Lucknow : Samajwadi Party chief Akhilesh Yadav on Wednesday announced that a grand city named after Lord Vishnu would be developed, which would have a spectacular temple inspired by Cambodia’s sprawling Angkor Wat, in the state if his party comes to power. Significantly, Yadav’s comments come after BJP leader and UP Deputy Chief Minister Keshav Prasad Maurya last week raked the Ram temple issue and suggested there could be a legislative route for the construction of a temple in Ayodhya. “We will develop a city in the name of Lord Vishnu over 2,000 acres of land near Lion Safari (Etawah). We have a lot of land in Chambal ravines and the city will have a grand Vishnu temple, that will be a copy of famous Angkor Wat temple,” Yadav, a former UP chief minister, said.

New Delhi : Congress leader and Thiruvananthapuram MP Shashi Tharoor Wednesday released a ‘public report’ of his visit to the United Nations headquarters in Geneva, following a controversy brewing with Kerala Chief Minister Pinarayi Vijayan saying he was not an emissary of the state government. Tharoor claimed he had a conversation with Vijayan before his departure to Geneva. In a statement issued, his office stated: “Dr Tharoor travelled in his individual capacity and at his own expense, as an MP from Kerala and as a former UN Under-Secretary-General, with 29 years experience in the organisation and an extensive network of contacts in the international humanitarian community. This reach was primarily due to a moral responsibility he felt as a Keralite to explore possibilities of international assistance and support to alleviate the sufferings of fellow Keralites, and place these recommendations before the state government for its consideration, and pursuance, if found necessary, with the central government.” Tharoor said he informed Vijayan on the “utility of these discussions, their nature and purpose and the specific areas of priority for the Chief Minister.”

New Delhi : Days after AAP leader Ashutosh quit the party, another member Ashish Khetan announced his decision to resign on Wednesday. Khetan, who had resigned from the Delhi Dialogue and Development Commission back in April, said he had decided upon quitting active politics earlier in the year but postponed his decision since AAP and the Delhi government was beset with a series of crises. “For the past two years, I have been plagued with self-doubt and the question of whether I wanted to continue in electoral politics. Early this year I made my decision to quit active politics after much deliberation and in consultation with family and close friends,” Khetan said in a Facebook post. Srinagar: Eid festivity in militancy-hit Kashmir was marred with violent incidents in which terrorists shot dead two policemen on Wednesday in two districts of the state, police said. The first incident took place when Fayaz Ahmad Shah, an under-training police constable, was shot when he was returning home after offering Eid prayers in Kulgam, one of the worst militancy-hit districts of South Kashmir. Shah, 34, was working with the Jammu and Kashmir Police as a Special Police Officer and had been given an out-of-turn promotion and selected as a constable. He was undergoing training at Talwara in Jammu region and had come home.

Terrorists pumped bullets at Shah from a close range near his house. He died on the spot. A pall of gloom descended on the policeman’s native Zazripora village when the news of his death broke out. The Eid festivities turned into mourning at Shah’s residence with his two minor daughters, aged five and two, unable to understand the sudden rush of people to

their residence and the frequent breakdown of their mother and an aged grandmother. The family was inconsolable when his body wrapped in tricolour was brought to their residence. A wreath-laying ceremony was held at district police lines Kulgam where officers led by Senior Superintendent of Police Harmeet Singh paid floral tributes to the police official.

Srinagar: A BJP worker, who was abducted last night by suspected terrorists, was found dead on Wednesday in Pulwama district of Jammu and Kashmir. The bullet-riddled body of Shabir Ahmad Bhat was found in the fields at Rakh-e-Litter area. Reacting to it, BJP chief Amit Shah saying that the cycle of violence won’t last long. Bhat, 26, was abducted by unidentified gunmen while he was returning to his home in Pulwama after celebrating Eid in Srinagar on Tuesday evening. The incident comes days after former J&K Governor N N Vohra announced that polls to the state’s urban local bodies

and panchayats would be held from September onwards. Expressing anguish at Bhat’s killing, Shah said extremists would not be able to stop the valley’s youths from choosing a better future. Bhat’s sacrifice would not go in vain and the BJP stands firmly with his family, Shah said in a tweet. “Anguished to learn about the killing of BJP karyakarta, Shabir Ahmad Bhat by terrorists in Pulwama (J&K). This act of cowardice is highly condemnable. Extremists cannot stop the youth of Kashmir from choosing a better future for themselves. This cycle of violence won’t last long,” he said.

