Short News Cyclone Gaja rips through Tamil Nadu, death toll climbs to 33 Chennai/Salem: The death toll in cyclone ‘Gaja’ has touched 33 and left a trail of destruction across six districts of Tamil Nadu with 30,000 electricity poles and over a lakh trees getting uprooted, chief minister K Palaniswami said Saturday. He maintained that the impact of cyclone was less as 82,000 people were evacuated to 471 relief centres well in advance. However, 20 men, 11 women and 2 boys died in cyclone related incidents, he said. As of now, 1,77,500 people have been housed in over 351 camps, the chief minister said, adding food, and medical amenities were being provided to them by the government. The chief minister, speaking to reporters at Vanavasi near Salem, said that cattle, including goats, and wild animals including deer, have perished. “It has now been estimated that uprooted trees alone were 1,27,000. There is a possibility of the numbers going up,” he said.

Hindu group calls Kerala shutdown day after Sabarimala temple opening

Mumbai: The Sabarimala temple reopened to the devotees for the third time after the Supreme Court verdict on Friday evening. However, protests against the entry of women of menstruating ages are continuing in and around the hilltop shrine. Today, a rightwing Hindu outfit has called for a dawn to dusk strike in protest against the arrest of Hindu Aikyavedi KP Sasikala who was on the pilgrimage to Sabarimala Lord Ayyappa temple. The holy shrine opened on Friday for a two-month-long pilgrimage season. Some 500 women have registered themselves to visit the shrine after the Supreme Court in September allowed the entry of women between 10 and 50 years. However, no girl or woman in the previously banned age group could offer prayers so far following stiff resistance by devotees and activists, opposing any change in the temple traditions. On Friday, activist Trupti Desai had to spend an entire day at Kochi airport as she was prevented from leaving the airport by protesters opposing entry of menstrual age women into the Lord Ayyappa shrine. He was speaking to reporters here after releasing the Bharatiya Janata Party’s (BJP) manifesto for the November 28 Madhya Pradesh Assembly polls. Hero of historic Longewala battle passes away Chandigarh: The man who won India the historic Battle of Longewala, Maha Vir Chakra winner Brigadier Kuldip Singh Chandpuri passed away on Saturday. The 78-yearold war veteran died at a private Hospital in Mohali. He is survived by his wife and three sons. In the year 1997, inspired by his heroics, a film Border was made starring Sunny Deol, Akshay Khanna and Ayesha Julka. Sunny Deol played the role of Major Kuldeep Singh Chandpuri in the movie. Brigadier Kuldip Singh Chandpuri MVC, VSM was born on 22 November 1940

and retired as brigadier from the Indian Army. He was known for his heroic leadership in the famous Battle of Longewala. Later, he was awarded Maha Vir Chakra by the government. Chandpuri was the third generation of officers to serve in the army. Both his younger uncles were pilot officers in the Indian Air Force. Chandpuri was a single child of his parents. He was recruited into the Indian Army in 1962. Chandpuri was commissioned from Officers Training Academy, Chennai in 1963 into the 23rd Battalion of The Punjab Regiment.

Tackling India’s open defecation problem

While the ambition behind and success to date of the Swachh Bharat mission are laudable, it is at risk of unravelling unless it can ensure that India remains permanently open defecation free. To do so, the mission must bring about sustainable behavioural change through ‘System 2’ and ‘System 1’ drivers. Much has been written about Swachh Bharat since its launch in 2014. Advocates of the scheme rightly point to the number of toilets constructed and the number of villages that are declared open defecation free— over 8 crore toilets and 5 lakh villages respectively—whereas critics point to the low usage of the toilets constructed and question the truth behind open defecation free claims. The 2017 Swachh Survekshan survey conducted by the Quality Council of India reports that 62% of rural households now have a toilet. This is an increase of over 20 percentage points since 2014. More significantly, the survey concludes that more than 90% of the individuals who had access to toilets were using them. Yet, stories continue to pour in, suggesting that the ground reality isn’t so rosy. The lengthy queues, lack of water supply and the poor communication in remote and tribal populations have all resulted in low uptake in areas where it is needed the most. Reports suggesting that the Jaipur Municipal Corporation hired an event management company to ‘persuade’ citizens to give feedback that would make the programme seem a success, raise further questions of the mission’s reliability. Similar findings have also been reported in Maharashtra and Gujarat, both declared as open defecation free states. As with most things, the true scale of Swachh Bharat’s success lies somewhere in the middle. Irrespective of the narrative weaved and the actual success achieved by the mission before its conclusion, a pertinent question still remains. What happens after it ends? Until recently, the underlying philosophy of Swachh Bharat could be aptly described by quoting the Kevin Costner movie, Field of Dreams: “If you build it, he will come.” Policymakers hoped that once enough toilets were built to declare India open defecation free, it would continue to remain so. This failed to take into account that, unlike eradicating smallpox or polio, eliminating open defecation isn’t a one-off. To truly make India open defecation free requires a sustainable change in societal mindset and behaviour.

