Bihar shelter home: Arrest warrant issued against Manju Verma’s husband Patna: The Bihar Police on Friday issued an arrest warrant against Bihar’s former social welfare minister Manju Verma’s husband, Chandrashekhar Verma, in connection with the Muzaffarnagar shelter home rape case, where 44 girls were allegedly raped and molested at a government-run shelter home. The warrant was issued after as many as 50 live cartridges were found at their residence during a Central Bureau of Investigation (CBI) raid on August 17. Superintendent of Police (SP) of Begusarai, Aditya Kumar issued the warrant. It may be noted, that Manju Verma who was Bihar’s Social Welfare minister, resigned from her position after her husband was accused of having alleged links with Brajesh Thakur.

New Delhi: Adding fuel to the ongoing Rafale controversy, former French President François Hollande in an interview to a media house said that Dassault Aviation was given no choice but to partner with Anil Ambani-led Reliance Defence for the offset clause in the Rafale fighter jet deal. In an article published by French journal Mediapart, Hollande on a question about who selected Reliance as a partner and why said it was the Indian government that proposed Reliance’s name and Dassault had no choice but to take the company given to it. “We did not have a say in that. The Indian government proposed this service group, and Dassault negotiated with Ambani. We did not have a

choice, we took the interlocutor we were given,” said Hollande. The interview was published in French and excerpts of Hollande’s interview were tweeted by French Newspaper LeMonde journalist Julien Boissou. Hollande’s reported statement contradicts Indian government’s claim that the agreement between Dassault and Reliance was a commercial pact between two private parties and the government had nothing to do with it. Data is the new oil and a driver of growth and change. Indeed, India is a supposed to become data rich before becoming economically rich. This digital growth is being pushed by large foreign digital companies. They are largely fuelled by the data of their users. And they are being welcomed by the establishment as is evident by the visits of the prime minister and Union information technology minister to Silicon Valley over the past few years as part of the Digital India campaign. Important sectors such as e-commerce, social media, digital entertainment, online communication, and information and communication technology (ICT) hardware in India are predominantly served by foreign companies, or domestic companies funded by foreign capital. Indian users today are accessing digital technology-driven services not only within India’s national boundaries, but also outside its jurisdiction. Consequently, these foreign service providers are free to process the personal data of millions of Indians within their own shores. The advancement of digital tools and technology in areas such as artificial intelligence (AI), has enabled them to monitor and profile user behaviour, preferences and even daily routines, granting them the potential power to influence their decisions through targeted communications. Many experts have been ringing the alarm bells for the past few years, warning the government of digital colonialism by such companies. Data is now considered a strategic asset by many, and data driven network effects coupled with user feedback loops have given first mover advantage to the more developed western world. The data processed by these companies is not only used offshore to track and profile users, but is also fed as fuel into modern technologies like AI and the Internet of Things (IoT), which are touted to be the drivers of modern manufacturing, service delivery and governance. Perhaps that’s why it is Silicon Valley that is expected to lead the way in researching, implementing and controlling digital technologies, earning it the reputation of being the new Rome. Recognising the gravity of the issue, the Srikrishna committee in its draft data protection bill has rightly observed that the freedom to share personal data in the digital economy works selectively in the interests of certain countries that have been early movers. These countries can support a completely open digital economy without any detriment to their national interests by virtue of their technological advancement. It goes on to state that popular websites owned by foreign entities refuse to provide data to Indian law enforcement agencies in many instances.

Yes Bank slapped with Rs 38 crore in GST fines for violating norms

Mumbai: Midsized private sector lender Yes Bank has paid Rs 38 crore in fines to the GST department for alleged violations in domestic remittances, officials said on Friday. A bank official, however, said the money has been paid “in protest” and the lender believes that it has not violated any norms. The bank, which saw Friday its stocks bleed as much as over 35 per cent intra-day and close with a loss of 29 per cent after news came out that the RBI has asked incumbent CEO Rana Kapoor to step aside by end of next January, has paid the fine earlier this week. The tax department feels the bank has violated norms and under-paid the tax, while the bank feels the opposite. Over Rs 32 crore has been paid to the GST department, while Rs 6 crore has been paid in service tax which has been replaced by GST from July 2017. The Yes Bank official claimed that there was no formal demand or even a showcause notice to the bank and the payment was made on the basis of the demand made during “bilateral meetings” with the tax authorities. A bank spokesperson was not immediately available for comment.

Education CAG slams Gujarat govt for deficiencies in implementing RTE In a report tabled in the Assembly, the CAG has revealed that 12.80 to 15.11 per cent of children in the age group of 6-14 years were not enrolled in any school in the state during 2012-17.