Kulbhushan Jadhav case: ICJ sets February 2019 for hearing

New Delhi : The International Court of Justice (ICJ) has set a week in February next year for the hearing of former Indian naval officer Kulbhushan Jadhav, who was sentenced to death by a Pakistani military court on charges of espionage. The world court will hear the case daily for a week in February, PTI said, quoting Geo TV reports. Jadhav, 47, was sentenced to death by a Pakistani military court on charges of espionage and terrorism in April, following which India moved the ICJ in May. A 10-member bench of the ICJ on May 18, 2017 had restrained Pakistan from executing Jadhav till adjudication of the case. Pakistan claims its security forces arrested Jadhav, alias Hussein Mubarak Patel, from its restive Balochistan province after he reportedly entered from Iran. In its submission, Pakistan had stated that Jadhav is not an ordinary person as he had entered the country with the intent of spying and carrying out sabotage activities.

New Delhi : Kerala Chief Minister Pinarayi Vijayan on Wednesday said that if need be, he will hold discussions with the Centre over the former’s denial of a Rs 700 crore flood relief aid offered by UAE. “As soon as this (UAE) aid was announced, Prime Minister Narendra Modi tweeted that this was an indeed welcome gesture. Now with media reports, if need be, we will speak to the Prime Minister,” he told reporters. It also said the Naval personnel rescued a total of 16,005 people during ‘Operation Madad’, launched on August 9 for assisting the state administration and undertaking disaster relief operations.

New Delhi : Gurudas Kamat, former Union minister and senior Congress leader, passed away Wednesday morning after suffering a cardiac arrest. He was 63. The Congress leader was in New Delhi to meet with Congress leader Ahmed Patel. He was to return to Mumbai Wednesday evening for Eid celebrations. Kamat was rushed to Primus hospital, Chanakyapuri where he passed away. Kamat’s family has left for the national capital this morning and his body will be brought back to Mumbai this afternoon. Mumbai: Four people have died after a level-3 fire broke out at Crystal Tower residential apartment in Mumbai’s Parel on Wednesday morning. The fire broke out on the 12th floor of Crystal Tower near Hindmata Cinema which gradually spread to the 13th, 14th and 15th floors.People were rescued with help of crane and were rushed to KEM Hospital. Confirming the deaths, Dean KEM hospital Avinash Supe said, “Total 20 victims were brought to the hospital. Four are dead, one of them a woman. Other 16 patients,

six of them women, are stable. Initially, 10 fire-fighting engines were pressed into service but later additional 10 fire brigades and four water tankers were rushed to the spot. The fire, initially classified as Level 2, was later jacked up to Level 3. Deputy chief fire officer

Don’t shoot the digital messenger

In the wake of an epidemic of fake news spread over WhatsApp, the government has now threatened action against the messaging app. It has directed WhatsApp to curb fake news by tracing the origin of ‘sinister’ messages, among other measures. This is tantamount to asking the mailman to look at the contents of mail and screen messages using an amorphous yardstick to ensure that no objectionable messages are delivered. Such sabre-rattling to badger messaging platforms to participate in combating malevolent content points to a grim trend—one of shooting the messenger rather than legislating to criminalize the generation of fake news. Messaging platforms typically offer end-to-end encryption to ensure that messages are sent securely and minimize the risk of interception. The messages are, therefore, transmitted from the sender to the receiver in an encrypted format, readable only after decryption at the receiving end. As the messaging platforms act as mere conduits for encrypted information, they deny themselves the ability to decrypt or intercept messages sent through their platforms by design. Following instances where network providers contested liability for third-party content hosted by them, the Information Technology Act, 2000, provided that “intermediaries” shall not be liable in situations where they acted only as a conduit for transmitting information, albeit including pernicious content. To qualify as an intermediary and avail of this safe harbour exemption under section 79 of the IT Act, a messaging platform must not be able to intercept, select or modify the data transmitted via a communication link made available or hosted by it. As messaging platforms currently don’t undertake such functions, they are able to avail of this provision and are exempt from liability for any third-party information or data they transmit. Directing messaging platforms to curb fake news by monitoring the messages on their platforms would not only rob them of their status as intermediaries, but simultaneously burden them with the liability of having to police their platform for content categorized as objectionable by an elastic yardstick dictated by the prevailing government’s sense of morality. Freedom of speech can only be curtailed to the extent of the limited circumstances set out in Article 19(2) of the Constitution, and that too by promulgation of a law that imposes “reasonable restrictions”. Given this, the directives issued to WhatsApp, which by design is intended to be a private messaging app, appear to be a case of both political posturing and regulatory overreach. It is the government’s prerogative to strengthen enforcement measures to penalize those generating and abetting the dissemination of fake news. It is, therefore, reprehensible that the executive issues directions while palming off its responsibility.

