ENGLISH DAILY MORNING REPUTED NEWS PAPER, AHMEDABAD EDITION Editor : Kapilkumar M. Hirpara

Short News Kashmir situation alarming, needs urgent steps: Jammu and Kashmir Congress Jammu : Jammu and Kashmir unit of the Congress on Sunday termed the Kashmir Valley situation as “very alarming,” requiring urgent steps by the Centre to retrieve it. “The situation in the Kashmir Valley is very alarming. There is the need for taking some urgent measures by the Central government to retrieve it, which is fast heading towards (that of) early 1990s,” Jammu and Kashmir Congress Committee president G A Mir told reporters in Jammu Sunday. Dwelling upon the rampant violence by militants and the firing from across the borders, Mir, along with his senior party colleagues, said the situation in both regions of the state has deteriorated following the unilateral ceasefire by the Centre during the holy month of Ramadan.

Arvind Kejriwal’s ‘dharna in an air conditioned room’ a ‘drama’, says Congress New Delhi : The Congress on Sunday defended its decision to not join other opposition parties in supporting Chief Minister Arvind Kejriwal over his standoff with Delhi LG Anil Baijal, calling the AAP leader’s “dharna in an airconditioned room” a “drama”, and alleging that his party does not stand for any ideology. At a press conference, Congress spokesperson Pawan Khera said it is not his party but Kejriwal who is feeling isolated and seeking support from everywhere as he is losing his credibility and vote base rapidly. He also played down the support extended to Kejriwal by four chief ministers, including heads of three regional parties, saying they would not fight the polls in Delhi and it is the AAP leader who will face the people.

Chidambaram says his take on growth rate cut has come true Chennai : Senior Congress leader P Chidambaram has said that his forecast on growth rate cut after demonetisation has come true. “A demonetisation-like grief should not befall any country,” the former Union minister said, claiming that it had been hugely “detrimental” to the Indian economy in the 21st century. “A day after demonetisation was announced, I had said in Parliament that it would lead to a cut in the growth rate by 1.5 per cent,” Chidambaram recalled. While the GDP growth rate was 8.2 per cent in 2015-16, it was 6.7 per cent in 2017-18. “My heart is aching as what I had said has come true. I am not happy that what I had said has come true,” the former Union Minister said. “I write only for this, a government should not cause grief, if it does, the people should question it,” he added. At the launch function of the Tamil version (titled Vaimaye Vellum) of his ‘Speaking Truth to Power’ on Saturday, the senior Congress leader said, “Everybody should write and speak” to end discrimination. ‘Speaking Truth to Power’ is a collection of his essays that appeared in a national daily and it was launched earlier this year by former president Pranab Mukherjee.

Cops end 45,000-strong AAP march 3 km from PM’s home New Delhi: A week after Delhi chief minister Arvind Kejriwal, and three of his ministers began a sit-in protest at the Lieutenant Governor’s Raj Niwas, the Aam Aadmi Party on Sunday staged a protest march from Mandi House here to 7 Lok Kalyan Marg, the Prime Minister’s residence. The protest march, in which CPI(M) and Left workers also took part, saw the participation of over 45,000 people, claimed AAP spokesperson Saurabh Bhardwaj. However, AAP’s march ended at Parliament Street, about 3 km from the Prime Minister’s residence, after the police stopped them. The protest march began around 4.45pm and reached the Parliament Street police station around 6pm when it was stopped at a

barricade erected by the police. The march concluded peacefully without any untoward incident amid the AAP workers and leaders lambasting Modi and Lt

Governor Anil Baijal over a host of issues including the demand of full statehood for Delhi and condemnation of IAS officers’ “strike”. Delhi police claimed that no permission was sought for the march and imposed prohibitory orders in residential areas. Five prime metro stations in the heart of Delhi were also closed in view of the protest march.

Centre decides against extending Ramzan ceasefire, counter-terror operations to resume

New Delhi : The government on Sunday decided not to extend the suspension of counter-terror operations in J&K announced at the beginning of Ramzan month despite Chief Minister Mehbooba Mufti pressing for an extension by at least two months. The Indian Express had on June 14 reported that the Home Ministry was not likely to extend the month-long ceasefire in place during Ramzan. Commending the security forces for displaying exemplary restraint during the period, Home Minister Rajnath Singh said, “While the security forces have displayed exemplary restraint during this period, the terrorists have continued with their attacks, on civilians and SFs, resulting in deaths and injuries.

