In a statement issued on Saturday, the Defence Ministry also invoked “issues of conflict of interest involving persons close to the former President (Hollande)”. The government, the statement said, “had no role in the selection of Reliance Defence as the Offset partner” and that “as per Defence Offset Guidelines, the foreign Original Equipment Manufacturer is free to select any Indian company as its offset partner”.

Kerala nun rape case: Bishop Franco Mulakkal sent to police custody for 2 days

Thiruvananthapuram : Bishop Franco Mulakkal, who has been arrested on charges of raping a nun, was sent to police custody for two days by a judicial magistrate court in Pala on Saturday. Mulakkal, who was relieved from administration of the Jalandhar diocese, was arrested on Friday night. He was admitted to a medical college after he developed chest pain, and taken to the magistrate’s court on Saturday under tight police security. A huge crowd gathered as he was taken to the court without the insignia of a bishop. Although his counsel moved a bail application, the court allowed the prosecution plea for two-day custody as the arrested has to be taken to various places for gathering evidence.

Ranchi : Prime Minister Narendra Modi will formally launch the world’s largest public health insurance scheme, Ayushman Bharat - Pradhan Mantri Jan Arogya Yojna (AB-PMJAY) in Ranchi on Sunday. The cashless scheme, which offers an annual cover of Rs 5 lakh to economically weaker section of society will be launched at the Prabhat Tara ground, and is expected to benefit 5.7 million families in the state alone. The PM will also inaugurate 10 wellness centres, as part of the scheme, in Jharkhand. The Ayushman Bharat scheme aims to cover around 550 million people, across the country. The scheme will target poor, deprived rural families and identified occupational category

of urban workers’ families, 80.3 million in rural and 23.3 million in urban areas, as per the latest SocioEconomic Caste Census (SECC) data. It will cover around 50 crore people. The entitlement is being decided on the basis of deprivation criteria in the SECC database. The beneficiaries are identified based on the deprivation categories identified under the SECC database for rural areas. For the urban areas, the 11 occupational criteria will determine entitlement. On a visit to oversee preparations in Ranchi earlier this week, health minister JP Nadda said that each family would be provided a card with Rs 5 lakh cashless insurance coverage.

13 killed as vehicle veers off road in Himachal Pradesh’s Shimla

SHIMLA: Thirteen people, including three couples, died after a vehicle veered off a road and fell into a deep gorge in Himachal Pradesh’s Shimla district today, a police official said. The accident happened at Sanail, three kilometres from Kuddu on Tiyuni Road in Rohru tehsil. The ill-fated Trax vehicle (bearing registration number HP 02 0695) was on its way to Tiyuni from Swara. All the 13 occupants were killed in the accident, Shimla Superintendent of Police Omapati Jamwal said. While 10 of them died on the spot, three succumbed to injuries at Rohru hospital, Jamwal said. Do citizens have the right to be informed about the health of politicians? Do we, as citizens of a democracy, have the right to be

fully informed of the health of those who govern us as well as the amount spent by the exchequer on their treatment? In any other democracy the answer would be an unequivocal yes. In India, unfortunately, we have equivocation. Even the media is in two minds. In America, details of not just a president’s health but those of all contenders for the job are made fully public. In Britain, when Tony Blair needed hospital treatment, the British public was immediately informed. Indeed, much the same happened in India when Manmohan Singh underwent heart surgery in 2009. However, a curtain of silence was drawn around Sonia Gandhi’s hospitalisation in 2011 and the same is true of Manohar Parrikar’s illness today. Yet in both cases this is not a private matter nor can their families have the last word on the subject. In Sonia Gandhi’s case, Ambika Soni, then Information and Broadcasting Minister, actually told the media: “Only that much information would be shared which they (the Gandhis) would want to share.” She even suggested the government was not fully briefed when she added “you will get all the information as soon as it’s made available to us”. In Manohar Parrikar’s case, when he was first admitted to the Lilavati Hospital, his office variously called it a “routine check-up” and “mild pancreatitis”. The hospital, whilst denying unspecified “malicious and misleading reports/rumours” only added that the “Hon. Chief Minister of Goa is being treated and is responding well to the treatment” without bothering to state what the treatment was for! Since then he’s flown to America three times for treatment and news reports suggest a fourth visit is likely. Yet even now all we’re told is he’s suffering from a “pancreatic ailment”. Now, if India was a western democracy our media would have thrown all the resources it could muster to find out the truth about Sonia Gandhi and Manohar Parrikar and ensure it was fully revealed to the public. They would also have found out or accurately estimated the cost and published that as well. The reason is simple: in a democracy the people’s right to information about their leaders, which can and does affect their politics and governance, takes priority over the individual’s right to privacy. This is because the stability of UPA2 or the present Goa government is contingent upon the healthy functioning of its most important leader. Instead, our media is divided between those who believe these details, both medical and financial, must be fully revealed and others who argue that respect for the individual’s privacy must be maintained and that it would be intrusive to follow western precedents.

