Short News Maharashtra: Govt reaches out to rivals to build consensus on Maratha quota

New Delhi: The state government has started a consensus building exercise with the political rivals to ensure smooth implementation of the Maratha reservation at the earliest under the newly created independent category of Socially and Educationally Backward Class. A source said: “The state government is likely to table the Maharashtra State Backward Class Commission (MSBCC) report in the Assembly in the second week of the ongoing Winter Session.” The entire 1,035 page report that is being translated from English to Marathi might not be presented. But the operative part integral for concluding the social and educational backwardness of the Maratha community, along with the action taken report, is under consideration.

Maharashtra: PM Modi to lay foundation stones for City Gas Distribution projects

New Delhi: Prime Minister Narendra Modi will lay the foundation stones for City Gas Distribution (CGD) projects in 65 Geographical Areas (GAs) in 129 districts under the 9th CGD Bidding Round, recently awarded by the Petroleum and Natural Gas Regulatory Board (PNGRB) in New Delhi, on November 22. At a press conference held on Tuesday afternoon, Rajendra Natekar, the executive director, Bharat Petroleum (BP), said the CGD will be piped gas. He added that as of September 2018, 46 lakh customers were covered and there are roughly 1,500 CNG stations. Natekar also said that they are looking forward to the 10th round in which the government will introduced 50 Geographical Areas. He said after the ninth and tenth rounds, except for some parts of Marathwada and Vidarbha, all other parts of Maharashtra will be covered.

Muzaffarpur shelter home abuse case: Manju Verma surrenders, in judicial custody till Dec 1

Patna : Former Bihar minister Manju Verma, who had been evading arrest in an Arms Act case, surrendered on Tuesday before a local court that sent her to judicial custody till December 1. Verma, who stepped down as the state’s social welfare minister following allegations of close links between her husband and Brajesh Thakur — the prime accused in the Muzaffarpur shelter home sexual abuse case — was reportedly hiding at the residence of her husband’s relative in Naulakha village, just five km from the Manjhaul Additional Chief Judicial Magistrate Court where she surrendered. Her husband, Chandra Shekhar Verma, had surrendered before the court on October 29. Verma, along with her husband, was named in the Arms Act case lodged at the Cheria Bariyarpur police station in August after the CBI, which is probing Verma’s alleged role in the Muzaffarpur case, raided the former minister’s residence around one-and-a-halfmonth ago and recovered more than 50 live cartridges. Bihar Additional Director General of Police S K Singhal has claimed that “Verma surrendered because of police pressure”.

1984 anti-Sikh riots: The two were convicted on November 15 for killing two Sikh youths in Delhi’s Mahipalpur area after the assassination of former Prime Minister Indira Gandhi.

Delhi court awards death penalty to convict, life term to another New Delhi : The Delhi Patiala House Court Tuesday awarded death sentence to Yashpal Singh and handed another convict Naresh Sherawat life imprisonment for their role in 1984 anti-Sikh riots. The verdict was pronounced in Tihar Jail due to security concerns. The convicts were previously attacked on the premises of the Delhi court during the hearing of the case on November 15. This was the first conviction in five of the eight cases that were reopened and investigated by a Special Investigation Team (SIT), which was constituted in 2015. The investigation into three cases involving Congress leader Sajjan Kumar are still pending. Singh and Sherawat were convicted on November 15 for killing two Sikh youths

in Delhi’s Mahipalpur area after the assassination of former Prime Minister Indira Gandhi. Additional Sessions Judge Ajay Pandey held Sherawat and Singh guilty of killing Hardev Singh and Avtar Singh during the riots, and said that “victims of mass genocide” cannot be left in “the lurch”. The case was lodged against the duo on the basis of a complaint filed by Santokh Singh, the brother of Hardev Singh. Court records reveal that a mob of 500 people, including the two accused, allegedly burnt shops and looted the area. After the incident, a case was registered at Mehrauli police station in 1984. Following an investigation, a chargesheet was filed against one of the accused, who was acquitted in 1986.

Kejriwal attacked with chilli powder; AAP says even CM not safe in Delhi

New Delhi : In a major security breach, a sachet of chilli powder was thrown at Delhi Chief Minister Arvind Kejriwal Tuesday outside his chamber in Delhi Secretariat. The Aam Aadmi Party has described the attack as “politically motivated” while asserting that the BJP is hatching a conspiracy in collusion with Delhi Police to attack the chief minister. Kejriwal was leaving home for lunch when a middle-aged man bowed before him, claiming he has some grievances. Within seconds, he hurled chilli powder at the CM around 2.30 pm. The man, identified as Anil Sharma, a resident of Narayana, has

been detained. Sharma, whose Aadhaar card has been recovered, brought the chilli powder to the secretariat in packets of ‘khaini’, or chewing

tobacco, PTI said quoting officials. After throwing red pepper powder on Kejriwal, Sharma threatened to shoot him after he comes out of jail, an official recounted. Deputy Chief Minister Manish Sisodia said his party would not be “cowed down” by these “petty tactics” by the BJP.

