Short News Rivers, wells dry up in Kerala that witnessed ravaging floods; govt orders study Thiruvananthapuram: With mercury levels rising and abnormal drying up of rivers and wells reported in floodhit Kerala, the state government has decided to conduct scientific studies on the post-flood phenomenon in the state. Chief Minister Pinarayi Vijayan has directed the State Council for Science, Technology and Environment to carry out studies on the phenomenon after floods across the stateand suggest possible solutions to the problems. A series of issues including soaring mercury level, unprecedented dip in water level of rivers, sudden drying-up of wells, depletion of groundwater reserves and mass perishing of earthworms have caused widespread concern in various parts of Kerala after the devastating deluge last month. The flood-battered Wayanand district, known for its rich biodiversity, recently witnessed the mass perishing of earthworms.

EC sends AAP showcause notice on ‘concealing’ income, party calls it bias New Delhi : THE ELECTION Commission (EC) served a showcause notice to the Aam Aadmi Party (AAP) on Tuesday, asking why its recognition should not be withdrawn for allegedly concealing its actual income for 2014-15 financial year. The party has been asked to respond within 20 days, failing which the EC will decide the matter based on the “information available on record”. Earlier this year, as first reported by The Indian Express on January 9, the Central Board of Direct Taxes (CBDT) had flagged to the EC an alleged mismatch in AAP’s actual and reported donations. In his missive to then Chief Election Commissioner (CEC) A K Joti, CBDT chairman Sushil Chandra had said that AAP had not disclosed the source of donations adding up to Rs 13.16 crore.

Maharashtra ATS gets custody of two accused held in Gauri Lankesh murder case

New Delhi : A court here on Wednesday remanded two persons, originally arrested in the murder case of journalist-activist Gauri Lankesh, in the custody of the Maharashtra AntiTerrorism Squad in connection with the seizure of explosives from different parts of the state. The accused, Sujeeth Kumar and Bharat Kurane, were arrested earlier by the Karnataka police. The ATS brought them here from Bengaluru and produced them before Additional Sessions Judge Vinod Padalkar. The court granted the ATS custody of the accused till September 17. Chief prosecutor Jaisingh Desai told the court that the names of the two came up during the questioning of other accused in the explosives seizure case. The ATS wanted to bring them face to face with the other accused and question them, he added. Kumar and Kurane were present when the other accused conducted a reconnaissance, Jaisingh said. The prosecutor added that arms training was provided at a farm owned by Kurane. Last month, the ATS had arrested Vaibhav Raut, Sharad Kalaskar, Sudhanwa Gondhalekar, Shrikant Pangarkar and Avinash Pawar following the seizure of arms and explosives. Their questioning led to the arrest of Vasudev Suryawanshi and Liladhar alias Vijay alias Bhaiyya Lodhi (32) on September 8. Some of the accused were allegedly linked to radical Hindu groups, the ATS had said.

New Delhi : Making a sensational claim, embattled liquor baron Vijay Mallya Wednesday said that he had met Finance Minister Arun Jaitley and offered to settle his financial dues before leaving India. “I left because I had a scheduled meeting in Geneva. I met the finance minister before I left. Repeated my offer to settle with the banks. That’s the truth,” Mallya claimed while talking to reporters outside London’s Westminster Magistrates’ Court, which is hearing his extradition case. Mallya is currently facing charges of fraud and money laundering to the tune of around Rs 9,000 crore in India. Earlier in the day, he said he had made a “comprehensive settlement” offer before the Karnataka High Court that will help in paying off all his dues.

With Vijay Mallya’s remarks snowballing into a major political controversy, Congress president Rahul Gandhi on Wednesday demanded that Prime Minister Narendra Modi should order an independent probe into the matter and said that Finance Minister Arun Jaitley should step down from his post until the completion of the probe. “Given Vijay Mallya’s extremely serious allegations in London today, the PM should immediately order an independent probe into the matter. Arun Jaitley should step down as Finance Minister while this probe is underway,” the Congress chief wrote on Twitter.

