Delhi High Court sets aside penalty imposed by JNU on Kanhaiya New Delhi: The Delhi High Court on Friday set aside an order of Jawaharlal Nehru University’s appellate authority imposing a penalty on its former students union president Kanhaiya Kumar in connection with a 2016 incident in which alleged anti-India slogans were raised at an event. Justice Siddharth Mridul said the JNU office’s order was “unsustainable on innumerable counts” after which the counsel for the varsity submitted that they are recalling the decision. The court remanded the matter back to the appellate authority to conduct de novo proceedings in accordance with law. Kumar had moved the high court on July 17 seeking direction to quash the office order of July 4 passed by JNU through the chief proctor.

The state of state government finances

Even though state governments collectively spend much more than the Union government every year, state budgets do not attract the attention they deserve. Some financial market analysts keep an eye on state budgets, but it remains largely an academic exercise since bond market investors neither reward nor punish states depending on their fiscal situations. However, at the aggregate level, the state of state government finances has wider implications. It is in this context that the annual study of state government finances by the Reserve Bank of India (RBI) becomes important. The latest edition, published last week, shows that states missed the fiscal deficit target of 3% of gross domestic product (GDP) for the third year in a row. The fiscal deficit of states is estimated to be at 3.1% of GDP in 2017-18. This higher fiscal deficit at the state level in recent years has moderated the benefit of fiscal consolidation by the Central government. Higher borrowing, either by the Union or state governments, puts pressure on available financial resources and increases interest rates. India’s general government deficit is one of the highest among its peers. To be sure, after the implementation of the fiscal responsibility and budget management rules in the last decade, state governments improved their finances significantly. While the deterioration in 2015-16 and 2016-17 was largely due to the takeover of debt of power distribution companies under the Ujwal Discom Assurance Yojana (Uday) scheme, government finances in the last fiscal were affected by factors such as a shortfall in revenue, implementation of pay commission recommendations and farm loan waivers. Some of these factors will continue to affect state government finances in the current year as well. As states aim to consolidate their finances by reducing the fiscal deficit to 2.6% of GDP in the current year, at least three broad issues are worth highlighting. First, fiscal slippage in recent years has also led to deterioration in the quality of expenditure, with a rise in revenue expenditure. What this means is that higher fiscal deficits have not augmented state capacity, which can push growth. One reason for higher expenditure in the last fiscal, for instance, was a sharp rise in salaries. States employ more people than the Central government. Further, as per the revised estimates for 2017-18, debt waivers dented state governments’ budget to the extent of 0.32% of GDP. Put differently, if states had resisted populist farm loan waivers, their finances would have been in much better shape. Loan waivers are unlikely to benefit states in the long run. Studies have shown that while they reduce household debt, loan waivers do not help increase investment or productivity. On the contrary, formal financial institutions are reluctant to lend after loan waivers. This could make access to formal credit more difficult for some farmers.

Our production was 102 million tonnes. Our export

was 10 million tonnes. So these are the figures,” Steel Secretary Aruna Sharma said. “To US in absolute numbers it is less than 0.9 million tonnes. So in the sense under that kind of scenario there is definitely no immediate threat,” she told reproters here. The US has imposed 25 per cent import tariff on steel and 10 per cent on aluminium. “The team led by Commerce Ministry is already in dialogue with them (US adminstration)...

As far as steel is concerned we are exporting only two per cent... So it does not make much difference to us immediately,” Sharma said. She was speaking on the sidelines of mining summit organised here by industry body Assocham. India, she said, will definitely protect its own interest and the commerce ministry will be the front face for the whole thing. When asked

whether other countries could dump their excess production of steel in India in view of US tariff hike, Sharma said: “It hasn’t happened now... We are alert and definitely if need be necessary steps will be taken.” Fearing an adverse impact of the US tariff hike on steel, the European Union (EU) has initiated a safeguard probe into certain steel products to assess the effect of increased imports following the Trump administration step.

