Hyderabad: The Congress would not name the chief ministerial candidate in poll-bound Telangana, where it would fight the Assembly elections jointly with the TDP, CPI and Telangana Jana Samithi, a key party leader said on Wednesday. The AICC incharge of Telangana, R C Khuntia maintained that the usual practice in the Congress was not to name the party’s chief ministerial candidate before any assembly election. “TPCC (Telangana Pradesh Congress Committee) president, Uttam Kumar Reddy will lead the campaign but the chief ministerial candidate will be finalised after the election,” Khuntia told news agency PTI. “It will be decided after the election results come out, with the views of MLAs, in consultation with our president Rahul Gandhi”, he said.

Congress chief spokesperson Randeep Surjewala said the government has not acceded to the Congress request for making a provision for attaching the property of those not providing compensation to the affected women and children after giving them divorce. He said instant triple talaq was “an illegal, unconstitutional and inhuman practice” that was quashed by the Supreme Court. After the Supreme Court quashed the practice, it has become a law.

New Delhi: The BJP Monday described the government’s decision to bring an ordinance to make the practice of instant triple talaq a penal offence as a huge step towards “empowering women”. Taking a dig at the Congress, BJP national spokesperson Sambit Patra said Kapil Sibal, a leader of the opposition party, defended this practice in the Supreme Court. For all these years, the Congress politicised the triple talaq issue for vote bank politics. The Congress should be ashamed of itself, Patra said at a press conference at the party office here. The BJP thanked Prime Minister Narendra Modi for bringing the ordinance. It is a huge feat and huge step towards empowering women, Patra said.

amended bill. The Lok Sabha cleared the Muslim Women (Protection of Rights on Marriage) Bill, in December but it has been stuck in the Rajya Sabha where the BJPled NDA is in minority. The bill criminalises the Islamic practice of divorcing by

uttering the word “talaq” thrice in any form – spoken, in writing, or over electronic communication. The bill presented in the Rajya Sabha included three changes. The first amendment cleared by the Centre allows only a woman, or a close relative, to file a police case against her husband for instant triple talaq by uttering the word “talaq” (divorce) thrice.

New Delhi: A delegation of senior Congress leaders on Wednesday met the Comptroller and Auditor General of India (CAG) on the Rafale fighter jet deal and asked the auditor to prepare a report on alleged irregularities in it. The Congress delegation handed a memorandum to the CAG and said it expects the truth to prevail after the report on the Rafale deal is made public.“We have given a detailed memorandum along with enclosures on the irregularities and acts of omission and commission by the Government in the fighter jet deal. Pak court orders release of Nawaz Sharif, daughter; suspends jail term

Islamabad: In a major relief to the Sharif family, a top Pakistani court suspended on Wednesday the jail sentences of former premier Nawaz Sharif, his daughter and son-in-law in a corruption case and ordered their release from a high-security prison. A two-judge bench of the Islamabad High Court heard the petitions filed by former Sharif, 68, his daughter Maryam and son-in-law Capt (retd) Muhammad Safdar challenging their conviction related to the purchase of luxury flats in London. Justice Athar Minallah read the judgment and suspended the sentences handed to them by the accountability court judge Mohammad Bashir on July 6. Sharif, 68, Maryam, 44, and Safdar, 54, were sentenced to 11 years, eight years and one year, respectively, in prison in the Avenfield properties case.

Make in India won’t fix the real problems

The Narendra Modi government’s flagship “Make in India” programme is not the first attempt to goose Indian manufacturing. It will not be the last, no matter who wins the 2019 elections. Scrying the entrails of past policy pushes is helpful. It throws up some constant truths. Import substitution hasn’t worked and is unlikely to do so. Industrial policies can introduce significant distortions. Policy decisions made in New Delhi often don’t survive the journey to manufacturing plants. A new working paper by Rajesh Raj S.N., Kunal Sen and Sabyasachi Kar, Unmaking “Make in India”: Weak governance, good deals and their economic impact, provides interesting insights into that last point. Since its inception in 2003, the World Bank’s Doing Business report has been perhaps the most popular yardstick by which to measure the state-business relationship. Much was made of India’s jumping 30 ranks to 100th position in last year’s report. It is a laudable achievement as far as it goes, speaking to the Modi government’s attempts to clear up regulatory cholesterol and put new, effective systems in place. In 2015, however, Mary Hallward-Driemeier and Lant Pritchett had a subversive take on the impact of such policy action in their paper, How business is done in the developing world: deals versus rules. Looking at firm-level data from the World Bank’s enterprise surveys (ES)—as opposed to the Doing Business reports which survey lawyers, consultants, bureaucrats and so on—they found a vast gulf between de jure regulatory frameworks and de facto realities. Corruption and deal-making between the state and businesses meant that across the nations studied, a handful of companies could obtain clearances and permissions far faster than the law suggested, while other companies took far longer than prescribed. Raj, Sen and Kar mine this perspective further, looking at 2013-14 ES data across Indian states. In line with Hallward-Driemeier and Pritchett, they find a substantial difference between the de jure number of days required for a business to get an operating license or construction permit, and the de facto reality. So far, as expected. In fact, in the majority of states, the mean and median de facto values are lower—sometimes substantially so—than the regulations suggest. Does this mean that governance mechanisms are particularly efficient in these states? Not quite. They find a wide variance in firms’ withinstate experiences. For instance, in Bihar, “the 10th percentile set of firms reports obtaining an operating license in one day, while 90th percentile set of firms reports obtaining a license in 90 days.” This makes it clear that a company’s regulatory experience is a product of its deal-making ability, not of a neutral governance mechanism.