New Delhi: The Supreme Court Wednesday agreed to re-examine the sentence awarded by it to Punjab Tourism Minister Navjot Sidhu in the 1988 road rage case in which a person had died. The court was hearing a review petition filed by the family members of deceased Gurnam Singh. A bench of Justices A M Khanwilkar and Sanjay Kishan Kaul agreed to examine the review petition and issued notice to Sidhu in the case. “Issue notice restricted to quantum of sentence qua respondent no. 1 – Navjot Singh

Sidhu,” the bench said in an order. The top court had on May 15 set aside the Punjab and Haryana High Court order convicting Sidhu of culpable homicide and awarding him three-year jail term, but held him guilty of minor offence of causing hurt to a senior

citizen and spared him of jail term. The court had also imposed a fine of Rs 1,000 on Sidhu for the offence under section 323 (voluntarily causing hurt) of the IPC. Sidhu’s aide coaccused Rupinder Singh Sandhu was acquitted of all charged by the apex court as well.

New Delhi : Delhi Chief Minister Arvind Kejriwal Wednesday described as “absolutely shocking” the revelation by fugitive liquor baron Vijay Mallya that he met Finance Minister Arun Jaitley before leaving India. In a series of tweets, Kejriwal asked, “Why did the finance minister hide this information till now?” “Absolutely shocking,” he said. “PM Modi meets Neerav Modi before he flees the country. FM meets Vijay Mallya before he flees India. What transpired in these meetings? People want to know,” Kejriwal said.

The 62-year-old former Kingfisher Airlines boss told reporters in London that he met the minister and offered to settle with the banks. “I left India because I had a scheduled meeting in Geneva. Before leaving I met the finance minister and offered to settle (the issue with the banks), Mallya said, without naming the minister. Jaitley rubbished Mallya’s statement, saying he never gave him an appointment since 2014 but the liquor baron misused his position as Rajya Sabha MP to accost him in Parliament.

IAF Chief B S Dhanoa backs Rafale deal: ‘Need to match our adversaries’

New Delhi : Indian Air Force Chief B S Dhanoa Wednesday said the government’s order of two Rafale squadrons was in line with similar purchases made earlier. The Air Chief Marshal added that the jets, along with India’s purchase of S-400 missile systems from Russia, will enhance the IAF’s capability. The IAF currently has 31 fighter squadrons against the authorised strength of 42—each squadron comprises 16 to 18 aircraft. “Whenever the government felt the air power element of the defence forces is likely to be in a disadvantageous position, it has gone in for emergency purchases of the aircraft under the umbrella of the inter-governmental agreement,” Dhanoa is quoted as saying by PTI. “The history is that the government

had undertaken emergency purchase of fighter aircraft on several occasions in the past.” Speaking at a seminar on ‘IAF’s force structure, 2035’ in New Delhi, the IAF Chief said India was confronted with a grave threat as its neighbours

New Delhi : Kerala MLA PC George on Wednesday said he regrets using ‘prostitute’ word against a Kerala nun who was allegedly raped by a Roman Catholic church bishop, even as the National Commission for Women has summoned the Independent legislature over his remarks. George, who is facing flak over using the abusive language against the nun, expressed regret over his choice of words, PTI reported. He also said that the accused bishop, Jalandhar diocese Bishop Franco Mulakkal, should be arrested if there is evidence against him. “Such a word should not have been used. I said so out of emotion and also in a melee at a press conference in Kottayam. I am sad about it,” George said. In an interaction with the media on

