Indian retaliatory action along LoC in Kashmir’s Poonch kills 7 Pak soldiers

Jammu: The Indian Army, on Monday, carried out a “retaliatory action” against Pakistani troops, killing seven of their soldiers and injuring four others others along the Line of Control (LoC) in Jammu and Kashmir’s Poonch district. The action comes after an Indian solider was killed in Pakistani firing along the LoC in Jammu and Kashmir’s Rajouri district on Saturday. “Army has carried out retaliation against Pakistani troops across Jaglote area along the LoC in Mendhar sector of Poonch district”, a senior Army officer told PTI. “In the retaliatory action, there were seven fatal causalities to Pakistani troops and four others injured,” he said. The action at the LoC coincides with Army Chief General Bipin Rawat saying today his force will not let anti-India activities succeed at any cost in Jammu and Kashmir and warned of stronger reaction against Pakistan-supported terrorism.

Mumbai: Andhra Pradesh will become the first state in India to target people who purchase sex in brothels as part of a crackdown on the sexual slavery of women and children, authorities said. India has strict laws against human trafficking, sexual abuse and operating brothels. Pimps, brothel managers and traffickers are often prosecuted. Yet, those who buy sex from people forced to work in brothels, including children, rarely face charges. That needs to change, authorities say. “People who purchase sex go scot free,” said H. Arun Kumar, the state government’s commissioner for women’s development and child welfare. Andhra Pradesh last week appointed a panel of legal experts and campaigners to study anti-trafficking laws that could be applied to buyers of sex, and to make recommendations within 60 days.

New Delhi: Amid a virtual rift between the Chief Justice Dipak Misra and four seniormost judges over assignment of important cases, the Supreme Court on Monday announced the composition of a 5-judge constitution bench headed by the CJI, which does not include them. None of the four judges -- Justices J Chelameswar, Ranjan Gogoi, M B Lokur and Kurian Joseph, feature in the list of members of the 5-judge constitution bench. As per official information, the 5-judge bench, comprising Chief Justice Dipak Misra, Justice A K Sikri, Justice A M Khanwilkar, Justice D Y Chandrachud and

Justice Ashok Bhushan, will commence the hearing on a range of crucial matters from January 17. Meanwhile, court sources said it was not confirmed whether the CJI on Monday met the four judges who had hurled accusations against him at their controversial press conference on January 12. As per the list of business for Tuesday, the 5-judge bench will hear major cases such as those challenging the constitutional validity of the Aadhaar Act and its 2013 judgement re-criminalising gay sex between consenting adults. The same combination of judges had in 2017 heard various

constitution bench matters from October 10, including the power tussle between the Centre and the Delhi government over administrative jurisdiction and a matter relating to passive euthanasia. This bench would also hear the contentious issue of the ban on the entry of women between 10 and 50 years of age in Kerala’s Sabarimala temple and resume hearing a legal query on whether a Parsi woman would lose her religious identity if she marries a man from a different religion. Another contentious matter relates to the challenge to the validity of a penal law on adultery.

For users’ security: UIDAI to introduce face authentication for Aadhaar New Delhi: The Unique Identification Authority of India (UIDAI), on Monday, allowed face recognition as additional means of Aadhaar authentication to be used in combination with existing ways such as fingerprint or iris scan. The move will enable easy authentication for those individuals who face a difficulty in other biometric authentication like fingerprint and iris. The facility is being allowed only in a “fusion mode” that is along with other existing means of authentication, and will be available by July 1, 2018, an official release said. “This facility is going to help in inclusive authentication of those who are not able to biometrically authenticate due to their worn out fingerprints, old age or hard work conditions,” the UIDAI said.

T he slugfest over Modi hugging Israeli PM Netanyahu shows that the gutter politics that sunk to the ugliest levels during the Gujarat assembly elections is showing no signs of abating. The Congress mocking Modi when the Israeli leader’s visit has just begun is most uncharitable for someone who is in this country as a state guest. The party put up a video on Twitter showing Modi hugging several leaders of foreign governments. “With Israel PM Benjamin Netanyahu visiting India, we look forward to more #hugplomacy,” the Congress said. If the idea was to hurt Modi and his hug diplomacy, the party could have spared Netanyahu, who was making a great show of his India trip with his wife, hailing the Indian PM as a revolutionary and praising him for breaking protocol in turning up at the airport to receive the guests. Congress should have at least thought of the embarrassment it would cause to Sara Netanyahu. That the Congress social media machine has gone on an overdrive is obvious from the video, which puts together clips of Modi hugging world leaders, including US President Donald Trump, Turkish President Recep Tayyip Erdogan and former French President Francois Hollande, referring to it as ‘the Titanic hug’ with music from the famous Hollywood playing in the background. Also included is German Chancellor Angela Merkel ignoring Modi’s extended arm, describing it as ‘bromance’. To cap the insult, the video has the caption: ‘It’s official Modi is awkward.’ For a party which has ruled India for the most part, the faux pas is unpardonable. Domestic politics is one thing and denigrating the government at international fora is quite another. But this seems to be the new order with Congress politics. It was the same sentiment which prompted discredited Congressman Mani Shankar Iyer to ask his Pakistani friends to do something about the Modi government while attending a ‘dialogue’ with a Pakistani think tank first in Dubai and later in Islamabad. The now impetuous Congress president Rahul Gandhi, whose responses used to have a certain sobriety, although at times they bordered on the ludicrous, seems to have taken up from where Iyer left. In his recent trip to Bahrain, he made political speeches on a foreign land, by criticising the policies of the Modi government. BJP has come down heavily on the Congress for the senseless action, which it likened to the ‘neech aadmi’ reference, which inadvertently gave Modi an opportunity to play on the hurt Guajarati pride and take the initiative away from the party. Human Resources minister Prakash Javadekar described the tweet as showing the party’s ‘immaturity and lack of political sensibility’. Congress may, after all, have to pay a price for the indiscretion.

