Short News Prez Kovind appoints Satya Pal Malik as new Governor of J&K

New Delhi: Bihar Governor Satya Pal Malik has been transferred to Jammu and Kashmir and he will replace N N Vohra, according to a Rashtrapati Bhavan communiqué on Tuesday. Senior BJP leader Lal Ji Tandon has been appointed as the Governor of Bihar replacing Malik and Satyadev Narayan Arya will be the new Governor of Haryana, it said. Baby Rani Maurya will be the new Governor of Uttarakhand, the communiqué added. Kaptan Singh Solanki, the Governor of Haryana, has been transferred to Tripura. Tripura Governor Tathagata Roy has been transferred to Meghalaya, it said. Ganga Prasad, the Governor of Meghalaya, has been transferred to Sikkim, it said.

No outbreak of communicable disease reported from Kerala so far: Health minister New Delhi: Union Health Minister J P Nadda on Tuesday said no outbreak of communicable disease has been reported from the flood-ravaged districts of Kerala so far. The National Centre for Disease Control (NCDC) has issued health advisories to support the state in meeting with post-flood public health management challenges when the threat of water-borne, vectorborne and viral hepatitis diseases becomes potent. According to a health ministry statement, NCDC teams are ready for deployment to support the state in preventing an outbreak of diseases. Though rains have eased in Kerala over the last two days, the state struggled to find its feet after the devastating deluge that left over 300 dead and forced over 10 lakh people out of their homes. According to the health ministry statement, since the flood situation at Kodagu district in Karnataka is worsening, one medical team from Bengaluru has been dispatched there to provide necessary support. The Union health minister held a high-level meeting to review the relief measures in Kerala.

Set up India cell to combat fake news: IT minister tells WhatsApp CEO Mumbai: In a bid to curb fake news and rising crime due to the circulation of viral messages on social media platforms such as WhatsApp, Union Information and Technology Minister Ravi Shankar Prasad on Tuesday met Whatsapp CEO Chris Daniels and suggested measures. Prasad said though WhatsApp has been a boon to citizens of India there are some ‘sinister developments’ that provoke crimes like mob lynching and revenge porn. Terming the meeting ‘productive’, the Union minister said that the widely-used platform needs to ‘find solutions to these challenges which are a downright criminal violation of Indian laws’. The ministry put forth three measures that the platform can take to combat fake news. To begin with, WhatsApp must have a grievance officer in India. Second, there should be proper compliance of Indian laws. Prasad said, “We won’t appreciate a scenario where any problem will have to be answered in America.” He added, “WhatsApp has become an important component of India’s digital storage,” and thus a proper corporate entity must be located in India.

Court can’t enter arena of Parliament forbidden for judiciary: Centre to SC New Delhi: The Supreme Court on Tuesday asked the Centre whether the Election Commission could be vested with powers to take back the reserved symbol allotted to a recognised political party for fielding persons with criminal antecedents to contest elections. A five-judge Constitution bench headed by Chief Justice Dipak Misra posed this question to Attorney General K K Venugopal while hearing a batch of petitions raising an important question of law, whether a person facing a criminal case in a heinous crime can be disqualified from contesting Assembly or Parliamentary elections at the stage of filing chargesheet or

framing of charges or only after the conviction. The AG replied that the court could not impose any such condition and it is for the Parliament to provide a ground for disqualification. The court cannot enter the arena of Parliament, which is forbidden for the judiciary, he added. It is the right of the political parties to field candidates on its allotted

symbol and this right cannot be denied by the court. He said vesting any such power on the Election Commission either directly or indirectly would amount to preventing candidates who had done good work in the constituency from contesting the polls merely because the party in power files some case against him on the eve of polls.

Ahead of 2019 polls, Ahmed Patel appointed new treasurer of Congress

New Delhi: Congress president Rahul Gandhi on Tuesday initiated key changes in the party set up by appointing Ahmed Patel as its new treasurer in place of Motilal Vora, who was made AICC general secretary administration, a newly-created post. Patel, who turned 69 on Tuesday, was earlier the political secretary of former party chief Sonia Gandhi. He had earlier served as the AICC treasurer from 1996 to 2000. Rahul Gandhi also appointed former Union minister Anand Sharma as the chairperson of the party’s foreign affairs department replacing Karan Singh, AICC general secretary, organisation, Ashok Gehlot said in a statement. Former speaker Meira Kumar was made a permanent invitee to the Congress Working Committee (CWC), the highest decision-making body of the party. Luizinho Falerio was appointed as AICC general secretary incharge of the north-eastern states, except Assam. He replaces C P Joshi, who ceases to be the party general secretary. “The party appreciates the hard work and contribution of Motilal Vora as treasurer of the party,” Gehlot said in the statement.

Bhopal: Two men held guilty for raping an eight-year-old girl in Madhya Pradesh’s Mandsaur have been awarded death sentence by a local court. The court, earlier on Tuesday, held the duo -- Irfan and Asif – for raping the minor in June this year. The verdict comes in less than two months after the crime took place. An eightyear-old was abducted by Irfan and Asif on June 26 when she was standing outside her school in Mandsaur town, waiting for her parents. The men took her to an isolated spot, raped her and

tried to kill her by slitting her throat. The barbaric crime shocked the state and sparked an outrage across the country.