Gandhinagar : The Comptroller and Auditor General (CAG) of India has expressed dissatisfaction over the implementation of the Right to Education Act (RTE) in Gujarat pointing out glaring deficiencies “indicating that the key objectives of the law for universalisation of elementary education could not be fully achieved due to various deficiencies” in Gujarat. In a report tabled in the Assembly, the CAG has revealed that 12.80 to 15.11 per cent of children in the age group of 6-14 years were not enrolled in any school in the state during 2012-17. But the state government could only

identify between 2.72 to 6.12 per cent of children as “out of school children” during the same five years. These deficiencies, the report said, include failure to provide basic facilities in schools

and setting admission targets without taking into consideration the availability of seats as per the RTE quota. “The state government could not provide basic infrastructure facilities

in majority of government schools even after seven years of implementation of the RTE Act,” the CAG report mentioned. The Government of India and the Gujarat government’s share of Rs 3635.57 crore (34 per cent) was short due to under utilisation of funds for implementation of the RTE Act, the report noted. The CAG also expressed dissatisfaction about the state government’s monitoring mechanism to ensure the proper implementation of the Act, also known as the Right of Children to Free and Compulsory Education Act of 2009.

Gujarat High Court stays Kutch DM’s order on livestock export ban from Tuna Rajkot : IN A MAJOR relief to livestock exporters, the Gujarat High Court has stayed the August 6 order of Kutch District Magistrate Remya Mohan prohibiting the movement of livestock at Tuna port after complaints of alleged violations of legal provisions and animal rights. A single judge bench of Justice Bela Trivedi issued an oral order on Tuesday staying the DM’s order till the pendency of a petition filed by Livestock Exporters Association (LEA), an unregistered body of livestock exporters of Gujarat. The court also observed that the opinion of a committee formed by the District Magistrate

regarding prohibiting exports of livestock from Tuna port lacked authority of law. “It appears that the committee constituted by the District Magistrate has submitted a report on 07.08.2018, whereby it has been opined inter alia that the violation of Prevention of Cruelty to Animals Act might have occurred. It has been

further stated that “no animals shall be allowed to be exported unless the necessary documents are provided and required arrangement for welfare of these animals are done by the exporters”. The later part of the direction given by the committee appears to be prima facie without any authority of law. Hence the implementation

of the impugned communication dated 6.08.2018 is stayed till the pendency of the present petition,” Justice Trivedi stated. The livestock exporters had brought 7,850 goats and sheep to Tuna port in Kutch in the first week of August this year for being exported to Dubai. However, the DM passed an order on August 6, ordering suspension of movement of livestock at Tuna port until further communication. The DM also formed a threemember committee, headed by sub-divisional magistrate of Anjar, to look into the alleged violation of the provisions of Prevention of Cruelty to Animals Act.

Case against 3 authors of book on Gujarat riots

Rajkot: A case has been registered against the three authors of a Class 12 reference book for political science in Assam which mentions that the then Gujarat Chief Minister was “silent” during the 2002 riots in Gujarat. The passage from the book, under the heading “Godhra Incident and Anti-Muslim Riot in Gujarat”, alleges that the “Narendra Modi-led state government was a silent spectator” during the riots. The authors are retired college teachers. “The book is a reference book or guide book for Class 12 students of political science. It is published by a Guwahati-based publisher. The case was registered by two persons from Golaghat on September 16,” said a Golaghat district police officer. The case will be transferred to Guwahati since the publisher, Assam Book Depot, is based there, the officer added.

New Delhi : A 13-year-old schoolboy who was allergic to dairy products died after a classmate allegedly chased him and threw cheese down his T-shirt, a local court in London heard on Wednesday. The boy, who was identified as Karanbir Cheema, also known as Karan, went into anaphylactic shock after the incident at William Perkin Church of England High School in Greenford on June 28, last year. Karan was allergic to various food items including dairy products and also suffered from atopic eczema, according to the UK’s Telegraph. His schoolmate, also a 13-yearold boy, was arrested on suspicion of attempted murder but has not been charged. Recounting the fateful incident in court, paramedic Kierin Oppatt, who took the stand as the first witness, said the 999 operator was told it was “just an allergic reaction” but when he arrived, Karan was ‘gasping for air’ and had developed swelling all over. The boy was unconscious and stopped breathing shortly before the paramedics arrived. Oppatt said, “The call came in at 11.40am.

Child refugee arrivals on Greek islands soar, camp conditions dire – UN

London : The number of refugee and migrant children arriving on Greek islands has soared, with more than 7,000 making the perilous voyage so far this year, a UN official said on Friday as he warned of dangerous and filthy conditions in overflowing camps. UN children’s agency UNICEF said children in the camps – many suffering severe psychological distress and at risk of violence – must be moved immediately to safer accommodation on the mainland. Earlier this week aid agency Medecins Sans Frontieres warned that many teenagers in Moria camp on Lesbos island had attempted suicide or were harming themselves. Other children suffer from elective mutism, panic attacks and anxiety. More than 850 children arrived on Greek islands each month on average between January and August, up 32 percent on the same period last year, UNICEF said. It gave no specific reason for the rise, but said most came from conflict-affected areas. UNICEF representative Lucio Melandri, who visited Lesbos and Samos islands last week, predicted arrivals would rise in the coming months and warned services could collapse.