Mumbai A decade ago, when she made her foray into Bollywood, Sonam Kapoor would’ve never imagined coming a long way by herself. And if there’s one rule she swears by for being in the industry, it’s the fact that she’s fiercely personal about her personal life. While there are strong rumours about the fact that she will tie the knot with her rumoured beau Anand Ahuja soon, she wishes to keep mum about it. “I just feel like there’s a sanctity to your personal life, and I will never make it into a public discussion ever,” she asserts. “At least I will not be a part of it.” In an industry where actresses fear growing older, Sonam is proud to flaunt her age. Ask her how things have changed in the 10 years she’s been in the industry, and she says, “I’ve grown up a bit from the age of 21. I’m 32 now. It’s the best time of my life. I love being in my 30s!” Prod her, and she adds, “I think my late 20s were great. But the years from 26 to 32 have been an upward climb — slow and steady. It’s just been very, very enjoyable.” Still raring to take on Bollywood, Sonam’s urge to do better work is still alive, and she’s far from being content. “As an actor, you have to constantly learn and constantly evolve. The day I feel content, I will stop working. And I don’t ever want to stop working,” Sonam says, sternly. “I always want to do more films, play better characters, work on better stories. It’s always important as an

actor; I don’t think there should ever be an ending to your learning. Life should be fulfilling for you and your work should always make you to do better,” the actress, who has movies like Delhi 6, Neerja and Raanjhanaa to her name, says. And while she comes from one of Bollywood’s oldest families, she ensures that she takes the difficult path. “Money is tempting everywhere,” she starts. “But money has never driven me. I come from a very comfortable background. So, to be honest, if anybody should be making difficult choices, it should be me. If anybody who comes from a comfortable background makes easy choices, then shame on them,” says Sonam, pulling no punches. “I feel that I must (make those choices) since I’m Anil Kapoor’s daughter. It’s God’s grace and God’s gift. I shouldn’t take it for granted.” The National Award winner, however, says she exercises caution while choosing her films. “I have always been very cautious, I have been careful. I only like to work with people I enjoy working with — who are like-minded and have the same sensibility,” she says. “The stories and characters must make me a better artiste. It’s not the length of the role or playing second lead… but sometimes you get a film like Delhi 6 or Pad Man, The film isn’t about you, but the question is — what is it that you can do with the character?” Known to be quite the fashionista in the industry, Sonam says that the secret is never to crumble under the lens when it comes to dressing up. “No boy or girl should take the pressure on themselves. You should only dress up for yourself, and look good for yourself.

Here’s how climate change may transform taste of wines C limate change may cause popular wines to taste different, forcing winemakers to plant lesser-known grape varieties to counteract some of the effects of global warming. Scientists and vintners need to better understand the wide diversity of grapes and their adaptions to different climates, according to Elizabeth Wolkovich, assistant professor at Harvard University in the US. “It’s going to be very hard for many regions to continue growing the exact varieties they’ve grown in the past,” Wolkovich said. “The Old World has a huge diversity of winegrapes – there are over planted 1,000 varieties - and some of them are better adapted to hotter climates and have higher drought tolerance than the 12 varieties now making up over 80 per cent of the wine market in many countries,” she said. “We should be studying and exploring these varieties to prepare for climate change,” she added. Convincing wine producers to try different grape varieties is difficult at best, and the reason often comes down to the current concept of terroir - the notion that a wine’s flavour is a reflection of where, which and how the grapes were grown. As currently understood, only

certain traditional or existing varieties are part of each terroir, leaving little room for change. Even if winemakers were open to switching to new varieties, researchers do not have enough data to say whether other varieties would be able to adapt to climate

change. “Right now we know we have this diversity, but we have little information on how to use it,” said Ignacio Morales- Castilla, from Harvard University. “One of our other suggestions is for growers to start setting aside parts of vineyards to grow some other varieties to see which ones are working,” said Castilla, who investigates which winegrape varieties will adequately mature where under climate change. Even if researchers came to the table armed with information about grape diversity, Wolkovich said the industry still faces hurdles when it comes to making changes. In Europe, growers have more than 1,000 grape varieties to choose from, research repositories such as INRA’s Domaine de Vassal that study this diversity, and expertise in how to grow different varieties. Yet strict labelling laws have created restrictions on their ability to take advantage of this diversity. For example, just three varieties of grapes can be labelled as Champagne or four for Burgundy. Similar restrictions have been enacted in many European regions - all of which force growers to focus on a small handful of grape varieties. “The more you are locked into what you have to grow, the less room you have to adapt to climate change,” Wolkovich said.

