Mumbai: The Shiv Sena on Monday alleged that Prime Minister Narendra Modi has chosen a “short cut of e-mails” for media interviews and called the exercise a “propaganda” and “a kind of monologue” prevalent in some communist countries. In an editorial in the party mouthpiece Saamana, the BJP’s bickering ally said the Prime Minister should instead give answers to questions people have in their minds through “face-toface” interviews. Reacting to the Prime Minister’s interviews published by some media organisations, the Sena alleged Modi has not addressed any press conference after becoming the Prime Minister and this “does not behove” his personality as he was a “friend” of journalists till the 2014 Lok Sabha elections.

Kejriwal, Manish Sisodia, 11 AAP MLAs charged for assault on Delhi chief secretary

New Delhi: The Delhi Police on Monday filed its chargesheet before a court in Delhi in connection with the alleged assault on Chief Secretary Anshu Prakash in February in which Chief Minister Arvind Kejriwal and his deputy Manish Sisodia were named as accused.Others who were named as accused in the charge sheet were 11 AAP MLAs -- Amanatullah Khan, Prakash Jarwal, Nitin Tyagi, Rituraj Govind, Sanjeev Jha, Ajay Dutt, Rajesh Rishi, Rajesh Gupta, Madan Lal, Parveen Kumar and Dinesh Mohania. The final report was filed before Additional Chief Metropolitan Magistrate Samar Vishal who put up the matter for consideration on August 25.The Delhi Police had on May 18 questioned Kejriwal for over three hours in connection with the alleged assault. Prakash was allegedly assaulted during a meeting at Kejriwal’s official residence on February 19.

Singh accused Kashmir-based rulers of discriminating with the Jammu region over the past seven decades and said his recently launched outfit called ‘Dogra Svabhiman Sangathan’ would fight to restore the pride of Dogra community.“We appeal to the people of the region to hoist the tricolour at their houses on the Independence Day and celebrate the day with great enthusiasm. Jammu is about absolute nationalism. We are 100 per cent nationalists unlike those from Kashmir,” the former minister said. Ease of living index: Pune is number 1, guess where Delhi, Mumbai ended up

New Delhi : Three cities of Maharashtra – Pune, Navi Mumbai and Greater Mumbai – are the most livable places in the country, according to the ranking of 111 cities on the Ease of Living Index released by the Ministry of Housing and Urban Affairs on Monday. While four cities of Maharashtra made it to the top 10 list (Thane is placed at 6th spot), national capital New Delhi was ranked a lowly 65 on the index. Uttar Pradesh, West Bengal, Tamil Nadu and Karnataka, which have a number of big cities, found no representation in the top 10. Interestingly, the capital cities of pollbound Madhya Pradesh and Chhattisgarh made it to the top 10 list. Bhopal was ranked 10th, while Raipur was placed at the 7th spot. Another city

of Madhya Pradesh, Indore, was ranked 8th in the list, which was released along with an Ease of Living Index dashboard by Union Housing and Urban Affairs Minister Hardeep Singh Puri. Among the Union Territories, Chandigarh was the only city that made it to the top 10 list and was placed 5th. Two cities of Andhra Pradesh – Tirupati and Vijayawada – were ranked 4th and 9th respectively. The Ease of Living Index is an initiative of the Ministry of Housing and Urban Affairs to help cities assess their liveability vis-a-vis global and national benchmarks and encourage cities to move towards an ‘outcome-based’ approach to urban planning and management.

Somnath Chatterjee, who was associated with the Communist Party of India-Marxist for most of his life, had pledged to donate his body to medical science in 2004. Chatterjee died on Monday morning at a private hospital in Kolkata following multiple organ failure. He was 89. New Delhi: Bharatiya Janata Party (BJP) President Amit Shah on Monday wrote a letter to Law Commission Chairman B S Chauhan batting for One Nation One Election system.Shah, in his letter, emphasised that with multiple elections happening throughout the year, the Model Code of Conduct impedes the government’s developmental work. In the letter, written in Hindi, the BJP chief cited the examples of Indonesia, Sweden, South Africa, Belgium and Italy where simultaneous elections have proved to be successful. Shah further elucidated how One Nation One Election is not akin to the Indian electoral system. Shah said that in India elections keep taking place throughout the year in one state or the other, usually in one five-term of Lok Sabha, on an average 5 to 7 states go for assembly elections each year along with polls for local bodies. “Due to the present process of elections, a situation is created where the entire country is always in the election mode whether at national, state or local administration level due to which the national treasury has to take a huge load for the smooth conduct of these periodic polls.

