ENGLISH DAILY MORNING REPUTED NEWS PAPER, AHMEDABAD EDITION Editor : Kapilkumar M. Hirpara

Short News Supreme Court slams Centre for ‘lethargy’ over upkeep of Taj Mahal New Delhi: The Supreme Court on Wednesday slammed the Centre for not taking steps to protect the world heritage site, Taj Mahal, dubbing the issue of preserving the historic medieval structure a “hopeless cause”. The SC said that authorities have been lethargic towards the upkeep of the Taj Mahal. It also criticised the Uttar Pradesh government for its failure to come out with a vision document to preserve and protect Taj Mahal. A bench of Justices M B Lokur and Deepak Gupta said no concrete steps have been taken by the government, despite a parliamentary standing committee report on Taj’s protection. The Centre, in its reply, said that a special committee has been set up to find the source of pollution in and around Taj and suggest measures to prevent it. IIT Kanpur will also assist and assess the air pollution level in and around the Taj Mahal.

CM Chandrababu Naidu launches 60 ‘Anna Canteens’ across Andhra Amaravati: The Andhra Pradesh government on Wednesday launched the much-awaited ‘Anna Canteens’ in various parts of the state. Chief Minister N Chandrababu Naidu inaugurated a canteen in Vijayawada to mark the launch of the programme while, in all, 60 ‘Anna Canteens’ were opened in the first phase across the state. The Akshaya Patra Foundation will run these canteens. Setting up ‘Anna Canteens’, where breakfast, lunch and dinner would be offered at Rs 5 each, was one of the promises the Telugu Desam Party (TDP) made ahead of the 2014 polls. Ministers and officials visited Tamil Nadu and other places many times since 2014 to “study” the functioning of such canteens but the government failed to implement the programme because of financial constraints.

Is homosexuality crime? Centre says it will ‘leave decision to wisdom of SC’

New Delhi: The Centre today put the onus of deciding the fate of Section 377 on the Supreme Court. “We leave it to the wisdom of the court,” Additional Solicitor General Tushar Mehta, who’s appearing for the Centre, told the Supreme Court. On Monday, the apex court began hearing petitions under the provision that criminalises homosexuality. The senior most judges are hearing a bunch of petitions that call for scrapping of Section 377 of the Indian Penal Code, a Britishera law that prescribes life term in jail for gay sex. Replying to ASG Tushar Mehta, on the day 2 of the hearing today, Chief Justice of India Dipak Misra said: “So you are leaving it to our wisdom whether 377 deals with crime and whether it should be as a crime or not we will deal with it?” During the hearing on Tuesday, before a bench of CJI Dipak Misra and Justices R F Nariman, A M Khanwilkar, D Y Chandrachud and Indu Malhorta, clear signals emerges in favour of decriminalising Section 377 of IPC. The bench said it would only examine the “correctness” of its verdict of 2013 cancelling a Delhi High Court judgment that said the law criminalising gay sex was “unconstitutional”.

India’s GDP amounted to USD 2.597 trillion at the end of 2017, against USD 2.582 trillion for France.

India beats France to become world’s sixth largest economy New Delhi: India has become the world’s sixth-biggest economy, pushing France into seventh place, according to updated World Bank figures for 2017. India’s gross domestic product (GDP) amounted to USD 2.597 trillion at the end of last year, against USD 2.582 trillion for France. India’s economy rebounded strongly from July 2017, after several quarters of slowdown blamed on economic policies pursued by Prime Minister Narendra Modi’s government. India, with

around 1.34 billion inhabitants, is poised to become the world’s most populous nation, whereas the French population stands at 67 million. This means that India’s per capita GDP continues to amount to just a fraction of that of France which is still roughly 20 times higher, according to World Bank figures. Manufacturing and consumer spending were the main drivers of the Indian economy last year, after a slowdown blamed on the demonetisation of large banknotes that

