The Swiss National Bank stated that the total liabilities of Swiss Banks towards Indians were $2.5 bn, just 0.07% of total bank deposits. Under the Double Taxation Agreement with Switzerland, information is shared only if offences are proven and are of criminal nature, making information gathering a tedious affair. Confidentiality issues and disclosures clauses in signed international treaties make revealing any names a tricky affair for the government. According to the Department of Industrial Policy and Promotion, Mauritius and Singapore, with their small economies, account for the majority of FDI received by India. FII investments held through P-Notes stood at Rs 2.65 lakh crore, an 80-month high in October 2014. While FIIs are required to report investor identities on a monthly basis, it is possible to hide beneficiary identities through multiple layers. Global depository receipts issued by some Indian companies, listed on the Luxembourg Stock Exchange, can be used to manipulate markets. Charitable organisations receiving foreign contributions are required to provide an annual return to the ministry of home affairs, without any mention of benefitted recipients. For the determined entity , multiple avenues exist. Policy incentives matter. India's black money strategy should consider four pillars. It could encourage tax rate rationalisation, reform vulnerable sectors, support a cashless economy and create effective and credible deterrence. Tax rate rationalisation, with lower tax rates as an end goal, would increase the tax base and increase compliance with tax returns. Transaction costs can be curbed by a simplification of the taxation regime and its myriad mazes.The introduction of GST will significantly discourage out-of-book sales. The inefficient real estate sector con stitutes nearly 11% of India's GDP. Given high stamp duties which are set by state governments, underreporting of transactions is quite common. Restricting stamp duty taxes to 5% along with repealing the Urban Land Ceiling Regulation Act and reform of the Rent Control Act can reduce this. Expanding the Property Title Certification system in urban local bodies and computerisation of land registration and property would regulate financing. Non-Profit Organisations (NPOs) have been allocated significant fiscal and regulatory privilege, creating incentives for evaders to camouflage their operations as charitable in nature. Central Board of Direct Taxes should be assigned the role of a centralised agency for registering NPOs, with Know Your Customer norms enforced. A remittance database detailing company transfers out and NGO transfers into India needs to be created, reporting to the Financial Intelligence Unit. Transitioning beyond the cash economy is necessary , through reduction of high-end denominations (Rs 1000 and Rs 500) along with, as is being considered, legally restricting keeping very large amounts of cash with oneself. The government should consider amending existing laws, including the Coinage Act (2011), the Reserve Bank of India Act (1934) and FEMA, while enacting an entirely new statute aimed at regulating the possession and transportation of cash above a particular threshold limit.

President cautions govt against ordinance route New Delhi: With the Modi government opting for ordinances eight times in as many months, President Pranab Mukherjee today cautioned against the “ordinance route” being taken for normal legislations. Ordinances are meant for specific purpose “to meet an extraordinary situation under e x t r a o r d i n a r y circumstances”, the President said citing the Constitution. Amidst talk that the government may convene a joint session of Parliament to pass legislations in view of the deadlock in the Rajya Sabha where it does not have a majority, Mukherjee said passage of legislations in that manner “is not practicable because I have seen from 1952 till today only four times laws were passed by joint session”.

The bodies were yet to be identified as all three were charred beyond recognition, he said. Atul Prasad, a Bihar state administrator, said the violence erupted after the body of a young Hindu boy was found in Sarayian village more than a week after he went missing. Prasad said Hindu fishermen blamed Muslims for killing the boy who was friendly with a Muslim girl from the village, 105 kilometers (65 miles) north of Patna, the capital of Bihar state. Dengue strain causing HC orders action against already married groom havoc identified Ahmedabad The dengue virus strain that has been relentless over the past few months has been identified. It is DENV-2, according the latest reports received by the Ahmedabad Municipal Corporation (AMC). Of the four viral strains, DENV-2 is considered more harmful and severe. Even during peak December winter, dengue cases had persisted in the city in 2014. In December 2013, there were just 51 dengue cases, while till December 26 of 2014, 279 cases were recorded. In January 2015 alone, the AMC recorded 20 dengue cases. AMC and Civil

Hospital together have reported five dengue deaths till date from January 2014. “We have far fewer deaths as patients are given timely treat ment. One should not worry ,“ says a senior AMC health official. But the prevalence of the disease led AMC commissioner D Thara, for the first time, to send blood samples of infected dengue patients to the National Institute of

Virology (NIV), Pune, for tests to ascertain the type of dengue viral strain. Since October, the AMC has sent two sets of samples -but these samples were useless owing to improper storage and temperature conditions. Almost a month ago the AMC had identified a Koba-based bio echnology institute to tests these samples. This institute identi fied DENV-2 strain. Officials said that the in titute was also conducting insect analysis for a precise assessment of the prevalence of different dengue viruses in different populations at different points of time.

