Short News President Ram Nath Kovind to pay 3-day visit to Vietnam from Sunday New Delhi : President Ram Nath Kovind will pay a three-day visit to Vietnam beginning Sunday with a focus on deepening bilateral cooperation in key areas of defence and security, trade and in offshore oil exploration. Sharing details of the visit, Vietnamese Ambassador Pham Sanh Chau said Kovind will address Vietnam’s national assembly and will become the second foreign leader to achieve the rare honour after Chinese President Xi Jinping. “We are looking at further bolstering the time-tested relationship between the two strategic partners,” the envoy told reporters. Kovind’s visit comes less than a month after Communist Party General Secretary Nguyen Phu Trong became the country’s new president following the death of incumbent president Tran Dai Quang. Trong became the first leader to hold both the powerful posts since founding father Ho Chi Minh in the 1960s. Chau said both sides will aim to bolster cooperation in a number of sectors including defence and security, trade and investment, education, artificial intelligence, culture and tourism.

Hunar Haat becoming credible brand for empowerment of artisans: Mukhtar Abbas Naqvi New Delhi : The Minority Affairs Ministry’s ‘Hunar Haat’ initiative has become a “credible brand” for the empowerment of artisans and craftsmen, Union minister Mukhtar Abbas Naqvi said Thursday, lauding the programme’s contribution towards promoting rich heritage. Naqvi made the remarks while formally inaugurating “Hunar Haat” — being hosted at the India International Trade Fair at Pragati Maidan in New Delhi from November 14-27. The ministry’s ‘Hunar Haat’ initiative has empowered the master artisans and craftsmen, and proved to be an “employment exchange” for them, the minister was quoted as saying by a statement from his office.

India’s fuel demand rises 4 per cent in October New Delhi : India’s fuel demand rose by 4 per cent in October as a drop in prices propelled a rise in petrol and diesel consumption. Fuel consumption in October totalled 17.99 million tonnes (MT) as compared to 17.3 MT in the same month last year, data from the Petroleum Planning and Analysis Cell (PPAC) of the Oil Ministry showed. When fuel prices started to rise on the back of a spurt in international oil rates and depreciation in rupee value against the US dollar in August, demand marginally dipped by 0.3 per cent to 16.5 MT. In the following month, when petrol and diesel prices continued their upward trend, consumption rose by just 1 per cent to 16.51 MT. However, rates have been on the decline in October as the government cut excise duty by Rs 1.50 a litre and asked oil firms to subsidise fuel by another Re 1 a litre, which many states matched with equivalent cuts in sales tax (VAT), and international oil prices softened. In July, fuel demand had risen by 6.3 per cent to 16.99 MT, according to PPAC data. During October, petrol sales were up 4.6 per cent to 2.33 MT while diesel consumption was up 6.7 per cent to 6.98 MT. Petrol price had touched an all-time high of Rs 84 a litre in Delhi on October 4 but has since declined to Rs 77.28 per litre on Thursday.

A source in the state government told PTI that the report has made “favourable recommendations” on the demands of the Maratha community for reservation in government jobs and educational institutions, without disturbing the quota granted to Other Backward Classes (OBC). “We have received the report, which is based on the economic, social conditions of the Marathas. #MeToo hits All India Radio stations, Maneka calls for probe New Delhi : Union Minister for Woman and Child Development (WCD) Maneka Gandhi has asked the Ministry of Information and Broadcasting to probe the series of sexual harassment complaints from All India Radio (AIR) stations across the country, following a letter written last week by the All India Radio Casual Announcer and Comperes Union (AIRCACU). Several cases of alleged mishandling of sexual harassment complaints have come forward from different AIR stations in the wake of the recent #MeToo revelations. In these cases, which have occurred over the last few years, the victims — all casual women employees, some of them working for two decades — have not got any assignment since they complained. All accused are

permanent staffers — some of them were transferred, others got an all-clear. Incidentally, the Internal

