Short News Gross violation of Human Rights of devotees at Sabarimala: Kerala human rights body Thiruvananthapuram : Observing that there was a gross violation of human rights of Sabarimala devotees, the Kerala Human Rights Commisison (KHRC) Sunday directed the TDB, DGP and Local Self Government Department to ensure that basic facilities were provided to pilgrims at the temple complex. Acting on a complaint, the commission said there was a gross human rights violations at Sabarimala Sannidhanam, Nilackal and Pamba. Taking a strong view of the lack of facilities for devotees at the shrine, visited by lakhs of devotees from all over the country and abroad, the commission directed the Travancore Devawom Board (TDB) Commissioner, Secretary LSGD and DGP to intervene in the matter urgently. The officials have been asked to file a report within two weeks, Commission member P Mohandas said. The Ayyappa devotees visiting the shrine have been denied all basic amenities, the commission said.

Cyclone Gaja: Death toll mounts to 45; Palaniswami urges Opposition leaders to join relief work

New Delhi : The death toll in Cyclone Gaja has mounted to 45, Tamil Nadu Chief Minister Edappadi K Palaniswami said on Sunday, while appealing to all the political parties to take part in the rescue operations. The CM’s appeal came even as Opposition leaders criticised the government’s apathy in delivering relief materials like food, drinking water and other material to the cyclone-affected areas. “In villages, lots of trees and standing crops have been damaged, affecting the livelihood of farmers. The extent of damage is being evaluated. Till now, 45 people have lost their lives due to the cyclone,” Palaniswami said. He said the relief activities across Tamil Nadu were going on a war footing and the officials are surveying the areas badly affected by the cyclone to assess the quantum of losses incurred there. He added that state ministers have been deployed in Nagapattinam, Thanjavur, Tiruvarur, and Pudukottai to monitor the relief activities being carried out there.

17 dead, 16 injured in two separate accidents in Uttarakhand

Dehradun : At least 17 persons were killed, and 16 injured in two separate accidents in Uttarakhand, on Sunday. While a bus fell into a gorge near Damta in Uttarkashi district killing atleast 14 persons and leaving 14 others injured, in another accident, three persons were killed and two injured when a car fell into a gorge near Pithoragarh district headquarters. A bus carrying upto 28 persons, including the driver, from Janki Chatti in Uttarkashi district to Vikasnagar in Dehradun district fell 150 metres into a gorge near Damta in Uttarkashi district on Sunday. While the rescue teams, comprising the district administration, the police, and the SDRF, had found 14 bodies till Sunday evening, officials from the Uttarkashi disaster management department said

In a separate accident in Pithoragarh district, a car fell about 500 metres into a gorge on Sunday, resulting in three deaths. The two injured persons, including the driver, were taken to a hospital in nearby Haldwani town. The car was going from Pithoragarh district headquarters to Gurna in the same district, and it fell into the gorge at a distance of 3 kilometres from Pithoragarh.

Joint planning among Army, Navy, IAF key to win any war in shortest possible time: B S Dhanoa

New Delhi : Chief of Air Staff B S Dhanoa has strongly pitched for institutionalised structure for joint planning among the Indian Air Force, Navy and Army so that the country wins any war in future in the “shortest possible” time. The IAF chief said all the three services will have to adopt a coherent approach to effectively deal with all possible security threats facing the country, asserting that his force strongly stands for “jointness”. “No single service can win the war solely on its own inherent organic capabilities given the variety of threats which nations are capable of inflicting upon each other,” he said “Thus it is imperative that the three services promote joint planning and exploit the strengths of sister services to help win a war in the shortest possible time. India by itself is one theatre,” he told news agancy. There have been deliberations within the government

and the three forces on whether India should go for integrated theatre commands where all the manpower and assets of the three services will be under the command of one officer. The US, as well as several western countries, follow this model. There were voices within the defence establishment who were in favour of setting up at least two theatre commands — one in western sector for dealing with Pakistan and other in eastern sector for dealing with any eventuality along the frontier with China. Though there is no clear indication of whether the government was serious about setting up theatre commands, in April, it formed a Defence Planning Committee (DPC) headed by National Security Advisor (NSA) Ajit Doval to prepare a national security strategy with a focus on ensuring convergence among the three forces.

