Short News NGT orders reopening of Vedanta’s Sterlite Copper plant in Tamil Nadu New Delhi : A National Green Tribunal (NGT) court Saturday dismissed the Tamil Nadu government’s order to close Vedanta’s Sterlite Copper plant in Thoothukudi. The state government has decided to challenge this order in the Supreme Court. Despite noting various lapses and lack of clearances, the green tribunal allowed the plant to continue operation. It directed the Tamil Nadu Pollution Control Board (TNPCB) to issue a fresh order of renewal of consent and authorisation to handle hazardous substances. The NGT also blamed TNPCB for “sitting on clearances” and noted that copper slag is not found to be hazardous. It also noted that the TNPCB did not make effort to ask Sterlite to make physical barriers to block leakage.

AgustaWestland chopper case: Christian Michel’s CBI custody extended again New Delhi: A Delhi court on Saturday extended the CBI custody of Christian Michel, alleged middleman charge-sheeted and arrested in the Rs 3,600-crore AgustaWestland VVIP chopper deal, by four more days. The CBI had sought for 5 days extension from the court. The 57-year-old British national was produced before Special Judge Arvind Kumar. During the hearing, Michel’s counsel Rosemary Patrizi said she had represented him for almost five years in trials held across Italy and Switzerland. Patrizi also said that she has some more documents regarding the case that she wanted to submit in the court. The Patiala House Court then allowed Patrizi to speak to Michel for 10 minutes, in spite of the CBI questioning her credentials. It, however, refused to let Patrizi visit him in CBI custody.Lawyer Aljo K Joseph is representing Michel in the case.Last week, the central investigating had cited “noncooperation” on the accused’s part and sought nine-day custody. The court, however, had allowed only five. Michel is one of the three alleged middlemen, besides Guido Haschke and Carlo Gerosa, being investigated by the ED and the CBI over charges of organising bribes for Indian politicians and bureaucrats to push for the AgustaWestland deal.

CHENNAI: The Indian Army has proposed to gradually increase the intake of women in more noncombat roles such as interpreters and cyber specialists, its Chief General Bipin Rawat said on Saturday. Why Japan needs criminal-justice reform

Japan’s police recently threw the chairman of Nissan Motor Co., one of the country’s largest auto manufacturers, into a jail cell. Carlos Ghosn, a Brazilian-born executive with French and Lebanese citizenship, has been accused of falsifying financial reports and hiding $44 million of personal income. As my Bloomberg Opinion colleague Joe Nocera explains, Ghosn is unlikely to receive anything resembling justice. Officially, under Japanese law, a suspect can be held and questioned for 23 days without being charged. During this time, he can be interrogated for as long as eight hours a day with no lawyer present. Unofficially, the holding period is much longer, because after the 23 days are up, the police can just re-arrest you for an additional crime and start the clock over again—Ghosn has already been re-arrested. Eventually, like almost all suspects in Japan, he will probably be forced to sign a confession, regardless of whether he is guilty. Many will take this as a sign of Japanese xenophobia—Japan Inc. bringing down a foreigner who got too powerful. But Japan often does similar things to native-born executives. A decade ago, internet entrepreneur Takafumi Horie was sent to jail for insider trading (though he continued to assert his innocence) To some, this might sound like justice—holding corporate executives accountable for white-collar crime is good. The problem is that Japan’s justice system is focused on forcing confessions, not on determining whether a suspect is engaged in wrongdoing. This inevitably leads to miscarriages of justice. In 2008, a Japanese court reversed a lower court’s ruling and declared that three Japanese bank executives hadn’t broken the law. But their wrongful conviction had come almost a decade earlier and, by the time they were exonerated, the three were old men, their lives and careers ruined. Two other executives had already committed suicide when the bank came under investigation. Such suicides are not uncommon And most of the people unfairly imprisoned by Japan’s unfair and arbitrary justice system are not high or mighty. Most people who are intimidated (or beaten) into signing false confessions by the Japanese police are simple blue-collar citizens who were arrested and charged because the police and prosecutors needed someone to blame for a crime. Japan’s fabled 99% conviction rate isn’t anything to brag about—it’s a sign that the rule of law is sacrificed to the desire to maintain the appearance of order.

