CBI chief seeks time, then files response to CVC report on time

New Delhi: CBI Director Alok Verma Monday submitted his response on the findings of an inquiry, conducted against him by the Chief Vigilance Commissioner, to the Supreme Court in a sealed cover. A three-judge bench, headed by Chief Justice of India Ranjan Gogoi, had on November 16 given Verma time till 1 pm Monday to file his response to the report, which had said that “some charges (against Verma) require further probe”. Appearing for Verma, advocate Gopal Sankaranarayanan had sought a few more hours to file the report, but later managed to file it on time. The bench had on November 16 said that the CVC report “can be categorised into four — very complimentary on

some charges, not so complimentary on some charges, very uncomplimentary on some charges, and some charges require further probe”. The bench, which also comprised Justices S K Kaul and K M Joseph, had directed that Verma be given a copy of the report in a sealed cover so that he can file a reply. Verma has challenged the October 23 order by which he was divested of his charge following differences with Special Director Rakesh Asthana. The government had also sent Asthana on leave. The court is set to hear the matter again Tuesday. Hearing the petition by Verma on October 26, the court had given the CVC two weeks to complete the enquiry against him.

NSA Ajit Doval interfered in Asthana probe, stalled searches: CBI DIG to SC

New Delhi : The internecine battle within the CBI reached the doorsteps of the Prime Minister’s Office on Monday when agency DIG Manish Kumar Sinha, moving a petition in the Supreme Court, alleged that National Security Adviser Ajit Doval interfered in investigations against Special Director Rakesh Asthana and stymied a search of his residence. Mentioning his plea before the bench of Chief Justice of India Ranjan Gogoi and Justices S K Kaul and K M Joseph, Sinha sought urgent hearing of his petition but it was declined. On Tuesday, the bench is scheduled to take up CBI Director Alok Verma’s plea. In response to the Chief Vigilance Commissioner’s report on charges against him, Verma filed his reply Monday. Verma and

Asthana, who had been at loggerheads, were divested of their responsibilities and sent on leave October 23.

Both officers have approached the Supreme Court. Claiming that his subsequent transfer to Nagpur was the fallout of the investigation against Asthana which he was overseeing, Sinha sought that the transfer order be quashed. His petition levelled serious charges against the PMO, Minister of State for Coal and Mines Haribhai Parthibhai Chaudhary and Law Secretary Suresh Chandra. In his petition, Sinha claimed that two alleged middlemen involved in the case were close to Doval. He also claimed that Sathish Babu Sana, the complainant in the case, had told him that MoS Chaudhary had been paid “a few crores of rupees” after he had “intervened with the senior officers of CBI through the office of the Minister of Personnel, Public Grievances and Pension”.

There are indications that RBI may be willing to ease lending norms for MSMEs but liquidity to NBFCs remains a sticking point.

of the contentious issues. While there was no official word on the deliberations at the meeting that lasted nearly

nine hours, the government and Gurumurthy have been pressing the central bank to provide more liquidity to nonbanking finance companies (NBFCs), ease lending rules to small businesses, relax norms for weak banks and part with more of RBI’s surplus reserves to boost the economy. There are indications that the RBI may be willing to ease lending norms for micro, small and medium enterprises (MSMEs) but liquidity to NBFCs remains a sticking point.

Tackling India’s inflation and policy puzzles

Inflation based on consumer price index (CPI) has surprised analysts on the downside. Data released last week showed that inflation for the month of October was at 3.31%. Analysts expect headline inflation to remain low in the coming months as well, partly because of lower food prices. Global crude prices have also come down recently and should help keep inflation in check. The headline inflation number should please both the government and the Reserve Bank of India (RBI). It is actually remarkable that inflation remained muted despite the sharp jump in crude prices this year. Its holding at lower levels for an extended period will improve India’s policy credibility and strengthen macroeconomic stability. Though low inflation is desirable, it currently masks a fair amount of policy complexity, both for the government and the central bank. As noted above, food prices have remained low. RBI deputy governor Viral Acharya in the October meeting of the monetary policy committee (MPC), for instance, noted: “Since the August policy, food inflation has surprised dramatically on the downside. Seasonal pickup in prices of vegetables and fruits in summer months was simply missing due to a combination of increased mandi arrivals, export policies and other supply management measures. This, coupled with a normal monsoon, has shifted RBI’s food inflation projections significantly downward.” While lower food prices are good news for consumers, they will not help address the distress in the rural economy. Politically, this could affect the chances of the ruling Bharatiya Janata Party, both in the ongoing assembly elections and the upcoming Lok Sabha election. In terms of the broader economic impact, lower purchasing power in rural areas could affect aggregate demand and growth. This also suggests that the announcement of higher minimum support prices (MSPs) and other measures to improve income in the farm sector are not working as desired. It highlights the limitations of MSP as a mechanism to ensure better prices for output in the farm sector. Therefore, it is important to broaden the framework of reforms in the agriculture sector in order to find durable solutions that will not only help farmers get better returns but also smoothen prices in the marketplace. India now needs to prepare to handle surplus in agricultural production on a sustainable basis. On the monetary policy side, as Acharya’s statement suggests, food inflation has been surprising on the downside and has affected inflation projections of the central bank.