Rs 225 cr subsidy to milk farmers pending for want of bank a/c details Mumbai: The delay in submission of bank account details of dairy farmers in Maharashtra has led to subsidy worth Rs 225 crore getting stuck at the government level, an official has said. The Maharashtra government had taken a decision some months back to provide a subsidy of Rs 5 per for every litre of milk to the co-operative and private producers to convert it into milk powder. These cooperative societies have already submitted their applications to seek subsidy from the government, but they have been asked to prove that the milk purchased by them is of cow and supplied by dairy farmers only. To provide the subsidy in a transparent manner, the authorities have also asked

for bank account details of dairy farmers so that the amount can be transferred directly to them, the official from the dairy development department said. Once the bank accounts are verified by the authorities, the subsidy amount would be released, he said. The subsidy rate of Rs 5 per litre of milk is applicable from August 1. Everyday there is an excess milk production of about 10 lakh litres. This goes for milk powder production and entails a daily subsidy of Rs 50 lakh, the official said. The average monthly dues of milk cooperatives for powder production are Rs 150 crore, and so far dues worth Rs 225 crore have accumulated, he said. “The idea is to bring complete transparency into this system.

Ahmedabad: The Gujarat Assembly on Wednesday passed a bill to increase the salaries of MLAs by 64% and those of ministers, the Speaker, the Deputy Speaker and the Leader of the Opposition by 54%, reported PTI. Salaries for MLAs will rise from Rs 70,727 to Rs 1.16 lakh a month. Ministers, the Speaker, the Deputy Speaker and the Leader of the Opposition will earn Rs 1.32 lakh a month now, against Rs 86,000 earlier. The daily allowance of the MLAs was hiked to Rs 1,000 from Rs 200 and the monthly postal allowance of the Leader of

Vadodara’s ‘bravest’crocodile rescuer dies at 43 Vadodara : Vadodara lost one of its bravest crocodile rescuer, Rakesh Vadhwana, who died of heart attack on Monday. He was 43. “He was a man of actual expertise. Apart from being an excellent rescuer of crocodiles, snakes and even leopards, he was an amazing demonstrator and trainer. He knew his work thoroughly,” said Aradhana Sahu, Conservator of Forest, Vadodara. “At multiple occasions, I had invited him to train and conduct workshops for our teams there and he always obliged. Many rescuers today are a product of his training,” said Sahu who knew Vadhwana from the days when she was posted in Aravalli and Sabarkantha. In a census conducted in 2015 by the Forest Department, it was found that Vishwamitri river, which flows through Vadodara, had 260 crocodiles, a sharp

increase from 206 in the 2011 census. With numbers of the reptiles multiplying rapidly, many crocodiles tend to enter nearby residential areas from the river during monsoon, thereby seeking the help of crocodile rescuers. Forest Department officials claimed that Vadodara has many wildlife lovers who carry out minor rescue operations, but with Vadhwana’s death, the city now has only four efficient crocodile rescuers who can dare to carry out major operations with adequate expertise. Vadhwana had been actively involved in rescuing crocodiles. According to his friends, one of his last major rescue operation was in the month of July, when he had helped rescue four crocodiles in 24 hours — among them an 11-foot long crocodile that was spotted opposite a hotel in the city.

The city-based Sanatan Foundation had last week moved a Public Interest Litigation (PIL) seeking change of the title and some content of the film, or its ban for “hurting sentiments of Hindus”. The outfit told the court Wednesday that the new film title was not acceptable as it still sounds similar to Hindu festival ‘Navratri’. The petitioner’s lawyer B B Agrawal submitted in the court that the film’s tagline – a journey of love – as shown in its posters and promotions could be converted into “Love Ki Yatra”. Salman Khan, the film’s producer, had Tuesday announced on microblogging site Twitter that the movie’s title had been changed to Loveyatri, from Loveratri. During a hearing on the admission of the PIL Wednesday, the respondent producer’s lawyer told the court that the litigation was

“immature” as the movie was yet to get a certification from the censor board. A division bench of Chief Justice R Subhash Reddy and Justice V M Pancholi directed the lawyer representing the film’s producer to seek instructions regarding the content of the movie, and asked how its promos were released without certification from the censor board. Justice Reddy also said that if needed the bench will watch the film. The movie marks the debut of Salman Khan’s brother-in- law Aayush Sharma and actor Warina Hussain and is set against the backdrop of Navratri. Directed by debutant Abhiraj Minawala, the film is slated for release on October 5.

However, this was preceded by heated exchanges between the Opposition and the ruling party MLAs. As per the Assembly rules, the Speaker has to take up a no-confidence motion for discussion after three days, but as the two-day session ended Wednesday, the present motion will not be discussed.

Brazil : Experts with UNESCO say it could take years to restore Brazil’s National Museum and the vast collections that were ravaged by a fire on September 2. Jose Luiz Pedersoli, who works for International Centre for the Study of the Preservation and Restoration of Cultural Property, said Tuesday that based on the experience of other countries it could take up to 10 years to restore just part of the collections. Pedersoli is part of a group of specialists working with the United Nations’ cultural agency that visited the remains of the museum. Group director Cristina Menegazzi said its members are studying how best to rescue the objects that survived the fire. “I think that the expectation for the work of rescuing, digging … we are talking about months or even years. In addition to that, we are talking about years related to cleaning, conservation, documentation and stabilization,” Pedersoli said. “With the example of Germany when the Municipal Archive building (in Cologne) collapsed, our colleagues from Germany told us that 10 years after the event what they recovered” that was in a condition suitable for public display was just 20 per cent of the collection.
