Why Uttarakhand must not use English for teaching in govt schools

For a child, the school acts like a bridge connecting the home and the world. In this transitional crossing of environments, research and study have consistently highlighted the key role played by the mother tongue. That, when instructed in the mother tongue or home language, children perform better in subject-based learning. So, adopting English as the medium of instruction for early-age learners (from Class 1) in schools, like the proposed plan for government institutions in Uttarakhand, looks problematic. Education begins at home with the home language and gets conditioned by sights, sounds, smells, tastes, and touch, within doors or close by. The move from home to school alters the learning environment. School, whether private or government, presents a structure, a system for learning, whereas earlier it was a natural flow of experience. It presents new peers, teachers, content, discipline, and format. It’s a lot to adjust to quickly, and then, a new language of instruction. If education inspires learning and questioning, and if education facilitates freedom of enquiry without fear, then which is better — a medium of instruction using the homely local mother tongue or a powerful global language like English? Looking at global trends and the aspirations of new generations, an English medium of instruction appears attractive. Such a strategy seems to offer better opportunities for higher education, enhanced career prospects and professional growth, and overall economic well-being. But communicative competence in English — more suited for higher education or professional development — comes later. What about thorough grounding in curriculum subjects, of which English is simply one subject of study; understanding concepts and thinking independently; responding to and framing questions and offering solutions; creativity and innovation in a disruptive global environment; and learning 21st-century life skills? This real learning becomes that much more difficult without a mother-tongue-led instruction. In a non-English-speaking environment, using English to teach curriculum subjects does not come easy. Add to this the teacher’s competence in handling English — first, in mastering the language; second, in using English to teach curriculum subjects — which remains a cause for concern.

Former BCCI president Anurag Thakur on Thursday tendered a fresh ‘unconditional’ and ‘unequivocal’ apology in the Supreme Court, saying it was never his intention to undermine the majesty of the apex court. Thakur, a senior BJP leader and a Member of Parliament from Hamirpur in Himachal Pradesh, was asked by the apex court on July 7 to tender an apology in explicit terms

to get relief from the contempt proceedings initiated against him. “I humbly submit that it was never the intention of the deponent to undermine the majesty of this court and since unintentionally some kind of misinformation and miscommunication has occured, I unhesitatingly tender my unconditional and unequivocal apology to this court,” he said in his affidavit filed on Thursday. The apex court had directed him to file a “one-

page short affidavit” tendering an apology while making it clear that it was not going to consider his earlier affidavit of apology. The apex court had also asked Thakur to be present on July 14 to tender the apology, indicating that it was willing to accept the apology and close the contempt proceedings against Thakur. Senior advocate P S Patwalia, appearing for Thakur had said that though his client was willing to tender an unconditional apology, he had a very good case on merit through which it can be proved that he did no wrong. Senior advocate Gopal Subramanium, who is assisting the court as amicus curiae (friend of court) in the matter, had said.

Later, some staff members in Navsari district and Surat city joined the strike,” Prajapati said. “Out of the total 585 ambulances currently deployed across the state, around 40 are not in service as its staffers are on strike. Of these 40 ambulances, 15 are in Mehsana, 12-13 in Navsari and also 12-13 in Surat,” he said. “The agitating employees want pay hike and reinstatement of the staff members who were sacked earlier,” Prajapati said.
