Bengaluru: Raising apprehensions that Electronic Voting Machines (EVMs) could be tampered with, Karnataka Chief Minister Siddaramaiah on Friday demanded that ballot papers be used during the upcoming assembly polls in the state. The chief minister also ruled out any impact of Gujarat poll results on Karnataka, saying the issues in the state were different. Siddaramaiah said he had spoken to some experts and there were chances that the EVMs could be tampered with. “They (BJP) have the power. The Election Commission is under them. Though it is an independent constitutional body, they (central government) appoint the chief election commissioner,” he said to a query about allegations of EVM tampering. Ajinkya Rahane’s father mows down elderly woman; booked Ahmedabad: India Test vice captain Ajinkya Rahane’s father allegedly mowed down a 67-yearold woman in Maharashtra’s Kolhapur district following which he was booked by the police. The incident took place around noon yesterday on the highway in Kagal when Madhukarrao Rahane (54) was driving with his family to their hometown in the coastal Konkan region from Mumbai, a senior police official said in Mumbai. The deceased was identified as Ashabai Dadasaheb Kamble (67). Kamble, a resident of Savitrinagar in Ichalkaranji, got confused while crossing the road and stopped in between after which the car hit her, said Senior Police Inspector of Kagal Police Station Audumbar Patil. The woman was taken to a nearby hospital but she died during treatment at around 7 pm, he said.

New Delhi: The Supreme Court on Friday approved the Centre’s submissions to extend the deadline of linking Aadhaar with bank accounts and for availing various social welfare benefits to

March 31. The Constitution Bench of five judges comprising Chief Justice Dipak Misra, and Justices AK Sikri, AM Kanwilkar, DY Chandrachud and Ashok Bhusan also extended the

deadline to link Aadhaar with mobile numbers to March 31. Earlier, the deadline for Aadhaar-mobile number linking was February 6. For opening bank new bank accounts without an Aadhaar

number, the applicant needs to submit at the bank the proof that s/he has applied for the unique identification card, Justice Chandrachud, who wrote the unanimous interim order, said.

No term like ‘martyr’ or ‘shaheed’ in our lexicon: Govt

New Delhi : There is no term as “martyr” or “shaheed” in the Army or the police and instead a soldier or a policeman killed in action is called a “battle casualty” or “operations casualty” respectively, the ministries of defence and home have submitted before the Central Information Commission. The issue surfaced after an RTI applicant approached the Union home ministry seeking to know the meaning and detailed definition of word “shaheed” (martyr) according to the law and the Constitution. He also asked about the legal provisions to ensure restriction on its misuse and punishment for violation. The application was transferred to different officials of the home and defence ministries but when the applicant could not get a satisfactory response, he approached the CIC, the highest appellate body in matters relating to the Right to Information Act.

The Iron Man, as he was fondly called, was one of the prominent leaders who contributed to the independence of India and unified the country into a State. Among many other things, Patel was one of the architects of the Constitution and contributed highly to the fundamental rights stated in the legal document. On his death in 1950, the then Prime Minister Jawaharlal Nehru and other state officials paid their respects to the man through obituaries. The State mourned the death of Patel for a week and all public entertainment events were put to a halt. Here’s how the nation paid tributes to the “Iron Man” and grieved on his demise. The Parliament assembled in New Delhi an hour later to Patel’s death and the then Prime Minister Jawaharlal Nehru announced his demise to the House. Three days before his death, Patel was seen off at the Willingdon airfield, now the Safdarjung airport, to Bombay. Strenuous “hard work” and “continuous worry” was said to be one of the reasons for his travel to Bombay.

