He was suspended by the BCCI due to the sting operation, alleging that he sought bribes to facilitate selection of players. A top BCCI official told PTI, “Saifi has tendered his resignation. New Delhi: The Chief Justice of India Dipak Misra on Thursday orally disapproved the Travancore Dewaswom Board’s imposition of 41-day penance on women to visit the Sabarimala Ayyappa temple. Monsoon session Day 2: Two key bills passed, Congress staged walkout to protest against mob violence New Delhi : On the second day of the ongoing Monsoon session in Parliament, two key bills were passed by both houses on Thursday. The Lok Sabha passed the Fugitive Economic Offenders Bill 2018 with the majority of house supporting the bill. The bill empowers authorities to attach and confiscate the properties and assets of economic offenders. Speaking in the lower house, Finance Minister Piyush Goyal said the ordinance is the need of the hour. “Cases where the total value involved in

such offences is Rs 100 crore or more, will come under its purview. Till 2014 nothing was done on this front,” The Rajya Sabha cleared amendments to the Prevention of Corruption bill, 2013. The amendments are mainly aimed at laying down more stringent measures to tackle corruption. It removed the provision that protected bribe givers from prosecution for statements they make during a corruption trial. The amendments also narrowed down definitions and penalties for a range of offenses.

Famous Hindi poet Gopal Das Neeraj passes away

New Delhi : Famous Hindi poet Gopal Das Neeraj passed away on Thursday evening at the AIIMS trauma centre, his family said. He was 93. Neeraj, who was a Padma Bhushan awardee, had suffered a head injury following a fall at his house in Agra and was undergoing treatment at a hospital there, Dr. Rajesh Malhotra, chief of the AIIMS trauma centre, said. “He was shifted to the trauma centre here last night in a critical condition. He had kidney failure, infection all over his body and head injury.

The state of state government finances

Even though state governments collectively spend much more than the Union government every year, state budgets do not attract the attention they deserve. Some financial market analysts keep an eye on state budgets, but it remains largely an academic exercise since bond market investors neither reward nor punish states depending on their fiscal situations. However, at the aggregate level, the state of state government finances has wider implications. It is in this context that the annual study of state government finances by the Reserve Bank of India (RBI) becomes important. The latest edition, published last week, shows that states missed the fiscal deficit target of 3% of gross domestic product (GDP) for the third year in a row. The fiscal deficit of states is estimated to be at 3.1% of GDP in 2017-18. This higher fiscal deficit at the state level in recent years has moderated the benefit of fiscal consolidation by the Central government. Higher borrowing, either by the Union or state governments, puts pressure on available financial resources and increases interest rates. India’s general government deficit is one of the highest among its peers. To be sure, after the implementation of the fiscal responsibility and budget management rules in the last decade, state governments improved their finances significantly. While the deterioration in 2015-16 and 2016-17 was largely due to the takeover of debt of power distribution companies under the Ujwal Discom Assurance Yojana (Uday) scheme, government finances in the last fiscal were affected by factors such as a shortfall in revenue, implementation of pay commission recommendations and farm loan waivers. Some of these factors will continue to affect state government finances in the current year as well. As states aim to consolidate their finances by reducing the fiscal deficit to 2.6% of GDP in the current year, at least three broad issues are worth highlighting. First, fiscal slippage in recent years has also led to deterioration in the quality of expenditure, with a rise in revenue expenditure. What this means is that higher fiscal deficits have not augmented state capacity, which can push growth. One reason for higher expenditure in the last fiscal, for instance, was a sharp rise in salaries. States employ more people than the Central government. Further, as per the revised estimates for 2017-18, debt waivers dented state governments’ budget to the extent of 0.32% of GDP. Put differently, if states had resisted populist farm loan waivers, their finances would have been in much better shape. Loan waivers are unlikely to benefit states in the long run. Studies have shown that while they reduce household debt, loan waivers do not help increase investment or productivity. On the contrary, formal financial institutions are reluctant to lend after loan waivers. This could make access to formal credit more difficult for some farmers.

Surat: Gujarat BJP leader Jayanti Bhanushali booked in rape case SURAT: After a high drama outside the city police commissioner office, police registered the complaint of the 21-year-old woman on Thursday evening who accused BJP leader Jayanti Bhanushali of raping her. The FIR was registered with Sarthana police station. Several Congress workers also arrived at the commissioner office along with the complainant and it led to confrontation with police outside the entry gate. Police forcibly took control of the car in which the complainant was sitting in a burqua and a cop drove it to the DCB office. A police subinspector also sat in the car to

Almost 22,000 students shift from private to Ahmedabad Municipal Schools in five years Ahmedabad : Twelveyear-old Zaid Mansuri has stopped going to Vishwa Bharti Bal Vidyalaya, a private school near his house. Vadodara water-logged after two hours of rain

VADODARA: A heavy bout of rains drenched the city on Thursday morning, leaving several areas water-logged. Disaster management control room officials said that the city received three inches of rains between 8 am and 10 am causing traffic jams on the main roads. The civic authorities swung into action after they started getting calls of waterlogging in different areas. After heavy rains lashed the south Gujarat districts, the weather department had warned a bout of heavy showers in Vadodara too. Some of the busiest areas in the city plunged into chaos due to traffic jams. From Sayajigunj to Subhanpura and Alkapuri to Rhino Circle, residential colonies in many localities were submerged in kneedeep waters. Till the last reports came in, the Sayajigunj underpass that connects the east part of the city with west was also closed due to water-logging.

Washington : A top US general said on Thursday he had not received any new guidance about the war in Syria, four days after the conflict was discussed in a closed-door meeting between US President Donald Trump and Russian President Vladimir Putin. Trump and Putin both praised US-Russia military ties and spoke vaguely about Syria to reporters on Monday after their talks in Helsinki, Finland, noting shared concerns for the security of Syria’s neighbor, Israel. Russia’s envoy to the United Nations was even quoted as saying on Thursday that the summit “will positively affect efforts to resolve the Syrian conflict.” Still, US Army General Joseph Votel, who as the head of Central Command oversees US military forces in the Middle East, said there was “no new guidance for me as a result of the Helsinki discussions as of yet.”

Despite bipartisan criticism, Trump pointed blame at the media, tweeting: “The Fake News Media wants so badly to see a major confrontation with Russia, even a confrontation that could lead to war. They are pushing so recklessly hard and hate the fact that I’ll probably have a good relationship with Putin. We are doing MUCH better than any other country!” “The Summit with Russia was a great success, except with the real enemy of the people, the Fake News Media,” he tweeted.