Amritsar: Three killed, 21 injured in grenade attack on Nirankari gathering

Amritsar : Three persons were killed and 21 injured in a grenade attack on a Nirankari sect congregation at Adliwala village, on the outskirts of Amritsar, on Sunday afternoon. While police said it appeared to be a “terrorist act”, Punjab Chief Minister Amarinder Singh said the “possibility of involvement of ISI-backed Khalistani/ Kashmiri terror groups could not be ruled out”. In a statement, Singh said preliminary investigations revealed that two men who had covered their faces — one had a beard — forced their way into the Nirankari Bhavan by waving a pistol. They detained the sewadar, lobbed the grenade into the prayer room, and fled on a motorcycle. A small crater was formed by the impact of the explosion, and was being examined by the forensic team. The safety valve of the grenade has also been found and

Elgaar Parishad case: Activist Varavara Rao sent to police custody til November 26

New Delhi : The Pune Sessions Court on Sunday sent activist, writer and poet P Varavara Rao to police custody till November 26 in connection with the Elgaar Parishad case, news agency ANI reported. Rao was taken into custody after his house arrest granted by the Hyderabad High Court ended on Saturday. Police have alleged that Rao was a senior and active leader of the banned CPI-Maoist and was involved in a range of activities, including procurement of weapons through contacts in Nepal and Manipur, and carrying out attacks in Surjagad in Gadhchiroli. Pune City Police had arrested Rao, along with activists Sudha Bharadwaj, Vernon Gonsalves, Arun Ferreira and Gautam Navlakha, on August 28 over alleged links with the CPI-Maoist and for organising the Elgaar Parishad event on December 31 that allegedly led to the Bhima Koregaon violence.

The activists were accused of being part of the “larger conspiracy of the banned CPI-Maoist to form an ‘anti-fascist front’ for

overthrowing the democratic government of India”. They were all charged under the stringent Unlawful Activities Prevention Act. On September 28, the Supreme Court had put all five accused under house arrest for four weeks. Bharadwaj, Ferreira and Gonsalves had applied for bail, but their applications were rejected by the court and they were arrested by the police. They are currently under judicial custody. On October 1, the Delhi High Court had freed Navlakha from house arrest. On October 25, the Hyderabad High Court had extended Rao’s house arrest by three weeks. However, Rao’s subsequent petition to quash the transit warrant of Pune City Police was rejected by the High Court. Once the house arrest came to an end on Saturday, Rao was taken into custody from his residence at Jawaharnagar, Secunderabad, by a team led by ACP Shivaji Pawar.

J&K: Two militants killed in encounter with forces

Shopian : Two militants were killed in a pre-dawn operation by a joint team of police, Army and paramilitary forces in Kashmir’s Shopian on Sunday. A joint team of J-K Police, the Army’s 1 Rashtriya Rifles (RR) and Central Reserve Police Force (CRPF) cordoned off the Rebon village in Shopian after specific inputs about the presence of militants in the village. As the joint team zeroed in on the target house, the militants hiding inside, opened fire, triggering a gunfight. Two militants were killed in the brief encounter. “As the search

operation was going on, the search party was fired upon by the hiding terrorists. The fire was retaliated leading to an encounter,” police said in a statement. “In the ensuing encounter, two terrorists were killed and their bodies retrieved from the site of encounter. Police have identified the killed militants as Nawaz Ahmad Wagay of Shopian and Yawar Wani of Pulwama district. Police said both were associated with the Al Badr Mujahideen, a militant outfit that has recently seen a revival in south Kashmir.

A thin line divides RBI autonomy, alignment

The tawdry, and discreditable, public feud between the government and the Reserve Bank of India (RBI) seems to indicate that, in the midst of many shortages, the government is hoarding reserves of surplus political capital. Governments usually pick their battles carefully, especially before crucial elections. In choosing to publicly lock horns with the central bank, the government is sending out differentiated messages to varied audiences, ranging from investors to banks, savers to borrowers, civil society to political operatives. But, in doing so, the government also risks running down its reserves of trust, goodwill and influence. Political capital is somewhat like cryptocurrency, non-physical and invisible but ephemeral and volatile when put to speculative use. RBI’s scheduled board meeting on 19 November has been preceded by frenzied public posturing, with the government indulging in calculated, and occasionally indiscreet, leaks to the media. Things must have gone terribly wrong and relations deteriorated irreconcilably for the government to situate a routine central bank board meeting squarely in the piazza of public opinion. Tension between the government and the central bank is healthy, but the past decade’s steady sound of the government chipping away at RBI’s powers and autonomy has now reached a crescendo. The government’s current surge of ire is the accumulation of several RBI steps: the 12 February circular which redefines loan defaults; prompt corrective action against 11 public sector banks that circumscribes their ability to expand loan books; refusal to heed government entreaties to open a liquidity window for beleaguered nonbanking financial companies (including, as an RBI board member suggested blithely, by printing excess currency); relaxing Basel-plus capital adequacy norms, among others. Thwarted by RBI intransigence, the government pressed the nuclear button: it threatened to invoke section 7 of the RBI Act, which gives the government powers to dictate to the central bank, including appropriating the central bank’s reserves. This, in turn, provoked deputy governor Viral Acharya to deliver a sharp critique, presumably with governor Urjit Patel’s imprimatur. Frictions between the government and RBI have got magnified in the decade after the global financial crisis. Tell-all books from former governors Y.V. Reddy and D. Subbarao describe in detail how pressure was exerted to keep interest rates low and monetary policy accommodative, even as asset-price inflation threatened financial stability and structural deficiencies drove up the price line to almost double digits.

