New Delhi : In an effort to strengthen the ailing banking sector, the government has now allowed CEOs of public sector banks to directly seek issuance of look-out circulars (LOCs) against wilful defaulters to prevent them from fleeing the country. A Home ministry notification said CEOs of PSBs have been added to the list of officials who can now make a request for issuance of LOCs to the ministry. The development comes following a recommendation by an inter-ministerial panel under Financial Services Secretary Rajiv Kumar. The step was taken keeping in the mind the loan defaults made by Vijay Mallya, Nirav Modi and Mehul Choksi and thereafter, fleeing the country. “It will act as a big deterrent for wilful defaulters and also bring about a fundamental change in the creditor-debtor relationship.

Nepal senior opposition leader objects to Yogi Adityanath’s visit

Kathmandu : Bimalendra Nidhi, vice chairman of the opposition Nepali Congress and former Deputy Prime Minister, has objected to Uttar Pradesh Chief Minister Yogi Adityanath’s scheduled visit to Janakpur as chief guest during the customary Ram Janaki wedding celebration next month. Nidhi, speaking to the media, said it was unfortunate that someone who openly advocated for the restoration of Nepal’s status as a Hindu Kingdom was coming to Nepal as the chief guest at the invitation of the government. The senior opposition leader also asked the government to clarify if Adityanath was going to inaugurate the JanagarJanakpur-Kurtha Railway line when he visits Nepal during the second week of December. “It is something that the senior central ministers from the two sides should be doing. But if a provincial chief minister of India does that, that will be a serious breach of protocol and amount to undermining Nepal’s sovereignty,” he said.

Pakistan’s reaction comes a day after the Punjab CM announced the arrest of one of the accused, Bikramjit Singh while saying that the terror attack, which left three dead and 21 people injured.

Tribal farmers end stir after Maharashtra govt agrees to accept demands

New Delhi : Marking an end to the second mega agitation in Mumbai, tribal farmers called off their protest Thursday after the Maharashtra government agreed to fulfil their various demands. Chief Minister Devendra Fadnavis assured tribal farmers that their forest land rights claims will be settled by December this year. The chief minister also gave this assurance to representatives of over 7,000 protesting farmers who marched to Azad Maidan for redressal of their grievances, which include compensation for drought and transfer of forest rights to tribals. According to Tribal welfare minister Vishnu Savra, a total of 3.6 lakh claims were received of which

1.74 lakh have been settled in favour of the tribals. Similarly, 12,000 claims for community forest activity were also received of which 7,700 have been settled, he added. A delegation of the protesting tribals met Fadnavis at Vidhan Bhawan in south Mumbai today, where the winter session of the state legislature is underway. The farmers and tribals, who began the two-day march from Thane to Mumbai, reached Azad Maidan early Thursday, eight months after a similar protest was held at the venue. The morcha traversed through Dadar and the JJ flyover before reaching the Maidan, adjacent to the Mumbai municipal corporation headquarters.

New Delhi : Jammu and Kashmir witnessed highvoltage political drama since Wednesday after Governor Satya Pal Malik issued an order dissolving the state assembly. The Governor’s move soon after PDP leader Mehbooba Mufti staked claim to form a government with the support of the National Conference and Congress — she cited a collective strength of 56 MLAs in the 87-member House. A separate claim to form a government was made by Sajad Gani Lone of the two-member People’s Conference who claimed support of the BJP and 18 MLAs from other parties. He sent a letter while flying home from London. Malik cited the

“impossibility of forming a stable government by the coming together of political parties with opposing political ideologies” and the “fragile security scenario in the state… where there is a need to have a stable and supportive environment for security forces” as the reason behind his decision to dissolve the assembly. The dissolution of the Assembly, kept in suspended animation since June when Governor’s Rule was imposed after the BJP ended its alliance with the PDP to bring down the Mehbooba Mufti coalition, marked the culmination of high-voltage politics through the day that saw the PDP, NC and Congress joining hands to announce “a grand alliance of like-minded secular parties”.