Nepal’s snub shows up Indian coercive power

The India-Nepal relationship has seen a number of setbacks in recent times. The one which has caused the biggest stir is the latest: Nepalese Prime Minister K.P. Sharma Oli’s decision to not let the country’s army participate in the joint military drill of the Bimstec (Bay of Bengal Initiative for MultiSectoral Technical and Economic Cooperation) member-states that is currently underway in Pune. The decision to pull out was taken by Oli at the eleventh hour, just before the Nepalese armed forces personnel were about to leave for Pune last week. In another widely noted development, the government in Kathmandu has concluded an agreement with China to gain access to Chinese ports, including Tianjin, Shenzhen, Lianyungang and Zhanjiang. As Reuters reported, Nepalese goods will also have access to dry ports at Lanzhou, Lhasa and Xigatse. A number of people have seen these developments as Nepal’s legitimate response to India’s economic blockade of the land-locked nation in 2015-16. It is true that the blockade backfired on India. Not only was there a backlash against New Delhi in Nepal’s hilly areas, which was skilfully exploited by Oli, but India also abandoned the blockade without achieving the objectives it aimed at—the Madhesis, Tharus and Janjatis receiving their due rights in the Nepalese constitution. Nepal’s desire to get access to alternative ports is, therefore, eminently understandable. But what is not is its abrupt withdrawal from the Bimstec military exercise causing significant diplomatic embarrassment for India, which is trying to project the regional grouping as an alternative to South Asian Association for Regional Cooperation (Saarc)— the latter has Pakistan as one of its members. The blockade does not entirely explain Oli’s willingness to unnecessarily provoke India. While he will have alternative trade routes, those will not be competitive against the Kolkata port given the geography, distance and cost involved in sending goods via Chinese ports. Moreover, China cannot substitute for India in Nepal. India has an open border with Nepal and Nepalese citizens work in India, marry Indians and serve in the Indian Army. In the light of all these factors, Oli’s decisions seems to be a straight pick from Maldivian President Abdulla Yameen’s playbook. Even as Oli scuttled Nepal’s participation in the Pune military exercise, the Nepalese army is preparing to leave for a 12day military exercise with China in Chengdu later this month. Similarly, Yameen, who doesn’t hesitate to allow Chinese warships to dock in Malé, had earlier asked India to take back its naval helicopters—New Delhi’s gift to the atoll nation.

Cape Town : Manvir Singh struck twice in the second half before Sumeet Passi headed home a clinical pass as defending champions India breezed past Pakistan 3-1 to sail into the final of the SAFF Suzuki Cup, here on Wednesday. After a goalless first-half, Manvir scored his first in the 49th minute only to double the score-line twenty minutes later. Substitute Passi sealed the fate of the match in the 83rd minute. For Pakistan Hassan Bashir reduced the margin in the 88th minute. India will now meet Maldives in the summit clash on Saturday. Maldives made short work of Nepal 3-0 in

the first semi-final. The first goal came off a brilliant counter-attack. Business Govt raises ethanol price for blending in petrol by 25 per cent

New Delhi: The government on Wednesday approved an over 25 per cent hike in the price of ethanol produced directly from sugarcane juice for blending in petrol in a bid to cut surplus sugar production and reduce oil imports. The Cabinet Committee on Economic Affairs raised the procurement price of ethanol derived from 100 per cent sugarcane juice to Rs 59.13 per litre from the current rate of Rs 47.13, Oil Minister Dharmendra Pradhan told a news conference. The price for ethanol produced from B-heavy molasses (also called as intermediary molasses) was hiked to Rs 52.43 a litre from the current Rs 47.13 but that for ethanol produced from C-heavy molasses was reduced marginally to Rs 43.46 from Rs 43.70. Diverting sugarcane juice for directly making ethanol, which can be doped in petrol, is common across the major sugar producing nations. Brazil tops the list where all the ethanol produced is directly made from sugarcane juice. The move would help sugar mills quickly release arrears of cane farmers, which stands at over Rs 13,000 crore. As much as 40 per cent of these dues are in Uttar Pradesh alone.

New Delhi: Industrial production grew at 6.6 per cent in July on the back of good performance by the manufacturing sector and higher offtake of capital goods and consumer durables. Factory output measured in terms of the Index of Industrial Production had expanded by just 1 per cent in July last year, according to the data released by Central Statistics Office (CSO). 11-month low of 3.69 per cent in August

New Delhi: Retail inflation cooled to an 11-month low of 3.69 per cent in August mainly due to a fall in prices of kitchen items, including fruits and vegetables, official data showed on Wednesday. The inflation based on Consumer Price Index (CPI) stood at 4.17 per cent in July and 3.28 per cent in August 2017. CPI inflation was at 3.58 per cent in October 2017 and has remained above RBI’s targeted rate of 4 per cent since then. The Reserve Bank of India (RBI) will be considering this set of data for formulating its next bi-monthly monetary policy on October 5. The central bank has been mandated to keep retail inflation at 4 per cent level (with a margin of 2 per cent on either side).

Ahmedabad: Three members of a family allegedly ended their lives in city’s Naroda locality Wednesday, with a purported suicide note saying one of them was under the influence of “black magic”. Kunal Trivedi (50), his wife Kavita Trivedi (45) and their daughter Shirin Trivedi (16) were found to have hanged themselves at their house, a Naroda police station official said. “We recovered a suicide note, which appears to be penned by Kunal Trivedi,

saying he was under the influence of black magic,” inspector H B Vaghela said, adding that the note has been sent to the forensic laboratory to verify the handwriting The note also said that the family was not facing any financial strain, in fact, Kunal Trivedi had lent Rs 14.5 lakh to some persons in Madhya Pradesh, inspector Vaghela added. The note further said that he (Kunal) told his family members that he was under the spell of black magic.