PM Modi imposed at the end of 2016, as well as a chaotic implementation of a new harmonised VAT regime. India has doubled its GDP within a decade and is expected to power ahead as a key economic engine in Asia, even as China slows down. According to the International Monetary Fund, India is projected to generate growth of 7.4 per cent this year and 7.8 per cent in 2019, boosted by household spending and a tax reform. This compares to the world’s expected average growth

Centre opposes plea Prime Minister Narendra Modi said if the Congress had any worry, it was ‘only for one particular family’ and how to make them comfortable. seeking to charge women under offence of adultery

Congress used farmers as vote bank, betrayed, lied to them: PM Modi

New Delhi: The Centre on Tuesday told the Supreme Court that adultery must remain a punishable offence and should not be diluted or banned. The Centre opposed a petition seeking to make men and women equally liable under the offence of adultery under section 497 of the Indian Penal Code. Currently, the law on adultery is applicable only to a man having sexual relations with another woman, who is not his wife. He is liable to a jail term of five years and a fine. The petition challenged this and called for gender equality in the punishment for adultery. Replying to the petition, the Centre said that Section 497 was enacted so as to safeguard the sanctity of marriage and diluting it would be detrimental to matrimonial bond. The PIL was filed by Jospeh Shine seeking action against women for adultery.

Malout: Prime Minister Narendra Modi launched a scathing attack on the Congress, alleging that it had betrayed the peasantry and used them as vote bank to further the interests of “one particular family”. PM Modi said that despite toiling hard, farmers could not think of a comfortable life and that they had to live a life of despair and despondency for decades because of the policies of the Congress-led governments. In a veiled attack on the Gandhi family, he said if the Congress had any worry, it was “only for one particular family” and how to make them comfortable.

“I know why for years you could fetch only 10 per cent profit on the cost of inputs incurred by you. I know what was the interest behind this. Farmers are soul of our nation, they are our ‘annadata’, but the Congress always betrayed them and told lies to them.... The Congress used them as vote bank,” the Prime Minister told a farmers’ rally. He said that the NDA government at the Centre was working towards changing this scenario. The rally was held to mark the “unprecedented” increase in Minimum Support Price (MSP) for Kharif crops announced by the Centre recently.

of 3.9 per cent. The London-based Centre for Economics and Business Research, a consultancy, said at the end of last year that India would overtake both Britain and France this year in terms of GDP, and had a good chance to become the world’s third-biggest economy by 2032. At the end of 2017, Britain was still the world’s fifthbiggest economy with a GDP of USD 2.622 trillion. The US is the world’s top economy, followed by China, Japan and Germany.

Unnao rape case: CBI files charge sheet against BJP MLA Kuldeep Singh Sengar

Lucknow: The Central Bureau of Investigation (CBI) formally charged accused BJP MLA Kuldeep Singh Sengar in the Unnao rape case on Wednesday. A minor girl was allegedly raped by the BJP MLA at his residence on June 4, 2017, where she had gone to his house seeking a job. The girl also tried to kill herself in front of Uttar Pradesh Chief Minister Yogi Adityanath’s residence in Lucknow alleging that no one was acting on her complaint. Kuldeep Singh Sengar, was charged with kidnapping and

criminal intimidation and under the stringent Protection of Children from Sexual Offences (POCSO) Act. It was only after an Allahabad High Court, the CBI arrested Sengar, MLA from the Bangarmau assembly in Unnao district, saying the law and order machinery and officials were directly under his influence. The victim’s father was booked by the police under the Arms Act on April 3 earlier this year and put in jail on April 5. He later died in a hospital, with the postmortem report mentioning serious injuries on his body.

