New Delhi: President Ram Nath Kovind on Tuesday asserted that contentious issues and extraneous debates should not be allowed to distract us at a “pivotal moment” when the country is at the cusp of achieving many long-awaited goals. In his televised address to the nation on the eve of India’s 72nd Independence Day, Kovind recalled Mahatma Gandhi’s “most noble mantra” on the power of ‘ahimsa’(nonviolence) being far greater than the power of ‘himsa’ (violence), remarks that come against the backdrop of incidents of lynching and mob violence in some parts of the country. “The power to stay your hand is far greater than the power to strike with your hand and ‘himsa’ has no place in the society”. Touching upon a range of issues, the President also said women

were entitled to a life of their choice and security to fulfil their potential, amid concerns over their privacy and safety. “We are at a juncture in our history that is very different from any period we have so far experienced. We are at the cusp of achieving many of our long-awaited goals. Universal access to electricity, the elimination of open defecation, the elimination of homelessness, the very elimination of extreme poverty is achievable and attainable. We are at a pivotal moment. Simultaneous polls impossible without legal framework: EC amid BJP push

New Delhi: Simultaneous elections are not possible without a legal framework as any extension or curtailment of the term of assemblies will require a constitutional amendment, Chief Election Commissioner OP Rawat said on Tuesday, a day after the BJP made a fresh push to hold Lok Sabha and assembly elections together. Pointing at the need for a legal framework, Rawat ruled out holding simultaneous elections any time soon. “If the term of some state assemblies needs to be curtailed or extended, then a constitutional amendment will be required... Logistics arrangements with regard to 100 per cent availability of VVPATs (voter-verifiable paper trail machines) will be a constraint,” the CEC told reporters. “On the issue of ‘one nation one poll’, the Election Commission had given inputs and suggestions in 2015 itself... Quoting some media reports on the Congress president’s interaction with journalists in Hyderabad, BJP spokesperson Sambit Patra said his comments indicated that he was an “ichchhadhari (shape-shifting) Hindu” who became ‘janeu-dhari’ (one who wears sacred thread) for political convenience.“Rahul Gandhi had recently said the Congress is a Muslim party... How fast can India really grow

Is the Indian economy hitting its speed limit a little too early in the recovery cycle? The recent signs have been ominous. The monetary policy committee said in its statement earlier this month that the output gap has virtually closed, or that the economy is growing close to its potential. It did not give an explicit estimate about what that magic number really is. However, the sharp increase in core inflation in recent months is one indication that the output gap has narrowed to a sliver. Even the decline in headline inflation in July was driven by food prices rather than core inflation. Capacity utilization is also climbing for the first time in several years, if one goes by the enterprise surveys conducted by the Indian central bank. The International Monetary Fund (IMF) has provided an estimate in its recent annual health check-up of the Indian economy. The multilateral lender has used several statistical filters to conclude that India’s potential growth was 7.3% in fiscal year 2018. It adds that potential growth is likely to increase to 7.75% in the coming years, as the recent economic reforms make an impact. The medium-term estimate of potential growth will be revisited once government statisticians release a longer gross domestic product (GDP) series under the new methodology in November. “There remains considerable scope for potential output to increase even further—above 8 percent—though important additional reforms in the areas of land and labour, which could generate a rebound in investment, would be needed, along with simplifying and streamlining the GST (goods and services tax). To date, progress on such reforms has been limited and weak credit growth is holding back investment growth,” the IMF added. Textbook neoclassical growth theory tells us that economic growth depends on three ingredients—increase in capital stock, increase in the labour force and productivity growth. The increase in capital stock—aka investment— has been muted in recent years because of excess capacity as well as the twin balance sheet problem. There are now some signs that the investment cycle is turning, a possibility on which this column had stuck its neck out in April 2017. The point here is that a robust recovery in investment activity will be needed if India’s ability to grow rapidly without breaching the inflation target is to be a reality. The IMF economists say that the recent uptick in potential growth despite the investment slowdown has been driven by productivity gains. They have not provided a detailed analysis of why productivity growth has emerged as the most important driver of economic growth over the past few years.

What action has been taken in cases of child sexual abuse, SC asks Centre

New Delhi: The Supreme Court on Tuesday expressed concern over sexual abuse of children living in shelter homes across the country and asked the Centre what action

was being taken in the cases of 1,575 minor victims.A bench headed by Madan B Lokur referred to the data placed before it by the Centre and observed that 1,575 children,

including 286 boys, have been sexually or physically abused in the shelter homes in different parts of the country.Additional Solicitor General Pinky Anand, appearing for the Centre, told the bench that also comprised Justices S Abdul Nazeer and Deepak Gupta, that the government has informed the states about the abuse of 1,575 children last year itself. “1,575 boys and girls are victims of sexual and physical abuse. What have you done about it? Which are the shelter homes where they are kept? What action the states have taken on this,” the bench asked the ASG.The ASG told the bench that she would get instruction on this issue and get back to the court. Senior advocate Ranjit Kumar, appearing for Bihar government, told the bench that they have no objection if the social audit report of shelter homes in the state prepared by the Tata Institute of Social Sciences (TISS) was made public. The bench directed the Bihar government to make the report public.