Business Centre to snub RBI guvernor, empower board

New Delhi: In a move that could further widen the rift between the RBI and itself, the Narendra Modi government has proposed changing rules to allow closer supervision of central bank functions by its board. The government has recommended that “the board of the Reserve Bank of India (RBI) draft regulations to enable setting up of panels to oversee functions including financial stability, monetary policy transmission and foreign exchange management”, said a foreign news agency on Friday quoting sources.The move is meant to empower the regulator’s board, which includes government nominees, and give it a supervisory role. The recommendations being considered include setting up several committees comprising two to three board members each. The body has the powers to frame rules under Section

58 of the Reserve Bank of India Act, 1934 and no legislative change is required. The RBI’s board regularly advises and guides the regulator, leaving the decisionmaking to the governor and his colleagues. However, Swaminathan Gurumurthy, a chartered accountant who was nominated by the government to the board, and government nominees Subhash Chandra Garg and Rajiv Kumar have been vocal about perceived shortcomings in banking supervision, flow of credit to industry and easier financial conditions to overcome a crisis in its NBFC sector. The RBI board is scheduled to meet on Monday to consider contentious iss-ues including easing rules governing transfer of surplus funds to the government, liberalising norms for weak banks to boost lending.

Ahmedabad : With the electoral season setting its pace, the Gujarat government Saturday announced a Rs 6500 crore aid for 96 raindeficient talukas in the state. The announcement includes a special package of Rs 1,300 crore, wherein over 20 lakh farmers in 45 talukas will be given a lump sum amount of Rs 5300-6300 for every hectare of farmland they own. The state government had already declared 51 talukas that received 250 mm or less rainfall

Ahmedabad : Essel Infraprojects Ltd Friday signed a concession agreement with the Gujarat Water Infrastructure Ltd (GWIL) to design, build, finance, operate and transfer a Rs 1,000 crore water desalination plant at Jodiya in Jamnagar district. The agreement between GWIL and Essel Infraprojects Ltd was signed in the presence of Chief Minister Vijay Rupani. While the entire project cost will be handled by the company, the Gujarat government will pay for the treated water. According to the state government, the 100 million litres per day (MLD) treatment plant will provide supplies to the water grid of Gujarat for the next 25 years and will be transported from Jodiya to Hirapar through a pipeline. At Hirapar, the pipeline will connect to Gujarat’s existing water grid to boost supplies to Jamnagar, Rajkot and Morbi cities along with adjoining areas. Bangkok : Officials on Saturday recovered a boat that sank in rough weather off Thailand’s southern resort island of Phuket in July, killing 47 Chinese tourists. Two tour boats sank off Phuket on July 5. Tourists from one boat were rescued, while the sinking of the double-decker Phoenix left 47 Chinese tourists dead. The accident was one of Thailand’s worst tourism-related disasters in recent years. The boat was raised from the 45-meter-deep (148-foot-deep) sea floor on Saturday by a crane ship operated by a salvage company from Singapore, officials said. The recovery operation itself faced many obstacles. The first company, hired to salvage the boat, lost a member of its team during the operation and failed to lift the boat.

Washington : President Donald Trump has played down a court decision that forced him to restore the press pass credentials of CNN’s correspondent Jim Acosta and threatened to walk out of future press briefings if reporters do not act with “decorum”. The press pass of Acosta, CNN’s White House Correspondent, was suspended last week after an altercation he had with President Trump during a news conference. The White House had accused him of placing his hand on an intern. Acosta and the CNN has denied the allegations. A federal US court on Friday ordered the White House to immediately reinstate the press credentials of Acosta in a ruling seen as a major victory for mediapersons. Trump played down the ruling, saying it wasn’t “a big deal”. But, he said, “people have to behave”, adding his staff were “writing up rules and regulations” for the press to abide by, including sticking to the agreed number of questions. “If they don’t listen to the rules and regulations we’ll end up back in court and will win,” Trump said. “But more importantly, we’ll just leave, and then you won’t be very happy.” “You can’t take three questions and four questions and just stand up and not sit down,” he added. “Decorum. Port Moresby : The United States will not back down from its trade dispute with China, and might even double its tariffs, unless Beijing bows to US demands, Vice President Mike Pence said on Saturday. In a bluntly worded speech at an Asia Pacific Economic Co-operation (APEC) summit in Papua New Guinea, Pence threw down the gauntlet to China on trade and security in the region. “We have taken decisive action to address our imbalance with China,” Pence declared. “We put tariffs on $250 billion in Chinese goods, and we could more than double that number.” “The United States, though, will not change course until China changes its ways.” The stark warning will likely be unwelcome news to financial markets which had hoped for a thaw in the Sino-US dispute and perhaps even some sort of deal at a G20 meeting later this month in Argentina. US President Donald Trump, who is not attending the APEC meeting, is due to meet Chinese President Xi Jinping in Argentina. Pence’s warning on Saturday contrasted with remarks made by Trump on Friday, when he said he may not impose more tariffs after China sent the United States a list of measures it was willing to take to resolve trade tensions. Trump has imposed tariffs on $250 billion worth of Chinese imports to force concessions on a list of demands that would change the terms of trade between the two countries. China has responded with import tariffs on US goods. Washington is demanding Beijing improve market access and intellectual property protections for US companies, cut industrial subsidies and slash a $375 billion trade gap.
