The team of UNODC, the body tasked with fighting against illicit drugs and international crime, was led by Deputy Regional Representative Suruchi Pant in today’s meeting with Gandhi. Gandhi discussed ways to curb drug abuse and crime against Women and Children in India, a WCD Ministry official said. “Met a team from UNODC led by Suruchi Pant, Deputy Regional Representative today…I shared with them the significant initiatives undertaken by the Government in the last 48 months,” Gandhi tweeted.

Fire breaks out in two UP hotels, five dead Lucknow : Five people, including a year-old baby girl, were burnt alive while a dozen others were injured as a fire broke out in a threestorey hotel and spread to an adjacent hotel near Charbagh railway station in Lucknow on Tuesday. The owners and employees of both the hotels fled soon after the fire broke out and are absconding, police said. Fourteen fire tenders took around four hours to douse the flames. Police suspect a short circuit in the basement started the fire at Hotel SSJ International, located on a congested street near Charbagh railway station. The blaze soon spread to other floors and then to Hotel Viraat International. According to fire department officials, both hotels had fire safety equipment, but none of it was used because the staff fled on spotting the flames. Neither of the hotels had obtained No Objection Certificates (NOCs) from the fire department.

Peace not just absence of conflict but effort that prevents strife: President Kovind New Delhi : President Ram Nath Kovind on Tuesday said that India is committed to world peace, that it sees peace not just as the absence of conflict but as a reflection of sustainable development and indeed of any effort that anticipates and prevents strife and suffering. He was addressing a gathering of diplomats, policymakers and academics in Athens on the subject “India and Europe in a Changing World”. The event was organised by Hellenic Foundation for European and Foreign Policy (ELIAMEP), a foreign policy think tank. “When we work for combating climate change, we contribute to world peace. When we assist other developing countries, as per their priorities, and strive for a less unequal world we contribute to world peace. When we rescue and evacuate not just our own citizens from troubled regions, but those of 40 other countries – as we did during the Yemen crisis of 2015 – we contribute to world peace.

Modi’s Kashmir policy is correct: Rajnath Singh after BJP-PDP fallout in J&K New Delhi : In a strong defence of Prime Minister Narendra Modi’s Kashmir policy, Home Minister Rajnath Singh has expressed that Kashmir has been a “very old” challenge, citing Pakistansponsored terrorism as one of the major factors hindering the peace and development process. In an interview to The Week, he said that Kashmir issue is a major challenge for all governments and will take time to be resolved. A day after the BJP pulled out of the alliance with PDP in J&K, the minister said the party “did its best” and tried everything to bring peace and development in the valley. Yesterday’s BJP-PDP fallout forced chief minister Mehbooba Mufti to resign and the subsequent imposition of Governor’s rule today. “No, Modiji’s Kashmir policy is correct. There is no doubt about it. It will take time; as I said, the problem was not born today or yesterday,” he said when asked whether Modi’s Kashmir policy was faltering. On another question, Singh said that former state chief minister and PDP patron Mufti Mohammad Sayeed should not be compared with Mehbooba Mufti. Working to double farm income by 2022, says PM

New Delhi: Prime Minister Narendra Modi on Thursday underlined that his government has doubled the budget for agriculture to Rs 2.12 lakh crore in order to achieve its objective of doubling farm income by 2022. “We are working towards ensuring that the income of our hardworking farmers doubles by 2022. For that, we are facilitating proper assistance wherever required. We have faith in the farmers of India,” said the PM during an interactive session he held with farmers from over 600 districts through Narendra Modi App. During the session, Modi highlighted his government’s major schemes meant to

boost the agrarian sector. “Cutting input cost, fair price for the crop, preventing the produce from rotting and creating alternate sources of income are the four key areas for raising farm income,” Modi said during the interaction. “There is a record growth not only in foodgrain sector but also in milk, fruit and vegetable production,” he added. “Our effort is to provide farmers assistance at all stage of agriculture — at the time of sowing, after sowing and at the time of harvesting,” he said, adding the policy interventions are being planned to help farmers right from seeds to markets.