Mumbai : Actor Manoj Bajpayee says Dipesh Jain’s Gali Guleiyan is the most complex film in the history of Indian cinema. “I haven’t watched such a difficult and complex film and the character which I am playing in this film in my entire life and in history of Indian cinema,” said Manoj while interacting with the media here. The Hindi psychological drama — also known as In The Shadows– has travelled to almost 20 international film festivals. Manoj features in a heart-wrenching portrayal of a man trapped within the walls and alleys of old Delhi and his own mind, and it is about how he attempts to break free to find a human connection. Talking about his role, he said, “I started preparation for this role one and a half months before the shooting of the film. I am playing an electrician in the film who lives in the lane called Guli Guleiyan in Chandni Chowk. He fixes cameras at people’s houses and he wants to see what is happening in their lives.” Manoj says his character is mentally disturbed. “He is a mentally disturbed person who listens to a voice of a child who cries continuously as his father beats him and my character wants to save that child. So, in the entire film, my character tries to find that child so that he can save him,” added the actor, who won the Best Actor Award at the Indian Film Festival of Melbourne (IFFM) for his role in the film.

Prime Minister Narendra Modi will be on a day’s visit on Thursday to Gujarat where he will attend four functions, including convocation of the Gujarat Forensic Science University, officials said.

PM Modi to visit Gujarat today, will inaugurate several projects Ahmedabad : Prime Minister Narendra Modi will visit Gujarat on Thursday for launching a number of projects of the state and Central governments in Valsad and Junagadh districts and will also preside over a convocation of Gujarat Forensic Sciences University in Gandhinagar. The PM was originally scheduled to visit Gujarat on July 20 for inaugurating these projects but it was postponed due to heavy rain in south Gujarat and Saurashtra regions of the state. Modi had last visited Gujarat in December 2017 for the swearing-in of the new BJP government led by Chief Minister Vijay Rupani. The PM will first attend an event in Jujwa village in Valsad and hand over to beneficiaries keys of houses built under Pradhan Mantri Awaas Yojana (Gramin), a flagship housing scheme of the Central government that envisions providing housing facility to all. More than 1.15 lakh houses have been built at the cost of Rs 1,727 crore in Gujarat under this scheme and the PM will

hand over keys of houses to select beneficiaries from the state. While beneficiaries from Valsad, Navsari, Tapi, Surat and Dangs will be handed over keys at the event in Jujwa, those from other districts will join the event via videolinks and the PM will oversee their e-Gruhpravesh, an official release said. Modi will also hand over certificates a n d employment letters to beneficiaries of various government schemes. He will also hand over appointment letters and skill certificates to 5,000 women networked with industries, under the Mukhyamantri Gramudyog Yojana.

Ahmedabad : GujaratChief Minister Vijaybhai Rupanitoday reviewed the progress in the Ahmedabad Metro Rail project near its underground site, directed the authorities to complete the Metro Rail’s stretch from Vastral Gam to Apparel Park on priority basis and start trial run in January 2019. He was

told that the viaduct atop the pillars on VastralApparel Park stretch have been completed, while work is in progress for the track and traction, as well as on six stations on this stretch. While 33.5km of the 40-km Metro lines under construction will be elevated, 6.5-km will be underground. Since the underground

portion of the Metro pass through the old city’s crowded areas with people living in very old structures, he directed the authorities to ensure no damage to the people’s property and existing structures, and least inconvenience to people’s movement. He said the Centre has approved the project as it passes through ten protected monuments falling under this route. The Metro is envisaged as an alternative to Ahmedabad Municipal Corporation’s growing traffic problem for mass transportation. Out of Rs.10,700-cr project cost, Japan International Cooperation Agency (JICA) is extending Rs.6,000-cr loan.

Congress alleges Gujarat govt trying to benefit power companies Ahmedabad : The Congress today questioned the Gujarat Government’s decision to form a panel for resolving the issues faced by imported-coal-based power projects, alleging it was being done to favour select business houses and would adversely affect consumers in several states. Addressing a joint press conference, Congress leaders Jairam Ramesh and Shaktisinh Gohil alleged that the Gujarat Government’s July 3, 2018 notification was in violation of the last year order of the Supreme Court that “had shut the door to relief to these companies” which wanted to raise power tariff. “This is another example of crony capitalism and of the ‘suit-boot sarkar’. This is not just ‘suit-boot’ but is ‘suit-boot-loot’,” Ramesh said, accusing the BJP of pursuing crony capitalism. They said the move is in clear violation of the Supreme Court orders passed last year, in which the claim these companies was rejected by the court after deliberating for years. Giving details, Ramesh said in 2007 when Narendra Modi was the chief minister of Gujarat, four companies signed power purchase agreements (PPAs) with Gujarat Urja Vikas Nigam Limited (GUVNL) for purchase of power at a fixed rate between Rs 2.4 to Rs 2.8 per unit.