Nirav Modi faces fresh FIR for using multiple Indian passports

Arvind Kejriwal’s dharna political stunt to rally together anti-BJP parties: Delhi BJP

The Delhi BJP Sunday accused Chief Minister Arvind Kejriwal of resorting to a “political stunt” in a bid to form an “anti-BJP, anti-Narendra Modi” front in the runup to the 2019 Lok Sabha election. Delhi BJP chief Manoj Tiwari also said it was “unfortunate” that the chief ministers of four states allowed themselves to be a part of the Aam Aadmi Party (AAP) supremo’s “drama”. Leader of Opposition in the Delhi Assembly Vijender Gupta, who is sitting on an indefinite hunger

strike at the chief minister’s office in the Delhi Secretariat, wrote an “open letter” to Kejriwal, asking him to look beyond “political interests” and resume work, along with his ministers. “The (press) conference held by the chief ministers of four states in your favour ends all doubts of your dharna being nothing more than a political stunt to rally together an anti-BJP, antiModi front before the elections next year,” Gupta wrote in the letter.

New Delhi : Agencies probing the alleged USD 2-billion PNB fraud have detected that absconding diamond merchant Nirav Modi possessed at least halfa-dozen Indian passports and a fresh FIR is being mulled against him for this offence, officials said Sunday. Modi has been traced to Belgium by Indian intelligence agencies and his frequent travels, despite the revocation of

NITI Aayog meeting: Amid demands by some states to review the 15th Finance Commission’s terms of reference, Modi requested the chief ministers present to pitch in “fresh ideas” for incentivising outcome based allocations and expenditure correction.

Achieving doubling digit growth rate, holding simultaneous polls; here’s all that PM Modi discussed New Delhi : Several important measures must be adopted in order to turn the economic growth rate to double-digits, Prime Minister Narendra Modi said while chairing the crucial fourth meeting of NITI Aayog with as many as 23 chief ministers on Sunday. While delivering the opening remarks at the fourth meeting of the NITI Aayog Governing Council, the PM said that the world expects India to become a USD 5 trillion economy soon and with a healthy growth rate of 7.7 per cent in the fourth quarter of the 2017-18 financial year, more measures must be taken to achieve the double digits. The PM lauded the CMs for playing a key role in policy formulation, through subgroups and committees on various issues such as Swachh Bharat

Mission, Digital Transactions and Skill Development. The recommendations of these subgroups have been incorporated by various ministries of the Union government, he said. The PM assured the CMs of flood-affected areas, of all possible central assistance

to deal with the situation. He said India has no shortage of capabilities, capacities and resources and in the current financial year, states would be allocated over Rs 11 lakh crore from the Centre, an increase of about Rs 6 lakh crore from the last year of the previous government.

Young Rifleman Aurangzeb laid to rest amid anti-Pak slogans in Poonch Poonch : Amid pro-India and anti-Pakistan slogans, Rifleman Aurangzeb, killed by terrorists after abduction from south Kashmir’s Shopian district last Wednesday, was laid to rest in native Salani hamlet in the border district of Poonch. Salani is a hamlet mainly comprising of soldiers serving or who have served in Indian armed forces. The coffin, in which Aurangzeb’s body lay, was wrapped in Tricolour and was carried by Army jawans and officers on their shoulders who trekked a serpentine path in the mountainous belt for over half an hour to reach his native village from a nearby road last evening. Earlier, the body was flown in a helicopter to Sagra helipad. As the valiant soldier’s last journey continued, thousands joined along on the route while several thousand more thronged the hamlet to pay tributes. A pall of gloom descended on the remote hamlet, where people demanded that Army avenge the killing. Amid anger and tears, Aurangzeb’s body

was laid to rest on Eid. “We want the government and the Army to take revenge from militants. Those involved in his killing should be eliminated with 72 hours. I urge PM Narendra Modi to take stern action and not show weakness with regard to Kashmir and cleanup all those bad people,” Aurangzeb’s father Mohammad Hanief said. They abducted my son unarmed when he was coming home to celebrate Eid, the grief-stricken father said. “I regret only one thing that he was unarmed. They are cowards. Had they fought him when he would have been armed, they should have known the difference between cowardice and valour,” he said. Calling for raising tricolours in every nook and corner of Kashmir by undertaking an operation to eliminate all terrorists, Hanief said he and his son were ready to sacrifice their lives for the nation. He blamed political leaders of Kashmir for the present situation in valley and said they were responsible for the deaths of soldiers to “reap political benefits”.

his passport, have led the sleuths to unearth that of the six passports he held, two were active for quite some time. The four other passports were found to be not active, sources said. Of the two active passports, one had Modi’s full name while the other only had his first name with a 40-month UK visa issued against it and that is probably how he kept travelling to various countries.