Complaints Committee (ICC) in these cases comprised of permanent staffers. In its letter to Gandhi, AIRCACU pointed out that “casual Announcers/Comperes/Radio Jockeys of AIR” find it difficult to “raise voice against any kind of suppression, harassment, injustice caused by the officials, as they always work under fear of losing the job. Lucknow : VHP vicepresident Champat Rai on Wednesday said that they will soon be organising ‘Dharma Sabhas’ in four Indian cities followed by three-hour long prayer meetings at 5,000 locations across the country to demonstrate that the “sentiments of 125 crore Hindus are priority” when it comes to the Ram Temple issue. “The Dharma Sabhas will be held in Ayodhya, Nagpur and Bengaluru on November 25, while a fourth one would be held in New Delhi on December 9. The impact of World War I on India

On the morning of 26 September, 1914, the Castilia and the Mongara sailed into Marseilles. On board the British India Company ships was the Lahore Division of the British India Corps. An article in The Times, published on 2 October that year, described the scene as the units disembarked and marched up the boulevards leading away from the port amid gathered crowds: “Women presented the troops with cigarette and fruits and girls presented flowers and pinned them to tunics and turbans. The enthusiasm reached fever heat when the Ghurkhas struck up the ‘Marseillaise’... Many of the younger natives leapt… in the air waiving the Union Jack and Tricolour.” The French had reason to be enthusiastic. When the Lahore Division and the Meerut Division entered World War I, they were the first Indian soldiers ever to take part in a war in Europe. By the time they sailed out from Marseilles 14 months later, they and their compatriots—138,608 Indians in all— had helped blunt Germany’s Schlieffen Plan. Formulated by German Field Marshal Alfred von Schlieffen in 1905-06, the Plan envisaged a short war—a quick, decisive invasion and defeat of France via Belgium, forestalling the attritional war that would allow the superior strength of the probable Allied powers to be deployed. When hostilities kicked off, the British Expeditionary Force in France was a small, if seasoned, fighting force. Reinforcing it was essential; thus the deployment of the two Indian divisions. With the 100th anniversary of the Armistice last Sunday, and the inauguration of monuments to Indian soldiers in France, it is a contribution worth remembering. The broader impact of the war on India suffers from a similar lack of attention, save perhaps for the political consequences—the surge of nationalism and rise of mass civil disobedience when the Montagu-Chelmsford Reforms’ failed to deliver on the expectation of home rule that had led to popular support for the British war effort. For instance, what of the army that had fought on the Western Front, and in East Africa, Mesopotamia and the Dardanelles campaign? Used as a border pacification and defence force in peacetime, it was not structured for the kind of warfighting it had to endure. Its equipment was a generation old as a matter of policy, as David Olusoga has pointed out in The World’s War: Forgotten Soldiers of Empire. Poor strategic planning by the British didn’t help. The slaughter was immense—whether in France or during the disastrous attempt to push beyond Basra to Baghdad.

Mumbai : Filmmaker Milan Luthria has been roped in to direct the debut film of actor Suniel Shetty’s son Ahan. A tweet from the official account of Nadiadwala Grandson welcoming Luthria read: “A great journey is about to begin! Another step for Ahan Shetty’s debut, welcoming the new member Milan Luthria to the NGE Family.” Luthria is known for directing films like The Dirty Picture, Once Upon a Time in Mumbaai, Kachche Dhaage, and Baadshaho. Ahan will make his debut with the remake of Telugu hit “RX 100”, which will release in 2019. It is being bankrolled by Sajid Nadiadwala. New Delhi : Sri Lanka were hit with five penalty runs on the second day of the second test against England after match officials ruled the hosts’ batsmen breached the law governing deliberate short runs. Roshen Silva, who topscored for the hosts with 85, cut spinner Jack Leach away down to the boundary and ambled to the non-striker’s end, assuming the ball had gone for a four. Traders said sentiment turned upbeat on firm global cues as the dollar slipped further from a 16-month high, raising demand for the precious metals as a safe haven. Moreover, fresh buying by local jewellers to meet demand from retailers at domestic spot markets fuelled the uptrend, they added. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded by Rs 350 each to Rs 32,250 and Rs 32,100 per gram, respectively. It had lost Rs 250 in the previous two sessions. Sovereign gold, on the other hand, held steady at Rs 24,800 per piece of 8 gram. Tracking gold, silver ready rallied Rs 450 to Rs 37,900 per cent and weekly-based delivery by Rs 452 to Rs 36,671 per kg. The NSE Nifty also closed 40.40 points, or 0.38 per cent, higher at 10,616.70 after shuttling between 10,646.50 and 10,557.50. The appreciation in rupee, firming trend in other Asian markets and a higher opening of European equities too influenced market mood here. Traders said falling crude prices in the global market was a big boost for the economy as it lightens the country’s import bill burden, eases inflation and current account deficit concerns. Global crude oil prices have fallen by near 30 per cent to USD 65 per barrel from over USD 86 in early October.