New Delhi: Chief economic adviser Arvind Subramanian has decided to quit the job, with close to a year of his tenure remaining, and return to the US for “very compelling reasons”. “It’s been the best job I have ever had, and I am pretty sure this will be the best job I will ever have,” Subramanian said. He said he would leave the office within the next two months even though his official contract was till May 2019. “It is no secret that we are expecting our first grandchild in the early September. That’s a very compelling reason that takes us back to old life of that used to lead of researching, writing, teaching and reflecting above all,” Subramanian said. The news about Subramanian leaving was broken by Union minister Arun Jaitley, who wrote a Facebook post saying that he (Subramanian) had told him a few days ago that he wanted to go back to the US due to family commitments, and he had to agree with him.

You may have to pay 28% GST & VAT on petrol, diesel

New Delhi: A peak tax rate of 28% plus states levying some amount of local sales tax or VAT on petrol and diesel is likely to be the tax structure when the two auto fuels are covered under the GST regime, a top government official said. The peak GST rate plus VAT would be equal to the present tax incidence, which is made up of excise duty, levied by the Central government, and VAT charged by the states. The timing of including petro products in GST will be a political call which the Centre and states would have to take collectively, he said. The Centre currently levies a total of Rs19.48 per litre of excise duty on petrol and Rs15.33 per litre on diesel. On top of this, states levy VAT. The total tax incidence on petrol comes to 45-50%, and on diesel, it is 35-40%. GST subsumed more than a dozen central and state levies like excise duty, service tax and VAT when it was implemented from July 1, 2017. However, its implementation on five petro products petrol, diesel, natural gas, crude oil and ATF was deferred.

New Delhi : Home Minister Rajnath Singh said the security of Prime Minister Narendra Modi had been beefed up following reports of Maoists planning an attack on him. “We do not know who is planning what, and at what stage the plans are. We need to take all precautions. I have already set up a committee to review the prime minister’s security and it is going to be a continuous process. After we received certain inputs, we tightened his security further,” he said. In an interview to ‘The Week’ magazine, Singh said Modi had not said anything about any threat to him.

Now Trump’s turn for a Bush-like act?

Belonging to a generation that has been fed on such stuff as Alien Trilogy and the Colonial Marines, the thought of raising a space army would have occurred naturally to President Donald Trump. But his reason for doing so is, indeed, stunning: The US, which, according to him, had lost the respect of the rest of the world is now regaining such respect and it is incumbent upon his White House to do something to keep it that way. News has just come of Trump ordering the US military to establish a ‘Space Force’ as the sixth branch of its armed forces to ensure ‘American dominance in space’ amid competition from Russia and China. The existing branches are the Army, Navy, Coast Guard, Air Force and Marine Corps. Addressing members of the National Space Council, he said it would be unacceptable to let either China or Russia lead in space; so he is ‘going to direct the federal agencies to implement a state-of-the-art framework for space traffic management’. He also promised to return Americans to the Moon and the US would, eventually, send people to Mars. There is no denying that the Cold War competition had led to the development and growth of space science and technology in no small measure, which benefited the whole of mankind. The space rivalry between the US and the Soviet Union virtually ended in 1975, when the first multinational human-crewed mission went to space under the Apollo-Soyuz joint test mission, carrying three American astronauts and two Soviet cosmonauts. There is fight now, although new players, such as India and China, have joined the effort to gain advantage in space technology. In trying to extend his ‘America First’ policy into space, it is not clear if Trump has been made aware of the United Nations Outer Space Treaty, which seeks to prevent Outer Space becoming a battleground for the superpowers. It could well be that he is aware, but, given his temperament and approach, he could not care less. The treaty, which covers the exploration and use of ‘Outer Space, including the Moon and Other Celestial Bodies’, bars states from placing weapons of mass destruction into orbit of Earth, installing them on the Moon, or any other celestial body, or otherwise stationing them in Outer Space. It also specifically limits the use of the Moon and other celestial bodies to peaceful purposes and expressly prohibits their use for testing weapons of any kind, conducting military manoeuvres, or establishing military bases, installations and fortifications. Both the US and Russia are signatories to the treaty. The Trump move is fraught with great danger to humanity and could turn out to be a bigger catastrophe than what President Bush’s misadventures have landed the world in.