Farm income not improving, loan waiver regressive, says Nitish Kumar

New Delhi : Bihar Chief Minister Nitish Kumar on Sunday said farm income is showing no signs of improvement even as he criticised farm loan waiver as a “regressive step” and found fault with the central government’s crop insurance scheme. Speaking at the fourth meeting of the Niti Aayog’s governing council, he sought replacing the practice of cooking foods under the Mid Day Meal scheme with direct benefit transfer. Kumar said farmers were not getting remunerative price for their produce and “farm income is showing no signs of improvement” which was a “major challenge” for the government.

Modi govt will have to do a lot more to win over Muslims: Mukhtar Abbas Naqvi

Rahul Gandhi takes a dig at PM Modi over promise of hospital in Odisha New Delhi : Congress President Rahul Gandhi on Sunday hit out at Prime Minister Narendra Modi alleging that he had failed to keep his promise of establishing a multispecialty hospital in Rourkela in Odisha, and said the Congress would implement the project. He said Odisha-resident Muktikant Biswal walked 1,350 km to Delhi to remind Prime

Minister Modi of his poll promise. “The PM promised Rourkela a multi-specialty hospital three years ago. Now, Muktikant Biswal has walked 1,300 Km to Delhi because the PM hasn’t kept his promise & people are dying. I assure Mr Biswal: the people of India & the Congress party will keep the PM’s promise for him,” he said on Twitter, tagging a news report on Biswal.

New Delhi : Asserting that minds of Muslims “have been poisoned over the last 70 years”, Union Minister for Minorities Affairs Mukhtar Abbas Naqvi on Sunday said that the Modi government would have to do a lot more to gain their confidence. He added that the government would remind Muslims of the schemes it started for their development and the efforts it made against ‘triple talaq’ during the campaigning for the

2019 elections. “We have to do a lot more to gain the confidence of Muslims because their minds have been poisoned over the last 70 years. But, the good thing is that the new generation, the women are evaluating the BJP on its merits and demerits. This is a very positive development,” Naqvi, who had recently hosted an Iftar party for Muslim women, told news agancy. A few victims of ‘triple talaq’ had attended Naqvi’s Iftar party.

Modi must handle Kejriwal with tact

It all began as a side play to the fourth meeting of the governing council of Niti Aayog, but developed into a mini-conclave of the Opposition parties, which even overshadowed the main event. Meanwhile, there was more drama in store in the standoff between Kejriwal’s government and the Lt Governor, with the AAP, backed by Opposition parties, attempting to take out a rally to PMO, which was stopped by the Delhi Police, and IAS officials taking an unprecedented step of calling a press conference to deny they are on strike. Nearly half a dozen Metro stations in the neighbourhood of PMO were closed to prevent buildup of crowd. The four CMs Bengal’s Mamata Banerjee, Andhra Pradesh’s Chandrababu Naidu, Pinarayi Vijayan of Kerala and Karnataka’s HD Kumaraswamy who were in Delhi to participate in the Niti Aayog event, converted the occasion into an Opposition conclave as a follow-up of the unity show in Bangalore, but there were discordant notes as Congress kept a distance, even questioning the propriety of the chief ministers backing Kejriwal’s cause. It showed the kind of hurdles that lie ahead for the parties to put up a united fight against Modi in 2019. Mamata Banerjee, who seemed to have voluntarily taken up the mantle of leading the CMs, told newspersons that they have requested the Prime Minister to resolve the problem of the Delhi government ‘immediately’. She described the situation as a constitutional crisis arising out of the confrontational attitude of the Centre. The four CMs had also called on the wife of the Delhi CM, who has expressed concern about the health of her husband. From their own perspective, the BJP, and to some extent Congress, may be right in questioning the wisdom of using the official Niti Aayog event to play politics and buttress their respective positions on CentreState relations and the federal structure. But as long as politics influences the relationship between the Centre and the States, which by all means has constitutional sanctity, playing politics becomes integral to the whole issue. For instance, the tussle between Arvind Kejriwal and Lt Governor Anil Baijal cannot be classified as merely procedural. There are deep-rooted political approaches involved in the genesis and evolution of the confrontation. The protest by Arvind Kejriwal and his cabinet colleagues, which so far remained in the realm of trademark comedy, has provided the raison d’être for the Opposition parties to build on their unity efforts. Unless the Modi government handles the situation with tact and a sense of accommodation, it has the potential to turn public opinion against what could be presented as Modi’s highhandedness.

