Short News Congress releases list of 65 candidates, goes into firefight mode Hyderabad: To meet the demands of the Mahakutami or alliance of opposition parties for allotment of more seats, the Congress has chosen to engage in a “friendly contest”. In addition to the seats allotted by the Congress, if the allies contest any other seats, there will be a friendly contest with the Congress. The Congress released the first list of 65 candidates late on Monday night. The decision on constituencies which are in demand from many aspirants has been put on hold. The Telangana Jana Samiti (TJS) and the Telangana unit of the Telugu Desam (TD), allies in the Mahakutami, have decided to release the first list of their candidates on Tuesday. The CPI has already announced its candidates. The “friendly contest” means Congress candidates will be in the field in some constituencies where the CPI, TJS and the TTD candidates are also contesting. For example, the CPI was allotted three seats, but it wants to contest the Kottagudem also, and in that seat the Congress has fielded its candidate.

Separate child welfare from Women and Child Development ministry: NGO

Bengaluru: Prior to Children’s Day, experts and child activists from the state have urged the government to address several issues that affect the well-being of children. Already, a call for a separate ministry for children has been gaining traction with the Child Rights Initiative for Shared Parenting (CRISP), an NGO in the city, claiming that issues related to women and their rights overshadow those that affect children under the Ministry of Women and Child Development. A recent survey by CRISP revealed that children faced several serious problems, most of which can be attributed to parental neglect due to rising matrimonial disputes and cases of child custody being dragged to family courts.

Andhra Pradesh braces for cyclone Gaja

Nellore: With cyclone Gaja looming large over Tamil Nadu and south coastal Andhra Pradesh, higher officials of Nellore and Prakasam districts have been activating their machinery to handle any eventuality. Though the latest weather bulletin of the Indian Meteorological Department indicates that the storm is moving towards north Tamil Nadu, officials of the border districts of AP have not downed their guard and are not taking any chances. They have posted special officers to every coastal mandal and directed them to make arrangements to shift people from low-lying areas wherever necessary. Cyclone signal 2 has been hoisted at Krishnapatnam Port and fishermen have been warned against venturing into the sea. As per weather officials, the cyclone has been moving west-southwestwards and will intensify into a severe cyclonic storm during the next 24 hours and maintain its intensity during the subsequent 24 hours. Thereafter, while moving westsouthwestwards, it is likely to weaken gradually and cross the north Tamil Nadu coast between Nagapattinam and Chennai on the forenoon of November 15.

New Delhi: Under pressure from the Supreme Court, the Narendra Modi government on Monday shared details of the price for 36 Rafale fighter jets to be bought from France’s Dassault Aviation at a cost of `58,000 crore and gave the timeline of one-year-long negotiations that preceded the formalisation of the mega defence deal. The price of the fully-loaded jets was given to the court in a sealed envelop by the government which tried hard to dispel doubts about the deal that has faced allegations of lack of transparency from the Opposition parties. “The process as laid down in the defence procurement procedure-2013 has been followed in procurement of the Rafale aircraft and the CCS on August 24, 2016 approved the agreement which was arrived at

after negotiations between both the sides,” said the Centre in a document. The document said that an Indian team negotiated with the French side for about an year and approval of the Cabinet Committee on Security (CCS), being the competent financial authority, was taken before signing the inter-government agreement. After the Indian negotiation team submitted its report on fullyloaded Rafale jets on August 4, 2016, it was vetted by the finance

and law ministries within 20 days and the Cabinet Committee on Security approved the deal on August 24, said the government. The document titled “Details of the steps in the decision making process leading to the award of 36 Rafale fighter aircraft order” stated that the process as laid down in the defence procurement procedure-2013 - when the Congress-led UPA was in power - was followed in procurement of the Rafale aircraft. The case will be heard next on Wednesday. The court on October 31 had asked the Centre to place before it within 10 days the pricing details of 36 Rafale fighter jets while hearing a bunch of petitions, including those filed by former BJP leaders and Union ministers Yashwant Sinha and Arun Shourie.

