Short News Law allowing death penalty for rape of children cleared by President New Delhi: President Ram Nath Kovind has given assent to the Criminal Law (Amendment) Act, 2018, that provides for stringent punishment, including death penalty for those convicted of raping girls below the age of 12 years. The amendment replaces the criminal law amendment ordinance promulgated on April 21 after the rape and murder of a minor girl in Kathua and another woman in Unnao. “This Act may be called the Criminal Law (Amendment) Act, 2018. It shall be deemed to have come into force on the 21st day of April, 2018,” a gazette notification said. The Act will further amend the Indian Penal Code, Indian Evidence Act, 1872, the Code of Criminal Procedure, 1973 and the Protection of Children

In UP, Muslim man stopped from offering Namaz for participating in Kanwar yatra Baghpat: A Muslim man, who took part in Kanwar yatra, was allegedly stopped from offering Namaz at a mosque in Uttar Pradesh’s Baghpat, prompting the police to arrest three persons in this regard. “I had gone to Haridwar as a Kanwar and offered water at the temples. On Friday, when I went to a mosque, some people assaulted me and stopped me from offering Namaz. They even forced me to run away from there,” Babu Khan said in his complaint registered with the police. Khan, a resident of Racharh village of the district, alleged that after he was beaten up, his wife and children went to their relatives. When contacted, inspector Devendra Bisht said, “On the complaint lodged by Babu Khan, three persons have been arrested for disrupting peace, while another person is absconding.” Police along with prominent citizens of the area are making efforts to resolve the matter through talks.

2 inmates die at Patna shelter home, days after man held for luring women Patna: Two women inmates of a state-run shelter home here have died under mysterious circumstances, days after a man was arrested for reportedly asking the inmates of the home to escape by luring them with gifts. The inmates, aged 17 and 21 years, were staying at Aasra Shelter Home in Nepali Nagar locality of the city. “While the shelter home claimed the women died during treatment at Patna Medical College last night (Saturday), the hospital authorities said the inmates were brought dead. Police was informed about the deaths only this (Sunday) morning,” Deputy Superintendent of Police, Law and Order (Patna), Manoj Kumar Sudhanshu told news agency PTI. The shelter home came into news when it was recently reported that four of its inmates had tried to run away. The police then carried out an investigation and arrested a person, living in the vicinity.

Gujarat: Seven minor members of family killed as car falls into ditch

Ahmedabad : Seven members of a family, all minors, were killed when their car fell into a ditch in Gujarat’s Panchmahal district, police said Sunday. The incident happened around midnight Saturday night when one of the rear wheels of the car, carrying 10 people, came off at a sharp turn on the HalolBodeli road, near Bhat village in Jambughoda tehsil, located around 180 km from here. As a result, the driver lost control of the vehicle, which plunged into a roadside ditch filled with water, an official at the Jambughoda police station said. While the locals managed to rescue three

people, seven others could not be saved, he added. All the deceased belonged to the same family in Bodeli town. They were returning after meeting a relative in Halol, the police official said. “The three people rescued by the locals were taken to a hospital in Jambughoda. The bodies were also sent to the same hospital for postmortem,” he added. The deceased were identified as Mohammad Bilal (17), Mohammad Rouf (14), Mohammad Sajid (13), Gul Afroz (13), Asina Banu (11), Mohammad Tahir (11) and Mohammad Yusuf (7), the official said. A case was registered in connection with the incident, he added.

NIA nabs 2 in Hyderabad for ISIS Abu Dhabi links Hyderabad: Two people were arrested by the National Investigation Agency on Sunday in connection with an Abu Dhabi-based ISIS module case registered in 2016. The officials arrested Mohammed Abdullah Basith, 24, of Chandrayangutta and Mohammed Abdul Qadeer, 19, of Pahadishareef as they were allegedly conspiring to further the ISIS ideology and carry out terrorist activities in India. The two accused have been in touch with Adnan Hassan, who was earlier arrested in the 2016 ISIS module case and is facing trial. NIA officials had also conducted searches in seven locations in and around the city. “The initial questioning has revealed the involvement of accused Abdullah Basith, Mohd Abdul Qadeer and other associates to the ISIS. A lot of incriminating material was recovered and seized. It has been sent to CFSL Hyderabad for analysis and data extraction,” officials added.