Focus is on fitness to win medal at Asian Games, says Kidambi Srikanth

Mumbai: The defence of four Super Series titles this season is not bothering Kidambi Srikanth as the ace shuttler is focussed on staying injury-free and winning a gold medal at the upcoming Asian Games. “The biggest challenge for me these days is to maintain my fitness. Dinesh Chandimal pleads not guilty to ball-tampering charge

Roger Federer returns to No.1 ranking with 98th title in Stuttgart Stuttgart : Roger Federer celebrated returning to the top of the world rankings by defeating Milos Raonic in the final of the Stuttgart Open on Sunday and lifting the 98th tourlevel title of his garlanded career. The 36-year-old, who by reaching the final had already guaranteed his return to world No.1, supplanting Rafael Nadal when the new rankings are released on Monday, continued his domination over the Canadian with a 6-4 7-6(3) victory. Federer’s 78-minute win, sealing his first Stuttgart triumph, was the perfect tonic for the Swiss in the build-up to defending his Wimbledon crown, having extended his unbeaten 12-month sequence in grasscourt matches to 16. “It’s a great

comeback for me,” said Federer, who was playing his first tournament after an 11-week break, having sidestepped the entire claycourt season. “I’m really happy. I thought it was a good final from my side. I think I played very well throughout the tournament, actually, having not played for a while. “Maybe I was a little bit better on the bigger points. Of course I’m so happy to have won here, finally, in Stuttgart.” Federer, who beat Raonic en route to winning Wimbledon last year, broke his opponent’s powerful serve just once in the third game — but that was a major feat in itself as the Canadian had entered the final having won all 41 of his service games.

Mumbai: Sri Lanka captain Dinesh Chandimal has pleaded not guilty to ICC’s charges of attempting to alter the condition of the ball during the second Test against West Indies in St Lucia. Chandimal will now have to face a hearing by match referee Javagal Srinath after the Test match comes to an end on Monday. Earlier, the Lankan captain was charged for breaching Level 2.2.9 of the ICC Code of Conduct that pertains to changing the condition of the ball. If found guilty, Chandimal can face a ban upto one Test match. The charges were levelled by on-field umpires Ian Gould, Aleem Dar and third umpire Richard Kettleborough on Saturday. It was based on the footage obtained from Friday’s final

session of play which reportedly showed Chandimal using sweets to change the condition of the ball, the umpires took the call. In a statement released the ICC said, “The officials laid the charge after television footage from the final session’s play on Friday appeared to show the Sri Lanka captain taking sweets out from his left pocket and putting these in his mouth, before applying the artificial substance to the ball which the umpires viewed as an attempt to change its condition.” However, Sri Lanka Cricket (SLC) denied any sort of wrongdoing and in their release categorically stated- “The team management has informed us that Sri Lankan players have not engaged in any wrongdoing.

Spain won two penalty corners within the first five minutes to put pressure on the away team. But the Indian team was up to the task and kept out the two tries from the world no 11 side. Spain looked in prime form during the opening 20 minutes of the match, which saw them score twice. After the early setback, it was India’s turn

