Short News Kerala seeks Rs 4,700 Cr compensation from Centre for flood damage

New Delhi: The Kerala government on Thursday sought Rs 4,700 crore as compensation from the central government for the damage caused by the recent floods, termed as the worst in a century, officials said. At least 488 people have died in Kerala due to the rains and flood this monsoon, which hit 14 districts of the state. The Kerala government has sent a memorandum to the Home Ministry giving details about the loss of human life, properties, infrastructure and crops and sought about Rs 4,700 crore as compensation, a senior government official said. In case of any natural calamity beyond the coping capacity of a state, the state government submits a detailed memorandum indicating sector-wise details of damage and requirement of funds for relief operations of immediate nature.

Kanpur: ATS arrests Hizbul Mujahideen terrorist planning attack on Ganesh Chaturthi Kanpur: Anti-Terrorism Squad has arrested a Hizbul Mujahideen terrorist from Kanpur on Thursday. The suspect named as Qamar Uj Zama was arrested on a tip-off from the National Investigation Agency (NIA). Uttar Pradesh Director General of Police (DGP) O P Singh said that the arrested Hizbul Mujahideen terrorist had plans to launch an attack on occasion of Ganesh Chaturthi. Singh said that Qamar Uj Zama was active from April 2018 when he had first posted his pictures on Facebook with AK 47. He was a native of Assam. “During questioning he told us that he had gone for training to Kashmir in April 2017. He is of Indian nationality and is a literate person,” the DGP added.

Panel to handle emergencies in West Bengal when Mamata Banerjee is away

Kolkata : The West Bengal government has formed a committee comprising group of ministers and senior administrative officials to deal with emergencies when Chief Minister Mamata Banerjee is away temporarily, an order issued by the government said. Banerjee is likely to visit Frankfurt and Milan from September 16 to 28, the order, issued Wednesday evening, said. The group of ministers, under the chairmanship of Education Minister Partha Chatterjee, would include Panchayat Minister Subrata Mukherjee, Urban Development Minister Firhad Hakim, Transport Minister Suvendhu Adhikary, PWD Minister Aroop Biswas besides six other ministers, the order said. The group of officers in the committee would be headed by the additional chief secretary of the irrigation, waterways and agriculture department Naveen Prakash, it said. The officers in the committee also include Home Secretary Atri Bhattacharyaa, state security advisor Surajit Kar Purakayasta, state DG Virendra, ADG (law and order) Anuj Sharma and city police commissioner Rajeev Kumar. The order said that during temporary absence of the chief minister, the group of ministers and the committee of officers would deal with any emergency in the state.

Rahul asked why Jaitley didn’t inform any central probe agencies or police when Mallya informed him about going to London. “Finance Minister Arun Jaitley first claimed that he never met Vijay Mallya, but Mr. Mallya met him in the corridor and informed that he was going to London. Why didn’t the finance minister then inform CBI or ED?” the Congress president asked at a press conference in Delhi. Rahul Gandhi further claimed that his party leader P L Punia saw Jaitley and Mallya “talking discreetly” in the Central Hall of parliament on March 1, 2016.

New Delhi: The political battle between the BJP and opposition sparked minutes after fugitive liquor baron Vijay Mallya on Wednesday claimed that he met Finance Minister Arun Jaitley with settlement offer before leaving the country.In an all-out attack against the Opposition, Congress, the ruling-BJP on Thursday alleged that it was the Congress and Gandhi family who were close to Vijay Mallya and that the previous UPA government had given a “sweet deal” to the beleaguered Kingfisher Airlines to keep it afloat. BJP said that the airline was perhaps owned by the Gandhi family and there are “18 pages worth of evidence” about their links. “Papers show that Kingfisher Airlines was not owned by Mallya but by the Gandhi parivaar,” BJP national spokesperson Sambit Patra said at a press conference. Attacking Rahul Gandhi, Patra showed a purported confessional statement of a hawala trader, alleged that the Congress chief had links with a shell company.

Another such fact, according to Swamy: That a lookout notice was “diluted on [October] 24, 2015 from ‘Block’ to ‘Report’ departure, enabling Mallya to depart with 54 checked luggage items”. Swamy said he learned from “sources” that the lookout notice was downgraded on the orders of “someone” in the Ministry of Finance.

Earlier, two of the three militants were gunned down by the security forces and the third one was trapped. Later in the evening, officials confirmed that the third terrorist was also killed in the encounter that lasted several hours. The area where the third militant was trapped, was cordoned off by the police and

Justice Ranjan Gogoi was among the four judges who, in January, criticised CJI Misra in an unprecedented press conference and accused him of misusing his role of assigning cases as the Supreme Court’s Master of the Roster. He is currently hearing the Assam National Register of Citizens (NRC) case. He was elevated to the Supreme Court in 2012.