Chhattisgarh elections: Nearly 72% voting recorded in second phase, says EC New Delhi : A voter turnout of 71.93 per cent was recorded in the second and the final phase of Chhattisgarh assembly elections, said the Election Commission on Tuesday. The total average turnout in the state has been 74.17 per cent at present with poll officials estimating that the final numbers to be little higher than this figure. In 2013, the total voting percentage was 77.12 percent. The polling in the second phase was held in 72 constituencies of 90-seat assembly, in which 1,079 candidates, including 119 women contested with an electorate of 1,54,00,596. Polling was held from 8 am to 5 pm. However, voting took place from 7 am to 3 pm in two polling booths –Amamora (booth no 72) and Modh (no 76) in Bindranavgarh constituency (Gariaband district)– due to Naxal threats. Meanwhile, technical snags in the Electronic Voting Machines (EVMs) at

some booths also delayed the polling. During the day, the poll watchdog removed a presiding officer and a polling staff from the polling booths in Marwahi constituency of Bilaspur district, after receiving complaints against them. “An inquiry has been ordered against Mandavi and Tiwari and they have been

ousted from the polling duty,” a statement issued by poll officials said. Over 1.50 lakh security personnel were deployed across the state to maintain a constant security vigil, and a special watch was kept in the Naxal affected areas of Gariaband, Dhamtari, Mahasamund, Kabirdham, Jashpur and Balrampur.

Odisha: 12 killed, 49 injured as bus skids off bridge in Cuttack

At least 12 people were killed and 49 injured after a bus crashed into the railing of a bridge near Jagatpur on the outskirts of Cuttack city on Tuesday evening and plunged 30 feet into the Mahanadi riverbed, reports PTI. The private bus was on its way to Cuttack from Talcher, they said. According to eyewitnesses, the driver of the bus lost control when a buffalo came in front of it and the vehicle fell into the dry riverbed. Policemen from Cuttack, along with fire brigade personnel and the Odisha Disaster Rapid Action Force (ODRAF), rushed to the accident site to rescue the trapped passengers.

Chief Fire Officer Sukant Sethy said all the passengers trapped inside the bus have been rescued and they were taken to the SCB Medical College and Hospital for treatment. Emergency officer of SCB Medical College and Hospital B N Maharana said they have received 12 bodies. Among the deceased nine were men and three woman. Fortynine people were undergoing treatment at the hospital, Maharana said. Chief Minister Naveen Patnaik expressed grief over the accident and has announced Rs 2 lakh exgratia to next of kin of the deceased and free treatment of those injured.

Four Hizbul militants killed in Shopian encounter, jawan succumbs to injuries

Srinagar : Four Hizbul Mujahideen militants were killed in Shopian in a predawn joint operation which also left an Army paratrooper dead. At least 10 civilians, including two women, were injured in clashes triggered by the killing in south Kashmir’s Shopian and Pulwama districts. A joint team of J&K Police, Army and paramilitary forces cordoned off Nadigam village in Shopian early on Tuesday morning after receiving specific inputs about the

presence of militants in the village. As the team zeroed in on the target area, militants hiding in the village opened

fire, triggering a gunfight. A paratrooper from the Army’s 23 para regiment was injured and immediately rushed to

hospital where he succumbed. The gunbattle lasted several hours, ending with the killing of all the four militants trapped in the cordon. “Police and security forces, on a credible input about the presence of terrorists in Nadigam area, launched a cordon and search operation in the predawn hours today. As the search operation was going on, the search party was confronted with bullets fired by the hiding terrorists.

Bihar gives nod to 27 per cent salary hike for legislators

Patna : The Bihar Cabinet on Tuesday gave its nod for a 27 per cent salary hike for its legislators. The Bihar Legislative Assembly has 243 members, and the state’s Legislative Council has 75 members. The cumulative salary, with sundry allowances and house rent of a legislator, has now gone up from Rs 1,57,500 to Rs 2,00,000 per month. A

legislator’s basic salary has been increased from Rs 30,000 to Rs 40,000 and the area allowance has been increased from Rs 45,000 to Rs 50,000 per month. A former legislator’s salary has been also raised from Rs 25,000 to Rs 35,000 per month and entitlement of railway coupons has risen from Rs 1 lakh in a financial year to Rs 1.5 lakh.

