by e-pharmacies

New Delhi : The Delhi High Court on Thursday stayed the online sale of medicines by e-pharmacies since it was not permitted under the Drugs and Cosmetics Act, 1940 and the Pharmacy Act, 1948. The direction was passed by a division bench of Chief Justice Rajendra Menon and Justice V Kameswar Rao on a petition filed by Dr ZaheerAhmed, who sought a ban on “illegal” sale of drugs and medicines online. In a hearing on October 6, the court had sought responses of the Centre, the Delhi government, Central Drug Standard Control Organisation and Commissioner of Food and Drugs Administration on the petition. The court has listed the matter for further hearing on March 25 next year. Presently, there is no law that governs the e-pharmacy business in India. In the petition, Ahmed claimed that online illegal sale of medicines would lead to a drug epidemic and drug abuse. Pointing to a direction of the Drug Controller General of India to the State Drug Controllers regarding strict vigil on the online sale of medicines, the petition said lakhs of medicines were being sold through e-pharmacies in violation of the order. The petition further claimed that sale of drugs through e-pharmacies increases the risk of self-medication, sale of drugs without a prescription, as well as the sale of psychotropic substances.

Das, the banker vs Das, the bureaucrat

The appointment of Shaktikanta Das as the 25th governor of Reserve Bank of India (RBI) is both a symbol of continuity and a break from tradition. Das is the latest addition to a long line of career bureaucrats who have been appointed as central bank governors—R.N. Malhotra, S. Venkitaramanan, Y.V. Reddy and D. Subbarao, among others. This should ideally make the IAS lobby happy since it has regained a critical post that looked like slipping from its iron-like grip over important offices in the land, especially after the appointment of Raghuram Rajan and Urjit Patel as governors. In that sense, Das brings a sense of continuity to the corner office at Mint Street. A career bureaucrat is expected to provide stability and predictability to the central bank’s operations, apart from bringing an innate understanding of the government’s fiscal needs to the table and fashioning monetary policy around it without stirring up a hornet’s nest. In India, convention is fiscal leads, and monetary policy follows. Bureaucrats get this instinctively, having spent a large part of their career executing policies forged by politicians. There is another aspect to the continuity hypothesis: Das is likely to allow inflation-targeting to continue, having overseen its introduction. The choice of Das as RBI governor also represents a departure from accepted convention—at least, the practice that has been followed over the past 27 years since the beginning of economic reforms. Ever since C. Rangarajan was appointed as governor, the RBI corner office has either been occupied by a professional economist, or a career bureaucrat who had a background in theoretical economics. For example, Subbarao had a degree in physics, but later completed his doctorate in economics. Ditto for Raghuram Rajan, who had earned a PhD in economics after treading the familiar IIT-IIM route. In contrast, according to Wikipedia, Das has a master’s degree in history and has completed an advanced financial management course from IIM-Bangalore. What works in his favour is a long career in the finance ministry and the attendant ringside view of the economy and economic administration. Markets and strategists will be watching closely whether experience will be enough to make up for the deficit in technical expertise, which RBI governors are expected to marshal while designing monetary policy.

Hollywood buzz Emily Blunt on playing Mary Poppins: Julie Andrews was beautiful in the original film

los angeles : Emily Blunt loves a challenge, and in the world of movie musicals there’s no greater trial than following in the footsteps of Julie Andrews to bring one of her most iconic, and beloved, roles to the screen for the first time in over half a century. The 35-year-old British actress has always been drawn to roles that scare her, and it’s proven to be a good strategy. Some of her most memorable parts have been those “impossible” ones, like stealing scenes from Meryl Streep in The Devil Wears Prada and doing stunts with Tom Cruise in The Edge of Tomorrow. There’s no one type of Emily Blunt role, but some roles seem like they could only be for her, and for director and choreographer Rob Marshall, the practically perfect nanny was one of them. When he signed on for Mary Poppins Returns, which would be a sequel to the 1964 classic, hers was the first name he thought of. “It was the quickest, fastest idea. I knew in one second who it was,” said Marshall. “She had all the requirements.”

international Nikki says Trump’s ‘unpredictable’ nature helped her get job done at UN