Federer dropped just eight points on his serve and was hardly troubled in a one-sided contest as he converted a decisive break point in

the ninth game of the second set to march to victory. “I got out of the box well, I felt good right away,” Federer said. “This is an easier court to play than last week in Stuttgart. “The ball bounces up higher into my strike zone. Mumbai: Andy Murray was back at one of his favourite stomping grounds on Tuesday and while the resumption of his career ended in defeat by Nick Kyrgios, the Scot remained upbeat about his return from injury, if guarded about his Wimbledon participation. The 31-year-old three-times Grand Slam champion had not played a competitive match since losing to Sam Querrey in last year’s Wimbledon quarter-finals and opted to have right hip surgery five months ago. His ranking has slipped to 156 but there were times during a compelling two hour 39 minute clash

with Kyrgios in the first round of the Queen’s Club championships when it looked as though he had never been away. three ODIs against England in an away fixture. Earlier, Ajinkya Rahane had been kept as a reserve if Sharma wasn’t able to clear the fitness test. “There is nothing new in having a standby. Such was my desire to stay that I had in fact recently agreed to sign a financially reduced contract in order to commit my future to the club. “However, following my meeting with the new manager I was made aware that, although the reduced contract offer remained, it was made clear to me that my playing time would be significantly reduced should I decide to stay.” Wilshere made his senior debut for the club in 2008 and went on to amass almost 200 appearances in all competitions for Arsenal.

Lapses at many levels of bank led to huge PNB fraud, says report

Mumbai: A USD 2 billion fraud at India’s Punjab National Bank (PNB) may have been orchestrated by a few rogue employees, but it escaped detection because of widespread risk-control and monitoring lapses in many areas of the bank, the bank’s own internal probe has found. PNB, India’s second-biggest state-controlled lender, has previously alleged that a handful of staff at a single Mumbai branch issued fake bank guarantees over several years to help two jewellery groups - controlled by Indian diamond magnate Nirav Modi and his uncle Mehul Choksi - raise billions of dollars in foreign credit and commit India’s biggest-ever bank fraud. The bank’s CEO Sunil Mehta told Reuters in April he had suspended 21 officials and “will not spare” others found involved in lapses, but he also described the

fraud as a “small turmoil”. However, a 162-page internal report, produced by PNB officials tasked with probing the fraud, lays bare lapses that go far beyond a few branch officers. The report, a copy of which was reviewed by Reuters, lays out how failings by 54 PNB officials - ranging from clerks to foreign exchange managers, and auditors to heads of regional offices, allowed the fraud to be perpetrated. Eight of the 54 are among those who have been charged by the federal police for their roles in the scandal. The report, which the PNB officials presented to the bank’s fraud risk management arm on April 5, along with dozens of pages of annexed bank records and internal e-mails, is also part of the evidence submitted by the federal police in its court case against those allegedly involved in the fraud.

Sensex surges 261 points on global rebound; RIL ends at record high

Mumbai: Benchmark Sensex rebounded by almost 261 points to close at 35,547.33 on Wednesday, breaking its two-day falling streak as investors accumulated recently beaten down metal, banking and realty counters. Oil-to-telecom conglomerate Reliance Industries topped the gainers list in the Sensex pack, spurting 2.44 per cent to end at a record high of Rs 1,019.95. Overseas, Asian and European stocks too bounced back, reversing some of their recent losses following escalating trade tensions between the US and China. Brokers said investor sentiment got a boost after the Reserve Bank yesterday announced purchase of government securities of up to Rs 10,000 crore on June 21 to help in liquidity management. The 30-share Sensex stayed in the green throughout and hit the day’s high of 35,571.37 on a flurry of buying. It finally ended at 35,547.33, up 260.59 points, or 0.74 per cent. The gauge had lost 335.40 points in the previous two sessions, tracking a sell-off across global markets after the US and China reignited their trade dispute. The broader NSE Nifty climbed 61.60 points, or 0.58 per cent, to close at 10,772.05. Intraday, it shuttled between 10,781.80 and 10,724.05. Domestic institutional investors (DIIs) bought shares worth a net Rs 653.68 crore while foreign portfolio investors (FPIs) sold equities to the tune of Rs 1,324.92 crore yesterday, as per provisional data.