What the Odisha Land Rights Act can teach us

On 16 October 2017, the Odisha state government ordained the Odisha Land Rights to Slum Dwellers Act, 2017. A historic legislation in many ways, the Act seeks to grant land rights to 200,000 slum households and enable them to access better healthcare, education and housing services. It is rooted in a broader mission of turning titled slums to liveable habitats, so beneficiaries have access to better sanitation and credit and are able to lead better lives. Well drafted and sensitive to the real needs of slum dwellers, the legislation is both a pioneer and a champion for the rights of those residing in informal settlements. However, wellintentioned legislation is hardly newsworthy in India. Despite government support and political will, legislations fail to achieve impact because of implementation challenges. Implementation is trickier for programmes that involve multiple government stakeholders. Navigating complex procedures coupled with limited capacity are perhaps the biggest barriers to translating policy into impact. Given its political context, land sits at the apex of such complexity. Nevertheless, Odisha’s land rights legislation is taking on these challenges and is striving to meet the deadline of allocating the certificate of land rights to 200,000 households at the earliest. Allocating land rights to eligible households is a complex process. It involves identifying eligible slums, mapping land, validating demographic details and finally granting titles. Further, the Act by design elevates the voice of the community by stipulating the formation of slum dweller associations (SDAs) in each slum, which comprise community members who actively participate in the process and compile the final list of eligible slum households. The state government has recognized that executing such a feat will require support from external stakeholders. The implementation of this Act has therefore been a multi-stakeholder effort that reflects a strong collaborative approach. The state government’s department of housing and urban development, in partnership with Tata Trusts, has led the implementation process. While Tata Trusts are the project managers on the ground, different partners are responsible for activities within the realm of their expertise. Technical partners like the Spatial Planning and Analysis Research Centre, Transerve and Surbana Jurong deploy drone surveys to map land and create slum boundaries. They receive strategic direction and guidance from Omidyar Network. Twenty-four local nongovernmental organization (NGO) partners carry out household surveys to capture demographic data to establish title eligibility.

India batting coach Sanjay sent to Sydney to help Test specialists

India will play their opening T20 on Wednesday but Sanjay Bangar will be helping out the likes of Prithvi Shaw, Hanuma Vihari who are in Sydney for the next five days. New Delhi : The T20 series is starting on Wednesday (November 21), but Indian team management has decided to send its batting coach Sanjay Bangar to Sydney to help Test specialists prepare for the fiveday rubber starting December 6. India will be playing their opening T20 match in Brisbane on Wednesday but Bangar will be helping out the likes of Prithvi Shaw, Hanuma Vihari, who will be having their net session in Sydney for the next five days. “Our batting coach Bangar has reached Sydney with one of our throwdown expert Nuwan and a logistics manager. The Test specialists have

also arrived from New Zealand. They will train under Bangar ahead of the first class match on November 28,” a BCCI official privy to development told PTI on Tuesday. The decision was taken primarily because among the ones who are not playing the T20s, there is one teenage opener (Prithvi Shaw), one rookie middle order batsman (Hanuma Vihari). “Both Prithvi and Hanuma are on their first tour of Australia. Till November 25, they would be training under Bangar along with Ajinkya Rahane, Murali Vijay and Parthiv Patel,” said the official.

Business Kotak, L&T, NBCC, 2 others submit EoI to take over bankrupt Jaypee Infratech

New Delhi: Five companies -- NBCC, Kotak Investment, L&T Infrastructure, Singapore-based Cube Highways and Suraksha group -have shown interest in taking over debt-ridden Jaypee Infratech, which is facing bankruptcy proceedings in NCLT. Jaypee Infratech’s Interim Resolution Professional (IRP) Anuj Jain had in October initiated a fresh initiative to revive Jaypee Infratech on NCLT’s direction after lenders rejected over Rs 7,000 crore bid of Suraksha group. Jain had invited Expression of Interest (EoI) from companies to submit resolution plan to revive Jaypee Infratech Ltd (JIL), which has many stuck housing projects in Noida and

Greater Noida. The IRP has received five EoIs from interested parties, JIL has said. Out of the five companies, L&T Infrastructure Development Projects is only interested in 165-km Yamuna Expressway and not for the development of land parcels attached to the expressway belonging to JIL. In a filing to BSE on Tuesday, state-owned NBCC said it has submitted the EoI for submitting resolution plan for JIL and the company has been provisionally shortlisted by IRP of JIL as prospective resolution applicant. Suraksha Asset Reconstruction has shown interest along with its entities Lakshdeep Investments and Finance and Suraksha Realty.