The elephant has to watch its steps

Earlier this month, the International Monetary Fund (IMF) released its annual assessment of the Indian economy as per Article IV of the Articles of Agreement with member countries. Along with that report, it released the companion volume, “Selected Issues”, that delves deeper into, well, selected issues. The government was pleased with the report. The “elephant” metaphor has been unleashed again. It is not just lumbering but may even be picking up pace. The economy, in real terms, is projected to grow at 7.3% in the current financial year ending March 2019, and, in the next financial year, it will grow at 7.5%. So far, so good. The interesting stuff is always in the details. In 2007, when optimism about the Indian economy was rife—the elephant had actually morphed into a cheetah, according to some—India’s potential growth was estimated at 8%. Take a look at the Article IV assessments for the years 2007 (February 2008) and 2008 (June 2009) to notice the drastic change in tone. From one of backslapping all around in 2007, it had turned into virtual panic in 2008. In 2007, the IMF had attributed the dream run of strong growth and macroeconomic stability to sound policies and past structural reforms. Some of us had warned that India’s high growth was neither sound nor structural. That the tributes were illfounded was exposed by the fact that by 2012, the IMF had reduced its estimate of India’s potential growth to 6.5%. Now, in the report for 2018, the IMF upgraded its estimate of India’s potential growth to 7.3%, with the possibility that it can rise to 7.75%. For all the missed opportunities, this government has improved India’s economic growth potential. That must count as an important achievement. But that is not a given because, even after the crisis of 2008 ended and India’s growth rate rebounded, as late as 2012, the IMF had maintained that India’s potential growth estimate was 8-9%. Notwithstanding fancy econometrics, such estimation methods are backward looking and probably attach a higher weight to recent growth performance. In this context, it is worth noting that the risks to the economic growth forecasts for 2018-19 and 2019-20 are entirely on the downside, and that is fair. The monsoon may have recovered but global asset market and economic growth risks are rising by the day, not to mention the risks of geopolitical conflicts. For a permanent and sustained improvement in potential growth, India’s savings rate has to increase and the IMF’s projections for India’s savings rates in the years to come do not bode well.

India’s fuel demand jumps 7.3 per cent in July

New Delhi: India’s fuel demand rose 7.3 per cent in July, driven by sharp rise in petrol and diesel consumption. Fuel consumption in July totalled 17.05 million tonnes as compared to 15.88 million tonnes in the same month last year, data from the Petroleum Planning and Analysis Cell (PPAC) of the oil ministry showed. The rise comes on back of a 8.6 per cent growth in June when demand totalled 17.99 million

tonnes. During July, petrol sales were up 7.8 per cent at 2.3 million tonnes while diesel consumption was up 4.8 per cent to 6.6 million tonnes. In the previous month, petrol sales was up almost 15 per cent while diesel showed a flatish growth. While Rs 3.8 a litre hike in petrol and Rs 3.38 in diesel propelled rates to hit an all-time high of Rs 78.43 a litre and Rs 69.31, respectively, on May 29 in Delhi, prices cooled off in

subsequent months. Petrol price was down to Rs 76.31 by the end of July and diesel to Rs 67.82. The drop in rates was one of the factors fuelling rise in consumption. Rates have since gone up marginally. Petrol costs Rs 77.23 a litre and diesel Rs 68.77. During July, jet fuel or ATF sale was up 12.7 per cent at 6,72,000 tonne. With the government pushing for use of cleaner liquefied petroleum gas (LPG)

as cooking fuel by giving free connections to poor women, cooking gas (LPG) consumption was up 6 per cent at 2.04 million tonnes. The result of LPG push was a 7.8 per cent drop in kerosene usage at 2,92,000 tonne in July when compared to the yearago period. Naphtha sales were up 6 per cent at 1.14 million tonnes, while consumption of petroleum coke surged almost 2 per cent to 2.2 million tonnes.