Bengaluru: Union minister for chemicals and fertilisers, minister for parliamentary affairs and six time MP of Bengaluru South Lok Sabha constituency, H.N. Ananth Kumar (59) passed away on Monday at a private Hospital in Bengaluru after prolonged illness. He was undergoing treatment for lung cancer in Sri Shankara Cancer Hospital at Basavanagudi since October 20. Before he returned to India, Mr Kumar was undergoing treatment in England and Memorial Sloan Kettering Cancer Research Centre, New York. His return to India following treatment was not very effective and he was admitted to Shankar Cancer Hospital. Demise of Mr Kumar who was known for his organisational skills and strategy to build the party in the state especially in Bengaluru has created big void. Along

The 18 constituencies where voting took place in the first phase are spread across eight Naxal-hit districts — Dantewada, Bijapur, Sukma, BastarJagdal-pur, Rajnandgaon, Kan-ker, Kondagaon and Narayanpur. In 2013, the Congress had won 12 seats and the BJP had bagged six. A total of 31.80 lakh voters were eligible to vote for 190 candidates in the first phase of election.

Time for the government to reassess its position

The government and the Reserve Bank of India (RBI) have not been able to find a middle ground to resolve outstanding issues. All eyes, therefore, will be on the 19 November board meeting of the RBI. It has been reported that RBI governor Urjit Patel might resign on that day. This is certainly not what the Indian economy needs at this stage. Such an outcome would not only create confusion in financial markets but would also affect the government’s credibility. The government would be well advised to reassess its position. One of the contentious issues is that of the central bank’s reserves. The government believes that the RBI is holding excess reserves and a part should be transferred to it. However, the RBI is of the view that it needs reserves to attain its policy objectives. In this context, the economic affairs secretary communicated last week that there is no proposal to ask the RBI to transfer funds as is being reported. The proposal under discussion is to fix the capital framework of the central bank. He also noted that the government’s fiscal math is on track. In normal circumstances, a clarification like this would have allayed anxiety in financial markets. But the situation today is more complex. If the government believes that RBI is holding excess reserves, or is looking at its capital more conservatively, what explains the urgency to “fix” it? The issue can be amicably settled by constituting an expert committee. Such a committee would be in a better position to look into the matter in detail and recommend the appropriate level of capital for the central bank and, if necessary, also suggest ways to transfer reserves to the government. This will make the process more transparent and financial markets will be in a better position to understand the issue. It is extremely hard to make a case that the government should be forcing the central bank to reassess its reserves. A large transfer by RBI will, at best, optically improve the fiscal position and give some room to the government to increase spending in an election year. Further, as has been highlighted in these pages before, any reduction in the size of the RBI balance sheet will affect the flow of dividend in the future. Although the government has reiterated that it will meet fiscal targets, managing government finances will not be easy. The fiscal deficit reached 95.3% of the full year target in the first six months of the financial year. The government was in a better position during the same period last year but could not maintain the target.

Kolkata : India pacer Mohammed Shami on Monday said they are preparing for the Australia series by watching videos of their opponents in order to get the line and length right. The Indian pace attack impressed in England but it’s the batsmen who let them down to lose the series 1-4. “As a fast bowling unit, we did well in England. We are preparing for the Australia series and watching a lot of videos. The plan is to focus on the series as much as possible as the opponents are very strong. Business Walmart-Flipkart deal: NCLAT adjourns hearing over CCI’s approval for Dec 14