The pressure paid off for the visitors in the 22nd minute when Udita found the back of the net after linking up with her teammates to score a field-goal. Big pharmaceutical companies face action for marketing unapproved drugs NEW DELHI: The Centre is trying to plug a legal loophole that allows major drug manufacturers to sell and market products, such as emergency contraceptives and anti-obesity and fertility formulations, which haven’t undergone clinical trials to establish their risk and efficacy. The amendments to the Drugs and Cosmetics Act will be intended to ensure that companies are responsible for quality of the product if their name is on the label after leading pharmaceutical firms were found selling unapproved new medicines. Some of these drugs are not approved for human use anywhere in the world. The Union health ministry and Drugs Controller General of India (DCGI) raided as many as 15 facilities in the last three months and have issued show

cause notices to companies, including Wockhardt, Intas, Macleods and others for violations. The DCGI probe revealed most of these drugs were made by small contract manufacturers in Uttarakhand, Himachal Pradesh, Sikkim and Daman. The more reputed and recognisable firms were marketing the drugs under their label across the country. “We have filed an FIR and investigations are going on. We have issued show cause notices to all the companies involved in manufacturing as well as marketing such drugs. Once the investigation is over, we will initiate prosecution against those found guilty,” an official told news agancy. Email queries sent to the companies concerned on Friday did not elicit any response till Saturday evening.

The buyback price is 14% premium to TCS’ Friday closing price of Rs 1,841 on the BSE. Aimed at distributing excess cash to shareholders, the company will repurchase 7.6 crore shares, representing about 2% of its equity capital, on a proportionate basis. The biggest beneficiary of this share buyback scheme will be TCS’ parent Tata Sons. Based on its 72% stake in the IT services behemoth, the parent will get Rs 11,502 crore from participating in the programme. The money will give Chandrasekaran

additional resources to strengthen Tata Sons’ balance sheet, raise holdings in group companies, retire debt of the telecom business and finance buyouts like Bhushan Steel and Bhushan Power. TCS had cash and investments of Rs 79,755 crore on its books as on March 31, 2018.

If the company spends the entire Rs 16,000 crore on the share repurchase programme, its cash would come down to Rs 63,755 crore. Early this month, TCS chief Rajesh Gopinathan had said that the company’s plan is to return at least 80% of its free reserves to shareholders every year.

Instead of maximising returns on cash and investments, its strategy would be to distribute surplus money to shareholders, Gopinathan had said. Last year too, the company had spent a similar amount of Rs 16,000 crore on share buyback. Investors have been turning the heat on large IT companies to return excess cash to shareholders as they shy away from making big-ticket acquisitions and instead sit on huge cash piles. In 2017, four IT companies, including Infosys and Wipro, spent Rs 43,500 crore on share buybacks. Buyback is a tax-efficient means of returning cash to shareholders as compared to giving dividends. It also helps in improving earnings per share and boosts the price of the stock during sluggish market conditions.

dragged her shot wide of the post. The third quarter was a crucial one in context of the match, and Spain’s attackers made sure that they stamped their authority by increasing their lead. The certificate will be handed to them,” an official source told . Idea and Vodafone have decided to combine their operations to create the country’s largest telecom operator worth over USD 23 billion (or over Rs 1.5 lakh crore), with a 35 per cent market share and a subscriber base of around 430 million. The proposed merger is expected to give breather to both debt-ridden firms Idea and Vodafone, from cut-throat competition in the market where margins have hit

rock bottom with free voice calls. The combined debt of both the companies is estimated to be around Rs 1.15 lakh crore. “The merger will be taken on-record after Idea furnishes required bank guarantee and gives undertaking of owning the liabilities of Vodafone India that may arise in future,” the source said. The Department of Telecom (DoT) will seek a bank guarantee of around Rs 2,100 crore pertaining to one-time spectrum fee of Idea Cellular and undertaking that the resultant will clear dues pertaining to one-time spectrum fee and other sub-judice matter in accordance with the court’s order. Idea will be asked to replace one-year bank guarantee of Vodafone India submitted for deferred spectrum payment.

Finally, GST railway crossing Walled City soaks in Eid festivities inaugurated in Ranip

AHMEDABAD: Finally, the GST railway crossing in Ranip area was inaugurated on Friday. Moreover, the Ashram Road area — which frequently reports cave-ins because of old drainage lines — will undergo renovation using trenchless technology. The flyover connecting Ranip to New Ranip at the GST Railway crossing was cleared by the AMC in 2012. The civic body had proposed a flyover across the Sabarmati-Chandkheda railway line at a cost of around Rs 18.30 crore. However, for the past four years, work did not progress as

the railways had to give nearly 5,000 square yards of its land. The railways was not willing to sell its land to the AMC. Later, in lieu of the 5,000 square yards of land, the AMC gave nearly 11,000 square yards of land near Ranip Garden to the railways. Construction began thereafter. As for the Ashram Road, a Rs 6.5 crore project for replacing old pipelines has been inaugurated. The trenchless technology to be employed here is common in Europe. Pipelines along the Ashram Road will be replaced without digging up the upper layer.