It will be sent to the Governor in the coming days for his approval” Jadeja told reporters in Gandhinagar today. “As per sub section 379(a), those found guilty of chain or purse snatching would face a minimum seven years of rigorous imprisonment

which can go up to ten years, and a fine of Rs 25,000. An additional three years of jail would be awarded if the person injures the victim while trying to flee” he said. As per sub section 379(b), if the chain snatcher kills or injures the victim in order to keep the stolen item with himself, he would face a minimum jail

term of seven years, which can go up to ten years, along with a fine of Rs 25,000, the minister informed. As per the ordinance, those convicted for “attempting to snatch chain or purse” would face rigorous imprisonment for a minimum period of five years, which can go up to ten years, along with a fine of Rs 25,000, he said. “At present, anyone found guilty under section 379 of the IPC gets a maximum jail term of three years. We feel that this punishment is not enough for chain snatchers, as they used to get bail very easily. The current provisions were not proving effective to control them” he said. “We believe that such stringent provisions (as per the ordinance) would prove detrimental to those who commit such crimes. These new provisions would also make it difficult for chain snatchers to get bail easily,” Jadeja said.

Manila : Philippine President Rodrigo Duterte has fired 20 people, including colonels and a general, over accusations of fraud and graft in purchases of military medical supplies, his spokesman said on Monday, the latest step in a sweeping battle on graft. Reining in government corruption was a key election plank for Duterte, who has been a big supporter of the security forces, promising equipment and boosting their budget and salaries to help tackle crime, drugs and armed rebellions. Those sacked were accused of involvement in 17 cases of bogus purchases of supplies, drugs and equipment at inflated prices, the spokesman, Harry Roque, told reporters. Civilians and military officials were among those sacked. The servicemen faced a court martial, he added. Duterte was “personally aggravated and angered”, having recently ordered that 50 million pesos ($936,908) be made available to the main military hospital where the offences took place, Roque said. Military chief Carlito Galvez said he was angered to learn that men in uniform had profited by inflating the prices of prosthetics bought for soldiers who had lost limbs in battle.

Beijing : Massively stepped-up security in China’s restive far western region of Xinjiang has helped prevent “great tragedy”, a state-run newspaper said on Monday, in the country’s first response to a critical United Nations report on the situation there. A UN human rights panel said on Friday that it had received many credible reports that 1 million ethnic Uighurs in China are held in what resembles a “massive internment camp that is shrouded in secrecy”. China has said that Xinjiang faces a serious threat from Islamist militants and separatists who plot attacks and stir up tensions between the mostly Muslim Uighur minority who call the region home and the ethnic Han Chinese majority. Hundreds have died in unrest there in recent years.

Beijing : A German man has learned the hard way that practising journalism in China, even for a class project, could lead to serious trouble. David Missal, 24, was pursuing a master’s degree in journalism and communication at prestigious Tsinghua University in Beijing. He landed in Duesseldorf on yesterday after Chinese immigration authorities told him his student visa was cancelled and he had a week to leave China. Missal said he thinks that’s because he reported the plight of jailed human rights lawyers in a journalism class. Missal said a Tsinghua representative this year warned him twice against pursuing the politically sensitive subject, but he went ahead anyway because he wanted to “get to learn Chinese society and politics.” “In a way, the last two months I did get to learn more Chinese society and politics,” Missal said, referring to his own case. China questioned, detained and in some cases formally arrested around 300 people nationwide starting from July 9, 2015, as part of its biggest crackdown on human rights lawyers and activists. Several received lengthy sentences for subversion of state power while a few still await sentencing. The action against Missal underscores China’s extreme sensitivity to foreign attention to the crackdown, word of which has rarely appeared in China’s entirely statecontrolled media and on the heavily policed Chinese internet. Missal said his work was never published beyond his personal blog and YouTube, which he thinks was seen by less than 100 people. Tsinghua’s propaganda office said it could not immediately comment and had to look into the case.