New Delhi: The NCLAT Monday adjourned its hearing on the petition filed by traders’ body CAIT against fair trade regulator CCI’s approval for Walmart’s USD 16 billion acquisition of Flipkart. Now, the matter has been listed on December 14 for the next hearing before a two-member bench of the the National Company Law Appellate Tribunal (NCLAT). Earlier on October 5 also, the matter was adjourned for November 12 for next hearing by the appellate tribunal. On September 6, the NCLAT, which is also an appellate authority over the Competition Commission of India (CCI), had asked WalMart International Holdings Inc to file a reply before it explaining way of doing business in India. CAIT, which has filed an appeal before the NCLAT challenging

the CCI approval for Flipkart’s acquisition by Walmart, was also asked to file its understanding over the Walmart’s business model in India. In its reply filed before the appellate tribunal, CAIT has alleged that Walmart has been found “guilty of predatory behaviour” in countries like Germany, Mexico and South Africa and “may repeat such behaviour in India” through its acquisition of online major Flipkart. It has also submitted that the US retail major “may cause an appreciable adverse effect on competition” in the domestic market post combination as its “predatory tendencies” would be on a much larger scale . Walmart International Holdings Inc, however, in a separate reply has said its business model and activities in India were different of Flipkart’s.

Niti Aayog to hold meeting with digital payments industry on KYC issue New Delhi: Niti Aayog will hold a meeting with all the stakeholders in digital payments industry over customer authentication issue after the Supreme Court verdict that restricted the use of Aadhaar details for KYC in availing host of services, including banking and telecom.“I will have a round table with the stakeholders. There are some issues which have come up from the industry, we will sit down and see what the issues are and find out how to move forward. The industry is saying that it may hamper the digital payments system,” said Ratan Watal, Member Secretary – PMEAC and Principal Advisor, Niti Aayog on the sidelines of a digital payments programme. Ficci and the Niti Aayog on Monday jointly organised a workshop on the ‘Online Digital Payments Programme’ aimed at capacity building and imparting training to the officials working in this area. In its ruling on September 26, the Supreme Court had declared the government’s flagship Aadhaar scheme as constitutionally valid but struck down some of its provisions including its linking with bank accounts.

Rupee falls below 73 level against US dollar Mumbai: The rupee weakened further and dipped by 54 paise to 73.04 against the US dollar Monday, owing to increased demand for the American currency from importers amid increasing global crude oil prices. International benchmark Brent crude was trading higher by 2.04 per cent at USD 71.61 per barrel. Forex traders said besides increased demand for the US currency from importers, the dollar’s strength against some currencies overseas weighed on the domestic unit. At the Interbank Foreign Exchange, the rupee opened lower at 72.74 and slipped further to quote at 73.04 against the dollar, down 54 paise over its previous close. On Friday, the rupee rose by 50 paise to end at 72.50 per dollar on increased selling of the greenback by exporters amid softening crude oil prices, which slipped below the USD 70 per barrel mark. Meanwhile, on net basis, foreign funds bought shares worth Rs 614.14 crore, while domestic investors sold shared to the tune of Rs 337.28 crore Friday, provisional data showed. Traders said the decline in equity benchmarks also impacted the local unit.

Inflation slips to 1-year low, industry grows 4.5 per cent

New Delhi: Retail inflation has fallen to one-year low of 3.31 per cent in October giving enough leg room to the RBI to push sagging industrial growth by keeping interest rates stable. According to Central Statistics Office (CSO) data, the country industrial production in September grew at the slowest pace in the last four months at 4.5 per cent, due to poor performance of mining sector and lower offtake of capital goods. This was a tad lower than an upwardly revised 4.7

per cent year-on-year increase in August. The industrial production measured in terms of Index of Industrial Production (IIP) was 4.1 per cent in September 2017. The IIP was recorded at 6.9 per cent and 6.5 per cent in June and July this year, respectively. The previous low was recorded at 3.8 per cent in May this year As there were expectations of RBI raising interest rates in strengthening US dollar, a lower inflation came as a welcome relief.

The broader NSE Nifty slipped below the 10,500-mark by falling 103 points, or 0.97 per cent, at 10,482.20.