PM Imran Khan will do break ground at Kartarpur facilities on 28th November. We welcome the Sikh community to Pakistan for this auspicious occasion,” Qureshi tweeted. His statement came hours after India called on Pakistan to construct a corridor to Katarpur Sahib to facilitate easy movement of Indian Sikh pilgrims to the shrine — the final resting place of Sikh faith’s founder Guru Nanak Dev. Kartarpur Sahib in Pakistan is situated across the river Ravi, approximately four kilometres

New Delhi : The Election Commission Thursday said fresh elections in Jammu and Kashmir would be held within the next six months even as it did not rule out the possibility of holding polls before the Lok Sabha election due next year. “The Jammu and Kashmir Assembly polls must be held on the first occasion before May … it could be held before parliament elections also,” Chief Election Commissioner O P Rawat said. He said as per the Supreme Court, the outer limit for holding fresh polls

after dissolution of a house is six months, that is May, 2019. At the same time, he made it clear that the Commission

will decide on poll dates after “considering all aspects.” The CEC further cited the Supreme court’s verdict, an outcome of

Presidential reference, which said polls will have to be held on the first occasion which means even before six months. The same principle was applied in Telangana where the assembly was dissolved prematurely, he said. New Delhi : Asserting that India was “committed to move towards cleaner fuel”, Prime Minister Narendra Modi on Thursday laid foundation stones to mark the beginning of work for CNG supply to automobiles and piped cooking gas to kitchens in 129 districts of 18 states, covering over a quarter of India’s population. The Prime Minister said that until 2014, only 66 districts in the country were within the purview of the City gas distribution,

and claimed that the numbers rose to nearly 174 districts. He said the city gas distribution facility will be available in 400 districts in the next two-three years. “It’s a grand picture of how our cities have taken steps towards gasbased economy,” Modi said in his address in the national capital, reported news agency PTI. Claiming that his government was paying attention to all aspects related to making India a gas-based economy, PM Modi said.

The political cost of farm distress

The last two years have been filled with images of farmers dumping potatoes, tomatoes and onions by the roadside and resorting to distress sales of grains and pulses, with government in states and at the centre turning a blind eye. This is in sharp contrast to the alacrity with which governments move when onion prices touch ₚ40 a kilo, convening meetings, cracking down on traders and initiating imports. No surprise farmers then that across India have come to realise that governments are more concerned with the well-being of the urban consumer and it is they who are bearing the cost of low food prices. They are also starting to understand that unless they prove their strength as a community by taking to the streets and marching to cities, as well as electorally, little will change. That rural anger can cause noticeable political damage was proved beyond doubt when the ruling Bhartiya Janata Party performed poorly in rural areas in the Gujarat elections. Ground reports from the current phase of state elections suggest that farmers in Madhya Pradesh, Chhattisgarh and Rajasthan have set the tone of electoral discourse in these states. Simultaneously, they are also setting the stage for the general elections next year to remind governments that there is a political cost to ignoring rural India. On the other side, opposition parties, in a hurry to ensure political gains, are promising sops that may not help farmers in the long run. First, loan waivers can only be a temporary palliative which disproportionately benefits medium and large farmers, leaving out marginal growers who are more exposed to informal loans. Second, it is practically impossible for the government to procure all crops at minimum support prices (MSPs). The way out is a mix of different approaches: support prices, direct income transfers and freeing up agricultural markets from the clutch of the powerful trader lobby. Take the case of pulses. It makes sense for the government to procure directly from farmers at MSP and, instead of hoarding and resorting to open market sales at a later date, introduce it under the subsidized public distribution system. This will not only help farmers growing pulses with better prices, but also improve India’s terrible nutritional indicators—about 38% of our under-five children are stunted. Moreover, robust procurement of pulses can wean farmers away from input intensive and water guzzling crops such as rice and sugarcane.

Govt authorises CEO of PSBs to request for LoCs against wilful defaulters

New Delhi: To check wilful defaulters and fraudsters from fleeing the country, the government has now authorised CEOs of public sector banks (PSBs) to make request for issuance of look-out circulars (LOCs) against suspects. The move comes against the backdrop of defaults by Vijay Mallya, Nirav Modi and Mehul Choksi and thereafter, fleeing the country. The Ministry of Home Affairs (MHA) recently made changes in the circular by including CEOs of PSBs in the list of officials who can make request for issuance of LOCs to the ministry. The inclusion by MHA was done following the recommendation of an inter-ministerial panel under Financial Services Secretary Rajiv Kumar that made a case for empowering the heads of

PSBs to request for the opening of LOCs. When asked about the changes made in the circular of MHA, Kumar said it was a continuation of the government’s cleanup drive of the banking sector. Soon after the emergence of the PNB fraud and perpetrator Nirav and his uncle Choksi fleeing the country, the Finance Ministry asked PSBs to collect passport details of all those borrowers, who have borrowed loans of more than Rs 50 crore. However, possession of mere passport detail was not enough but this circular has empowered banks to take a decisive action against wilful defaulters and fraudsters by requesting for issuance of LOC by the concerned authority, thereby thwarting any move by them to flee the country, Kumar said.