Revenue department plans linking e-way bill with FASTag to check GST evasion

New Delhi: The revenue department is planning to integrate e-way bill with NHAI’s FASTag mechanism and DMICDC’s Logistics Data Bank (LDB) services, to facilitate faster movement of goods and check GST evasion. The proposal, according to officials, will improve operational efficiencies across the country’s logistic landscape. Currently, lack of harmonisation under the ‘track and trace’ mechanism in terms of sharing information among different agencies is affecting the ease of doing business in the country. Besides, it is also impacting the logistic costs of the companies. The

proposal, being worked out by the revenue department, will also help in preventing goods and services tax (GST) evasion by unscrupulous traders who take advantage of the loopholes in the supply chain, an official told PTI. Touted as an antievasion measure, e-way bill system was rolled out on April 1, 2018, for moving goods worth over Rs 50,000 from one state to another. The same for intra or within the state movement was rolled out in a phased manner from April 15. Transporters of goods worth over Rs 50,000 would be required to present e-way bill during transit to a GST inspector, if asked.

Ahmedabad : The Supreme Court on Monday deferred till November 26 the hearing on a plea filed by Zakia Jafri challenging the clean chit given by the Special Investigating Team (SIT) to Prime Minister Narendra Modi in connection with the 2002 riots in Gujarat when he was the chief minister. Zakia, the wife of Ehsan Jafri, an ex-MP who was killed in one of the worst incidents during the riots, has challenged the Gujarat high court’s October 5, 2017 order rejecting her plea against the

SIT’s decision. A bench of Justices A.M. Khanwilkar and Deepak Gupta said that “the matter would take some time for detailed

hearing and the plea will be heard on November 26”. The Supreme Court on Monday also said that it will also look into the application

by social activist Teesta Setalvad on becoming a co-petitioner in Zakia’s plea ahead of hearing the main case. At the outset, senior advocate Mukul Rohatgi said Zakia’s plea was not maintainable, and raised objection to Setalvad becoming the second petitioner in the case. During the last hearing, Zakia’s counsel had said that notice needs to be issued in the plea as it pertained to the aspect of alleged “larger conspiracy” during the period from February 27, 2002 and May 2002.

Ahmedabad : Gujarat Chief Minister Mr. Vijaybhai Rupani today held a high-level meeting at Bhuj with the local district administration to review the situation emerging in scarcity affected Kutch district. In the meeting, the Chief Minister assured that Kutch would not face any difficult in this hard time. Mr. Rupani further stated that to resolve the issue of drinking water, the Tappar Dam would be filled with Narmada waters from January 20, 2019. The state government has ensured adequate quota of fodder. Kutch district was declared scarcity affected area on last October 1. If required, cattle camps would be setup in the district. So far, six racks of grass quota has been supply to Kutch through train route, while, another seven racks

of grass quota is on the way, he added. Earlier describing the situation in Kutch at the beginning of the meeting, district collector Mr. Remya Mohan said that so far, 2.72-Cr kg of grass has been distributed in Kutch. Besides this, the state government is playing a key-role for donors in purchasing grass from neighbouring states like Haryana, Punjab, Rajasthan and others. In Kutch, 217 villages are getting Narmada drinking waters, 206 villages are getting Narmada waters through local water sources, 427 villages through local water sources and 17 villages through water tankers. Two contingency plans of Rs. 3468.40-lakh and Rs. 208-lakh have been chalked out for rural and urban areas, respectively, he added.