Believe it or not, the state home department has asked prohibition officials to verify how many health liquor permits have been issued in the name of dead persons. According to senior police sources, the massive exercise of personal verification of health permits, which was suspended by the

state government in March 2017, is being conducted again based on a case registered in ‘A’ division police station of Rajkot wherein a man had got health liquor permit in 2016 in the name of one Sikander Mamri of Rajkot who had died in March 2007. “The “ghost” permit was issued allegedly in connivance with the then superintendent of prohibition and excise.

Ahmedabad: Bird-hit grounds Kolkata-bound flight AHMEDABAD: A bird-hit was reported on a Kolkata-bound flight with 175 passengers after it took off from Sardar Vallabhbhai Patel International (SVPI) Airport on Tuesday morning.\Officials at the airport said that the incident occurred at 6.39am on Tuesday and three dead pigeons were found on the runway. The flight was forced to return to the airport. While no injuries were reported, the birdhit led to a major ruckus as the plane was grounded and the passengers of the Kolkata flight were accommodated on another flight, which was scheduled to fly to Bangalore. In turn, Bangalore passengers were accommodated on another flight at 1pm on Tuesday. But since passengers of the morning flight were put on the afternoon flight, the flight scheduled at 1pm was cancelled. Some passengers had to wait for around four hours. They created a ruckus, videos of which were circulated on social media. In one of the videos, some passengers are seen questioning the airline’s staff about the delay. A statement later released by IndiGo reads, “IndiGo flight 6E-124 operating on the Ahmedabad-Kolkata sector had to return to Ahmedabad due to a bird strike after take-off. The aircraft is undergoing maintenance inspection. To minimize customers’ inconvenience and consequential delays, another aircraft operated the Ahmedabad-Kolkata flight with all 175 passengers on-board.” However, the airline did not answer questions on two other flights that were affected. Another bird-hit at the airport was reported on February 7 this year. A Delhi-bound GoAir flight was aborted in that instance.

Gujarat: Those harassing lions Semicolon strikes a chord with Amdavadis can be jailed up to 7 years GANDHINAGAR: The Gujarat government on Tuesday declared that people harassing Asiatic lions will now attract serious penal action under Section 9 of the Wildlife Protection Act, 1972. Harassment covers a wide range of actions: organizing illegal lion shows, chasing lions in vehicles, and shooting illegal videos. The government warned that those caught disturbing the lions can be imprisoned for up to seven years. The government also announced the formation of a single authority to manage the 22,000 sq km spread of lion habitat, which is currently under the control of four different authorities. “We have directed forest officials to invoke hunting charges against those who trouble the animals,” state forest minister Ganpat Vasava said. “Hunting, according to the Act, does not mean killing alone. It applies to harassment of Schedule I animals, such as lions and tigers.” Schedule I animals are given the highest protection under the Wildlife

Protection Act. “Until now, we were imposing only the section pertaining to trespassing against offenders,” Vasava said. The Gujarat government faced

severe criticism recently after a series of videos showing people pestering lions went viral. In one video, a lioness is shown being made to beg for chicken, which is dangled in front of it during an illegal show. Earlier, videos of youths chasing lions on speeding bikes and cars had gone viral. Facing censure from various stakeholders, chief minister Vijay Rupani on Monday held a review meeting to devise a better strategy for the conservation of lions.