Ahmedabad The Gujarat high court on Monday directed authorities in the city to take action against a married Muslim youth who illegally solemnized his second marriage with a Hindu girl under a special marriage law, even while his earlier marriage subsisted. The youth stated in the application to the marriage registrar that he was `unmarried' when he wanted to marry for the second time, in October last year. When the court ordered action against him for providing false information to the marriage officer, the girl threw a tantrum in the courtroom and threatened to commit suicide by

strangulating herself with her dupatta. The court took police's help to control the girl and ordered her to be sent to the Nari Vikas Gruh at Paldi, where she will stay till January 28. The youth has been restrained from seeing her in the meantime. The youth is an automobile mechanic and runs a garage in Danilimda, while the 19year old girl is a SY BCom student. The youth obtained a marriage certificate on December 24. Later, the girl's father filed a habeas corpus pet ition. Cops brought the couple before the court on January 16. The youth confessed that he was already married and was

shouldering the responsibility of a huge family , of 25 members. The girl said that she was aware of the youth's marital sta tus. The court asked the youth to furnish his marriage certificate. On Monday , the youth produced the certificate showing that the marriage had been solemnized under the Special Marriage Act. Advocate Apurva Dave, who represents the girl's father, argued that this marriage was contrary to the specific provision of section 4 of the Act. He submitted that the marriage was not valid because the youth's earlier marriage subsisted and his wife was alive.

An official of the women and child welfare department, Hasmukh Patel, said that they handed over Amita to her father who was called from Bihar to get her custody . Gujarat's lion census will cover all of Saurashtra, barring Surendranagar, and will be carried out over five days beginning on May 2. The last census was conducted in April 2010 and revealed that the lion population had increased by from 359 (in 2005) to 411 in 2010. The census is conducted every five years. Officials said all eyes are on the census as this year the department will be surveying an area covering Bhavnagar-JamnagarPorbandar, Rajkot and a wide coastal region. This is the first census that will cover over 25,000 sq km, all across Saurashtra. Officials said that the 2010 census was conducted across 10,000 sq km and put the population at 411. In 2000, only 5,000 sq km was covered and that had put the population at 359. Officials said that a stray lion was recently captured in Jamnagar and as a result

of this, the forest department will carry out the census in pockets of Jamnagar that are adjacent to Junagadh and Porbandar districts. The department will also conduct a count in Barda, where they feel lions could have strayed. Officials said that with the carving out of new dis tricts, administration of not just Amreli, Porbandar, Junagadh, Bhavnagar and Rajkot will be involved, but new districts of Gir-Somnath, Botad will also be involved. Officials said that apart from the 1,800 sq km sanctu ary area, which includes Gir Sanctuary, Gir National Park, Paniya, Mityalaya

and Girnar sanctuaries, some 23,200 sq km outside the sanctuary will be covered. Officials said the census will be conducted using the direct sighting method and pug marks. The officials said the live bait census method has been banned. Officials said also said that the census will be taken up over two rounds, with an initial count and then a final count over three days. CLEAN GANGA MISSION - Atomic energy dept is aiding Ganga clean-up Ahmedabad The Department of Atomic Energy (DAE), has taken up water quality assessment for the National Mission for a Clean Ganga, said P K Tewari, professor of the Homi Bhabha National Institute and associate director Chemical Engineering Group at Bhabha Atomic Research Centre at a national workshop on `Indigenous Water, Wastewater and Solid Waste Treatment Technologies'. The workshop was organized by DAE in association with Gujarat

Technological University under the Swachh Bharat Mission. Tewari said that DEA and other national laboratories are associated with water quality assessment. Membrane-based water and effluent treatment systems have the potential to play a vital role in cleaning the Ganga, he said. Vatva units told to give details of chemicals stored Ahmedabad Following the Vatva gas leak incident, municipal commissioner D Thara convened a meeting of Vatva industrial association and other officials on Monday and insisted that the factory owners should submit the inventory details of all chemicals stored in their premise within a week. Senior AMC officials also attended the meeting.The members have been asked to form a crisis management body and maintain an inventory of antidotes to neutralize the toxic effect of chemical leaks in humans during such emergencies. A detailed plan of action was demanded from the

association by the AMC, the Directorate of Industrial Safety And Health, and Gujarat Pollution Control Board (GPCB). GPCB, in a report submitted to the district collector on Monday , has held the factory owner of Sun Chemicals responsible for the Vatva gas leak incident. Special judge M M Gandhi granted both conditional release on furnishing apersonal bail bond of Rs 2 lakh and two sureties of Rs 1 lakh each for each of the accused cops. They have been