Islamabad: Pakistan Prime Minister Imran Khan has described the ISI as “our first line of defence” as he visited for the first time the headquarters of the powerful spy agency. Khan, along with senior Cabinet ministers, was briefed on Wednesday in detail on the various strategic intelligence and national security matters by the senior officials of the Inter-Services Intelligence, an official statement said. “The Prime Minister lauded contributions of the ISI towards national security, especially in the ongoing counterterrorism effort. The Prime Minister said that the ISI is our first line of defence and stands out as best intelligence agency of the world,” the statement issued by the InterServices Public Relations (ISPR), the media wing of the military said. Bought only 36 Rafale jets as back-end infra didn’t allow for more: Sitharaman

New Delhi : Union Defence Minister Nirmala Sitharaman has said that the government chose to procure only 36 Rafale fighter aircraft from France in 2015, instead of the 126 being negotiated by the previous government, as infrastructure and other technical requirements of the Indian Air Force (IAF) do not allow for greater induction.“Every time you induct one squadron (standard fleet of 18 aircraft), there is a requirement for a lot of other paraphernalia to come in. Given a set of parameters, if you quickly want to induct, two is the ideal,” Sitharaman told news aganay. “Air Force Technical Details will tell you, that for any emergency-based induction, it is always two squadrons and not more than that. So that justifies why we settled for two. Because in ready,

Saridon, 327 other combination drugs banned by govt to avoid health risk

New Delhi: The health ministry had banned the manufacture, sale and distribution of 328 fixed-dose combinations (FDCs) drugs for human use with immediate effect to stop their “illegal use”. The manufacture and sale of six other FDCs have been restricted. The ban follows the recommendation of the Drug Technical Advisory Board (DTAB) which said in a report that taking the 328 FDCs would be a health risk.

The lesson not learnt after the financial crisis

The coming weekend marks the 10th anniversary of Lehman Brothers filing for the largest-ever bankruptcy in the US. Few economies were unaffected by the subsequent global financial crisis (GFC) and India was no exception. A quick review of India’s pre- and post-crisis experience would be instructive in order to focus on a key issue currently affecting the rupee. This issue appears to have escaped the collective wisdom of Indian policymakers. The GFC punctuated India’s bestever multi-year growth performance beginning in 2003. Economic growth broke away from the trend by jumping to 8.1% in 2003-04 (India’s fiscal year ends on 31 March), and averaged a stunning 9.2% annually between 2003-04 and 2007-08. It peaked at an unprecedented, and unsustainable, 10.2% in FY08. The unexpected jump in India’s growth was powered by a propitious mix of strong global growth, surge in global liquidity (thanks partly to dollar depreciation), and India’s favourable domestic factors. India wasn’t the only economy to post impressive growth in the years running up to the GFC. The International Monetary Fund (IMF) calculates that world gross domestic product (GDP) growth averaged an unprecedented 5.1% annually in 2003-07, with all regions, including Sub-Saharan Africa, posting acceleration in growth. Essentially, the mother of all global liquidity cycles lifted all economies, despite a manifold increase in international crude oil prices.India’s impressive investment-led growth collapsed to 4.2% in 2008-09 as the full impact of the GFC was captured. Luckily, healthy fiscal and external balances offered room for a coordinated aggressive mix of fiscal and monetary response. This, along with improving global risk appetite following unconventional quantitative easing by key central banks, pushed up growth to 8.8% and 10.8% in FY10 and FY11, respectively. The rebound was unsustainable and growth plunged, to 6.7% in FY12. Delay in the timely and sufficient withdrawal of the expansionary fiscal-monetary mix that had cushioned the hit from the GFC contributed to sharply higher inflation and a related rush to hoard gold (best thought of as a form of capital flight). The current account deficit (CAD) blew out, to an unsustainable high of 4.8% of GDP in FY13, despite the deceleration in growth in FY12 and FY13. Policymakers ignored the glaring warning sign of unsustainably high CAD being financed substantially by volatile capital inflows. This set the stage for the rupee to visit the ICU during “taper tantrums” in 2013. The rupee recovered following the Reserve of India’s (RBI’s) cloyingly sweet lollipop to nonresident Indians (NRIs).