Mumbai: The benchmark BSE Sensex rose by 251 points to close at fresh all-time high in its record setting spree for a third session on Monday as investor turned optimistic after better-than-expected macro-economic data and corporate earnings. The BSE Sensex advanced 251.12 points to end at a new peak of 34,843.51. The broader Nifty gained 60.30 points to finish at fresh record high of 10,741.55. Domestic sentiments were upbeat on positive macro data which were announced after trading hours on Friday and encouraging earnings posted by some bluechip companies coupled with a firming trend at other Asian bourses. The BSE 30-share Sensex resumed higher at 34,687.21 and advanced to touch a new all-time intra-day high of 34,963.69, surpassing its previous record of 34,638.42, clocked in Friday’s trade.

An eye on the police On December 5, 2017, Delhi High Court asked the Centre and Delhi government to finalise a scheme for a Police Complaints Authority (PCA) for the national capital by January 2018. This urgency is required because policymakers must be made to feel the pressure. While Delhi Police routinely tops the charts in the number of complaints against police personnel, residents have been denied an effective and independent body to respond to their complaints. In 2006, the Supreme Court (SC) ordered all states and Union Territories to set up PCAs as one of seven directives to usher in police accountability. A PCA is intended to be a free-standing, absolutely independent adjudicator with diverse membership, intended to act as a remedy for the public and a corrective mechanism for the police. In the court’s scheme, a PCA is envisaged as a body to address complaints filed by the public against police officials in cases ranging from custodial death, torture, illegal detention, and even land grabbing. Complaints authorities are to be set up at both the state and district levels and their recommendations should be binding. In 2012, the Delhi government with the approval of the Union Ministry of Home Affairs (MHA), extended the mandate of the existing Public Grievances Commission (PGC) in the city to respond to complaints against the police. At present, there are individuals who act “as the PCA” within the PGC. This is in violation of the court’s directive and led to a petition being filed in the Delhi High Court in 2015, seeking an independent specialised PCA. Numerous factors must be taken into account to fix the mandate and jurisdiction of

a PCA for Delhi. There are standards in place, namely the SC’s directive on the PCAs and a memo issued by the MHA directing the setting up of PCAs in the Union Territories. The MHA’s memo is in violation of the court’s directive with several gaps impeding both the independence and potential effectiveness of the agency. Delhi police is among the largest police departments in the country with a 82,000-strong force. The MHA’s memo sets up a single complaints authority for Delhi, presumably with jurisdiction over all complaints and police ranks. But a single-window PCA for Delhi simply cannot work given the scale of the metropolis and the volume of complaints against the police. These realities can best be met by one PCA at the city-level to inquire into complaints against police officers of and above the rank of deputy commissioner of police, and a complaints authority at each of the six ranges to receive complaints against police officers of and below the rank of assistant commissioner of police. At both levels, their mandates should cover both serious misconduct and lesser misconduct, properly defined and delineated. The MHA memo neglects to lay down a selection process to select the chair and members of the PCA. This contravenes the court’s prescription of an independent selection panel to shortlist candidates to avoid politicised appointments. The process has to be participatory and transparent with an independent selection panel. The only way to move away from compromised selection is to open up the process by advertising vacancies inviting applications from eligible candidates.

Police said that Kalpesh Patel (33) was riding a two-wheeler in Gojhariya village in Mehsana when the kite string slit his throat and he bled to death. In a similar incident, 38-year-old Ashwin Prajapati, who was riding a motorcycle, bled to death after his throat was slit by a kite string at Navapura village in Khambhat taluka of Anand district on Sunday, police said.

RAJKOT: Nine people died in a collision of Maruti Ecco car and Mini bus near Loriya village- 23 KM from-Bhuj of Kutch district. 4026 birds injured in Gujarat

AHMEDABAD: In the two days, the forest department has rescued and treated 4026 birds which was on the lower side as compared to last year. Of these 4026 birds, only 214 died during treatment. The city has 1935 injuries to the birds of which 139 deaths have been reporters. Several NGOs were also involved in the rescue and treatment in the state. Principal Chief conservator of Forest (Wildlife) GK Sinha said that “this year only 4026 birds have been rescued and the number was less than 2017. We have last year figure for the entire period for 2017 and this was around 8300 birds. This year the Abhiyan has reached all the talukas and reports from smaller towns or city have been received. Moreover, around 20 lakh school children have taken pledge for saving the birds. Bangkok: A top Myanmar official said on Monday that a camp to house Rohingya Muslim and Hindu refugees who return from Bangladesh will be ready by its promised deadline next week. More than 650,000 ethnic Rohingya Muslims fled to Bangladesh since Myanmar’s military launched a brutal crackdown in August following attacks on police posts by a militant group.
