Prominent among those arrested included Pallabi Sharma the daughter of BJP MP from Tezpur RP Sharma and Bhargav Phukan and Deepshikha are the children of former judge Jamini Gogoi Phukan. The move followed allegations that top officials including then chairman Rakesh Paul of the Assam Public Service Commission (APSC), which holds the two-stage examination for selecting candidates for plum state jobs, accepted huge bribes over several years for selecting the candidates.

Tamil TV actress found hanging at Chennai home, police question husband

Chennai: A Tamil TV actress on Wednesday allegedly committed suicide at her house, apparently because of differences with her husband who is being questioned, the police said. The matter came to light on Wednesday morning when the maid arrived at the 32-year-old actress’s house and nobody answered the door, they said. The servant then looked through a window and found Priyanka’s body hanging, the police said. The maid informed the neighbours about this, and they called the police. Priyanka had acted in several Tamil television serials, including ‘Vamsam’ in which she acted alongside Ramya Krishnan of Baahubali-fame.

MiG-21 fighter jet crashes in Himachal’s Kangra, pilot killed Kangra: A MiG 21 fighter jet that took off from Punjab’s Pathankot crashed in Kangra district of Himachal Pradesh, police said on Wednesday. The pilot has died in the crash, news agency ANI reported. Two IAF helicopters have landed at the crash site with Air Force personnel who are conducting preliminary investigations. “The MiG-21 took off from Punjab’s Pathankot and later lost contact with its system. Police present on the spot. The fire has been doused but debris is scattered everywhere,” Santosh Patial, Kangra SP, told ANI.

New Delhi: The Monsoon Session of Parliament started on a defiant note from Opposition benches as the Congress, the Telegu Desam Party and Sharad Pawar’s Nationalist Congress Party moved notices for a noconfidence motion against the government. The motion was accepted in the Lok Sabha by Speaker Sumitra Mahajan. Lok Sabha will discuss the motion on Friday. Earlier on Wednesday, Prime Minister Narendra Modi hoped that the Monsoon Session would be productive and that time would be properly utilised to discuss important matters. Taking to Twitter, PM Narendra Modi said the government was ready to discuss everything. As soon as Parliament commenced, members of the Samajwadi Party and TDP jumped into the well shouting against the recent cases of mob lynching in the country and demanding special status for Andhra Pradesh. The demand for a special status to Andhra Pradesh had prompted BJP ally Chandrababu Naidu to pull out of the NDA earlier this year. Naidu’s

opposition in the state, Jaganmohan Reddy’s YSR Congress, held a separate protest outside Parliament with the same demand. Congress MP Jyotiraditya Scindia said the Opposition had no confidence in a government which has “led farmers to commit suicide and under whose regime women were being raped everyday.” Congress’ Shashi Tharoor brought up the recent attack on his Kerala office by BJP workers. New Delhi : Asserting that there is no dilution of the Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Act, Union Home Minister Rajnath Singh on Wednesday said that no institution or individual can take away the rights of the marginalised given under the Constitution. Speaking in the Rajya Sabha during Question Hour, Singh said that the government has already taken steps to safeguard the rights of SC/STs by amending the relevant law. “I want to assure the House the protection given under the Constitution to SC/ ST persons cannot be taken

away by any institution or any individual,” Singh said. He also assured that the government has taken the required steps to strengthen the law, while it has also amended the rules and not just the act to ensure that no dilution takes place. Singh was responding to the CPI leader D Raja’s statement raising concern over the recent Supreme Court order.

New Delhi: A bill, which provides for stringent punishment including death penalty for those convicted of raping girls below the age of 12 years, will be introduced in the Monsoon Session of Parliament, which began on Wednesday. The decision was taken on Wednesday at a meeting of the Union Cabinet, chaired by Prime Minister Narendra Modi, Law Minister Ravi Shankar Prasad told reporters here. The Criminal Law (Amendment) Bill, 2018, once approved by Parliament, will replace the Criminal Law (Amendment) Ordinance promulgated on

April 21 following an outcry over the rape and murder of a minor girl in Kathua in Jammu and Kashmir and the rape of a woman in Unnao in Uttar Pradesh. The Cabinet gave its approval to the draft bill prepared by the Home Ministry, Prasad said. The bill stipulates stringent punishment for perpetrators of rape, particularly of girls below 12 years.

When everyone will be able to live together, how will that break the country,” he said. “Those who attacked my office should apologise. I am not withdrawing anything,” he added when asked to comment on demands that he should apologise.

Don’t incentivise cashless transactions

Ever since the Narendra Modi government came to power, one of the primary items on its agenda has been the transformation of India into a digitally empowered economy. To further this cause, a proposal to incentivise cashless transactions by offering a concession in tax rate was tabled before the goods and services tax (GST) council. The proposed scheme seeks to offer a 2% rate cut on business to consumer (B2C) transactions where payments are made digitally or by cheque. Its benefits will be limited to goods and services where the regular rate of tax is 3% or more, and the maximum amount of concession available will be capped at 100 per transaction. The group of state ministers set up to evaluate the proposal recommended that its introduction should be deferred, citing loss of revenue as the primary reason. They reportedly stated that while they support the GST discount “in principle”, a concession in rates can wait as it is likely to hit tax collections by 14,000-15,000 crore. While the proposed incentive is aligned with the government’s broader aim of digitizing the economy, there are reasons besides loss of revenue that make a strong case against its introduction. GST was pitched as a “good and simple tax” meant to overhaul the previous indirect tax laws. In addition to having elaborate statespecific rate structures, the erstwhile laws were riddled with multiple exemptions that made for an immensely complicated landscape. One of the primary ideas behind GST was to do away with these complexities by introducing a uniform tax rate and minimizing exemptions. While the final legislation subsumed a variety of Central and state levies to impose a single tax, it did not deliver on the promise of a simplified rate structure. Besides four primary rate slabs, the GST contains a list of nil-rated goods and services and special rates applicable to situations such as the supply of precious metals and supplies by merchant exporters. The diverse nature of our economy and the demands of India’s federal structure justified the initial need for multiple rates. However, a primary expectation from GST 2.0 is that the government will make the framework more coherent and taxpayer friendly by pruning the rates. The authorities have also acknowledged that there is scope for improvement in this regard and are reportedly exploring the option of merging the 12% and 18% GST rate brackets. Incentives for cashless transactions would go against such efforts. They would essentially add fresh tax brackets applicable to the goods and services that fall under the purview of this scheme. Instead of moving backwards, the government should take a conscious policy decision to avoid granting incentives that allow deviations from the general application of GST, as it would add another layer of complexity to an already convoluted system.

Chief Minister Vijay Rupani said he was personally reviewing the flood control measures in Gir-Somnath district, which has been the worst affected so far. Eighteenyear-old Devendra Chavda drowned when he was trying to cross a rivulet at Bhupgadh village, 30 km east of Rajkot district, news agancy reported. “An NDRF [National Disaster Response Force] team recovered his body and motorcycle around 10 am on Tuesday,” said an officer of the Rajkot district flood control room. Washington : A 19-year-old Indian girl was among three people killed when two small training aircraft from a flight school collided midair in the US state of Florida. The Indian girl had enrolled in flight school in September 2017, according to her Facebook page. The debris of the crashed planes was located in a region only accessible by airboats.
