With nearly threequarters of a million people packed into relief camps in the southern state, known for its tourist beaches and hill resorts, authorities also fear outbreaks of disease.After more than a week of fierce downpours, rainfall eased on Monday and flood levels fell in some districts. Army helicopters and boats kept up missions to find trapped survivors and drop food and water in isolated villages. Officials said 22,000 people were rescued on Sunday. At least 30 bodies were also found taking the death toll above 200 since the torrential rain started falling on August 8 and more than 400 since the monsoon started in June.

Linking of rivers cuts flood risk, says Nitin Gadkari Hyderabad: The Telangana state government on Monday opposed the Centre’s ambitious programme of inter-linking Godavari and Cauvery rivers. The Centre held a high-level meeting in Delhi, chaired by the Union water resources minister Mr. Nitin Gadkari, to take the Godavari-Cauvery inter-linking proposal forward. TS irrigation minister T. Harish Rao, his counterparts from AP, Karnataka and Uttarakhand, Devineni Uma Maheshwar Rao, D.K. Shiv Kumar and Satpal Maharaj, respectively, were invited for the meet. However, Mr Harish Rao demanded that the Centre allocate the justified water share in the Godavari to TS first before proceeding with the interlinking proposal. Mr Rao also strongly opposed the preparation of a detailed project report for interlinking the rivers without holding consultations with the states to achieve consensus and without giving hydrology clearance for Telagnana irrigation projects. Mr Rao said TS needed 954 tmcft in the Godavari to meet its present and future requirements and the Telangana government would support the inter-linking only if surplus water was available after this quota had been allotted.

Anupriya from Villupuram in the state has decided to give away about Rs 9000 of her savings, done over the last four years, after coming across TV visuals of the deluge in Kerala. “I had saved money (of around Rs 9000) for over four years to buy a cycle. But I saw visuals of Kerala flood on televisions and decided to give the money,” toward relief activities, she told reporters. The girl lending the helping hand won her hearts and accolades, with Hero Cyles taking special note. New Delhi : Pakistan’s Foreign Minister Shah Mahmood Qureshi said he will seek talks with India and Afghanistan as part of a regional peace initiative and claimed that foreign policy would be determined by the civilian government, setting up a potential clash with the powerful military. Qureshi, of Prime Minister Imran Khan’s Pakistan Tehreek-e-Insaf that formed government this month, called for an “uninterrupted dialogue” with India and said he would visit the Afghan capital Kabul to bridge trust in a tense bilateral relationship. He said Prime Minister Narendra Modi had sent a letter to Khan that also stated a desire to restart talks between the two nuclear-armed rivals. A government official in New Delhi said PM Modi had sent a general congratulatory letter and declined to comment further. Pakistan and India “have no other option but to engage,” Qureshi told reporters in Islamabad on Monday.

No talks offer to Pakistan, says India

New Delhi: In his second outreach to Pakistan’s new Prime Minister Imran Khan, Prime Minister Narendra Modi has written to his newlyelected counterpart to express “India’s commitment to build good neighbourly relations” and “pursue meaningful and constructive engagement”. Mr Modi also re-emphasised the need to work for a terror-free South Asia. Mr Modi’s letter sparked a controversy after some media reports pointed to a claim by Pakistan that the Indian Prime Minister had “made an offer of a dialogue”, a claim denied by the Pakistani foreign office in Islamabad. In his letter written to Mr Khan on August 18, the day he was sworn in as Pakistan’s 22nd Prime Minister, PM Modi recalled his telephonic call made to Mr Khan three weeks ago

— after the former cricketer’s electoral victory — during which the two leaders “spoke of their shared vision to bring peace, security and prosperity in the Indian subcontinent, in order to make it free of terror and violence, and to focus on development”. Ties between India and Pakistan nosedived following a spate of terror attacks on Indian military bases by Pakistan-based terror groups since January 2016. Following the strikes, India announced it will not engage in talks with Pakistan, saying terror and talks cannot go hand-in-hand. There is no need to take permission before preliminary investigation and arrest before lodging the case. The President has approved the SC ST Amendment Act 2018 which has failed the Supreme Court’s decision. After getting President’s approval, SC ST Law is equipped with strict provisions like in the

past. In the judgment given on March 20, the Supreme Court had issued guidelines while expressing concern over misuse of SC ST law. The Supreme Court had said that the SC ST will not register the case immediately after getting the complaint in the Prevention of Atrocities Act. The DSP will first investigate the complaint and find out whether the case is false or not motivated by malice. Apart from this, the accused will not be arrested immediately after the FIR is lodged

in this law. Before the arrest of a government servant, approval of SSP will be taken before the arrest of the competent authority and the general person. CBI sends extradition request for Nirav Modi after UK confirms jeweller’s presence