Guwahati: With LPG cylinder carriers on an indefinite strike in Assam, Indian Oil Corporation on Thursday said it is considering supplying 5 kg cylinders to distributors for sale at the gates of its bottling plants. The North East Packed LPG Transporter Association (NEPLTA) began an indefinite strike from September 9 with several demands regarding the latest tender floated by the PSU giant. NEPLTA operates around 3,000 trucks to transport LPG cylinders from IOC’s six plants at North Guwahati, Sarpara, Bongaigaon, Duliajan, Gopanari and Silchar to various distributors across Assam. “Due to the strike, stocks at distributor points have almost dried up.

We are trying to handle the situation so that common people are not affected. We are now considering to give the 5 kg free trade LPG units to distributors, who will sell them at the plant gates,” Indian Oil Corporation Chief General Manager (IndianOil-AOD) Uttiya Bhattacharyya told PTI here. NEPLTA President Niranjan Mahanta said the union will continue with its protest unless their demands are met. “There has been no concrete effort from the IOC to solve the issues. We have three simple demands -- shift the tender process from Kolkata to Guwahati, hike the rates by 50 per cent from the existing contract and there should not be any priority given to the distributors,” he added. Countering the arguments given by the association, a senior IOC official looking after LPG business in Assam said the rates offered in the new tender process are at par with the existing rates. “The period of contract has been increased to five years from three years at present.

Petrol price touches Rs 81 mark, diesel crosses Rs 73 in Delhi

New Delhi: Petrol price on Thursday touched the Rs 81 per litre mark in Delhi while diesel rates crossed Rs 73 as the potent combination of a depreciating rupee and rising crude oil rates continued to push fuel prices higher. After a day’s lull, the upward march of fuel prices resumed Thursday with petrol price being hiked by 13 paise per litre and diesel by 11 paise, according to a price notification of state-owned oil marketing companies. Petrol price in Delhi climbed to Rs 81 per litre while diesel inched up to an all-time high of Rs 73.08. Delhi has the cheapest fuel rates among all metros and most state capitals because of lower taxes. Mumbai has the highest sales tax or VAT. In Mumbai, a litre of petrol now costs Rs 88.39 and diesel is priced at Rs 77.58 per litre. Mumbai has the highest rate of VAT or sales tax in the country. According to oil companies, refinery gate price of petrol, without considering any central or state tax and dealer’s commission, is Rs 40.49 per litre. The same for diesel is Rs 44.32. Retail rates are arrived at after adding excise duty, which is charged by the Central government, commission paid to petrol pumps dealers and VAT, charged by the state governments. Dealer’s commission on petrol currently is Rs 3.34 per litre and that on diesel is Rs 2.52. While crude oil rates flirted with the USD 80 per barrel mark, the rupee has plunged against the dollar. The combination of the two makes imports costlier.

‘Crucial period’ for oil as Iran exports shrink: International Energy Agency Paris: Global oil output hit a record of 100 million barrels per day in August, but the market may tighten and prices rise as exports from Iran and Venezuela decline, the International Energy Agency said on Thursday. “We are entering a very crucial period for the oil market,” the IEA said in its latest monthly report. “Things are tightening up.” The global record came as output from the Organization of the Petroleum Exporting Countries rose to a ninemonth high of over 32 million barrels per day (mb/d). The cartel had agreed in Vienna in June to push up production in order to put a cap on soaring prices. In recent months, prices have wavered comfortably between the USD 70 and USD 80 per barrel on the Brent crude

futures contract. According to the IEA, a rebound in Libyan production, nearrecord Iraqi output and higher supply from Nigeria and OPEC kingpin Saudi Arabia have so far managed to offset the impact of shrinking production from crisis-hit Venezuela and Iran. But with the crisis in Venezuela showing no sign of abating, and with new US sanctions on Iran’s oil industry set to come into force on November 4, other producers may have to ramp up production even further if they want to limit the impact on the market. “It remains to be seen if other producers decide to increase their production. The price range for Brent of USD 70USD 80/bbl in place since April could be tested,” the IEA said.

Kunal Trivedi was found hanging from the ceiling while his wife Kavita (45) and daughter Shreen (16) were found lying on the floor in one of the bedrooms, said Naroda police inspector and investigating officer HB Vaghela. Trivedi’s mother Jayshreeben, 75, was also found unconscious in the

house when police broke open the door of their flat Avni Sky apartment on Wednesday morning after being alerted by the family’s relatives. The relatives, police say, got suspicious when their repeated calls to the Trivedis went unanswered. Investigators are trying to determine if Trivedi killed his wife and daughter before hanging himself or if the deaths are the result of a suicide pact. “The bodies have

been sent for post-mortem. And we are also waiting for the forensic science laboratory reports to reach any conclusion,” Vaghela said. Trivedi’s mother, who was admitted in a hospital, is in critical condition. The three-page suicide note was written in Hindi and addressed to Jayshreeben in which Trivedi blames “dark forces” for the tragedy, Vaghela said. “Everyone