Giving details of the policy, Mr. Patel and Minister of State for Energy Pradeepsinh Jadeja it is to promote producing wind and solar power simultaneously and provide assistance, to remain in force for five years. The benefits of the new policy can be accrued for 25 years or till its life or whichever is shorter. It entails the developers can set up wind power unit on the land meant for existing solar power unit, or vice versa. The transmission line meant for solar power for wind power as well.The policy also allows setting up new wind-solar hybrid power producing unit. The objective of the new policy is optimum utilization of land and grid land for clean energy – a new

initiative worth emulating by other states. The electricity produced from such hybrid wind and solar units will be exempted from electricity duty, allowing land use for dual purposes. Under this policy, the Minister has announced 50% concession in cross subsidy surcharge and additional surcharge while selling electricity to

any third party. For captive power plants under hybrid projects, it entails total exemption from cross subsidy surcharge and additional surcharge, and 50 per cent relief in wheeling charges and distribution loss. In case of captive and third party sale can set up 50 per cent consumer section 50 per cent load for solar and 50 per cent for wind. Those who already have third party sale agreement with Gujarat Urja Vikas Nigam Ltd will continue to have so as per the capacity. New developerscan decide the capacity of wind-solar hybrid unit as per therenewable power purchase agreement with the consumer as per their choice. Apart from this, group captive companies can set up hybrid projects for which they will have to invest cent per cent share investment in the same ratio for consumption of the energy. At present, Gujarat produced approximately 5,500 MW of wind power and 1,600 MW solar power, totalling 7,100 MW of non-traditional energy.

Gaza : Several dozen rockets and mortar bombs launched at Israel by Palestinians in Gaza, and Israeli air strikes on the enclave’s dominant Hamas militant group, raised the heat along the border on Wednesday. Despite the biggest flare-up in weeks in the area, no deaths were reported. But pledges by Israel and Palestinian militants to continue to respond to any attacks against them held the potential for broader conflict. “I don’t intend to detail the actions we plan on Gaza,” Israeli Prime Minister Benjamin Netanyahu said in a speech to graduating military officers that was aired on national radio. He added: “Force will be stepped up as much as required. We are prepared for every eventuality, and our enemies would do well to understand that – right now.” The Israeli military said Hamas fired about 45 rockets and mortar bombs at southern Israel overnight, and that Israeli aircraft attacked 25 targets belonging to the group in response.

US fails to take decisive steps against terror safe havens: US official

Washington : Pakistan has not taken “sustained or decisive” steps against terror safe havens as expected by the US, a top American diplomat has said, nearly a year after President Donald Trump unveiled his South Asia strategy accusing Islamabad of harbouring terrorists. Alice G Wells, Senior Bureau Official for South and Central Asian Affairs said despite some positive indicators, the US has not yet seen Pakistan taking the sustained or decisive steps that it would have expected to see ten months after the announcement of the South Asia strategy, including “arresting or expelling Taliban elements who will not come to the negotiating table.” Wells, who is scheduled to testify before the House Foreign Affairs Committee today, said in her prepared statement ahead of her hearing that “Pakistan is on notice that we expect its unequivocal cooperation ending sanctuaries” that the Taliban have enjoyed since the remnants of their toppled regime fled into Pakistan in 2001.

Trump says he’ll be ‘signing something’ on detained children

Washington : Homeland Security Secretary Kirstjen Nielsen has drafted an executive action for President Donald Trump that would direct her department to keep families together after they are detained crossing the border illegally. She was at the White House where Trump told reporters he would be “signing something” shortly. The effort to end what has become a major crisis for the Trump administration was outlined by two people familiar with Nielsen’s thinking who spoke on condition of anonymity to discuss the effort before its official announcement. It’s unclear exactly what the president might be supporting, but he said he would be signing something “in a little while.” “We want to keep families together,” he said. The effort would mark a dramatic departure for an administration that has been insisting, wrongly, that it has no choice but to separate families apprehended at the border because of the law and a court decision. Nielsen, the president and other officials have repeatedly said the only way to end the practice is for Congress to pass new legislation, though both Democrats and some Republicans have said the president could reverse it with a simple phone call. The news in recent days has been dominated by searing images of children held in cages at border facilities, as well as audio recordings of young children crying for their parents. One of the people familiar with Nielsen’s thinking said she believes there is no certainty that Congress will act to fix the separation issue.