Heavy rain in Uttarakhand: 9 dead, schools shut, bridges washed away; state on alert

New Delhi: Monsoon is wreaking havoc in Uttarakhand. Seven people have been reported killed in rain-related incidents in the state capital of Dehradun alone. Schools have been ordered shut as a precaution. Heavy rains over the past two days has caused rivers to swell, and wash away bridges in some places. A heavy rain warning remains in place across the state over the next three days. Of the seven people who

have been killed, four died when a building collapsed in Dehradun’s Seemadwar. Three others were washed away in Dalanwala, Sahaspur and Balliwala. Some off the highways in the state have been blocked by landslides. National Highway-94, which connects Chamba with Rishikesh, has been blocked by landslides near Fakot and Bhinnu. Efforts are underway to clear the blockages and re-open the roads.

Man beaten to death at Assam wedding for objecting to firecrackers Guwahati: A man was beaten to death at a wedding venue in Assam’s Nalbari district when he demanded that bursting of firecrackers be stopped after he was hit by a splinter, the second lynching incident in the state in a little over a month. Six people were arrested in connection with Tuesday night’s killing of the 35-year-old labourer, identified as Jatin Das, at Ghorathal village in the district, police said. The firecrackers were burst by the bride’s family to mark the groom’s arrival to their house and a splinter from it had hit Das, police said. Das’ demand that the firecrackers should not be bursted angered the wedding revellers.

They allegedly attacked him and beat him up which led to his death on the spot, the police said. Police immediately rushed to the site. The bride and her parents were taken to the police station after the lynching and the wedding ceremony was not allowed to be conducted. Tension prevailed in the area as angry locals demanded that Das’ last rites be carried out in the courtyard of the bride’s house, and CRPF personnel have been deployed in the village. Assam Director General of Police Kuladhar Saikia described the incident as “unfortunate” and said the situation at Ghorathal village though under control is being monitored.

Heavy rain lashed southern Himachal Pradesh and most parts Uttarakhand, causing a massive run-off of rain water into streams and rivers. Pictures (see above) emerged on Wednesday morning showing a bridge washed away in Pithoragarh, close to the border with Nepal. The alert for heavy rain over Chamoli, Pauri and Rudraprayag districts remains in place for Wednesday.

Slammed for garlanding lynching convicts, Jayant Sinha apologises Union Minister Jayant Sinha’s act was seen as a support to cow vigilantes sentenced to life imprisonment in murder.

New Delhi: Union Minister Jayant Sinha on Wednesday “expressed regret” over felicitating eight men accused of lynching, after he faced sharp criticism for his act which was seen as a support to cow vigilantes sentenced to life imprisonment in murder. “I have said many times that the matter is still sub judice. It won’t be fair to talk on this. Law will take its own course. We have always worked towards punishing the guilty and sparing the innocent. If by garlanding them (Ramgarh

lynching case convicts) an impression has gone out that I support such vigilantism then I express regret over it,” the Union Minister was quoted as saying by news agency ANI. On July 6, a photograph went viral in which the minister was seen garlanding

eight convicts out on bail in a lynching and murder case. Jayant Sinha was not only slammed by the Opposition, but also by his father and former finance minister Yashwant Sinha. “Earlier, I was the Nalayak Baap of a Layak Beta. Now the roles are reversed,” Yashwant Sinha said adding “I do not approve of my son’s action”. On Tuesday, a petition was started on Change.org which demanded the removal of Jayant Sinha’s Harvard Business School alumni status.