The NIA in 2016 had arrested Sheikh Azhar ul Islam, Mohammed Farhan Shaikh and Adnan Hassan on allegations that the three persons and their other unknown associates were members of ISIS and were involved in a conspiracy to identify, motivate, radicalise, recruit and train Indian Muslim youth on behalf of the proscribed outfit. The agency had registered a Case RC-04/16/NIA/DLI dated 28.01.2016 at PS NIA, New Delhi under Sections 120B of IPC and 18, 18A and 18B Unlawful Activities (Prevention) Act, 1967.

Bhopal: After a fourth woman came forward and filed a complaint against the director of a hostel for speech and hearing impaired people located in Bhopal, more chilling details have emerged in the case. The woman accused the director of keeping her in captivity and raping her for six months. The Bhopal hostel rape case came to light after a 19-year-old speech and hearing impaired girl filed an FIR in the police station in Dhar in Madhya Pradesh against the director, Ashwini Sharma, accusing him of repeatedly raping her during her stay in the hostel over the last three years when she was staying there to complete her course in the local Industrial Training Institute (ITI). Ashwini Sharma was arrested on Wednesday under sections 376 (rape), 354 (outraging modesty), 344 (wrongful confinement) and 506 (criminal intimidation) of the IPC and relevant sections of the SC/ST (Prevention of Atrocities) Act. Two more girls, who had previously stayed in the hostel, also filed a case of molestation against the accused on Thursday.

What makes merchants adopt digital payments?

Digital payments form the bedrock of deeper financial integration for micro enterprises, which constitutes 99% of India’s approximately 60 million-strong micro, small and medium enterprises (MSMEs). Broader financial services, such as credit, insurance and wealth management, can be contextually and cost-effectively provided in digitized and personalized formats on top of digital transaction footprints. Such access to affordable finance can translate to financial stability and growth for business owners that are otherwise vulnerable to cash flow volatility and suffer from constrained access to capital to grow. And this can have a profound impact on job creation, economic growth and quality of life for hundreds of millions. There are notable supplyside initiatives to promote electronic payments, such as the setting up of public infrastructure platforms like the India Stack. We now have interoperable and efficient payment systems such as Bhim-UPI (unified payments interface), which are becoming more reliable as they mature. It is hoped that such transactions will only become safer with the much anticipated user consentbased mechanisms to govern commercial use of data. Despite these ambitious initiatives, however, last-mile barriers are still writ large. Behavioural factors, weak economics and low product relevancy limit usage on the ground. For entrepreneurs and retailers who have creatively coped with cash for centuries, digital money poses an economic threat to their informal businesses and, ultimately perhaps, to their very survival. And digital propositions that provide immediate, tangible value and adequate levels of trust to small businesses are simply elusive. To investigate potential barriers and opportunities for merchant adoption of digital payments, our organizations have surveyed 2,500 small businesses of different kinds in Jaipur over the past year. We find a staggering diversity across the micro-business landscape, which can be instrumental in developing tailored solutions. The fundamental divide lies between merchants with investments in fixed establishments versus the longer tail of home-based businesses, street and roving vendors, and individual service providers. The former tend to be formally registered, higher educated and operate at a larger scale. They are early adopters of digital payment solutions, with 42% having tried and 35% using popular solutions like wallets and internet banking. In contrast, the latter category of merchants are largely informal, illiterate, and operate on a smaller scale, showing 2-7% adoption rates.

RBI net sells USD 6.184 billion of US currency in June

Mumbai: Reserve Bank continued to remain net seller of the US currency for the third consecutive month in June, after it sold USD 6.184 billion of the US dollar in the spot market, RBI data showed. During the reporting month, the central bank bought USD 4.020 billion of the US dollar, while sold USD 10.204 billion in the spot market, according to the recent RBI data. In May and April, RBI had net sold Rs 5.767 billion and USD 2.483 billion of the US dollar, respectively. In June 2017, the apex bank was net buyer of the US currency, after it had bought USD 4.971 billion and sold USD 1.680 billion in the

spot market. RBI maintains that its intervention in the foreign exchange market is to curb volatility in the rupee and not to target a level of the domestic currency. In FY18, the apex had net purchased USD 33.689 billion from the spot market. It had bought USD 52.068 billion from the spot market, while selling USD 18.379 billion. In FY17, RBI had bought USD 12.351 billion of the US dollar on a net basis. In the forward dollar market, the outstanding net forward purchase at the end of June was USD 10.689 billion. The net forward purchase at the end of May was USD 11.252 billion, RBI said.