Gujarat: 2,500 ‘non-viable’ secondary, higher secondary schools stare at closure Ahmedabad : NEARLY 2,500 ‘non-viable’ private secondary and higher secondary schools in the state are staring at a shutdown. During a survey conducted by the Gujarat Secondary and Higher Secondary Education Board (GSHSEB) recently, several schools with students ‘below a

viable number’ were identified. The survey revealed nearly 2,500 such schools, a few of which are said to not have only one student in some classes. As many as 555 schools have been identified that include those where number of students stands at a single digit figure in secondary classes. Consent for closing 120 such schools have already been received by the school

trustees. The final decision on the fate of these schools will be taken in the executive meeting of the board, scheduled on November 27. The shutting down of such schools would result in the reduction of nearly 6,800 self-financed secondary and higher secondary schools in Gujarat that are affiliated to various boards. Confirming the development, GSHSEB chairman A J Shah said that though the closure is not a compulsion but a recommendation has been given to the schools to rule out ‘unhealthy competition’ among themselves and cut down on nonviable costs. “It came to our notice that there are schools that are not feasible to operate due to very few number of students. Also, with mushrooming of private schools, there are several schools within a few kilometres. So we want to check unhealthy competition among such schools,” he said.

Gujarat: As rehabilitation gets delayed under PMAY, Sahkarnagar residents protest, give paper houses to Collector

Vadodara : Residents of Sahkarnagar in Tandalja area of the city, whose houses were demolished in 2017, on Thursday protested against the delay in allotment of houses under the Pradhan Mantri Awas Yojna (PMAY) by giving paper houses and keys to the Vadodara district collector. The residents have alleged that prior to the demolition drive in 2017, they were promised rehabilitation within 18 months of them vacating the houses. However, they said, even after 17 months there was no intimation or any word from the administration regarding the same. The residents met the collector Shalini Agarwal and urged her to intervene in the matter. “The corporation had razed the slum under its slum free city (smart city) vision and had agreed upon constructing in-situ slum rehabilitation in the area under the Pradhan Mantri Awas Yojna. All the residents had given an undertaking and vacated their houses to be rehabilitated within 18 months. However even after 17 months, no relief is in sight,” said Ashfaq Malek, from Sahkarnagar Sangharsh Samiti. In July 2017, the Vadodara Municipal Corporation (VMC) had razed 1,428 houses and 75 shops in Sahkarnagar. Prior to the demolition, in May 2017, the residents had peacefully vacated their houses.

They demanded that government revise the weight norm to 30 kilogrammes

per bag instead of the current norm of 35 kg per bag. According to FAQ norms, groundnut should have enough weight so that 35 kg of oilseed can be packed in each bag. Produce not meeting this criterion can be termed as not meeting FAQ norms and can become liable for rejection at the procurement centre. In a separate interview with NBC News, Pence said the United States would not require Pyongyang to provide a complete list of nuclear weapons and locations before the second summit but that the meeting must produce a concrete plan. “I think it will be absolutely imperative in this next summit that we come away with a plan for identifying all of the weapons in question, identifying all the development sites, allowing for inspections of the sites and the plan for dismantling nuclear weapons,” Pence said.