Sensex dives 346 points amid fresh concerns over crude, rupee

Mumbai: The BSE Benchmark Sensex on Monday plunged by about 346 points owing to an intense fagend selling mainly in auto and energy stocks amid renewed concerns over rupee fall and rising global crude oil prices. Similarly, the NSE Nifty fell by 103 points to 10,482.20 points. The benchmark Brent crude snapped its four-day losing streak and rose 2.09 per cent to 71.62 per barrel after Saudi Arabia, the world’s top crude exporter, said on Sunday it will cut oil output from next month, as major producers held a key meeting to discuss shoring up sliding prices. Further impacting domestic market sentiments, the Indian rupee again breached the 73-mark, dropping 57 paise (intra-day) to 73.07 against the dollar. Besides, a caution prevailed among investors ahead of key macro data -- index of industrial production (IIP)

for September and CPI inflation for October -- to be released later in the day. Mixed leads from most other Asian markets and a lower opening of european shares too fuelled the downtrend. “Market witnessed selling pressure and dropped below 10,500 levels due to

weak global market and rise in oil prices on concerns of production cut. Investors are looking forward to today’s CPI inflation which is expected to soften to 3.6 per cent. Stability in oil price and favorable rupee are crucial to find support in the market,” Vinod Nair, Head of Research, Geojit Financial Services Ltd, said. The 30-share Sensex opened on a strong footing at 35,287.49 and advanced to scale a high of 35,333.22 in line with a firming trend at other Asian markets and fresh inflows of funds by foreign investors. However, profit-booking by investors at better prices wiped out initial gains and the Sensex slipped to a low of 34,756.80 before settling 345.56 points, or 0.98 per cent, down at 34,812.99. During the volatile session, it swung over 576 points on alternate bouts of hectic buying and selling.

Minister Nitin Patel said: “At a time when social media has reached every individual, it is but natural that some people might misuse it, along with those who put technology to right use. It is important to stop messages that disturb social peace; messages that are meant to harass somebody socially or politically; to destroy an existing social fabric; to spread

rumours against the nation. So a law is being made in this regard.” Patel said that his government has been planning to bring such a law for the last three to four months. “We are thinking of how to implement it, because it should not appear to anyone that we are censoring anyone or trying to restrict anybody’s independence or stop anybody’s work,” he said. In September, the Gujarat government had issued an order whereby spreading fake news was made a punishable crime. The order stated that spreading fake news on social media or any other channel/ medium, provocative speeches, provocative or objectionable literature/ writings that could hurt sentiments will be included under Section 153 (A) of the IPC, entailing a jail term of three years. The government had also included mob lynching under the same section of the IPC.

Lion Sneaks into Gujarat Farmer’s House, Spends Two Hours Relaxing on a Heap of Groundnuts

Ahmedabad: A farmer in Patla village in Gujarat’s Amreli district was greeted with a strange, albeit apprehensive, sight of a lion relaxing on a heap of groundnuts stored in a room in his house. A video of the lion sprawled on the groundnut heap went viral on social media. The incident took place in Tulsishyam range of the Gir (east) division on Sunday night. Forest officials said Patla village is located on the edge of the Gir forest, the only abode of the Asiatic lions. The lion sneaked inside farmer Jilubhai Vala’s house Sunday night from nearby Gir forest and on the way had also killed a buffalo calf, belonging to the farmer, around 10 pm, a forest official said. “We had received call from Vala at around 10 pm Sunday saying that a lion had entered a room of his house. After a 2-hour operation, we managed to get the lion to leave and make its way to the forest safely,” Tulsishyam RFO P R Patel said on Monday “It is not unusual for lions to enter villages like Patla, as Gir forest is only a few kilometres away. These big cats enter villages regularly looking for prey,” Patel said.