Ahmedabad : Gujarat Chief Minister Mr. Vijaybhai Rupani today expressed determination to develop ‘Smrutivan’, which is being developed in memory of victims of devastating massive earthquake of year-2001 that had claimed nearly 13,800 lives, as an international tourist spot at historical Bhujiya Dungar near Bhuj in Kutch district of the state. The Smurtivan is being developed over 470 acre of land plot with tourist friendly and senior citizen friendly amenitiesunder the supervision of the Smrutivan Society. After reviewing the facilities being developed there, Mr. Rupani made suggestions that amenities such as water huts, food courts, toilet blocks, parking areas and others should be developed to ensure that visiting tourists don’t face any inconveniences. For the development of the first phase, Gujarat State Disaster Management Authority (GSDMA) has given grant of Rs. 155-crore. Chief Minister also suggested that the proposed museum should be developed in such a way that the tourists can have first-hand experience of cultural heritage of Kutch and its situation at the time of devastated earthquake. He further suggested that the project should generate employments for local youths and a special arrangement should be made for visiting school students’ groups. He also emphasize on making maximum forestation in coordination with social organizations and NGOs.

Gujarat to get highway airstrip for emergency landing near Dwarka

Dwarka : Construction of an airstrip for emergency landing between Datrana and Jawanpar villages on Limbdi-Khambhaliya national highway near Dwarka has started, Union Minister Mansukh Mandaviya said Monday. The Minister of state for Road Transport and Highways said there were plans to set up 11 such emergency landing airstrips on national highways across seven states for timely relief during natural disasters or any such untoward event. “A five kilometre stretch between Datrana and Jawanpur villages on

Limbdi-Khambhaliya national highway near Dwarka is being developed as an emergency landing airstrip. The project is a part of the construction of 11 such airstrips identified by the Defence ministry, Indian Air Force and the Roads and Transport ministry,” he informed reporters Monday in Gandhinagar. “In times of emergencies, when roads and rail routes are disrupted, and when it is necessary to provide relief urgently, airstrips are crucial. In floods, cyclone or earthquakes, this airstrip will be very helpful to provide

immediate relief,” he said. “Initially, 29 highways were identified for building such airstrips, but after the feasibility study in the first phase, 11 national highway routes were finalised. Two other highways where such strips will be constructed are under state government control,” Mandaviya said. He said these airstrips will have a standard design, comprising four parking slots for aircraft, one air traffic control and 60-meter wide cement concrete road. “It will have gates on both the sides.

Chicago : A gunman opened fire Monday at a Chicago hospital, wounding at least four people, including a police officer and a hospital employee, authorities said. A police spokesman said the gunman was dead, but it was not immediately clear if he took his own life or was killed by police at Mercy Hospital on the city’s South Side. A witness named James Gray told reporters that it looked as if the attacker “was turning and shooting people at random.” The shooting apparently began as the suspect was walking with a woman near a parking lot. He turned and repeatedly shot the woman in the chest. He then entered the hospital and continued firing, Gray said. Four people were in critical condition, including an officer. At least one of the four was a hospital employee, police spokesman Anthony Guglielmi said. Authorities asked people to avoid the area. A message left for hospital officials was not immediately returned. Television footage showed several people, including some wearing white coats, walking through a parking lot with their arms up.

Sri Lanka’s new PM may lose budget even as he clings to power

Colombo : Sri Lanka’s newly appointed Prime Minister Mahinda Rajapaksa, who lost two motions of no confidence last week, may lose his government’s budget even as he clings to power. Lawmakers opposed to Rajapaksa said they intend to remove funding for staff salaries and other costs in a vote on Nov. 29. The opposition, which regards his administration as illegitimate, will also seek approval to slash the government’s overall budget, they said. It was the latest of several new twists on Monday in the political chaos that has embroiled Sri Lanka for the past few weeks. Leaders of political parties backing Rajapaksa and President Maithripala Sirisena refused to allow a third motion of no confidence to be held through name call or electronic voting on Monday. The previous two motions passed through a voice vote but Sirisena said they hadn’t followed the proper procedures. Sirisena appointed Rajapaksa last month after firing Ranil Wickremesinghe as prime minister, setting off the political turmoil on the island off India’s southeast coast. Rajapaksa is seen as a close ally of China, though Beijing has denied accusations that it was instrumental in getting him appointed. Dinesh Gunawardene, a Rajapaksa loyalist, said Wickremesinghe’s coalition had handed a motion “to suspend all government expenses” to the speaker and the parliament secretary. “According to the previous no-confidence motions, both Rajapaksa and his government are out. There is no government, but there are MPs,” M.A. Sumanthiran, a lawmaker who had voted for the no-confidence motion, told Reuters. “The finance of the country is under the control of the parliament. Now we have proposed a motion to stop government finances for the prime minister’s office,” he said.
