matter of deep concern that religions, which are supposed to make their followers pious and god-fearing, are not only failing to achieve the objective, but rather making the followers behave like beasts. And when they are in a group, they become frenzied mobs, taking the law into their hands. We have seen this happen in several lynching incidents, which have unfortunately become almost a routine occurrence. And it was the same frenzy that was on show over the past couple of days in Delhi and Uttar Pradesh, when Kanwariyas went on the rampage, attacking everything that came their way. Public life in Delhi and NCR were severely affected when the yatris moving along the arterial roads blocked traffic in several areas, forcing vehicular movement to come to a halt. A group of them vandalised a car in Delhi’s Moti Nagar area because it brushed past them in the jam, smashed the window shields and tipped it over, with a couple occupying it barely managing to escape. And all this while police watched like spectators. A video of Kanwariyas attacking a police vehicle in Uttar Pradesh’s Bulandshahar district has gone viral. It was a brawl between two people erupting into mob violence as hundreds of them attacked the vehicle with sticks and bricks. If this is their idea of pilgrimage and penance, not even God can give them deliverance. This is not about any particular religion, although most of the incidents involve the saffron elements. It is perhaps a sign of the times that we live in. The soft approach of the BJP governments has not helped, although it may not be entirely due to that. But there is no denying that during the past four years, the frequency of such incidents has increased like never before, lending credence to criticism by the Opposition parties. Perhaps, it is more due to the growing intolerance that is afflicting the society to the point of it becoming a most abhorrent culture. Vigilantism has definitely played a part and the contribution of saffron brigade in this cannot be overlooked. Be that as it may, vandalism and mob violence at the end of the day are issues of law and order and must be treated as such. These incidents occur because there is a clear failure on the part of the administration. The Supreme Court has already expressed itself on similar lines and pinned down the responsibility on those who are in charge of maintaining order. In fact, the court has ordered that nodal officers be appointed for every designated area and that such officials be held responsible for any violations. This would by all means be the best response to the problem, which has been threatening to spiral out of control.

Mumbai : Over the last two years, the country has seen several incidents of mob lynching, allegedly at the hands of cow vigilantes. At an interaction with Sadhguru on Wednesday evening, actor Kangana Ranaut shared her opinion on the increased number of lynchings. “You feel conflicted. You want to save the animals but when the lynching happens, you feel heartbroken at what’s going on. You feel this is wrong,” Kangana said. During the interaction, the actor revealed that while shooting for her upcoming film Manikarnika, her crew panicked about a scene, where her character (Rani Laxmibai) had to save a calf. Kangana, however, did not say whether the scene was finally changed. “I’m working

on a martyr’s biopic Manikarnika where there is a scene where my protagonist, Laxmibai, goes and saves a calf. My crew had a discussion, we halted the shoot. They said ‘we can’t save a calf’ because we don’t want to look like cow savers,” she said. The actor believes there is a prejudice against people, who are passionate about cow protection, which makes her want to work for welfare of cows in the country, but when she reads stories about people being killed in the name of cows, she feels “like an idiot.” “When such a prejudice thrives, as a person you feel very protective of who you are and what your values are, and you want to save all animals and you definitely want to save the cows because the prejudice is really agonising.

Abhinav Bindra appointed member of IOC’s elite Athletes’ Commission New Delhi : India’s champion shooter Abhinav Bindra has been appointed member of the prestigious Athletes’ Commission of the International Olympic Committee (IOC), the rare honour adding another feather to his illustrious cap. Bindra became only the second Indian sportsperson, after badminton ace Saina Nehwal, to be appointed to the IOC’s Athletes’ Commission. “Humbled and privileged to be appointed a member of the @Olympics Athlete’s commission. Look forward to work hard for the athletes and the Olympic movement !” Bindra wrote on his twitter handle. The 35-year-old Bindra, now retired, remains India’s

lone individual Olympic gold medallist, having claimed the top prize in men’s 10m air rifle event at the 2008 Beijing Games. Gujarat: Woman moves HC for quashing land grab FIR filed by Bhanushali’s relative