Coming into it, the chatter has been on the two teams’ history of aggressive tactics and sledging with Kohli one of the players involved in an episode in the past. Kohli clarified that for him the definition of aggression is that he gives his all for the team and the passion to win. “Aggression for me is the passion to win and winning on every ball for the team. I think people have different meaning if aggression but for me it is to win the match at any cost and giving 120% for the team on each and every delivery. It could be on the field or if I’m sitting outside and applauding someone or batting or running, it could be anything.

Centre eyes Rs 14,000 crore from CPSE ETF

New Delhi: The government will next week launch the fourth tranche of CPSE ExchangeTraded Fund (ETF) to garner up to Rs 14,000 crore, sources said. The government has already raised Rs 11,500 crore in the earlier three tranches of the ETF, which functions like a mutual fund scheme. The issue will open early next week and investors would get 3.5-4 per cent discount over the issue price, the sources said. Expert committee to examine ECF of RBI soon, say sources

New Delhi: The committee proposed by the RBI Board for examining the Economic Capital Framework (ECF) to determine the appropriate levels of reserve the central bank ought to hold will be constituted soon, official source said on Tuesday. After a day-long meeting, the Central Board of the RBI had decided on an expert committee to look into the ECF. It was also agreed that the membership and terms of reference of the panel will be jointly determined by the government and the Reserve Bank of India. Currently, the capital base

of the RBI is Rs 9.69 lakh crore, and independent director and Swadeshi ideologue S Gurumurthy and the finance ministry

have been wanting it to be lowered in line with global practices. The sources further said that guidelines for restructuring of loans

Air India revives plans to raise Rs 500 cr; to mop up Rs 6,100 cr from aircraft sale

Mumbai: Debt-ridden Air India has revived its plans to raise Rs 500 crore in short-term loans (STLs) besides mopping up another Rs 6,100 crore by way of sale and lease back of seven of its wide-body planes, including six Boeing 787 (Dreamliner) aircraft, an airline official said. In early September, the airline had invited bids for raising Rs 500 crore through STL to meet its working capital requirements with September 10 as the deadline for submission of bids. However, the deadline was extended to October 31 after it failed to get any response. At the same time, Air India managed to get Rs 1,000 crore from the National Small Savings Fund (NSSF) as loan and subsequently the plan to raise Rs 500 crore was put on hold. “We did not pursue the proposal to garner Rs 500 crore in STL after receiving Rs 1,000 crore

from the NSSF. We have now decided to resume the process once again,” said a senior Air India official. Sitting on a debt pile of Rs 55,000 crore, which include Rs 35,000 crore towards working capital loans, the carrier has been struggling to raise funds

since last year. Meanwhile, it last week came out with invitation of offers for sale and lease back (SLB) of seven planes - six B787-800 and one B77-300 ER - to raise as much as USD 856 million (around Rs 6,100 crore) for repayment of the bridge finance against these planes. Besides 12 B777s, Air India has 27 B787-800s in its fleet. Of these, 21 Dreamliners are already operating under the SLB mode.Under the SLB arrangement, the seller of an asset leases it back from the purchaser for a longterm period and continues to use it without actually owning it. “AI would sell the aircraft to the lessor and immediately lease the same back under operating lease for a period of up to 12 months with an option to extend by three more years at a mutually negotiated price,” as per the bid document.

He directed the authorities to ensure effective treatment of wildlife and pay more attention to particularly animals facing extinction and marine fauna.

He suggested creating separate cadre of ‘wildlife veterinarians’ and ‘friends of wildlife’ and ‘youth trackers’. The state government will modernise eight rescue centres in the Gir sanctuary area at overall cost of Rs.85-crore, besides starting 32 Rapid Response System and new 24x7 Helpline and 108 Lion Ambulance Service, Drone Surveillance, CCTV Network to track movement of lions and other wildlife animals, E-Eye Project of Sensitive Camera for

nocturnal animals on the lines of Corbett National Park. The Board also discussed 29 applications for converting land for non-forest use under wildlife sanctuary and national parks for widening existing highways, laying electricity lines, optical fibre cables, etc. under the Wildlife Protection Act. Mr. Rupani talked about Rs.351-crore long-term comprehensive plan for creating infrastructure for the conservation of lions, equipped with the latest devices. He also directed the Forest Department