Energy(MNRE) and Gujarat government, said Raj Gopal, Principal Secretary, Gujarat Energy and Petrochemicals department, while talking to reporters on the sidelines of ‘Solar Conclave 2018’, organised by Gujarat chapter of CII and Dholera Industrial City Development Ltd. “As many as 35 national and international developers have shown interest in that project while responding to the call for ‘Expression of Interest’ by the MNRE recently. He said that offshore wind projects allow the developers to install larger capacity wind turbines, which is not possible in the onshore projects due to the transportation constraints. “On land, we can’t put wind turbines larger than 2 MW capacity, mainly because the parts becomes huge as the capacity increase and it is not possible to transport them by road,” he said.

Gujarat: Coastal Saurashtra flooded, north still waits for rain

Rajkot : While coastal Saurashtra is reeling under floods following extremely heavy rain, some parts of northern Saurashtra are still waiting for a good spell of rain. Officers said that many farmers in these areas are yet to start sowing, and delayed arrival of rain is likely to force them to change their crop choices. Coastal districts like Gir Somnath, Junagadh and Amreli Bhavnagar in southern Gujarat were flooded following torrential rain through this week. Rajkot, Porbandar, parts of Jamnagar, Devbhoomi Dwarka and Morbi districts also recorded good rain. However, Surendranagar and parts of Morbi are still waiting for rain. Farmers are yet to start sowing in Dhranagadhra, Lakhtar and Dasada talukas. Similarly, sowing has not happened in Maliya and

Halvad talukas of Morbi, Jamnagar, Lalpur, Dhrol and Jodiya talukas of Jamnagar and Dwarka in Devbhoomi Dwarka district. According to state government data, sowing was done in only 1.31 lakh hectare (lh) out of 6 lakh hectares in Surendranagar. Similarly, farmers in Jamnagar had sown only 1.08 lh against long-term average of 3.5 lh. In Devbhoomi Dwarka, only 2,900 hectares witnessed sowing as of July 16.

Lhasa : Special forces of the Chinese military conducted drills in the region of Tibet, the state-run media reported on Friday. The drills included ground training for helicopter pilots in order to test their skills in the high altitude region. The training simulated a behind-enemy-lines infiltration mission at an elevation of 4,000 metres in Tibet, as reported by the PLA Daily, the official state-run media of China’s People’s Liberation Army (PLA). “Pilots and special forces rappelled down to the ground from helicopters and conducted the mission together,” the report said. This is the second military drill highlighted by the Chinese official media in Tibet over a fortnight. A military expert and TV commentator Song Zhongping told state-run Global Times that the latest military exercises prepared participants for a potential military confrontation with India. Earlier, on June 29, official media had reported that Chinese military units stationed in Tibet carried out a drill testing armament support capabilities as well as military civil integration in the Himalayan region bordering India.

China on “wrong side” of religious freedom: Mike Pompeo

Washington : China is on the “wrong side” on the issue of religious freedom, a fundamental human right, US Secretary of State Mike Pompeo has said stressing that America was opposed to “religious intolerance” in any country whether it is an ally or not. At the State Department’s three-day conference next week on religious freedom, the US will be making the case that religious freedom benefits countries economically and diplomatically, Pompeo said. The summit will bring together government officials, representatives of international organisations, religious leaders, rights advocates and members of the civil society from around the world. Pompeo said that the Trump administration is considering taking multiple actions against Myanmar on the Rohingya refugee crisis. “The State Department has made it clear that with respect to this issue (religious freedom), we think they (China) are on the wrong side of religious freedom, that they are a country of concern connected to that,” Pompeo told VOA news. He said the US believes that “religious intolerance is unacceptable” and aims to promote religious freedom in every country, whether or not it is an ally. He was responding to a question on repression against the Uighur Muslims and Tibetan Buddhists in China. “We understand that religious freedom is at risk in many places in the world, and yet the US has complex, broad relationships with many countries, including China, across economic and military and political sets of issues,” Pompeo said.