The German drama The Lives Of Others is likely to find its rightful place among the best films ever made. Among other things, the film shows the power of a humble typewriter. The character Georg Dreyman uses a smuggled typewriter to publish an anonymous article in Der Spiegel about the abnormally high suicide rates in East Germany that the authorities are hiding from the world. The article becomes a major embarrassment for the repressive regime. While this was a film script, information technology— right from the printing press to the internet— has been crucial, argues law professor Anupam Chander, to political change. Sticking his neck out, Chander claims that the internet is “a far more powerful medium for dissent than any history has thus far seen”. It is, therefore, not surprising that the Chinese government is so scared of an unfettered Internet. What should also not surprise us is the willingness of a powerful corporate behemoth like Google to compromise on its stated values in order to gain its slice of the huge online market in China. According to internal documents unearthed by The Intercept, Google is planning to launch a censored version of its search engine for people in China. Dubbed as project Dragonfly, the planned app (which will serve as the search engine) will comply with China’s censorship laws and blacklist keywords deemed politically sensitive by the Communist government. In internal meetings, Google’s chief executive officer has defended the project, saying the company’s plans are still “exploratory” in nature. China is, after all, not just any other authoritarian state. It is the secondlargest economy with the largest middle class in the world. Western companies across a range of sectors—from finance to retail—operate in China. The tech sector’s desire for its share of the China cake is understandable. LinkedIn, for instance, operates in China after having agreed to censor some content. Facebook has flirted with its own version of Dragonfly: It was reported in 2016 that Facebook was planning to use the services of a third party—probably a Chinese company—to control what its users in a specific geography see on their timelines. The project did not move ahead owing to protests by Facebook employees. In Google’s case too, about 1,400 employees have registered their protest in a petition to the company’s senior executives. They are demanding greater transparency about the project so that they can make “ethically informed decisions” about their work.

New Delhi: The Board of Control for Cricket in India on Tuesday registered its new constitution with the Registrar of Societies of Tamil Nadu in Chennai, paving the way for the Committee of Administrators (CoA) to chalk out a roadmap for conducting elections. The new constitution is in line with the reforms listed by the Supreme Court-appointed Justice Lodha Committee. “Pursuant to the order of the Honorable Supreme Court of India dated 9th August 2018, The Board of Control for Cricket in India (BCCI), through its CEO Mr. Rahul Johri, on Tuesday registered its new constitution as approved and directed by the Honorable Supreme Court with the Registrar

of Societies of Tamil Nadu at Chennai,” the BCCI stated in a release. The CoA comprise chairman Vinod Rai and Diana Edulji. “We thank the Honorable Supreme Court for their directions and are pleased to start the process today by the submission of the new constitution of the BCCI with the Tamil Nadu Registrar of Societies at Chennai. We are committed to implement the Supreme Court directive in its entirety,” they said in the release. The CoA further added that the state associations have to conform to the judgment of the Supreme Court and report compliance within 30 days. “Now that constitution has been notified, we will be able to put a roadmap in place for the elections very soon,” Rai told news agancy.

Ahmedabad: Defending the contentious issue of doing away with the mandatory social impact assessment and consent clauses of the 2013 Central land acquisition law in its amended state land law, the BJP government in Gujarat on Monday told the High Court that there was no need for conducting the social impact assessment for the Mumbai-Ahmedabad Bullet train project since it is a “linear project” and the amount of land to be acquired for it is very less. In an affidavit filed by Deputy Secretary of state Revenue Department, Keshavlal Dhulabhai Upadhyay, the government informed the court that as per section 10A of

the state’s amended law for acquiring land, “additional benefits” — a lump sum amount equal to 50 per cent of the amount of compensation determined — will be given to the land losers in terms of rehabilitation and resettlement cost “The Amendment Act of 2016 is intra-vires the provisions of the Constitution and very much in sync with the (Central) Act of 2013. A Bill relating to the said Amendment Act of 2016 came to be introduced in the State Legislature with the specific objectives as are set out in the Statement of Objects and Reasons… Section 31A of the Amendment Act of 2016 categorically provides that it shall be competent for the

State Government to pay, whenever the land is to be acquired in case of projects which are linear in nature as referred to in proviso to sub section (iv) of Section 10 of the Act of 2013 , as rehabilitation and resettlement cost, lump sum equal to fifty per cent of the amount of compensation as determined under section 27, to the affected families”. The state government’s response comes on a set of petitions filed by farmers, mostly from south Gujarat, challenging the land acquisition for the Bullet Train project on various ground, including validity of section 10A with section 2(1) of Gujarat Amendment Act, 2016.

Singapore : Terrorism remains a threat in Myanmar’s Rakhine State and could have “grave consequences” for the region, the Southeast Asian country’s leader, Aung San Suu Kyi, said on Tuesday. In a lecture in Singapore, Suu Kyi did not mention by name the Rohingya Muslims, more than 700,000 of whom who have fled the north of Rakhine state since an army crackdown that began a year ago after attacks on security posts by Rohingya insurgents. The Aug. 25 attacks were launched by the Arakan Rohingya Salvation Army (ARSA), which Myanmar says is a terrorist group. “The danger of terrorist activities, which was the initial cause of events leading to the humanitarian crisis in Rakhine remains real and present today,” she said “Unless this security challenge is addressed the risk of inter-communal violence will remain. It is a threat that could have grave consequences, not just for Myanmar but also for other countries in our region and beyond.” The Nobel peace prize laureate, once seen as the face of Myanmar’s struggle for democracy, has been criticised for her failure to speak out against the military crackdown, which the United Nations has called “ethnic cleansing”. Buddhist-majority Myanmar and Bangladesh reached an agreement late last year on the repatriation of Rohingya, most of whom are stateless and subjected to restrictions in Myanmar. Suu Kyi said spaces have been mapped out for the resettlement of people who fled to Bangladesh, where they live in refugee camps. However, she said it was difficult to set a time frame for their return as the two countries had to work together to agree on the process, suggesting the onus was on Dhaka for the process to get started. “The returnees have to be sent back by Bangladesh.