Reliance Group denies recieving Rafale contract from Defence Ministry New Delhi: Caught in a political storm over the Rafale fighter aircraft deal, billionaire Anil Ambani’s Reliance Group on Sunday denied receiving any contract from the Defence Ministry and said “unfounded and incorrect” allegations are being deliberately made to “mislead people and cloud the issue.” Answering questions ranging from lack experience to state-owned HAL being overlooked for the deal, the group said Dassault, the French firm that is to supply 36 Rafale fighter jets, choose Reliance Defence Ltd to meet its ‘offset’ or export obligation in the contract and the Ministry of Defence has no role in the selection of Indian partners by the foreign vendors.Reliance Defence Ltd CEO Rajesh Dhingra said the governmentto-government deal requires all 36 aircraft to be delivered in a ‘fly-away’ condition which means “they are to be exported from France by Dassault” and “HAL or anyone else cannot be the production agency for the simple reason that no aircraft are to be produced in India.” He said HAL was

a nominated production agency for the 126 Medium Multi-Role Combat Aircraft (MMRCA) program, which never reached the contract stage. “Reliance Defence or any other Reliance group company has not received any contract from the MoD till date, related to 36 Rafale aircraft. This is absolutely unfounded and incorrect,” he told PTI over phone. Opposition Congress party last week demanded a JPC in the deal and its president Rahul Gandhhi has been attacking the government for inking the deal at a much higher price than the one the previous UPA regime had negotiated. He has accused the government of changing the deal to benefit “one businessman”. On allegations of the firm getting the contract because of Ambani’s reported proximity with Prime Minister Narendra Modi, he said: “As per Defence Procurement Procedure (DPP), the Ministry of Defence has no role in the selection of Indian partners by the foreign vendors.

DGCA to conduct financial audit of turbulence-hit Jet Airways

Mumbai: Aviation regulator DGCA is set to conduct a financial audit of the Naresh Goyalpromoted Jet Airways, amid its fiscal conditions under pressure due to the surging jet fuel prices and low fares, a source said. The Directorate General of Civil Aviation (DGCA) has already evaluated the financial health of the national carrier Air India recently, besides conducting a special audit of Air Deccan, the source close to the development said. The financial audit

of airlines, which has been conducted in the past too, is done to assess their fiscal health and also ensure that they are not compromising on safety due to financial stress. “We will conduct the financial audit of Jet Airways from August 27. A similar audit of Air India has been completed,” the source said. The financial audit of Air India was necessitated as the airline has been defaulting on salary payments to its employees, besides grounding a number of aircraft due to payment

issues with vendors. The DGCA has also carried out a special audit of Air Deccan and will soon be conducting a similar exercise on Air Odisha, following orders from the aviation ministry, the source said. The two carriers, which together have been mandated to fly on 84 routes under the government’s regional connectivity scheme, had recently cancelled a number of flights, citing shortage of pilots and technical glitch in their aircraft, the source said.

Air Deccan had started operations in December last year while Air Odisha took to the skies in February this year. The Ahmedabad-based GSEC Aviation and Monarch Networth Capital had last year acquired 100 per cent stake in Air Deccan and 60 per cent in Air Odisha. The Naresh Goyalpromoted Jet Airways, in which Gulf carrier Etihad holds 24 per cent stake, is grappling with financial woes and its share price has also taken a beating in recent weeks.

Air India grounds 19 A320 family planes for lack of spares: ICPA

Mumbai: Debt-laden Air India has grounded as many as 19 aircraft, including nine Airbus A321, due to want of spares, resulting in a significant loss of revenue to the carrier besides flight cancellations, one of its pilots’ body has alleged. Besides, there are also aircraft fleet swaps which result in last minute change of inventory, the Indian Commercial Pilots Association (ICPA) said in a letter to Air India chairman and managing director Pradeep Singh Kharola on Sunday. “Almost 23 per cent of the Air India fleet is grounded for lack of spares. To put this into perspective, aircraft worth approximately USD 3.6 billion or approximately Rs 25,000 crore (at todays list price) are lying idle in the hangars,” the ICPA alleged. While as many as eight Airbus A321 aircraft, of the total 20 such planes operated by Air India, are out of operations at various stations for lack of spares, four A319s are also on ground for one reason or the other, it said. The A319 aircraft is the workhorse of the domestic network operating on highdensity routes and has