Moving beyond stigmatized capitalism

Capitalism rests on the bedrock of legitimacy. A lot depends on whether voters see businessmen as robber barons or men of enterprise. In a fascinating paper, which was first published in 2013 but has come into prominence more recently, economist Nimish Adhia has shown that the 1991 economic reforms were preceded by a shift in popular narratives about capitalism in Hindi films. His content analysis of the most popular Hindi films every year since 1955 is startling. Businessmen who were once habitually depicted as villains, gradually began to be shown in a more positive light. Movies that celebrated wealth did well at the box office. All this matters at a time when there are growing concerns about the legitimacy of Indian capitalism. Is there a change in narrative on the cards? There is no general backlash as yet—but there has been ample reason for growing scepticism. The recent events at ICICI Bank and Fortis Healthcare are a case in point. Neither the management groups nor the boards of these companies have emerged with flying colours. This was preceded by the rampant corruption when natural resources were allocated in the first years of this decade, as well as the massive loan defaults by infrastructure companies with political contacts. Nirav Modi and Vijay Mallya are already seen as examples of how the rich can escape Indian law. Arvind Subramanian has described the situation well—India has moved from crony socialism to stigmatized capitalism. In 2009, Rafael Di Tella of the Harvard Business School and Robert Macculloch of Imperial College asked why capitalism does not flow to poor countries, despite the clear evidence that it is more successful than socialism in raising living standards. The two scholars linked it to the problem of corruption. The usual assumption is that heavy regulation promotes corruption. The causality runs in the opposite direction as well. There are popular demands for regulation when voters believe that wealth is created through corruption rather than competition. Di Tella and Macculloch argue that people vote for interventionist policies because they see them as a form of punishment for corruption. A lot thus depends on whether citizens believe that wealth has been generated through political leverage or competitive excellence— and whether the rule of the law applies equally to all. The populist backlash in the West is at least partly because of the unchecked power of Wall Street, though the big tech companies of Silicon Valley are also feeling the heat now. The populist wave has not yet reached Indian shores, but that may not be the case for long. The danger is either the sort of investigative pressure that bankers are facing right now or new regulations that choke off new enterprises. The result could very well be a general retreat from commercial risk.

I’ll be back with Produnova after Asian Games: Dipa Karmakar

Manchester City sign Riyad Mahrez for reported 67 million Euros

Jelena Ostapenko back to her free-flowing best after French Open nightmare

Mumbai : Forced to dump the dangerous Produnova routine following a careerthreatening knee injury, ace Indian gymnast Dipa Karmakar will once again switch to the ‘vault of death’ after the Asian Games. Dipa had put Indian gymnastics on world map with her gravity-defying display in Produnova vault at the 2016 Rio Olympics, where she finished a creditable fourth. However, she couldn’t compete in any tournament after the Rio high due to an Anterior Crucial Ligament (ACL) injury in her right knee. She had to undergo surgery in April last year and missed the Asian Championship, World Championship in Canada last year and the 2018 Commonwealth Games in Australia. Returning to action at the World Challenge Cup in Turkey on July 8, Dipa opted for

Handspring 360 and Tsukuhara 720 en route to her gold medal winning feat. She had scripted history by becoming the first Indian gymnast to clinch a gold medal at a global event. But Dipa said she will not give up Produnova. “I will do it but it will take time. I have spent a lot of time in mastering this but after injury it was difficult. Difficulty level in Produnova has been reduced to 6.4 from 7, in fact average scores in difficulties are being reduced but I’ll be back doing Produnova. I will not give it up,” Dipa told PTI today. Her mentor and coach Bisheshwar Nandi, who has guided her career since her first steps in gymnastics, said there is not much time to try it at the upcoming Asian Games but he is hopeful to switch back to Produnova by the year end.

London : No longer weighed down by the burden of being reigning French Open champion, Jelena Ostapenko has returned to her freeflowing best at Wimbledon – blasting winners left, right and centre. After her astonishing run at Roland Garros last June when she won the first title of her career, Ostapenko seemed to struggle with the expectations of being a Grand Slam champion. A month after hoisting the Suzanne Lenglen Cup she reached the Wimbledon quarter-finals, with grass her favourite surface. However, the young Latvian’s next three slam outings ended with third round defeats at the U.S. and Australian Opens and a first round meltdown in Paris just six weeks ago. Rather than beating

herself up about her Paris nightmare, that defeat has finally allowed the 21-yearold Ostapenko to break free and once again pound the ball the only way she knows how – harder and harder, and faster and faster. Luckily for her, the shots have also been hitting their target as she is the only player to reach the Wimbledon semi-finals without dropping a set – a feat even seven-times champion Serena Williams has failed to emulate even though the American has not faced a seed to make it into the last four. “At the French Open a couple of weeks ago I had so much pressure. It’s now all gone. I’m just going out there and enjoying it,” the 12th-seeded Ostapenko said after her 7-5 6-4 win over Slovakia’s Dominika Cibulkova.