BoB board to consider allotment of shares to staff next week New Delhi: Bank of Baroda (BoB) Thursday said its board will meet next week to consider allotment of fresh shares under the employee stock purchase scheme. “The board of directors of the bank is scheduled to meet on November 29, 2018 to consider and approve issuance of fresh equity shares to its employees under Sebi (Share Based Employee Benefits) Regulations, 2014,” BoB said in a regulatory filing. The government in March 2017 had allowed public sector banks to offer stock options to their employees in order to retain experienced hands. The scheme also aims at providing better incentives besides being a means of capital raise. Allahabad Bank has raised nearly Rs 236 crore in its maiden Employee Share Purchase Scheme (ESPS). United Bank completed the issue of around 5 crore fresh shares to employees under the scheme on August 31, 2018. PNB will offer 10 crore shares under the scheme while Canara Bank will issue up to 6 crore equity shares to its staff to raise up to Rs 1,000 crore under ESPS. Stock of Bank of Baroda closed 1.79 per cent down at Rs 109.95 on BSE.

Gold tops Rs 32,000-mark on jewellers’ buying, global cues

New Delhi: Gold went past the Rs 32,000-mark by gaining Rs 90 to trade at Rs 32,040 per 10 gram at the bullion market on Thursday on fresh buying by local jewellers amid a firm trend overseas. Silver too firmed up by Rs 200 to Rs 38,000 per kg on the back of increased offtake by industrial units.Gold prices surged on Thursday after falling for three straight days, largely on fresh buying by jewellers at the domestic spot market, coupled with a better trend globally. Globally, gold rose 0.11 per cent to USD 1,228 an ounce, while silver traded higher at USD 14.59 an ounce in Singapore as weakness in

the dollar raised demand for the precious metal as a safe haven. In the national capital, gold of 99.9 per cent and 99.5 per cent purity rebounded by Rs 90 each to Rs 32,040 and Rs 31,890 per 10 gram,

respectively. It had lost Rs 200 in the previous three days. Sovereign gold, however, held steady at Rs 24,800 per piece of 8 gram on little doing. In line with gold, silver ready recovered by Rs

200 to Rs 38,000 per kg, while weekly-based delivery by Rs 302 to Rs 36,888 per kg. Silver coins were unaltered at Rs 73,000 for buying and Rs 74,000 for selling of 100 pieces.

PNGRB had offered 106 GAs in the previous eight bid rounds, of which 56 were awarded.

PM Modi lays foundation stone for city gas work in 122 districts New Delhi: Prime Minister Narendra Modi on Thursday laid foundation stones to mark the beginning of work for CNG supply to automobiles and piped cooking gas to kitchens in 129 districts of 18 states, covering over a quarter of India’s population. Keen to cut emissions through a greater share of environment friendly natural gas as auto and cooking fuel, Modi also

launched the 10th round of bidding for award of city gas licenses in 124 new districts, which have been clubbed into 50 Geographical Areas (GAs). “This is an important step in developing infrastructure,” he said, adding once 10th round is completed, natural gas as fuel will cover 400 districts and 70 per cent population. Modi said households with piped

cooking gas connections would reach 2 crore after network in cities awarded up to 10th round is completed. Currently

there are over 32 lakh piped consumers. He said CNG stations too would more than double to 10,000. Downstream

regulator Petroleum and Natural Gas Regulatory Board (PNGRB) had just a few weeks back awarded licenses for 78 out of the 86 Gas put on offer in the 9th round of bidding. Of the GAs awarded in the 9th round, Modi laid foundation stones for work in 65 GAs, made up of 129 districts, while leaving out the ones in election-bound states

like Rajasthan, Madhya Pradesh and Telangana due to the model code of conduct. The license winners of 61 GAS out of these 65 GAS organised functions in their respective areas, which were connected to Vigyan Bhawan in the national capital through video conferencing, where the prime minister formally launched the city gas works.

Prashil Ratna told reporters in Ahmedabad. Mr Ratna also said

that the foundation is planning to set up a Buddhist University in

Gujarat. “Contrary to the belief that ancient Buddhist sites exist only in Bihar, Uttar Pradesh and further to the north, Gujarat too has been blessed with such sites,” he said. “Like Nalanda and Takshashila, records of Chinese travelers mention that there was a big Buddhist university called Vallabhi at Bhavnagar in Gujarat,” he said. The foundation also plans to build a grand monument at Dev Ni Mori, a Buddhist archaeological site in Sabarkanth district of north Gujarat, he said.