DHFL says Care reaffirms ratings on debt, other instruments New Delhi: A day after its shares tumbled up to 42 per cent, DHFL on Saturday said Care Ratings has reaffirmed credit ratings on its various instruments, including NCDs and long-term bank facilities. The scrip of Dewan Housing Finance Corporation Friday went into a tailspin, nosediving 42.43 per cent to end at Rs 351.55 on the BSE. Intra-day, it tanked 59.67 per cent to Rs 246.25 -its 52-week low. DHFL’s market valuation tumbled Rs 8,120.41 crore to Rs 11,031.59 crore on BSE. “...we wish to inform you that CARE Ratings Limited (CARE), vide its letters dated September 22, 2018, has re-affirmed its credit ratings” on its instruments/facilities,

DHFL said in a stock exchange filing. In a statement on Friday, Kapil Wadhawan, CMD of DHFL, had said the market movement has come as a big surprise to not only the company but also to the industry at large. “We wish to categorically state that DHFL has not defaulted on any bonds or repayment nor has there been any single instance of delay on any of its repayment of any liability. We do not have any exposure with IL&FS,” he said. He said company’s fundamentals are strong. Wadhawan further said promoters of DHFL have neither pledged any of their shares nor have availed loan against shares of the company.

Ahmedabad: Amdavadis were in for a pleasant surprise when sudden heavy rain, accompanied by lightning and thunderstorm, hit various parts of the city on Saturday evening. Maximum rainfall was

registered in the central zone with 2 inches. The day was cloudy, with some parts experiencing brief spell of rain in the afternoon. A bike rider fell into a pothole in Behrampura area and was rescued by locals.

Three incidents of fallen trees were registered near LG Hospital and in Gujarat University and Amraiwadi areas where an old bus stop had fallen on the road. In a few areas, including Satellite and Bopal, streetlights

stopped working. However, they were soon repaired by the AMC staff. The city has not had sufficient monsoon activity this season. The rain on Saturday brought the much-needed respite from increasing temperature.

Ahmedabad: The name of Dr Madhu Panjwani, associate professor of medicine with Bhavnagar Government Medical College, features among 161 medical faculty members transferred on Wednesday. She was assigned the new posting at Junagadh GMERS Medical College. The only problem — Dr Panjwani’s family confirmed that she had succumbed to cancer in February this year. On the day when the CAG report for Gujarat mentioned ‘en masse’ transfers of faculty members ahead of Medical Council of India (MCI) inspections in the state medical colleges, the second set of transfers in two days took the total number

of transferred faculty members to 233. While Dr Panjwani’s name would be featured as one of the faculty members, another faculty member who is on a long leave also features in one of the GMERS colleges’ list, improving the teacherstudent ratio on paper — an exercise ahead of the inspection. Dr Hemant Mehta, dean of the Bhavnagar Government Medical College, could not be contacted for his comment. It is an open secret of the state’s medical education system, said experts, where the faculty members — ranging from professors to tutors — get transferred ahead of the MCI inspection that takes place in December for new colleges or those colleges that have increased seats.

Ahmedabad: First year student attempts suicide after ragging by college seniors

Ahmedabad: A first-year student of one of Ahmedabad’s top commerce college attempted suicide on Friday evening allegedly after being ragged by seniors. As per a complaint filed at Navrangpura police station, Gopal Mahida, a first year B. Com student of H L Commerce College, has alleged that three third-year students made him dance and force him to drop his pants during the college break. Unable to face the insult, Mahida allegedly consumed phenyl in the college’s washroom. He is being treated at the Ahmedabad’s V S Hospital. Mahida has also alleged that the students used derogatory words against him as he is from Scheduled Caste (SC). He has named Kshitij Rabari, Ajmal Rabari and Jay Bharwad in his complaint. Navrangpura police has filed the

complaint of assault, of threatening to kill the complaint and under the Atrocity Act and begun probe. The case has been handed over to B Division ACP Ashutosh Parmar. Navrangpura police inspector A M Parmar said, “In the HL Commerce case, since it is an atrocity case, the case has been handed over to an ACP. We have arrested two accused in the case, Kshitij Rabari and Jay Bharwad.” Mahida is from Amreli district of Gujarat and shifted to city after he got admission in college. He has alleged that his seniors ragged him for three months. Principal of the college, Mona Kelshikar said that the police informed them about the incident. “We are convening a meeting to discuss the ragging incident and identifying third year students who ragged Mahida,” she said.