Manchester : Manchester City have signed Leicester City’s Algeria forward Riyad Mahrez on a five-year contract, the English champions announced on Tuesday. City did not disclose the transfer fee but British media reported the deal had cost a club record 60 million pounds ($79.6 million), more than the 57 million they paid Atletico Madrid for French defender Aymeric Laporte in January. The 27-year-old Mahrez, who won the Premier League title with Leicester in 2016, said he had moved to The Etihad stadium for the chance to win more silverware and improve his own game. “I am so pleased to have joined City, a side playing great football under Pep Guardiola,” said Mahrez, who played 179 times for Leicester, scoring 48 goals. “Pep is committed to playing

attacking football, which is a perfect for me, and City’s performances last season were outstanding. They’re redefining the English game and I wanted to be a part of it. “I think we can be successful over the coming years and I believe my own game can develop under Pep’s management.” Mahrez was named PFA Players’ Player of the Year after scoring 17 league goals in 37 matches as unfashionable Leicester shocked the soccer world by winning the Premier League two years ago. He wanted to move in January and handed in a transfer request but ended up staying with Leicester when the club’s valuation ended City’s interest. “Over the past few years, he has established himself as one of the Premier League’s most exciting players,” said City’s Director of Football Txiki Begiristain.

The 33-yearold Ronaldo has completed his transfer to Italian club Juventus for a reported 100 million Euros. Ronaldo has signed a four-

international Reuniting separated families in US: Why is it taking so long?

Houston : The Trump administration hit a court-ordered deadline Tuesday to return immigrant children under the age of 5 to their parents, forcing the government to roll back many of the family separations that resulted from its “zero-tolerance” border enforcement policy. Last month, US District Judge Dana Sabraw gave authorities 14 days to reunite parents with children under 5, and 30 days to reunite parents with all other children. Here are some answers to questions about how the process will work and some potential problems ahead: At least 2,000, according to estimates issued last month by the Department of Health and Human Services, which shelters immigrant minors under federal law. On Thursday, HHS Secretary Alex Azar told reporters that the number was “under 3,000.” That raised questions about whether the number had risen. At least 34 children were to be reunited with parents Tuesday, the HHS said. That’s less than half of the number of children under 5 the Trump administration says are covered by the court order.

Tokyo : Prime Minister Shinzo Abe headed for the flood-stricken western part of Japan on Wednesday as the death toll from the worst weather disaster in 36 years passed 160 and health worries increased amid scorching heat and the possibility of new floods. Torrential rain unleashed floods and landslides in western Japan last week, bringing death and destruction in particular to neighbourhoods built decades ago near steep slopes. At least 161 people were killed and 57 are missing, NHK national television said, in Japan’s worst weather disaster since 1982. Abe, who cancelled an overseas trip to deal with the disaster, has been criticised after a photograph circulated on Twitter showing him and his defence minister at a party with lawmakers just as the rains intensified. He was set to visit Okayama prefecture, one of the worst-hit areas, later on Wednesday. Abe is up for re-election as party leader in September and has seen his support rates edge back up after taking a hit over a cronyism scandal earlier this year. His government pledged an initial $4 billion towards recovery on Tuesday, with the chance of a special budget later if needed. Scorching sun beat down as rescuers combed through heaps of wood and thickly caked mud in an increasingly grim search. With temperatures of 33 degrees Celsius (91 degrees Fahrenheit) or higher predicted for the devastated areas in Okayama and Hiroshima prefectures, attention was turning to preventing heat-stroke among rescue workers and in evacuation centres where thousands of people sought shelter.