IOC to buy back shares for Rs 4,435 cr; pay Rs 6,556 crore dividend

New Delhi: State-owned Indian Oil Corp (IOC) will buy back 29.76 crore shares for about Rs 4,435 crore and spend another Rs 6,556 crore on paying an interim dividend to shareholders as the government taps cash-rich PSUs to meet its budget deficit. The board of the country’s largest oil firm on Thursday approved buyback of up to 29.76 crore equity shares, or 3.06 per cent, at Rs 149 per share, IOC said in a regulatory filing. Public credit registry better for SMEs, not spl norms: Acharya

Mumbai: The Reserve Bank prefers fundamental changes to smoothen loan flow to micro-businesses through a public credit registry, rather than doling out forbearances, deputy governor Viral Acharya Saturday said. The statement comes almost a month after the central board “advised” the monetary authority to consider a restructuring scheme for stressed standard assets of micro, small and medium enterprises borrowers up to Rs 25 crore. The advisory was issued amid pressure from government to do more to support small businesses, which have been impacted by the twin shocks of note-ban and GST introduction. The pollbound government has also been pitching for easing the prompt corrective action norms, under which the RBI has placed 11 of the 21 state-run banks, which will enable banks to lend more. “At RBI, we are quite excited about how we can solve the credit problems at the grassroots for micro entrepreneurs in a fundamental way rather than saying that when they default we will

just give them forbearance and give them another six or nine months to pay up,” he said while addressing IIT-Bombay’s annual Techfest.Acharya, an alumni of the premier engineering institute, said RBI is putting together a public credit registry that

will give banks the entire profile, including past loan details, and also regular income flows of borrowers This can make a lender more confident and also reduce the rate of interest for a borrower as the risk assessment becomes easier, Acharya said. When asked about privacy concerns of such a registry, Acharya admitted that it is a “delicate” matter and advocated an access rights design upfront rather than a lot of information being gathered by companies.

Gold slides on low demand from jewellers

New Delhi: Gold prices Saturday declined by Rs 30 to Rs 32,190 per 10 gram at the bullion market in the national capital on weak demand from local jewellers. Similarly, silver rates dropped by Rs 200 to Rs 38,400 per kg on sluggish demand from industrial units and coin makers. In the national capital, gold of 99.9 per cent and 99.5 per cent purities dropped by Rs 30 to Rs 32,190 and Rs 32,040 per 10 gram, respectively. Sovereign gold stood steady at Rs 25,000 per 8 gram. Traders said gold prices fell due to dip in wedding season demand. Globally,

gold slipped to USD 1,238.12 an ounce in New York, while silver held steady

at USD 14.57 an ounce.In the domestic market, silver ready declined by Rs 200 to Rs 38,400 per kg, while weekly-based delivery fell by Rs 76 to Rs 38,054 per kg.Besides, silver coins remained unchanged at Rs 74,000 for buying and Rs 75,000 for selling of 100 pieces.

To connect Kevadiya with the main broad-guage line, the Railways has sanctioned the work to convert 18-km Dabhoi-Chandod narrow gauge into broad gauge and extension from Chandod to Kevadia by constructing a new 32-km line.

Bullet Train Project: 5 more farmers ready to give their land, says Surat Dy Collector

Ahmedabad : Five farmers of three villages in Surat district have offered to give their land for the bullet train project, said Deputy Collector and Land Acquisition Officer J P Mayatra on Saturday. This comes two days after 27 farmers in the district offered their land for the project for a compensation of over Rs 23 crore. Among the five farmers, two are from Goja and Vaktana villages, and one from Bonanad village. They contacted the district Inspector of Land Record Department on Saturday and expressed their willingness to give away their lands, said Mayatra. A total of 7,039 sqm of land will be acquired from them. “We have collected the documents and are verifying it with our records. We have also completed spot verification of the land. On Monday, we have called the farmers in order to pay them compensation amount. The amount is commensurate with the market value of

land,” the Land Acquisition Officer told The Sunday Express. Surat District Collector Dr Dhaval Patel said, “We have completed land measurement in around 16 villages, and today (Saturday) land measurement in two more villages, Mohini and Timberva, was done.” Reacting to the development, the Gujarat unit of Khedut Samaj, which has been opposing the land acquisition, said that it was not surprised as farmers of Goja, Bonanad, Vaktana, Antroli and a few other villages had withdrawn their support from the farmers’ agitation. “We knew the government will take advantage of the situation and start giving them the compensation amount. There are 192 villages through which the bullet train will pass and farmers of a few villages of Surat, one village in Vadodara and one in Bharuch have shown their willingness to give their land for the project,” said Jayesh Patel, president of the Gujarat unit of Khedut Samaj.

Railways investing six times more in Gujarat now: Piyush Goyal Railway Minister Piyush Goyal on Saturday said that under Prime Minister Narendra Modi, the Indian Railways is investing six times more money in Gujarat than what it used to before 2014. “Before 2014, about Rs 600 crore used to be invested annually on railway projects in Gujarat. Prime Minister Modi used to be worried about increasing the railway network in Gujarat and improve services of railways. California : California’s lawsuit against a Trump administration plan to add a citizenship question to the US census appears headed for trial. US District Judge Richard Seeborg on Friday rejected the administration’s request to throw out the lawsuit. He says the state had presented

enough evidence to support its authority to challenge the plan. Seeborg says there’s a dispute over whether the question would affect the final population count. The judge says other claims in the lawsuit also need to be resolved. A trial is scheduled to start in January. The Trump