New Delhi : The Central Bureau of Investigation said Monday that British authorities have confirmed the presence of fugitive diamantaire Nirav Modi in UK. Modi is wanted in connection with cheating the state-owned Punjab National Bank of Rs 13,578 crore. Soon after the confirmation, CBI submitted an extradition request to the Union Home Ministry, news agancy quoted officials as saying. The extradition request will now be forwarded to UK authorities through the External Affairs Ministry. According to a CBI official, UK authorities confirmed Modi’s presence in the country on Sunday through a mail.

Why Yogi Adityanath should not be prosecuted for ‘hate speech’: SC notice to UP govt New Delhi: The Supreme Court on Monday issued a notice to the Uttar Pradesh government seeking its response as to why Chief Minister Yogi Adityanath, should not be prosecuted for his alleged hate speech made at Gorakhpur in 2007. A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud issued notice returnable in four weeks on a special leave petition against Allahabad High Court order rejecting the plea for action for hate speech. The high court had upheld a decision by the Uttar Pradesh government to deny sanction to prosecute Yogi Adityanath in the case. The apex court has now sought a response to the notice within four weeks. In 2008, Asad Hyat and Pervez had filed a petition in Allahabad High Court seeking an investigation by the Central Bureau of Investigation (CBI). It was alleged that the riots in Gorakhpur in 2007 were triggered by the speech of Yogi Adityanath. Adityanath, who then represented Gorakhpur in Lok Sabha, was arrested and also remanded to police custody for 11 days. The petition had sought an

investigation against Adityanath under sections 302, 307, 153A, 395 and 295 of the Indian Penal Code. The case was then transferred to the CB-CID, which found in the course of an investigation that the BJP leader’s voice in an audio recording was authentic. The high court, however, said it did not find any procedural irregularity in the order of refusal to grant sanction to prosecute the accused in the case. The petitioners in their appeal said, “We have videotapes of CM’s speeches and sufficient material for initiation of action against the CM for allegedly instigating the riots by his hate speech” and prayed for setting aside the high court order and a direction to the UP government to initiate action against the chief minister.

The Indian aviation sector’s many problems

The Indian aviation sector is a conundrum. Its brief summer, starting with the civil aviation policy in 2003 and lasting until the financial crisis, has the patina of another era. The periodic rough weather since speaks of fundamental problems that have persisted since the postcrisis bloodbath. Jet Airways’ current troubles are no outlier in this respect. The kicker is that the aviation market has seen a long spell of unprecedented growth. How can the two go together? According to the Directorate General of Civil Aviation, India’s air passenger traffic has grown by at least 16% annually over the past decade. In 2000-01, it stood at a paltry 14 million passengers. In 2017, Indian airlines flew nearly 140 million passengers, most of them domestic. It is now the third largest aviation market in the world with growth rates that leave the US and China in the dust. There is no slowdown in sight. Airbus forecasts that domestic traffic will grow five and a half times over the next two decades. Yet, that growth has been largely profitless. 2016 was the first year in a decade that Indian airlines collectively came into the black. That didn’t last long. The Centre for Asia Pacific Aviation predicts consolidated industry losses of between $430-460 million in FY19. Jet Airways has never truly looked healthy after its troubles during the dog days at the end of the last decade. SpiceJet nearly went under in 2013 before government intervention and erstwhile promoter Ajay Singh stepping in again rescued it. Profits at market leader IndiGo are down 97% year-on-year for the quarter ended in June, its worst ever quarterly performance. Air India, of course, is a perennial sink for taxpayer money. Granted, the airline business is a risky one around the world with high capex and low profit margins. But India is a special case even so. There are a few reasons for this that have been common to the various crises Indian airlines have gone through. Some of them are linked to international factors. First, the rupee’s depreciation is hitting carriers hard as it did a few years ago. About 25-30% of their costs, excluding fuel, are dollar denominated— from aircraft lease rents and maintenance costs to ground handling and parking charges abroad. Second, and crucially, aviation turbine fuel (ATF) costs remain as big a pain in Indian carriers’ necks now as they were when the financial crisis hit. The Centre charges 14% excise duty on ATF. The states pile on their own sales tax that can go as high as 29%. The 2014-16 oil price plunge briefly masked the full effects of this.