Ahmedabad : The 34-year-old woman, who had accused BJP leader Jayanti Bhanushali of raping her, filed a petition in the Gujarat High Court on Thursday seeking the quashing of an FIR against her, lodged by Bhanushali’s sister-inlaw in a land grabbing case. Justice R P Dholaria on Thursday directed the Naroda police not to take any “coercive” action against the accused and adjourned hearing to August 30. This is the second FIR filed against her at Naroda police station. In April, Saraswati Bhanushali, Jayanti Bhanushali’s sister-in-law, had lodged the FIR against the Kutch-based woman, her mother and two others. She alleged that her land located in Kutch was grabbed by the woman (petitioner) in 2016 by forging an old power of attorney. The woman was arrested by Naroda police

on June 10. In her bail applications she accused Jayanti Bhanushali of “raping her multiple times and cases against her was to keep her silent”. Incidentally, on August 2, the court had quashed an FIR against the petitioner which was lodged by Bhanushali’s nephew Sunil at Naroda police station accusing the woman of blackmailing him and extortion. Sunil had alleged that he was drugged and filmed in a compromising position with a woman. He also alleged that the woman was blackmailing him for Rs 10 crore. He allegedly gave her Rs 50 lakh through courier firms in cash and also a cheque. Nearly a week after Sunil’s FIR was quashed, the woman filed another petition through lawyer Jigar Mehta for quashing the second FIR lodged at Naroda police station.

Gujarat: Collector bans export of livestock from port, traders seek Centre help Rajkot : AFTER KUTCH District Collector imposed a ban on the export of around 8,000 goats and sheep from Tuna port in Gujarat, saying that the exporters “had not followed due procedure”, Livestock Exporters Association of Gujarat (LEAG) Wednesday claimed the state government did not have jurisdiction on the matter and have urged the Central government to take cognizance of the incident. The traders claimed that they have been exporting animals for the last four decades. Tuna, a minor port near the Kandla port (now Deendayal Port) in Kutch, is the only other port on the west coast, apart from Mumbai, from where livestock is exported. The ban comes after a representation to CM Vijay Rupani by animal rights’ activists on July 21 claimed that livestock (sheep and goats) were being subjected to cruelty.

Over the last two weeks, livestock exporters had ferried 7,850 sheep and goats to Tuna from where they were to be exported to Dubai. The shipment was scheduled to set off from Sunday onward. However, after being instructed by the state government, Kutch District Collector Remya Mohan Sunday ordered suspension of any movement of livestock at Tuna until further orders.She also formed a committee to inquire if there was a case against exporters under The Prevention of Cruelty to Animals Act, 1960. The committee surveyed livestock kept at 15 enclosures at Tuna port and asked the exporters to produce documents related to source and certificates of their fitness and transportation. “We asked them to submit documents pertaining to the state government only.

Beijing : China HAs announced plans for a campaign to “enhance patriotism” amongst the country’s intellectuals. The move is seen as an attempt to counter discontent amongst academicians, some of whom have criticised President Xi Jinping recently. The campaign will be “launched mainly among young and middle-aged intellectuals at schools, research institutes, enterprises and public institutes,” according to a notice released by the Communist Party of China (CPC) Central Committee’s Organisation Department and the Publicity Department last week. The key aspect of the initiative will be to strengthen the “political guidance” of intellectuals and bring their “ideological and political identification” in line with the party’s overall goals. The campaign has been called “Carrying forward the spirit of patriotic striving and building up establishment in the new era”. It will include special symposiums to study Xi’s thought, special training for intellectuals, and mobilising intellectuals to conduct activities in poor and remote areas. Xi has recently been tested with the escalating trade war with the US and a fake vaccine scandal leading to some degree of domestic discontent.