Ahmedabad: In a significant order related to monitoring of industrial pollution in the country, the National Green Tribunal (NGT) has ordered Central Pollution Control Board (CPCB) to devise a mechanism to continuously monitor industrial waste discharge in all states and union territories (UT). The NGT has also asked the CPCB to appoint a nodal officer for this purpose to work in tandem with a representative of Ministry of Environment, Forest & Climate Change (MoEF & CC) to

monitor issues like functional effluent treatment plants, establishment and proper functioning of Common Effluent Treatment Plants (CETPs) and taking action against erring industrial units and put the same on public domain. The order was passed by a bench of NGT led by its Chairperson Adarsh Kumar Goel, last month, while acting on a Supreme Court judgment passed on a petition moved by Gujarat-based environment activist Rohit Prajapati through his outfit, Paryavaran Suraksha Samiti (PSS), in February last year.

Rajkot : After the livestock exporters moved the Gujarat High Court challenging orders of Directorate General of Shipping and Kutch district magistrate, which have stalled exports of livestock from Tuna port, the DG, Shipping, submitted to the HC that it had withdrawn permission granted to mechanised sailing vessels to ferry livestock as “two views were expressed and it was decided to err on the side of caution.” The DG, Shipping’s affidavit has only confounded the situation as it clearly mentions that there was no blanket ban on carrying livestock by sea, on any vessel registered under it, except those banned from faring in monsoon.

The affidavit filed by assistant director general of shipping, Sandeep Awasthi, does not specify the “two views” and who had expressed them but further states that decision of the DG, shipping was not directed at Livestock Exporters Association (LEA). “The decision of DG, Shipping has nothing to do with the cargo and is not directed towards Live Stock Association (sic). In fact all vessels registered under D.G.Shipping (except sailing vessels which have been banned to sail in the monsoon period) are still allowed to carry live stock (sic) as their cargo,” it states. On Tuesday, the matter came up for hearing and was adjourned to Friday.

Surat : A 16-year-old boy and a 14-year-old girl, who are suspected to have eloped from their home in Jharkhand, were caught by a ticket collector (TC) at Surat railway station on Tuesday morning. The TC, Santosh Singh, spotted the children and asked for their tickets. When the children failed to show him the tickets, the TC enquired as to who they were. The boy claimed that they were siblings, however, their Aadhaar cards revealed that they were not related. When the official warned them of consequences, the children told him they were on their way to the house of a relative of the boy in Mumbai and were looking for a ticket window. The TC then contacted the relative, who claimed that the two were in a relationship and had eloped their village in Jharkhand. The relative said that the boy’s father was

the sarpanch who would not have accepted their relationship, so the two had eloped. Talking to The Indian Express, Singh said, “Last month I participated in a training session in Delhi where an official told us that child trafficking incidents were on the rise across the country and Railways were the preferred medium of transport for it. He told us to remain alert. The children looked suspicious and lied. So I informed the authorities at Surat Railway station and later handed them to the Railway police.” The railway police later handed the children over to Navsarjan Child helpline volunteers. According to counsellors at the child helpline, the children confirmed the elopement narrative of the boy’s relative in Mumbai and were counselled.

Strasbourg : The European Union (EU) should flex its potential strength as a world power as the United States under President Donald Trump pulls back from international engagement, EU chief executive Jean-Claude Juncker said on Wednesday. In his annual State of the Union address to the European Parliament in Strasbourg, the European Commission president said that when united, the EU was a force to be reckoned with. “Whenever Europe speaks as one, we can impose our position on others,” Juncker said.With the EU still wounded by Britain’s imminent withdrawal, rising nationalism elsewhere and feuding over immigration and democratic values with right-wing eastern leaders like Hungary’s Viktor Orban, Juncker insisted the bloc was more united than it might seem and could use that to shape the world to its tastes.As he begins a final year in office that will see Europeans elect a new EU legislature in May, the veteran former premier of Luxembourg noted his successful bid to talk Trump out of an immediate tariff war in July and highlighted new interest from China in working with Brussels to keep world trade flowing free.