the maximum seating capacity, the ICPA said adding that “(due to the grounding of these planes) there is a significant revenue loss on a daily basis.” “The Airbus A319 fleet situation is only slightly better. Of the 22 Airbus A319 aircraft in the fleet, four aircraft or 18 per cent of the fleet is not available for operations. The Airbus A320 fleet fares better but only because it currently consists of a significant number of newly acquired Neo planes,” it said. Of the Boeing 777 fleet, five aircraft are in the hangar while two Boeing 787 Dreamliners, of the 26 in the fleet, are also on ground, the ICPA said. “Additionally, a significant number of flights are getting cancelled/rescheduled on a daily basis. There are also aircraft fleet swaps which result in last minute change of inventory resulting in non-optimal revenue management and utilisation,” the ICPA said in the letter. Questioning the airline management as to why the aircraft were being allowed to remain on ground, the ICPA said, “All of this is having a significant impact on the bottom-line of Air India.”

The four-laning of the road will make connectivity between Ahmedabad and Bhavnagar easier and would also give impetus to the development of Dholera Special Investment Region, a state government release said quoting Naidu. He said that government had constructed 9,800 kilometre of roads in 2017-18, and 16,000 kilometres in 2018-19 while 60,000 kilometres rural roads will be constructed in coming times, the government release added. During the function, Naidu distributed keys to the beneficiaries of the Mukhaya Mantri GRUH (Gujarat Rural Urban Housing) Yojana. Addressing the

Little rain, but enough of cave-in pain Ahmedabad : The new west (NW) zone of Ahmedabad may be considered posh, but one look at the number of cave-ins there is enough to raise questions on that tag. Since June, it has witnessed eight caveins, the highest among all zones in the city. It is closely followed by north zone with seven. Ironically, there hasn’t even been enough rain in the city that could be blamed for the situation. The Ahmedabad M u n i c i p a l Corporation is blaming corroded drainage lines and vibration due to the Metro project for the situation. The NW zone includes

areas like Satellite, Vastrapur, Jodhpur, Bodakdev, Vejalpur, Jivrajpark, Ghatlodia and others. This monsoon, 18 caveins have already been reported from various parts of the city. Two of these were reported in Augustone near Shivranjani crossroads in NW zone and another in Vinoba Bhave Nagar in east zone. Meanwhile, work on cave-ins at Bopal, Jivraj Park and Vijay crossroads is still underway. Shahini Gohel, who works for a private car company in Bopal, said, “There is chaos at the crossroads, especially during peak hours. Due to the cave-in,

the road is choc-abloc situation from 7 pm to 7:30 pm.” Rushi Pandya, additional city engineer of NW zone, said, “The reason behind the cave-in is crown failure. Corrosion of drainage pipe leads to gas formation, in turn resulting in cave-in. The one at Jivraj crossroads was filled up within five days. The other one will be covered in next four days. The same thing caused the cave-in in Bopal and that too will be filled in next two days.” A city engineer of West Zone blamed the metro work and the drainage line for the cave-ins. “The pipelines at Vijay crossroads cave-in are almost 20 to 25 years old.”

Moscow : Russia will further decrease its holdings of US securities in response to new sanctions against Moscow but has no plans to shut down US companies in Russia, Finance Minister Anton Siluanov said on state TV on Sunday, RIA news agency reported. On Friday, Prime Minister Dmitry Medvedev said Russia would regard any US move to curb the activities of its banks as a “declaration of economic war” and would take retaliatory action. Washington said on Wednesday it would impose fresh sanctions by the end of August after it determined that Moscow had used a nerve agent against a former Russian agent and his daughter in Britain, sending Russia’s rouble currency to a two-year low. Speaking on a weekly TV talk show, Siluanov said the new US sanctions, some of which could restrict purchases of Russian government bonds, were “unpleasant but not fatal”. “We have lowered to the minimum level and will further decrease our investment in the US economy, in the US securities,” Siluanov said, shedding light on the nature of an unexpected drop in Russia’s holdings of US Treasury bonds.

Counter-protesters turned out to demonstrate against the rally. James Alex Fields, Jr. is charged with driving his car into a group of counter-protesters, killing 32-year-old Heather Heyer and injuring dozens of people. He has pleaded not guilty and his trial is set to begin in November. The organizer of last year’s event, white nationalist Jason Kessler, was denied a permit in Charlottesville this year but has secured permission to hold a demonstration on Sunday in Washington, across the street from the White House.