Washington : The son of a police chief in a Californian city is among two teenagers arrested and charged with attempted robbery and abuse of a 71-year-old Sikh man on Monday, the second attack on a minority community member in the US state within a week, authorities said. The investigators are trying to determine if the attack was a hate crime. Police arrested 18-year-old Tyrone McAllister and 16-year-old male juvenile on Wednesday for the attack on Sahib Singh Natt on the side of a road early morning on August 6 in Manteca. McAllister, the son of Union City Police Chief Darryl McAllister, and the juvenile have been charged with attempted robbery, elder abuse and assault with a deadly weapon. The Manteca Police Department said it received numerous tips which assisted in the identification of the suspects. Investigations Supervisor sergeant Miller said the public assistance in providing information with this case was instrumental in identifying the suspects and helped in making a quick arrest. Meanwhile, McAllister’s father posted a statement on the Facebook page of the Union City Police department saying he is “completely disgusted” to find out that one of the suspects in this “horrific crime” is his son. He said his son has been “estranged” from his family and home for several months now. “Words can barely describe how embarrassed, dejected, and hurt my wife, daughters, and I feel right now. Violence and hatred is not what we have taught our children; intolerance for others is not even in our vocabulary, let alone our values,” the senior McAllister said in the statement. He said it is difficult for his family to comprehend how one of his three kids, raised with the same values and character, wandered so far astray.

Agriculture minister wants Congress to clarify, sends report to Union ministry Ahmedabad : A day after he accused the BJP government in Gujarat of indulging in “white corruption” during groundnut procurement last year, National Agricultural Cooperative Marketing Federation of India Limited (NAFED) chairman Vaghji Boda on Thursday resigned from the Congress. “NAFED is a nationallevel organisation and its directors are associated with different parties. It was my mistake to comment about the groundnut (scam) at an event held under the banner of Congress. In the interest of NAFED, I hereby resign from Congress,” Boda said in his resignation letter. Washington : Washington said on Wednesday it would impose fresh sanctions on Russia after it determined that Moscow had used a nerve agent against a former Russian agent and his daughter in Britain. Sergei Skripal, a former colonel in Russia’s GRU military intelligence service, and his 33-year-old daughter, Yulia, were found slumped unconscious on a bench in the southern English city of Salisbury in March after a liquid form of the Novichok type of nerve agent was applied to his home’s front door. State Department spokeswoman Heather Nauert said it had been determined that Russia “has used chemical or biological weapons in violation of international law, or has used lethal chemical or biological weapons against its own nationals”. She said sanctions would take effect on or around August 22. The news came as Republican US Senator Rand Paul said on Wednesday he had delivered a letter from President Donald Trump to Russian President Vladimir Putin proposing cooperation. The sanctions would be structured in two tranches, with the biggest impact from the initial sanctions expected to come from a ban on granting licenses to export sensitive national security goods to Russia, NBC reported, quoting a senior State Department official.

Toronto : Canadian health authorities said on Wednesday that hundreds of Saudi doctors and residents who make up the largest segment of foreign medical trainees in the country will remain in Canada until the end of the month, giving hospitals a few weeks to cope with the sudden staffing loss caused by a diplomatic spat. The 800 medical trainees are among more than 15,000 Saudis whose government has ordered them to suddenly leave the country due to Canada’s criticism of the ultraconservative kingdom’s arrest of women’s rights activists. The Saudi Embassy bureau that places the country’s students in Canada convinced the kingdom’s government to let the medical trainees stay until September 1, said Dr Salvatore Spadafora, the vice dean of post-MD education at the University of Toronto’s faculty of medicine. Spadafora oversees 216 of those Saudis in the Toronto Academic Health Sciences Network. He said the loss of the trainees will cause disruptions at Canadian hospitals, particularly in some specialized fields, but said it’s too early to fully know the impact. “At the end of the day it’s still 216 people that might not be showing up for work,” he said. “We have until Sept 1. That’s not saying it’s going to easy or straightforward. It is like people not being there one day, but we have the luxury of people having more time.”