Govt starts facility for security testing of telecom products

New Delhi: The government has started a facility for testing telecom products and equipment to ensure security in digital communications at the national level, Telecom Minister Manoj Sinha said Friday. “Yesterday, we inaugurated stateof-art of facility for preparation of security assurance standard putting us at the forefront of technology. This facility will work for security from the national perspective and also facilitate the development of testing and certification ecosystem in the country,” Sinha said at an Assocham event. The Department of Telecom has set the deadline of April 2019 for mandatory testing of some telecom products including mobile phones and equipment. This will be applicable on all equipment that are imported to India or are sold in the country. However, there are some other telecom gears, that would go through the mandatory testing starting January 1, 2019. These equipment include modem, audio conferencing, fax machines, satellite equipments etc.

New Delhi: Walmart will lay off nearly 200 employees at Jabong and integrate the online fashion retailer into Myntra, Livemint reported on Friday, days after the head of Flipkart Group Binny Bansal resigned following an internal probe into a “serious personal misconduct”. The report quoted unnamed sources as saying that the Jabong layoffs are expected to be announced at a town hall on Friday. “Jabong currently has 600-700 employees, a majority of whom are expected to be retained and will become employees of Myntra, the people mentioned above said. About 150200 employees are expected to be laid off, they added,” Mint said. The Jabong site will continue to run, but the traffic from the website will be directed to Myntra, after the merger with Myntra is completed, it reported. The US retail giant, which completed its $16 billion purchase of a majority stake in Flipkart Group in August, has already announced it will merge Myntra and Jabong into Flipkart.

investigations are on to identify and nab the unidentified persons who attacked the conductor. The injured helper has been identified as Zaheer Qureshi, a resident of Deesa in Banaskantha district. In his complaint to police, Qureshi has stated that Sipai, also from Deesa, had approached him on Saturday night to accompany him as conductor for a trip from Deesa to Bharuch and he had agreed to it. There were around 30 male buffaloes in the truck.

Ahmedabad : Self-claimed cow vigilantes allegedly stabbed a conductor of a truck carrying buffaloes in Ramol area of Ahmedabad on late Saturday night. The victim, Zaheer Qureshi, a resident of Deesa in Banaskantha district, has been admitted to a hospital in Ahmedabad and is out of danger. Police have registered two FIRs — one against the driver and conductor under the provisions of the Prevention of Cruelty to Animal Act for “illegally carrying the animals”, and second against four “unidentified” gau rakshaks for attacking the truck. According to the police, the truck was carrying around 30 buffaloes from Deesa to Bharuch in south Gujarat for slaughter without mandatory papers and permission. Regarding the attackers, Kotwal said, “Since it was night time, the attackers managed to escape. Investigations are on to trace and arrest them.”

Colombo : An all-party meeting called by Sri Lanka’s President Maithripala Sirisena failed to make any breakthrough on Sunday to end the raging political crisis set off by his controversial decision to remove prime minister Ranil Wickremesinghe last month. The crisis erupted when President Sirisena suddenly announced on October 26 that he had sacked prime minister Wickremesinghe and installed ex-strongman Mahinda Rajapaksa in his place. Sirisena later dissolved Parliament, almost 20 months before its term was to end, and ordered a snap election. The Supreme Court on Tuesday overturned President Sirisena’s decision to dissolve Parliament and halted the preparations for snap polls on January 5. The crisis talks came after Sri Lanka’s parliament witnessed unprecedented violence as lawmakers threw furniture and chilli powder at each other. The lawmakers on Friday approved a second vote of no confidence against Rajapaksa but Sirisena refused to accept it, saying his advice was not followed. Sirisena on Sunday called an all-party meeting which ended without making a breakthrough, Wickremesinghe’s United National Party (UNP) said. This was the first time that Sirisena, Wickremasinghe and Rajapaksa met face to face since the crisis erupted on October 26. Wickremesinghe has maintained that his sacking by Sirisena was unconstitutional and illegal and he was still the prime minister. “We placed our cards on the table. We told Rajapaksa that if the Speaker’s rulings are wrong, they can move a motion to challenge it and get it passed. Response from President Sirisena was nil,” Lakshman Kiriella, a senior UNP leader, said after talks which lasted for over 2 hours.