After decades, Gujarat is back to caste politics After decades, Gujarat is back to caste politics. In the 1980s, it was the first state to see violent protests against caste-based reservations after Madhavsinh Solanki introduced new quotas, first for Dalits and then OBCs. From the 1990s onwards, the rise of Hindutva politics blurred caste identities, and in the 2000s, communal polarisation further accentuated this process. In the early 2010s, a class-based sense of belongingness asserted itself at the expense of caste, evident from the way Narendra Modi promoted the notion of the “neo-middle class” in the 2012 election campaign. This idea, which referred to the emergence of a new, aspirational category has disappeared from the BJP discourse — much like the correlative concept of the “Gujarat model”. Certainly, religious polarisation remains the order of the day, as seen from the minuscule number of Muslim candidates: As in 2007 and 2012, the BJP has not nominated any in 2017, while the Congress has given tickets to only six Muslims (out of 182 candidates) — the same number as in 2007 and down one from 2012, when it had nominated seven Muslim candidates. But caste politics is back, alt ugh not necessarily in the sense one would expect. While the equation that Hardik Patel has developed with the Congress suggests that the grand old party is aligning itself with the largest dominant caste of Gujarat, the BJP has nominated more candidates from this community: Twenty-eight per cent against 24 per cent on the list of the Congress, which has nominated just a few more Patel candidates in 2017 than in 2012 (43 against 39). The BJP has distributed four less tickets to Patel candidates compared to 2012, cutting down the distribution of tickets to Patel candidates by half in South Gujarat. The Congress is not playing the Patel card as much as the election campaign and media coverage would suggest. It remains more generous to OBCs, to whom it has given 38.5 per cent of its tickets — almost twice the number in 2012. The Congress is promoting OBC representation at the expense of the upper castes, which represent only 10 per cent of its candidates, against 25 per cent in 2012. The BJP is also chasing the OBC vote, although to a lesser extent than the Congress. The latter’s number of OBC candidates has increased from 20 per cent to 30 per cent. Three castes make up for 70 per cent of the tickets distributed to OBCs: Kolis, Kshatriyas and Thakores. The BJP has favoured the first two groups more (respectively 10 per cent and 7 per cent of its candidates) while the Congress has given more space to Thakores than its rival (respectively 11.5 per cent, 7 per cent and 7 per cent of its candidates). For both parties, 61 per cent of these OBC candidates are running in rural constituencies. Ironically, observers focus on urban or semi-urban Patels when the two parties clearly consider rural OBCs as key targets. The October Lokniti-CSDS survey showed that, while both parties were credited with 43 per cent of the valid votes, the BJP came first among upper castes and Kolis, whereas the Congress was ahead of the BJP among Patels, Kshatriyas, Dalits, Adivasis and Muslims. This medley of castes looks like a remake of the KHAM coalition of the 1980s, plus some Patels.

GST Council to meet tomorrow; discuss roll out of e-way bill New Delhi: The all-powerful GST Council will meet on Saturday to discuss early implementation of e-way bill as well as ways to plug tax evasion. Headed by Finance Minister Arun Jaitley, the meeting will be held via video conferencing and deliberate on cementing gaps in the system as well as curbing evasion, sources said. The meeting assumes importance as there has been Rs 12,000 crore revenue decline in the Goods and Services Tax (GST) in October over the preceding month and tax evasion is considered one of the reasons for this, they said. This would be the 24th meeting of the Council. The last meeting was held in Guwahati in November where taxes on 178 items were slashed. In an earlier meeting, the Council had decided that e-way

bill - an electronic document generated on the GST Network portal - would be introduced in a staggered manner from January 1 and subsequently nation-wide from April 1. However, the need to review the rollout timeline stems from revenue shortfall registered last month. The GST revenue for October stood at Rs 83,346 crore, the lowest compared to the first three months since the

implementation of GST from July 1. It was significantly down from the September figure of Rs 95,131 crore. Jaitley had said on Thursday that the Council has prepared schedule with regard to e-way bill to check evasion. “I think Council has already taken decision with regard to time schedule, with regard to e-way bill itself. That will help in enhancing collection,” he had said.

New Delhi: The Finance Ministry has raised customs duty on some electronic items including television, mobile phone, projector and water heater in order to boost domestic manufacturing. As per a government notification, customs duty on television set has been increased to 15 per cent from the existing 10 per cent.Similarly, the duty on monitors and projectors has been doubled to 20 per cent, said the notification issued by Department of Revenue of the ministry. For the push button telephone or mobile, the duty has been raised to 15 per cent from nil while water heater and hair dressing instrument duty has been doubled to 20 per cent. Customs duty on some other items like electric filament and discharge lamps was also tweaked.

A bench headed by Chief Justice Dipak Misra said the pleas are dismissed. The Congress, which has been petitioning the Election Commission (EC) since July to locate around 40,000 displaced voters, has filed a fresh complaint raising doubts over impartial conduct of polls. “What kind of voter revision did the election officers do when most of us do not have updated cards. No one came to us. So, when I went to the polling station, I was told that my name was deleted during the revision,” a disappointed Manu Raval said. But, he found it strange that his wife’s name figured on the list. A handful like Raval’s wife were lucky enough to find their names on the voters’ list at polling stations in their erstwhile localities.Among them were a few residents of Kalyannagar where demolition took place in 2014. Almost 75 per cent of the 1,921 displaced families were Muslims. While most families received alternative homes in faraway areas of the city like Maneja and Tarsali, around 600 are still without their own roof. The Congress had contended that the District Election Officer had been unable to locate the 40,000 voters who were displaced in various demolition drives and not rehabilitated. On Thursday, Vadodara Congress vice president Shailesh Amin alleged that the EC had ignored their representation.

Vadodara turnout same as in 2012, polls peaceful VADODARA: A high-octane campaign coupled with dedicated drives to boost voting failed to lift spirits of voters in the 10 assembly seats of Vadodara district on Thursday. The district registered an average of 72.41% voting almost the same as it registered in the 2012 assembly polls. Five years back, the district had registered voter turnout of 72.71 %. Interestingly, voters spread in the five rural assembly seats seemed to be more enthusiastic towards elections compared to their counterparts in the five urban assembly seats. While the average voting in rural seats stood at 77.62 % that in the urban seats stood at around 67.21 %. Voting had started at snail pace across the city in the first two hours.