and tertiary medical treatment of small or serious diseases up to Rs.5-lakhin the ratio of 60:40. The beneficiaries include socially and educationally backward people identified in a Central Government survey in 2011-12. In Gujarat, they number about 44-lakh families, comprising 2.25-crore people. The scheme is being implemented at the state level

by Gujarat Health Protection Society. The names of the beneficiaries and their family members should be there in the list. The data is complete. They should produce Aadhaar Card, e-Card Ma or Ma Vatsalya Card, along with Ration Card. They would not have to pay any cash. The facility will be available to the target group in over 1,700 government or private

hospitals in Gujarat. An ‘AyushmanMitra’ will be available in each such listed hospital to guide the patients. As per the scheme, the insurance companies will pay up to Rs.50,000 for the treatment, for which the State Government will pay Rs.161-crore as premium. The cost above Rs.50,000 will be paid under Ma VatsalyaYojna after verification of the hospital bills.

Dubai : Gunmen fired on a military parade in southwestern Iran on Saturday, killing 25 people, half of them members of the Revolutionary Guards, state news agencies reported, in one of the worst attacks ever on the elite force. State television said the assault, which wounded more than 60 people, targeted a stand where Iranian officials had gathered in the city of Ahvaz to watch an annual event marking the start of the Islamic Republic’s 1980-88 war with Iraq. An Iranian ethnic Arab opposition movement called the Ahvaz National Resistance claimed responsibility for the attack. All four attackers were killed. Islamic State militants also claimed responsibility. Neither claim provided evidence. Women and children also died in the violence, state news IRNA agency quoted an unnamed official source as saying. The Islamic Revolutionary Guards Corp (IRGC) have been the sword and shield of Shi’ite clerical rule since Iran’s 1979 Islamic Revolution.

Russia’s secret plan to help Julian Assange escape from UK revealed: report

London : Russian officials had devised a covert plan to help Wikileaks founder Julian Assange escape to Russia from his Ecuadorian embassy hideout in London, a UK media report claimed on Friday. The 47-yearold Assange remains in hiding in a back room of the central London building six years after losing a legal battle against extradition to Sweden for questioning on allegations of rape and sexual assault. The Australian national had sought asylum from Ecuador over fears of further extradition to the US for sedition and espionage for leaking secretive documents on Wikileaks. ‘The Guardian’ has now claimed that Russian officials were involved in a “basic” plan to extract the Wikileaks founder from the embassy on Christmas Eve last year and fly him to Russia. The plot, said to have been abandoned at the last moment, was thought to have involved a diplomatic vehicle. The newspaper said that details of the Assange escape plan are “sketchy”.

China summons US envoy, lodges protest over military sanctions for buying Russian arms: Report

Beijing : China on Saturday summoned the US ambassador to lodge an official protest over sanctions imposed by Washington on a Chinese military unit for purchasing advanced fighter jets and missile systems from Russia, according to a media report. Also, China has cancelled a reported move to send Vice-Premier Liu He to Washington for talks to end the escalating trade war between the world’s two largest economies, following imposition of tariffs on Chinese goods by the Trump administration. The Chinese Foreign Ministry summoned the US ambassador to protest against US sanctions on the equipment development department of the Chinese military and its director, the official media reported on Saturday. The US State Department said on Thursday that it would immediately impose sanctions on the equipment development department of the Chinese military and its director, Li Shangfu, for engaging in “significant transactions” with Russia’s main arms exporter. The US said the purchases of Russian Sukhoi Su-35 fighter jets and S-400 surface-to-air missiles by China’s Equipment Development Department (EDD) of Ministry of Defence has violated US sanctions on Russia. It was the first time the Trump administration targeted a third country with its Countering America’s Adversaries Through Sanctions Act of 2017 (CAATSA), designed to punish Russia for its seizure of Crimea and other activities.