Festivities had begun from the early hours of Saturday as markets in the Walled City areas and parts of Vatva and Juhapura remained open till late for lastminute shopping. Many households savoured special ‘sevaiyan’ (vermicelli) with friends and family. international South Korea, US to announce suspension of major military drills this week: report

Seoul : South Korea and the United States are expected to announce the suspension of “large-scale” military drills this week, with the provision that they would restart if North Korea failed to keep its promise to denuclearise, news agency Yonhap said on Sunday. Citing an unnamed government source, the South Korean news agency said the suspension was likely to affect only major joint exercises, not more routine military training. US President Donald Trump surprised officials in Seoul and Washington when he pledged to end “war games” after his summit with North Korean leader Kim Jong Un in Singapore last week. Immediately after the announcement, US forces in Korea said they had received no guidance on stopping any drills, and South Korean officials said they were trying to figure out which exercises Trump was referring to. However, in a sign Seoul may be open to suspending drills, South Korean President Moon Jae-in said on Thursday his government would need to be flexible when it came to applying military pressure on North Korea if it was sincere about denuclearisation.

UK interior minister says he was victim of moped theft, pledges police action GANDHINAGAR: The Gujarat government’s archaeology & museum department — which itself is in dire need of conservation — has planned to replicate the government of India’s new ‘Heritage Mitra’ scheme. Under the scheme, the department will hand over conservation and maintenance of monuments to private entities. The Gujarat government has planned a new policy under which it will invite corporate houses, farming and milk-cooperative societies, and interested individuals to adopt heritage sites on the Gujarat list of archaeological monuments. The the scheme will not cover monuments protected by the Archaeological Survey of India (ASI) as they are outside the state’s remit. There are around 362 monuments under the jurisdiction of the state archaeology department. But the department does not have the personnel or the resources to manage them. Since 2015, the department has not had the director. More than 70% of technical posts, such as conservationist, are vacant. Only 10 monuments have guards.

AHMEDABAD: “Baba main teri mallika, tukda hoon tere dil ka...”, this song from recent Bollywood blockbuster ‘Raazi’ is the current favourite of Heena Tabiyar, a 24-year-old girl from Banswara, who herself has won many hearts as she chose to give the gift of life to her father. Heena donated her kidney to her father Mohan Lal, 49, in a laproscopic procedure on June 14 - three days prior to Father’s Day on Sunday. Even as both father and daughter recuperate in the local SAL Hospital, doctors say it is a rare case of an unmarried girl donating her organ to save the father; an unmatched gift for Father’s day! “A young daughter donating kidney to her father is

rare, accounting less than 2% of the total donations,” says Lal’s transplant surgeon Dr Himanshu Shah who performed the transplant with Dr Sharad Dodiya and other team members. “Worrying that donating organ may mar a girl’s marital prospects deters most families. In Lal’s case, Heena was adamant to give her kidney after her 22-year old younger brother did not prove a match while she tested a perfect donor,” he added. Heena, who recently completed Basic School Teaching Certificate (BSTC) (equivalent of PTC in Gujarat) and aspires to become a teacher, says she feels like the luckiest girl in the world who could help save her dad’s life.

London : Britain’s interior minister, Sajid Javid, said on Sunday that his phone had been stolen by moped-riding thieves several months ago and that he was seeking changes to police rules to help tackle the growing problem. Moped theft, in which attackers surprise pedestrians and grab phones and bags, is one of several violent crimes in London that have attracted national attention. Earlier this year, a spate of stabbings briefly pushed London’s murder rate ahead of New York’s.In an interview with the Sun on Sunday newspaper, Javid said the incident occurred outside London’s Euston station as he went to make a phone call. It happened before he took up his job in charge of domestic security. “I was walking out of Euston station and reached for my phone to call a taxi … before I knew what was happening, it had gone. They just rode up, grabbed it and zoomed off,” he said. Javid, seen by some as a potential challenger to Prime Minister Theresa May, was appointed in April after a scandal over the treatment of legal migrants led to the resignation of his predecessor.