Tunis: Tunisia’s President Beji Caid Essebsi on Monday announced plans to submit a draft bill to parliament equalising inheritance rights between men and women. “I propose to make equal inheritance a law,” he said in a televised speech on Tunisia’s Women’s Day.The text of the bill will be presented to lawmakers after the end of the parliamentary recess in October, he said. The proposal to equalise inheritance is among the most hotly debated of a raft of proposed social reforms, guided by a commission the president set up a year ago.The commission suggested inheritance should by default be shared equally among male and female heirs. Protests at funeral for Yemeni children killed in Saudi-US coalition strike

Saada: Thousands of Yemenis vented anger against Riyadh and Washington on Monday as they took part in a mass funeral for children killed in an air strike by the Saudi-led coalition.At least 29 children were among those killed in the air raid Thursday on a bus in a crowded market in Dahyan, Saada province, according to the International Committee of the Red Cross. The mass funeral was held in Saada city, a stronghold of the Iran-backed Huthi rebels, with images broadcast by the rebels’ Al-Masirah television.Around 50 vehicles brought coffins into a large square in the city.The coffins were covered with green drapes and portraits of the victims were lined up on the ground, where relatives cried over them and the Islamic prayer for the dead was recited.

Ahmedabad : The leader of opposition in the Gujarat State Assembly and firebrand Congress leader Paresh Dhanani had to apologise to state agriculture minister RC Faldu yesterday after he alleged that Faldu was involved in a multi-crore groundnut procurement scam through a farmers’ cooperative society in the Rajkot region. The Congress has been on the backfoot in Gujarat despite giving stiff competition to the Bharatiya Janata Party in the State Assembly polls last December when it won 80 seats and reduced BJP’s tally to 99. The scam has brought to light how an agriculture commodity sold on the

minimum support price can be manipulated by racketeers to make money. Nearly two dozen people, including many farmers, have been arrested in the scam. The issue provided Congress with the opportunity to corner the BJP on charges of corruption but Dhanani went overboard and alleged that the scam had Faldu’s blessings. Both have been competitors for the support of the Patel community in Saurashtra. Faldu, who is a former State BJP president and enjoys a relatively clean image hit back threatening legal action against Dhanani. The result was that he had to retract his allegation.

RAJKOT: Three people, including a father-son duo, were killed and two others injured in a clash between two groups over a land dispute in Gujarat’s Morbi district, police said today. Twelve people have been arrested in connection with the incident, they said. A group, led by one Dhanji Dabhi and his accomplices, attacked members of another group late last night with sharp weapons on Leelapur Road, around 90 km from Rajkot, Morbi taluka’s police sub-inspector S A Gohil said. Three members of the other group were

seriously injured in the attack, he said. “They were rushed to the Morbi Civil Hospital where doctors declared them dead,” he said. The people killed in the incident were identified as Dilawarkhan Pathan (55), his son Momin (30) and nephew Afzal (22). Two members of the group led by Dhabi were also injured in the clash and admitted to hospital, he said. “Based on a complaint filed by a relative of the people killed in the incident, the police arrested 12 people of the Satwara community, who were named in the FIR,” Mr Gohil said.

Washington: US President Donald Trump signed a USD 716 billion defence policy bill on Monday that authorises military spending and includes watered-down controls on US government contracts with China’s ZTE Corp and Huawei Technologies Co Ltd.Trump signed the law at the US Army’s Fort Drum base in upstate New York on his way back to Washington after a 12-day working vacation at his golf club in New Jersey. The bill was named for one of Trump’s political critics, the ailing US Senator John McCain of Arizona, but he did not mention McCain’s name. McCain said in a statement he was “humbled” the bill was named after him, adding that it will address “a growing array of threats.”Trump later made a reference to McCain at a political fundraiser in Utica, New York, knocking him - as Trump does repeatedly - for voting against a bill to repeal parts of President Barack Obama’s signature healthcare reform law last year. Even though Trump said the bill “is the most significant investment in our military and our war-fighters in modern history,” Obama’s first three defence budgets were larger, when adjusted for inflation, according to Todd Harrison at the Washington-based Center for Strategic and International Studies.Weak on ChinaSome lawmakers wanted to use the bill to reinstate tough sanctions on ZTE to punish the company for illegally shipping products to Iran and North Korea, but the restrictions included in the final National Defense Authorization Act, or NDAA, that passed Congress were weaker than earlier versions of the bill.