I never drank out of my will … the dark forces took advantage of my weakness ... but mother you did not understand me … If you would have understood on the very first day then my life would have been different today … word suicide was never found in my dictionary … many a times I told you about dark forces … but you did not believe me,” Trivedi had written in the note, according to police. Trivedi also said the family wasn’t in any debt or facing any financial issues in the note, Vaghela said, adding that there was no mention of a tantric. A case of accidental deaths has been registered. According to police, Trivedi earlier worked with private sector insurance companies, but recently started his own cosmetic products business.

Kono said in a World Economic Forum meeting in Hanoi that Japan gains “value added” by accepting foreigners, especially since its aging population and low birth rate mean the country is shrinking by a half-million people a year. “We cannot sustain our society like that,” he said in response to a question during a panel discussion. “We are opening up our country. We are opening up our labour market to foreign countries. We are now trying to come up with a new work permit policy so I think everyone shall be welcome in Japan if they are willing to assimilate into Japanese society.” Japan has traditionally resisted accepting migrant workers, at times easing such restrictions but then re-imposing them during economic downturns. Rajkot : After livestock exporters moved the Gujarat High Court challenging orders of Directorate General of Shipping and Kutch district magistrate, which have stalled exports of livestock from Tuna port, the DG, Shipping, submitted to the HC that it had withdrawn permission granted to mechanised sailing vessels to ferry livestock as “two views were expressed and it was decided to err on the side of caution.” The DG, Shipping’s affidavit has only confounded the situation as it clearly mentions that there was no blanket ban on carrying livestock by sea, on any vessel registered under it, except those banned from faring in

monsoon. The affidavit filed by assistant director general of shipping, Sandeep Awasthi, does not specify the “two views” and who had expressed them but further states that decision of the DG, shipping was not directed at Livestock Exporters Association (LEA). “The decision of DG, Shipping has nothing to do with the cargo and is not directed towards Live Stock Association (sic). In fact, all vessels registered under D.G.Shipping (except sailing vessels which have been banned to sail in the monsoon period) are still allowed to carry live stock (sic) as their cargo,” it states. On Tuesday, the matter came up for hearing and was adjourned to Friday.

United Nations: More than 18 million new cases of cancer are expected this year and it is estimated that 9.6 million people will die from various forms of the disease in 2018, the UN’s International Agency for Research on Cancer (IARC) said. According to IARC, a specialised cancer agency of the World Health Organisation, the disease is a growing global health threat. One in five men and one in six women worldwide develop cancer during their lifetime, and one in eight men and one in 11 women die from it, IARC’s Global Cancer Observatory said on Wednesday in its first report since 2012. “These new figures highlight that much remains to be done to address the alarming rise in the cancer burden globally and that prevention has a key role to play,” IARC Director Christopher Wild said. “Efficient prevention and early detection policies must be implemented urgently to complement treatments in order to control this devastating disease across the world,” Wild added.

Senator Cory Booker releases new confidential records about Kavanaugh

Washington : Senator Cory Booker on Wednesday night released a new batch of committee confidential documents about Supreme Court nominee Brett Kavanaugh even after a conservative judicial group referred his earlier disclosures to the Senate Ethics Committee. The 28 new documents from Kavanaugh’s time in the White House counsel’s office during the George W. Bush administration show his involvement in judicial nominations, including for some of the more controversial judges of the era. Booker’s Republican colleagues and outside groups are criticizing the New Jersey Democrat for releasing the documents, which the Judiciary Committee is holding back on a confidential basis that makes them accessible only to senators. Last week, he released some documents that were later made public by the committee, but also others that weren’t. Wednesday’s disclosure brings the total to 75. Booker said the documents about Kavanaugh’s work “raise more serious and concerning questions” about his honesty during his testimony before the committee when he suggested he was not substantially involved in the nominations. At the same time, the conservative group Judicial Watch delivered a letter Wednesday to the Senate Ethics Committee seeking an investigation. It says Booker violated Senate rules against disclosing confidential documents and could face Senate expulsion. Booker “explicitly invited his expulsion from the Senate in his egregious violation of the rules and contempt for the rule of law and the Constitution,” said Judicial Watch President Tom Fitton. At issue has been the unprecedented process the Senate Judiciary Committee used for gathering documents on Kavanaugh, an appellate court judge who is President Donald Trump’s nominee to replace retired Justice Anthony Kennedy on the court.