and District Police to be alert and deal sternly with lions show. He praised the role of Gujarat’s unique ‘KarunaAbhiyan’ and ‘Karuna Ambulance’ as campaign for compassion towards animals. Ahmedabad: A sessions court on Tuesday framed charges against Patidar leader Hardik Patel and his two aides in a sedition case filed against them in connection with the violence that had broken out during the community’s quota agitation in August 2015, paving the way for their trial. Sessions judge D P Mahida framed charges under IPC sections 124 (A) (sedition), 120 (B) (criminal conspiracy) and others against Hardik, Dinesh Bambhaniya and Chirag Patel, who were out on bail, in the sedition case filed by Ahmedabad crime branch, nearly three years after the police filed a chargesheet against them. With this, the trial against the trio is likely to begin from January 29, the next date of hearing. If convicted, the maximum sentence is life imprisonment for these offences. The city crime branch had in January 2016 filed a chargesheet against Hardik, Dinesh and Chirag claiming that they had deliberately indulged in activities which are subject to be charged under sedition and conspiracy to wage war against government. The high court had later dropped the charge under IPC section 121 (A) pertaining to “waging war against the state”, which can attract death penalty.

Guj HC grants bail to PAAS leader Alpesh Kathiriya in sedition case

Ahmedabad : The Gujarat High Court Tuesday granted bail to Patidar quota agitation leader Alpesh Kathiriya in a sedition case filed here in 2015. The court of Justice A Y Kogje granted bail to the leader of the Hardik Patel-led Patidar Anamat Andolan Samiti (PAAS) on grounds of parity with other accused in the case who are out on bail. However, Kathiriya will remain in jail as he was Monday arrested by Surat crime branch in connection with two cases, one of sedition, and another under section 307 (attempted murder) of the IPC, both filed in Amroli Police Station in 2015. He was arrested on

a transfer warrant from Sabarmati Central Jail where he is currently lodged. The police Tuesday did not seek his remand and the PAAS leader was sent to Lajpore Jail in Surat He along with PAAS convener Hardik Patel, members Dinesh Bambhaniya and Chirag Patel were accused in cases of sedition filed against them after the August 2015 quota agitation that caused wide-spread violence in different parts of the state, leaving fourteen people dead. While the other three were arrested and subsequently released on bail by the high court, Kathiriya was shown as an absconder by the police. He was arrested in

August this year after being detained along with Hardik when he was on his way to take part in a symbolic protest fast. He was later lodged at Sabarmati Central Jail, from where he has been taken to Surat on transit remand. While arguing for his bail in the high court, his lawyer opposed the Gujarat government’s argument that Kathiriya was absconding all this while and trying to evade arrest. His lawyer told the HC that Kathiriya, during this time, continued to practice as a lawyer. Kathiriya was accused by the state government of playing a key role in Patidar quota agitation that led to violence.

Rains could hinder search for California wildfire victims

California : Authorities on Monday redoubled efforts to find more victims of the deadliest wildfire in California history and to account for nearly 1,000 people listed as missing, with forecast rains likely to hinder the search and raise the risk of mudslides. Remains of 79 victims have been recovered since the Camp Fire erupted on Nov. 8 and largely obliterated the Sierra foothills hamlet of Paradise, a town of nearly 27,000 people about 175 miles (280 km) north of San Francisco. The latest official death toll, which has climbed steadily over the past week, was announced by the California Department of Forestry and Fire Protection (Cal Fire) a day after the Butte County Sheriff’s Office reduced the number of names on its missing-persons list to 993, down from 1,276 on Saturday. That roster has fluctuated dramatically over the past week as additional individuals were reported missing, or as some initially listed as unaccounted for either turn up alive or end up being identified among the dead. Sheriff Kory Honea has said some people have been added to the list more than once at times under variant spellings of their names.

US judge temporarily blocks Trump asylum restrictions

San Francisco : A US judge on Monday temporarily blocked an order by President Donald Trump that barred asylum for immigrants who enter the country illegally from Mexico, the latest courtroom defeat for Trump on immigration policy. US District Judge Jon Tigar in San Francisco issued a temporary restraining order against the asylum rules. Tigar’s order takes effect immediately, applies nationwide, and lasts until at least Dec. 19 when the judge scheduled a hearing to consider a more long-lasting injunction. Representatives for the US Department of Justice could not immediately be reached for comment. Trump cited an overwhelmed immigration system for his recent proclamation that officials will only process asylum claims for migrants who present themselves at an official entry point. Civil rights groups sued, arguing that Trump’s Nov. 9 order violated administrative and immigration law. In his ruling, Tigar said Congress clearly mandated that immigrants can apply for asylum regardless of how they entered the country. The judge called the latest rules an “extreme departure” from prior practice.