Even if I am not invited, I will campaign against the BJP that will benefit the Congress directly.” The senior politician said that in 2019 Lok Sabha elections as well, he would campaign against the BJP. “I will not be contesting Lok Sabha elections in 2019 but I will be campaigning against the BJP and in favour of the Congress and NCP candidates,” he said. He added that he was in touch with NCP leader Sharad Pawar. Asked why he

should campaign against the BJP when he is not a part of any political party, Vaghela said, “I have taken the decision to protect the country from destruction. If BJP is not stopped, democracy will disappear from the country. Every democratic institution from Election Commission to Supreme Court is being discredited under the BJP government’’, he said. The 78-year-old politician, who has RSS roots and began his political career with the BJP, said, “I know Prime Minister Narendra Modi and BJP chief Amit Shah more than anyone else. They don’t have respect for dissent. They don’t want opposition. I want democracy to survive. And this is why I have made a decision to work against the BJP in the Lok Sabha elections. I believe Congress and NCP will certainly benefit from my work.”

Ahmedabad : The Election Commission on Thursday announced the schedule for by-elections to fill the two vacant Assembly seats of Jasdan in Gujarat and Kolebira (ST) in Jharkhand on December 20. The counting of votes will take place on December 23. The date of issue of notification for the two by-polls is November 26 and the last date of nominations is December 3. Scrutiny of nominations will be done the next day and the last date for withdrawals is December 6. The electoral rolls for the two assembly constituencies with reference to January 1, 2018 as the qualifying date has been finally published, the Commission said. It said it has decided to use EVMs and VVPATs in the by-elections in all the polling stations. Adequate numbers of EVMs and VVPATs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.

It is mandatory to prove in a survey that a community is

backward and after that only it (community) becomes eligible to receive reservation,” he said. The move of Patidar Anamat Andolan Samiti (PAAS) led by Hardik Patel comes after Maharashtra’s State Backward Class Commission gave a report on backwardness of the Marathas after which the government announced quota for the community. The reservation will be granted

to the community under a new category, ‘Socially and Educationally Backward Class’, as per the recommendation of the commission, Maharashtra Chief Minister Devendra Fadnavis had said Sunday. On his meeting Thursday with Sugnaben Bhatt, 25-year-old Hardik Patel said, “The commission heard us and gave a positive feedback. They will give us a reply in a week’s time.”

Head of Russian spy agency accused of British poison attack dies

Moscow : The head of Russia’s military intelligence agency that the West has blamed for a string of brazen attacks died on Wednesday after “a serious and long illness”, the Russian defence ministry said on Thursday, hailing him as a “true son of Russia.” The Ministry of Defence heaped praise on Colonel-General Igor Korobov, 62, who had run the spy agency, best known as the GRU, since 2016, saying he had been made a Hero of Russia for his service in the post, the highest state award. “The loving memory of this wonderful person, a true son of Russia, a patriot of the Fatherland Colonel-General Igor Valentinovich Korobov will always be in our hearts,” the ministry said in a statement. Defence Minister Sergei Shoigu, a close ally of President Vladimir Putin, expressed his condolences to Korobov’s relatives, while state news agency TASS cited a military source as saying Vice-Admiral Igor Kostyukov, the agency’s first deputy head, had been standing in for Korobov during his illness and was the favourite to formally take over his role. Britain has accused the GRU of attempting to poison former Russian spy Sergei Skripal and his daughter with a nerve agent, the Netherlands has accused it of trying to hack the global chemical weapons watchdog, and U.S. intelligence agencies say it tried to hack the 2016 presidential election. Russia denies all those allegations.

The Ahmedabad Declaration of 2018 states that family is the basic social unit, and should be taken as the basic unit of engagement and intervention in diabetes care as well. It should

be considered the basic unit of intervention in a syndrome such as diabetes, which has multiple social ramifications. Family members not only contribute to diabetes care and support, but are also prone to all effects arising from this. Shared genetic and environmental factors lead to a higher prevalence of diabetes in family members, and open a window of opportunity for diabetes prevention as well. The attitudes, wishes and needs of family members of persons living with diabetes were analyzed

in the multinational second Diabetes Attitude, Wishes and Needs (DAWN2) study. The DAWN2 study documented that there was significant impairment of psychological well being, diabetes related distress, and negative impact on the life of these family members. The frustration of family members in not being able to help their loved ones manage diabetes, and in dealing with hypoglycemia, was also observed. In spite of these challenge, most family members reported willingness to increase their

involvement in diabetes care. India was one of the 17 countries involved in DAWN 2. Indians living with diabetes reported their family and “other people in the community”, as being most supportive, as compared to peers from other countries. Indians with diabetes were the second most likely (after China) to have supportive friends, and third most likely (after China and Algeria) to encounter supportive people at work or school. This highlights the positive contribution of the family to diabetes care in India.
