Thiruvananthapuram: Nearly 34,000 people have been shifted to relief camps after floodwater inundated low-lying areas due to heavy rains that have lashed Kerala for the past one week. A total of 34,693 people from 8,033 families were shifted to 265 relief camps across the state, the control room monitoring rain-related incidents said. At least 12 people have died and six reported missing in rain-related incidents after the monsoon became active on July 9. In the second spell of rains, around 36 houses were completely destroyed while 1,214 suffered partial damage, officials said.

Control room officials said the flood water has not yet receded in several places. Many parts of Kottayam and Alappuzha districts were still under flood water. Educational institutions in these two districts remained shut on Tuesday. Road traffic continued to be hit in some parts of the state due to waterlogging. Hounding bankers could gum up the policy works

Banker angst against harassment spilled over into anger last month, after senior officials at Bank of Maharashtra were arrested by the Pune police for lending to a real estate company that had defaulted on its fixed deposits. The arrests were unwarranted. A banker can hardly be held responsible when a company fails to pay back investors in fixed deposits. The fact that officials covered under national law were hauled to jail under the provisions of a state law that was not meant for them was another sore point. A Union finance ministry official tried to assuage fears of a witch hunt when he told this newspaper that the arrests at Bank of Maharashtra were an aberration. However, the case would not have generated as much heat as it eventually did if it had not taken place against a wider backdrop. The Indian Express has reported this week that 50 bankers have been booked since March by the Central Bureau of Investigation (CBI) in cases involving loan defaults, and half of those under the scanner are senior officials above the rank of general manager. The number of senior bankers under investigation since March is five times more than the number before that. The sharp rise in the number of bankers being investigated should not come as a surprise at a time when bank frauds are hitting the headlines with unerring regularity. However, it is also true that overzealous investigators have been known to gloss over the critical difference between being party to a fraud and making a genuine error of judgement on the other. Bankers are also easy targets to signal to the electorate that the government of the day is serious about dealing with corruption. Much depends on the legal framework as well. Union finance minister Arun Jaitley has quite correctly described the Prevention of Corruption Act, 1987, as an anarchic law. It also has draconian provisions. The Manmohan Singh government as well as the Narendra Modi government made commitments to amend the law, to bring it in line with international best practices after India signed the UN Convention Against Corruption. In its 2015 report on the proposed amendments, the Law Commission of India noted that they were clearly inspired by the tough UK Bribery Act of 2010, which deals not just with public officials but also the private sector. And, in parallel, the Supreme Court said in 2016 that even those employed by private sector banks should be considered public officials who are covered under the anti-corruption law. There can be no doubt that there are enough cases of bankers colluding with defaulters. The Nirav Modi case is a great example. Such cases need to be dealt with with a firm hand. The problem is that the investigative agencies tend to see conspiracy when there is none.

Gir Somnath : Two persons, including a school boy, drowned as incessant rains lashed Saurashtra and south Gujarat regions, with Gir Somnath being among the worstaffected districts in the state, officials said on Tuesday. According to the officials, 3,500 people have been shifted to safer places in different districts of the state. Chief Minister Vijay Rupani, who flew to Gir Somnath from Gandhinagar to hold a review meeting with district officials, was forced to return as the helicopter could not land at the Keshod air strip due to bad weather, an official said. He was later flown in a special Air Force helicopter. One Devendra Chavda, 18, drowned in flood waters on Monday night near Bhupgat town in Rajkot district, and efforts

Vadodara : In a first across Vadodara range, the rural police on Monday opened a new anganwadi and library at its headquarters in Chhani. Built at a cost of Rs 30 lakh, borne by the Gujarat State Police Housing Corporation (GSPHC), the single floor building has two rooms serving as an anganwadi classroom and a library each. The anganwadi was initially run in one of the staff quarters in a building adjacent to the headquarters. More than 10 students are enrolled at the anganwadi with one teacher. “A separate school building will encourage the children to spend more time at the anganwadi and study. We will try to provide

as many facilities for the betterment of these children,” said Inspector General of Police, Vadodara range, Abhay Chudasma. The library will also be open for use by policemen and their families residing in the campus and those policemen appearing for career enhancement exams. “The idea to set up the library was two-fold. CM reviews flood affected areas of Gir-Somnath district

Valsad and Navsari district have been badly affected. Educational institutions in Rajkot, Gir Somnath and Amreli districts remained shut on Tuesday, even as 20 teams of the National Disaster Response Force were pressed into service to carry out rescue and relief operations alongside local authorities wherever required. According to the officials, over 3,500 people across all the affected districts were relocated to safer places, and over 150 roads were closed as a precautionary measure.

Ahmedabad : The mother of Ishrat Jahan, who was killed in an alleged fake encounter by the Gujarat Police along with three others, on Tuesday filed an objection to the discharge applications of two retired police officers accused in the 2004 case. Shamima Kauser filed a plea in a special CBI court in Ahmedabad, opposing the discharge applications of retired police officers D G Vanzara and N K Amin, and submitted that there was “clinching” evidence against the two. The court of special CBI judge J K Pandya, who had

reserved his order for today after hearing arguments of the two accused and the CBI, said he would further hear the matter in the light of objections raised from the victim’s side. In her objection plea, filed through her lawyer P I Parvez, Kauser said the two accused should not be discharged as there was “clinching” evidence against them. She said the evidence on record showed that both were present at the site where Jahan and the others were shot dead by the police on the outskirts of Ahmedabad in 2004.

Ahmedabad : The Indian Coast Guard began defuelling a vessel, MV Henry, that ran aground near Porbandar at 8.30 am on Monday. The vessel — which was caught with smuggled narcotics on the high seas — was shifted temporarily to inner anchorage on July 14 to make way for an inbound vessel at Porbandar. However, it drifted after the anchor cable gave way and ran aground about 400 m west-south-west of the old lighthouse outside Porbandar harbour, an official statement said. Though there was no immediate threat, the Coast Guard began

defuelling the ship, which contains 230 kl of high-speed diesel. “Though this vessel did not pose any threat to the navigational safety, the potent threat of oil pollution continued to loom over the pristine coast of Gujarat as

Islamic State fighters kill at least 15 Taliban in Afghanistan

Mazar-i-sharif : Islamic State fighters attacked the house of a Taliban commander in the northern Afghan province of Sar-e Pul on Tuesday, killing at least 15 people as they were attending a prayer ceremony, the provincial governor’s office said. The attack, in Sayyad district of Sar-e Pul, followed reports from local officials of fighting between Islamic State and Taliban militants in other northern provinces over recent days. “Two Daesh fighters entered a Taliban commander’s house where a ceremony was underway and opened fire,” said Zabihullah Amani, spokesman for the Sar-e-Pul governor’s office said, using a term widely used for Islamic State. He said 15 Taliban were killed and another five wounded. Northern Afghanistan has become one of the main areas of Islamic State activity in Afghanistan as the movement has spread beyond its original base in the eastern province of Nangarhar, where it remains strong.