Colombo : Eight Western countries stayed away from a meeting with Sri Lanka’s government on Monday to register their protest against President Maithripala Sirisena’s decision to dissolve parliament, diplomatic and government sources said. Sri Lanka has been in political turmoil since Sirisena fired Prime Minister Ranil Wickremesinghe last month and appointed a pro-China former president, Mahinda Rajapaksa, in his place. Western countries led by the United States and the European Union had been urging Sirisena to convene parliament and let the legislature determine who should be prime minister. Sirisena reconvened parliament on Nov. 14, but on Friday, he dissolved it and ordered a general election for Jan. 5. Foreign Minister Sarath Amunugama called the heads of 43 foreign missions for a meeting on the political situation on Monday but only a handful turned up, the sources said. The ambassadors of Britain, Netherlands, Norway, France, Australia, South Africa, Italy, and Canada did not attend the meeting while European Union, the United States, and Germany sent representatives, the sources said. India, Sir Lanka’s nearest neighbour, sent a junior representative. Western governments are especially concerned that the return to power of wartime nationalist strongman Rajapaksa could endanger halting steps toward national reconciliation.

Indonesia urges more training for pilots after Lion Air crash

Jakarta : Indonesian investigators said on Monday more training was needed for Boeing 737 MAX pilots after discovering the situation believed to have faced the crew of a doomed Lion Air jet was not contained in the aircraft’s flight manual. The comments shed further light on the areas under scrutiny as investigators prepare to publish their preliminary report on Nov. 28 or 29, one month after the Lion Air Boeing 737 MAX dived into the Java Sea, killing all 189 on board. Until now, public attention has focused mainly on potential maintenance problems including a faulty sensor for the ‘angle of attack’, a vital piece of data needed to help the aircraft fly at the right angle to the currents of air and prevent a stall. Now the investigation’s focus appears to be expanding to the clarity of US-approved procedures to help pilots prevent the 737 MAX over-reacting to such a data loss, and methods for training them. Soerjanto Tjahjono, head of Indonesia’s transportation safety committee of crash investigators (KNKT), said on Monday that Indonesian regulators would tighten training requirements as a result of the findings of the investigation so far. “We know, because this incident happened, we know we need additional training,” he said.

Vadodara : Over 100 people from around six villages near the newly inaugurated Statue of Unity marched into the statue complex on Monday and staged a dharna near the ticket counter demanding jobs at the integrated complex. The people, from villages including Navagaam, Waghadia, Mukhudi, have said that since they live close to the statue, and many of them lost their lands for the construction of first the Sardar Sarovar Dam and then the Statue of Unity, which also included widening of roads and the Shreshta Bharat Bhavan,

they should be given priority in the job process. Sarpanch of Navagaam village, located between the Sardar Sarovar Dam and the Garudeshwar weir Dam, who also joined the protest said, “As many as 52 farmers from my village have been affected. The land which was the main source of our income was acquired. Now we do not even have jobs secured for the next generation. Parts of our farms which were not acquired by the government were washed away after water was released from the weir dam to enhance the

beautification of the area around the Statue. We are suffering from every end with no respite or relief in sight.” Unlike the other protests so far which were led by tribal leaders and activists from the area, the villagers on Monday appeared to have come out in protest on their own without any guidance or directions by any leaders or activists. According to police, the villagers walked inside the premise of the statue complex till the ticket counter and staged a dharna and raised slogans demanding job opportunities at the SoU.

London : Facebook on Monday categorised fake news as an “existential threat” to the social media platform, leading to the company taking some tough measures to combat it. The American giant said its founder, Mark Zuckerberg, has created a “large number of teams” to combat disinformation and fake news. “Fake news is an existential threat to the platform. As a social media platform, we are devoted to doing good and misinformation is the opposite of that,” said Manish Khanduri, Head of News Partnerships at Facebook. “If it [content] violates community standards, eg. pornography… that content, we have a very strong process for it and that gets taken down immediately. But when somebody says this is propaganda from a political party, we are entering the realms of speculation as well as opinion and that’s not what Facebook could do,” he said at the Beyond Fake News conference organised by the BBC in New Delhi. Facebook was joined by representatives from other major social media platforms, such as Twitter and Google, for the first time in an open discussion about fake news as part of the BBC’s new drive to combat disinformation. The representatives from the global media giants discussed the threat the phenomenon of fake news poses, as well as the decision-making process around choosing what to take down and what to keep up on their platforms.