Washington : Indian-American Nikki Haley, the outgoing US ambassador to the UN, has said she used President Donald Trump’s “rhetoric” and “unpredictable” nature to get the job done at the world body. In October, Haley announced that she was leaving the post by the end of the year. Haley has served nearly two years in the post. Although some have speculated that Haley, 46, may challenge Trump in the 2020 presidential election, but she has said that she will support the president. “He (Trump) would ratchet up the rhetoric, and then I’d go back to the ambassadors and say: ‘You know, he’s pretty upset. I can’t promise you what he’s going to do or not, but I can tell you if we do these sanctions, it will keep him from going too far,’” Haley told NBC. “I know all of it,” she said in response to a question about the president’s bombastic statements in public and on Twitter. “But I’m disciplined enough to know not to get into the drama,” she said. At the United Nations, “I was trying to get the job done,” she said. “And I got the job done by being truthful, but also by letting him be unpredictable and not showing our cards.” Haley said that she was aware that some people believe that she and Trump are not always on the same page, but she said that’s only because “our styles are very different.”

Melania Trump makes first lady history with ride in Osprey

Hampton : The White House says it’s the first time a first lady has flown in an Osprey. The tiltrotor aircraft takes off and lands vertically. Trump flew from Joint Base Anacostia-Bolling in Washington to Joint Base LangleyEustis in Hampton, Virginia, and onto the deck of the USS George HW Bush and back. She later tweeted about her “incredible flight” and visit with service members. In Virginia, Trump checked out the F-22 Raptor stealth fighter jet and addressed service members, noting

that many had recently returned from deployment. Some had responded to such natural disasters as Hurricane Michael, which devastated some Florida Panhandle communities. “I’m honored to be able to say welcome home and thank you for answering the call of duty,” she said. “I have said this before, but it’s worth repeating. We know hat we are free because you’re brave. And I speak on behalf of my husband when I tell you we are forever grateful for your service.”

Tribal Converts Will not be Donald Trump denies any ties to ex-lawyer Entitled to Benefits: Gujarat Minister Michael Cohen’s crimes

“This is absurd. The Constitution has promised us rights, it is not a favour given to us by upper caste people,” says tribal activist CK Janu.

Ahmedabad :In a shocking statement, the Minister of State for Forests and Tribal Development in the Gujarat government, Ramanlal Patkar, reportedly made a controversial remark that Hindu tribals who converted to another religion will not be entitled for the welfare schemes of the state government as per an amendment to the law. “Hindu tribals who converted to another religion will not be able to claim benefits of any of the 200-odd welfare schemes of the state government,” Patkar reportedly said. As an explanation to this statement, Patkar told Times of India “...By the new amendment, for the protection of tribal rights... the act was passed by the state assembly recently... Under the new law, non-tribals cannot claim rights as tribals under various government schemes. If they are Christian and following the Christian religion there is nothing wrong in that but one cannot claim to

be a tribal and follow Christianity. Our effort is to prevent conversions by missionaries in the name of curing their diseases.” “Under the new law, we have made rules that deputy collectors will issue certificates to tribals only if they are following Hindu tribal practices, which they are following for ages. If they have converted, they will not get benefits of any of the 211 schemes. Under the new rules, deputy collectors have to scrutinise,” he added. However, the statement has invited much wider criticism against the ministers stand and activists have questioned the stand. “This is absurd. The Constitution has promised us rights, it is not a favour given to us by upper caste people,” CK Janu, a known tribal activist from Kerala took to twitter to make her comment on the statement. “Tribals are protected under our Constitution as an ethnic minority and not as a religious minority.

Washington : US President Donald Trump on Thursday said he never told his private lawyer Michael Cohen to break the law and denied any ties to his crimes, a day after Cohen was sentenced to prison on charges that included hush money payments to women ahead of the 2016 presidential election. “Cohen was guilty on many charges unrelated to me,” Trump said in a series of Twitter posts, adding that Cohen wanted “to embarrass the president and get a much-

reduced prison sentence, which he did.” Cohen, who once said he would “take a bullet for Trump,” was sentenced in New York on Wednesday to three years in prison after pleading guilty to orchestrating the payments that were part of the “dirty deeds” he did at the behest of Trump. Federal prosecutors said Trump ordered the payouts to protect his campaign from allegations of sexual affairs with an adult film actress and a Playboy model. Trump faces growing

political and legal risks from a monthslong investigation into the payments by US prosecutors, which stemmed from the larger continuing federal probe into alleged Russian interference in the election and possible collusion by Trump’s campaign. Justice Department policy is not to indict a sitting president but some legal experts have said Trump could be charged after leaving office. Democrats and other critics also have raised the issue of impeachment by Congress.
